Principles for Evaluating Healthy Cities (건강도시 평가의 원칙)

  • Objectives: This article examines the diversity of healthy cities evaluation in practice and discusses the major conflicting issues in evaluating healthy cities to offer implications to academics and cities for application in their field. Methods: The author discusses issues on major topics that arose from a review of literature on selected articles from peer-reviewed journals, books and gray literature. The recently developed Korean Healthy Cities evaluation framework is used as a main source of reference. Results: Evaluating healthy cities is in itself a political process and requires multiple methodologies and diverse sources of data. Details of the evaluation process depend on the purposes and goals predetermined by the stakeholders. The Korean Healthy Cities evaluation framework applies these principles and suggests a participatory approach to evaluation, selection of indicators that provide evidence on the process of change and to use mixed evaluation methods. The involvement of stakeholders in the evaluation process can also be a useful tool to further strengthen partnerships and strategies for healthy cities. Conclusion: Cities need to engage more in evaluation activities and develop necessary skills and capacity to produce utility-driven evidence.

The Relationship Between Evaluation Criteria of Structure and Process in Evaluation of an Emergerncy Medical Services (응급의료기관 평가에서 구조영역과 과정영역의 평가기준 관계 분석)

  • Recently, the importance of emergency medical services has emerged, as rapid advances in urbanization and industrial development. Accordingly, the need for effective emergency medical services is increasing, and the evaluation of an emergengy medical services centers is conducted to meet these policy needs. The purpose of this study was to analyse the relationship between the structure and the process domain of the evaluation of an emergency medical services center based on the Donabedian's model and to verify the validity as an index of quality evaluation through the results. As a result of the analysis, there were some indicators that showed a different direction than expected, but generally there was a significant correlation between the structure and process domains of the evaluation of an emergency medical services center. This suggests that the process can be improved by improving the structure. In conclusion, as structure and process indicators in evaluation of an emergency medical services center show significant relationship, it can be evaluated as validity as a tool to measure the quality of emergency medical services.

  • Prior to the service evaluation, many kinds of its attributes must be identified on the basis of rational decision owing to complexity and ambiguity inherent in logistics service. there are so many evaluation methods but they are not applicable to logistics service the have property of non-additivity and overlapped attributes. Therefore, probability measure can not used to evaluate logistics service but Fuzzy Measure is required. And the method should be easy to calculate it Recently Fuzzy theory has been applied in Various evaluation problem. Fuzzy evaluation based on Fuzzy theory can accommodate fuzziness in judgement with people through introducing Fuzzy Measure. In this paper, Hierarchical Fuzzy Process is applied to evaluate level of logistics service in Korail and the biggest six logistics companies in the korea which is called 3PL Company. Also Fuzzy Relation Equation which is problem identifying evaluation value at these fuzzy evaluation is applied to verify relation between Input and Output data through @-operation. Therefore, we apply this Fuzzy Relation Equation to Hierarchical Fuzzy Process and verify evaluation value which objects of evaluation are able to possess.

A Study on the Development of Standard Indicators for College & University Libraries' Evaluation (대학도서관평가 표준지표 개발에 관한 연구)

  • This study aims to develop standard indicators and methodology for college & university libraries' evaluation based on the agreement among various stake-holders, then suggests a new evaluation system. For the goal, we identify purposes and required conditions, then develop indicators for the evaluation through open-ended interviews, a questionnaire survey, and focus group for reaching an agreement on the included indicators among the stake-holders, finally we construct the overall evaluation structure and weighting system. The overall structure is developed based on process-centered approach, then both the internal and functional viewpoint and external and service-oriented viewpoint are considered. The weighting system is based on the balance among the process categories, such as resources, process, and output elements. Additionally, we suggest methodology for the evaluation and annual improvement process for ongoing improvement of the evaluation system. We expect that the results from this study will contribute not only to the evaluation activities but also to active discussions on library performance and its predictor factors.

Protective-stabilizing function of parenting process and school process in the Relationship Between Adolescents' academic achievement and self-evaluation (청소년의 학업성취와 자아평가의 관계에서 부모과정과 학교과정의 보호적-안정화 기능)

  • The study examined the effects of parenting process(supportive and involving mother-adolescent relationship, father-adolescent relationship) and school process(teachers' support, school life satisfaction) on adolescents' academic achievement and self-evaluation. Participants were 1787 middle school students (902 boys, 885 girls) in KEEP(Korean Education and Employment Panel). Structural equation modeling indicated that parenting and school process influenced adolescents' self-evaluation through adolescents' academic achievement. Also, the analysis with One Way ANOVA revealed that positive school (parenting) processes can serve a protective-stabilizing function when parenting(school) processes are negative.

