The Development of a Quality Measurement Tool for a Contract-Managed Hospital Foodservice (병원 위탁급식 품질관리를 위한 품질평가도구 개발)

  • The purposes of this study were: a) to develop the a quality measurement tool for the contract-managed hospital foodservice, and b) to evaluate their performance with the developed quality measurement tool, and c) to verify the reliability and validity of the quality measurement tool. The developed quality measurement tool comprised two parts, which were foodservice management and medical nutrition care service. The foodservice management part was classified into six functional categories which were Menu, Procurement and Storage, Production and Distribution, Facility and Utility, Sanitation and Safety, and Management and Evaluation. The medical nutrition care service part indicated the medical nutrition care provided. Quality measurement tool had 91 standards and 324 indicators. The quality measurement tools were distributed to the hospital foodservice manager employed by the foodservice company. The 324 indicators were measured by foodservice manager on the 5-Likert-type scales, and then adapted to a 100 point scale. The SPSS Ver. 11.0 was used for statistical analysis. The categories whose scores were evaluated as being high were Procurement', General Sanitation', Personal sanitation' and Waste' and the categories whose scores were evaluated as being low were Diet Order Manual', Standard Recipe', Appropriateness (Facility and Utility)', Check (Facility and Utility)'and Information Management'. All the categories of medical nutrition service were evaluated as having seriously low scores. Therefore, it was necessary for the contract-managed hospital foodservice to improve its performance in the area of medical nutrition care service. For the verification of the developed quality measurement tool, the reliability obtained by calculating Cronbach's α was 0.8747, and the content validity was also proved by scrutiny of the modification of the Professional group's techniques.   • Many research efforts have made on various fields to develop a system which is able to process diverse data in terms of efficiency and accuracy as well as minimizing the error in data-processing. As known, it is obvious that procurement is crucial process for the plant projects due to its importance and impact on the performance. It is strongly required to develop an effective metadata system to assist optimal controlling data for the logistics discipline of procurement processes in plant projects. Therefore, the main purpose of this paper is to apply a metadata system for logistics of the plant projects. The suggested technical module is tested using sample data and evaluated its performance in terms of accuracy and running speed. The results of this research will be extended to the other processes of plant projects in order to achieve a ultimately process-based life-cycle plant project information management system

  • In the current procurement system in Korean military, the army, navy and air force have their own distributors, military branches and warehouses. However, especially, it has been hard to have the economy of scale because most of suppliers have shipped their order from the suppliers to each of Korean military directly. Koran military considers the transportation cost as one of the management cost factors among various kinds of cost. Furthermore they have contracted with the suppliers in annual and collectively on the transportation. Hence they have been in trouble with getting efficiency of Defense budget execution because it is hard to make a decision of Defense budget with real transportation cost. Moreover Korean army, navy and air force have their own supply chain separately, so they can not cooperate flexible and quickly when they need. Therefore, in this research, we provide a benchmarking of DTCI (Defense Transportation Coordination Initiative) which has been proved that it has improved the procurement system in US implementing the integrated transportation system with 3PL and military. In addition we propose advanced integrated shipping model using Hub & Spoke system for Korean military. In order to prove its effect, we simulate our model based on the real data of the suppliers' delivery to compare with the current system when it comes to how much we can save the cost. Our research can provide evidence that the integrated procurement system in Korean military will improve Korean military procurement system.

  • In the construction industry, materials management is one of the most important components in construction engineering life cycle. Materials management optimization is one of the research subjects in the field of construction management. In the materials management system of a construction project, the suitability of selecting procurement planning strategy will influence the result of project completion. This study conducts literature review at first and also refers the related issue in other industry's application. Associated with the characteristics of construction project in civil engineering and the concept of object oriented design applied in the materials management, this research is aimed to establish a construction materials requirement preliminary system.

  • This study aims at establishing JIT production management system to enable manage the resources input into from procurement through construction based on correct identification of the process, an analysis on the amount of input materials and information sharing. This study has focused on the process control and working process of rebar work in domestic apartment house construction where the overall scope of Process from the planning phase to the construction phase has been analyzed in this study. Also construction phase was selected for the application of a sample case. A basic model for JIT production was generated with these processes. Furthermore A questionnaire and the on-site survey with process, checklist and control data were prepared and performed for the application of JIT production management model into rebar work. The governing scopes of JIT production management system include process management, material management, yard loading and moving management and inventory control, and the operation of each control item

