Adaptability of Process Evaluation in New and Renewable Energy Dissemination Program (신재생에너지 보급사업 평가에 있어 Process evaluation 적용 가능성 고찰)

  • 미국 DOE(Department of energy) 산하 EERE(the office of energy efficiency and renewable energy)에서는 시행되고 있는 일반 프로그램 평가(General Program Evaluation) 중 하나인 과정 평가(Process Evaluation)는 프로그램의 수행의 효율성과 유효성을 평가하기 위해 수행된다. EERE에서는 프로그램 별로 매 2~3년에 한번, 프로그램의 진행에 장애요인을 시행하기 위해 부정기적으로 과정평가를 수행하여 프로그램의 진행과정을 개선할 것을 제안하고 있다. 과정평가의 방법론으로는 사례연구(case study), 내용분석(content analysis), 메타평가(meta evaluation), 델파이분석(delphi-analysis), 외부 동료평가(peer review) 등의 방법론이 사용될 수 있다. 특히, EERE는 "Peer Review Guide(2004)"을 발간하여 과정평가에서 있어 외부 동료평가의 방법론을 정리하였다. 과정평가를 통해 프로그램 수행결과의 중간점검과 동시에 프로그램의 발전을 위하 전문가의 제언을 수집할 수 있다. 따라서 과정평가의 결과는 프로그램의 개선에 도움을 줄 수 있으며, 장기 과제인 경우 프로그램 관리에 효과적으로 사용될 수 있다. 우리나라의 경우, 사업 수행 시 '진도보고'나 '중간결과 발표' 등을 통하여 동일한 내용의 평가를 시행하고 있으나, 평가의 항목.시기.예산 등에 대한 지침(guideline)이 구축되었다고 볼 수 없는 상황이다. 한국의 신재생에너지 보급사업은 국가적인 중요도, 투입예산의 규모 및 수행기간 등을 고려할 때 과정평가를 통해 정기적으로 사업의 진행과정을 점검할 필요가 있다 하겠다. 따라서 신재생에너지 분야의 사업의 관리에 적용될 수 있는 EERE의 과정평가를 한국의 상황에 맞게 수정하고 이를 정규적으로 시행하는 방안에 대한 논의가 필요하다 하겠다.

Comparison of OECD Nations through a Comprehensive Evaluation Index for Low-Carbon Green Growth

  • This paper compares OECD nations by developing a comprehensive evaluation index that examines the efforts and achievements of countries toward Low-Carbon Green Growth. The input-process-output of a Low-Carbon Society system is in dynamic competition with that of a High-Carbon Society system. The model used in this study of the comprehensive evaluation index for Low-Carbon Green Growth was comprised of Large indices such as Input, Process, and Output. The Input and Output consisted of 'Social-economic' and 'Physical-ecological' Middle indices while the Process was made up of 'Stimulation mechanisms' and 'Participation of stakeholders and Knowledge flow' Middle indices. In order to calculate the comprehensive evaluation index, our model gave a weight to each indicator/index and applied a weighted arithmetic mean. Korea ranked $15^{th}$ out of 30 OECD nations in the comprehensive evaluation that analyzed Input ($14^{th}$), Process ($18^{th}$), and Output ($17^{th}$). The top five nations were Switzerland, Sweden, Denmark, Germany, and France; while Japan was $8^{th}$ and the USA $26^{th}$.

  • Technology Management and Research & Development(R&D) have been one of the most difficult divisions for measurement and evaluation. In spite of these difficulties, the importance of R&D has been dramatically increased. It is very difficult to manage more efficiently and effectively than any other departments of production, finance, marketing and so on. As criticizing the shortcomings of the traditional evaluation system in making decisions for corporate management which has only been focused on financial indices, so Kaplan & Norton has suggested the Balanced Scorecard(BSC) which can be managed Critical Success Factors(CSF) in accordance with corporate's strategy. The Analytic Network Process(ANP), based on the Analytic Hierarchy Process, allows the decision makers to leap beyond the traditional hierarchy to the interdependent environment of network modeling. Based on BSC, this study has developed the evaluation system for R&D which has used ANP transforming quantitative and qualitative indices to the quantifying scales in evaluating R&D.

Comparison of Evaluation Tools of Work Posture in Automobiles Assembly Process (자동차 조립공정에 대한 작업자세 평가도구의 비교)

  • Awkward work postures in workshop highly affect on work-related musculoskeletal disorders(WMSDs). Especially, in automobiles assembly process, these awkward work postures of workers may cause serious injury and illness. This study is to compare the performance among the evaluation tools which can measure the work-loads caused by the awkward work postures in automobiles assemble process. RULA, REBA and TVAL(Toyota Verification of Assembly Line) are used as the evaluation tools. The 85 jobs selected in the automobiles assembly process are applied to the three tools and their performances are analyzed after the evaluation of the work-load in each job. Through various measures of performance such as statistical test, DUNCAN test, regression test etc., the tendencies and characteristics among them are analyzed in detail.

  • Testing evaluation is a part of process for design, production, evaluation, operation and abolition, and is the process of certifying system performance. The main purpose of testing evaluation is to reduce the risk factor under the determining process. Testing process has the three step such as design qualification, integration and validation test in factory, system integration and commissioning test. Design Qualification is to verify errors on the design process. Integration and validation test in factory is for the H/W and S/W of an equipment and is to verify interface of subsystem, communication protocol and main functions. System integration and commissioning test is a functional test to adjust successful installation of equipment. According to the testing process, briefly consideration for test item, test method and test contents about signalling system is carried out.