  • It is difficult to put it into practice in that it requires bearing too much burden to draw out the planning itself in a case of large construction work. Consequently in this paper we select evaluation criteria by construction progress, classify into several categories, and regard potential danger which often occurs, as a evaluation criterion. Further step is to allow workers or collaborated companies to express their expert opinions or experiences and to encourage quality and process control and autonomous safety control by applying PSM(Process Safety Management) method using AHP(Analytic Hierarchy Process) and to development of PSIM(Process Safety Information Management) evaluation method in the construction. The reason why PSIM method should be quantitative and substantial progress is because it contributes Korean constructing companies to enhancing their safety control ability and to taking an equal stance just like developed countries, thereby strengthening their competitive edges.

Analysis and Evaluation of Local Agenda 21 of Daegu City (대구광역시 지방의제 21의 분석과 평가)

  • The main purpose of this study was to comprehensively evaluate the local agenda 21 of Daegu City based on the evaluation model and propose important measures to solve its problems and improve the limitations. As a whole, the evaluation result of the local agenda 21 of Daegu City showed very low score, only 151 points out of 500 points and revealed it was below the level in all three domains of making process, designed content, and evaluation of implementation. The making process got only score below the half in all large indicators of under-standing, driving, and rationality. This unsystematic and irrational process inevitably resulted in ambiguous and proclamatory content mainly expressing willingness to do. This fact means that the local agenda 21 of Daegu City has not served as the comprehensive local environmental plan containing visions, policies, ends and means. It did not suggest evaluation system and institutionalization of evaluation. These results of evaluation suggested that the existing local agenda 21 of Daegu City was neither useful nor effective and thus the totally new local agenda 21 should be prepared. Finally, important measures in making process, designed content and evaluation of implementation were proposed for the remaking.

The Measurement Model for the Evaluation of Information Systems Service : The Case of Chinese SI Company (정보시스템 서비스 평가를 위한 측정모형의 개발 및 실증적 검증 : 중국 SI 기업 사례)

  • The controls of Information Systems (IS) have been an more critical issue controls as the sophistication and integration of IS is more proceeded. ITGI (The Information Technology Governance Institute) of ISACA (Information Systems Audit and Control Association) has suggested COBIT (Control Objectives for Information and related Technology) and this has been widely recognized the evaluation model of IS controls. In COBIT, IS was evaluated in terms of process, information quality, and IT resources. This study used COBIT in order to suggest and empirically test an evaluation model of IS service. The data was collated from one major Chinese SI (Systems Integration) company in four domains of processes : planning and organization, acquisition and implementation, delivery and support, and monitoring. Seven factors are extracted using an exploratory factor analysis as follows : Overall IT planning process, technological assessment process in IT planning of IT, cost-benefit assessment process in IT planning, implementation process, support process, monitoring process, post-implementation evaluation process. The results of confirmatory analysis of three alternative measurement models indicated that the measurement model with one inherent or conceptual variable has greater model fitness than the other models. This study suggests the logical and general way to test and apply COBIT in evaluating IS services.

  • To adapt to a rapidly changing business environment, introduction of new management techniques and innovative activities are crucial. In the case of small and medium companies, the compensation for scarce management resources and sustainable development can be obtained from advantage of management consulting. In this study, we propose the enterprise process evaluation model for small and medium business consulting, which can deploy the process improvement activities with considering the process maturity level within an organization. The process evaluation area of proposed Small and Medium Business, Staged Maturity Model (SMB-SMM) consists of four following parts: supply management, demand management, business management, and research and development (R&D) management. For each area, we set goals and also define the practices to achieve their goals respectively. By applying the SMB-SMM model to the small and medium sized companies, the process maturity level can be defined. And then to overcome the gap between the goals and evaluation results, the customized management consulting activities can be drawn from the predefined consulting approaches from the SMB-SMM.

  • This study aims to develop a process-oriented evaluation criteria that can be applied during the collection, description, and the provision of information necessary to improving and sustaining the cyber education program for human resource development. The conclusion obtained in the study is as described below. First, the process-oriented evaluation criteria of cyber education program for human resource development was divided into 4 dimensions, 13 evaluation categories, 29 evaluation sub-categories, and 125 evaluation clauses. Secondly, the process-oriented evaluation criteria of cyber education program for human resource development was divided into 4 dimensions, 13 evaluation categories, 29 evaluation sub-categories, and 125 evaluation clauses through the Delphi research method. Thirdly, the contents validity ratio (CVR) of each clauses ranged between .31-1.00 and therefore can be said to be valid. Also, the Cronbach's credibility for the validity of the developed evaluation criteria scored .980.