  • The job characteristics and competencies of 285 dietitians in employee foodservices were investigated by worker-oriented job analysis methodology. The purposes of this study were to : a) determine the knowledge, abilities, skills and other characteristics(KASO) needed for dietitians in two types of employee foodservice groups(self-operated vs. contracted), b) categorize KASO items by factor analysis and c) provide job information and job descriptions for dietitians in employee foodservices. The job analysis questionnaire was consisted of questions concerning the 134 KASO items. The questionnaire was mailed to 250 dietitians who are members of The Korean Dietetic Association Practice Group in self-operated foodservices(group A) and 250 dietitians who are employed in contracted foodservice companies(group B). Completed questionnaires were received from 285 dietitians(121 in self-operated, 164 in contracted) ; with response rate of 57%. Statistical data analysis was completed using the SPSS/win and the SAS/win packages. The results of this study can be summarized as follows. 1) Through factor analysis, the 134 KASO items were regrouped into 6 categories :‘primary dietetic tasks concerning menu management and administrative work regarding merchants’, ‘primary dietetic tasks concerning procurement and purchasing of food and supplies and meal production and service control’, ‘primary dietetic tasks concerning facility, sanitation and safety control’, ‘secondary dietetic tasks concerning nutrition education and research’, ‘secondary dietetic tasks concerning foodservice operation management’and‘human attributes’. 2) Analysis of the total scores(average scores of degree of frequency, importance and entry requirements of KASO items within 6 categories), group A showed high priorities placed on‘human attributes’, ‘procurement and purchasing of food and supplies and meal production and service control’, ‘menu management and administrative work regarding merchants’, ‘whereas group B showed high priorities placed on’‘human attributes’, ‘foodservice operation management’. Risk Assessment and Contingency Prediction considering Work Characteristics for Modular Plant Construction Projects (모듈러 플랜트의 업무특성을 고려한 위험 평가 및 예비비 예측)

  • The purpose of this study is to assess the risk and predict the contingency for modular plant construction projects. Considering the work characteristics of the modular plant, The adapted research method is that suggest models for assessment impact of risk and predict the contingency considering risk. Based on the proposed models, It is selected one modular plant construction project and assessment impact of risk factors and predicted the contingency. The results of this study are as follows: Assessment the probability of occurrence of risk factors and intensity of impact, and extract 15 important risk factors. These are classified as Engineering, Procurement, Fabrication, Transportation, Construction phases to consider the work characteristics of the modular plant. The predicted contingency is that 6.739%(Engineering 2.850%, Procurement 6.225%, Fabrication 6.211%, Transportation 4.165%, Construction 8.168%) to prepare the basic business expense. The model is used as a way to derive quantitative results in the decision-making process for risk management in construction projects.

  • The number of construction management firms has been increased as construction management delivery system has been active in Korean construction market. the capability of leading construction management professional, who is responsible for managing project administration, is important for commissioning construction management contracts. The quality of project proposal and the capability of leading construction management professional, which are assessed by the board of contract awarding committee, are the major contributors for commissioning the public construction management projects administered by the Korean public procurement service for contracting. Therefore, employing a very competent leading construction management professional is the critical strategy for awarding contract to the construction management firms' part. That is why the firms should secure a fixed number of leading construction management professional in a waiting list to proceed the contract commissioning process for expectant candidate projects, even if there is no project assignable to the leading construction management professionals. However, a measure that makes effectively use of the leading construction management professional in a waiting list has not been systematically implemented in the firms. In turn, the firm suffers considerable loss in a project personnel supply and demand plan. Expert opinions were obtained by the survey questionaries administered to top management of the construction management firms which are engaged in the construction management contracts for commissioning the public construction management projects administered by the Korean public procurement service either as principal or co-principal deliverer. This paper presents the findings obtained by investigating the actual employment state of the leading construction management professional in the waiting list and by analyzing the issues involved in mobilizing and demobilizing them. It contributes to implement a practical guide for searching effective solutions to the issues.

  • Life Cycle Assessment (LCA) aims to analyze possible impact upon manufacturing process and availability of products, and also study the environmental considerations and potential influence during entire life cycle ranging from procurement, production and utilization to treatment (namely, from cradle to tomb). Based on high-density polyethylene (HDPE) pipe manufacturing of company A, this case study would involve evaluation of environmental influence during the production process. When the manufacturing process has been improved during "production process" and "forming cooling" stage, it is found that capital input on "electric power" and "water supply" could be reduced, thus helping to sharpen the competitive power of company A, and also ensure sustainable economic and industrial development in accordance with national policies on environmental protection.

  • GCM(Green Chain Management) is being spread by that companies which apply with eco-friendly concept in entire SCM(Supply Chain Management) perspective is being increased for resolving some recent environmental problems. There are reasons that numerous companies focus on GCM. At first various governments began to directly manage components and material contents about various noxious substances. Second, environment problem management in the entire logistics process from procurement of product materials to distribution of product became to be important according to introduction of certification system that evaluate the environmental impact throughout life-cycle of products. Purposes of this paper are 1) to analyze the GCM process whose important is more increasing in the recent logistics environment change, 2) to comprehend places and sources that generate environmental elements like energy consumption and greenhouse gas emissions in elements of logistics function, and 3) to construct integrated GCM system for observing activity of logistics function throughout life-cycle of products.