Factor Derivation of Course Evaluation and Priority Analysis Using Analytic Hierarchy Process (계층분석법을 이용한 강의평가 요인도출과 우선순위분석)

  • Course evaluation serves as helpful information to improve the quality of college education and improve lectures. This study derived the factors through preceding research and FGI to explore the factors that constitute course evaluation and identified the relative importance and priority of the factors through the Analytic Hierarchy Process (AHP). For this, it derived five factors and 15 evaluation items as follows. To secure expertise and fairness in the factor development of course evaluation, the researcher conducted a questionnaire surveying students and teachers and collected a total of 20 valid data. The weight of each evaluation item was calculated based on the data that had been verified for consistency. The analysis concluded that students rated class content, class method, class operation, class evaluation, and class plan as the critical factors in the order of importance, while teachers evaluated class content, class operation, class method, class evaluation, and class plan as important, in that order. Based on the results of this study, I hope that various analyses and studies will be conducted to improve the efficiency and reliability of course evaluation for the quality management of college education.

Adapting an Integrated Program Evaluation for Promoting Competency-Based Medical Education (역량바탕의학교육을 촉진하기 위한 교육평가: 통합평가모형 적용)

  • Educational program evaluation can improve the quality of the curriculum, instructional methods, and resources and provide useful data for making educational decisions and policies. Developing and implementing a program evaluation system is essential in competency-based medical education. The purpose of this study was to explore and establish an educational program evaluation system adapting an integrated program evaluation model to promote competency-based medical education. First, an Educational Evaluation Committee was organized, consisting of faculty, staff members, and students. The committee established an integrated program evaluation model, combining Stufflebeam's Context, Input, Process, and Product (CIPP) model of a process-oriented approach and Kirkpatrick's four-level model of an outcome-oriented approach. Kirkpatrick's model was applied to the product evaluation of the CIPP model. The committee then developed evaluation criteria, indicators, and data collection methods according to the components of the CIPP model and the four levels (reaction, learning, behavior, and results) of Kirkpatrick's model, and collected and analyzed data. Finally, the committee reported the results of evaluation to a Medical Education Quality Improvement Committee, and the results were used to improve the curriculum and student selection. To enhance the quality of education, identifying educational deficiencies and developing various elements of education in a balanced way through educational evaluation will be needed. Furthermore, it will be necessary to listen to opinions of various stakeholders, work with all members involved in education, and communicate with decision-makers in the process of educational evaluation.

A Moderating Role of Personal Need for Structure on the Effects of Process versus Outcome Simulations on the Evaluation of Really New Products

  • Really new products (RNPs) provide novel benefits yet many consumers are reluctant to accept these highly innovative new products. Previous literature has shown that mental simulation is an effective method for enhancing the evaluation of RNPs. However, Castano et al. (2008) and Zhao, Hoeffler, and Zauberman (2011) demonstrate conflicting results as to which type of mental simulation (i.e., process versus outcome) is more effective for the enhancement of RNP evaluation. The authors try to reconcile these results by incorporating a moderating variable which is personal need for structure (PNS). PNS is an individual difference variable that taps the differences in people's propensity to cognitively structure and simplify their environment (Neuberg and Newsom 1993). From the analysis of the previous two works, the authors point out that consumers' susceptibility to uncertainty may contribute to the different results, and suggest that this susceptibility is dependent on consumers' PNS. To test the hypotheses established, an experiment was conducted. Waterless washing machine was presented as a RNP and PNS was measured by using the 12-item PNS Scale (Thompson et al. 2001). The results of the study show that for high-PNS consumers, process simulation is more effective than outcome simulation for enhancing the evaluation of a RNP, whereas for low-PNS consumers, outcome simulation is more effective than process simulation. This research contributes to the mental simulation and new product literature by suggesting and verifying that PNS moderates the effects of process versus outcome simulations for enhancing the evaluation of RNPs. This research provides important managerial implications for marketing managers of RNPs, indicating that they should take account of the target consumers' PNS in planning marketing communications. Specifically, when targeting high-PNS consumers, marketing communications that encourage process simulation may be more effective than those that encourage outcome simulation. In contrast, when targeting low-PNS consumers, marketing communications that encourage outcome simulation may be more effective than those that encourage process simulation.

  • A derivative based approach to process optimal design in powder forging is presented. The process model, the formulation for process optimal design, and the schemes for the evaluation of the design sensitivity, and an iterative procedure for the optimization are described in detail. The validity of the schemes for the evaluation of the design sensitivity is examined by performing numerical tests. The capability of the proposed approach to deal with diverse process parameters and objective functions is demonstrated through applications to some selected process design problems.

  • Chemical vapor deposited (CVD) polycrystalline graphene is widely used for various sensor application because of its extremely large surface-to-volume ratio. The electrical properties of CVD-graphene is significantly affected by the grain size and boundaries (GGBs), but evaluation of GGB of continuous monolayer graphene is difficult. Although several evaluation methods such as tunneling electron microscopy, confocal Raman, UV/ozone-oxidation are typically used, they still have issues in evaluation efficiency and accuracy. In this paper, we suggest an improved evaluation method for precise and simple GGB evaluation which is based on UV/ozone-oxidation and chemical etching process. Using this method, we could observe clear GGBs of CVD-graphene layers grown by different process conditions and statistically evaluate average grain sizes varying from $1.69{\sim}4.43{\mu}m$. This evaluation method can be used for analyzing the correlation between the electrical properties and grain size of CVD-graphene, which is essential for the development of graphene-based sensor devices.
