최근 우리나라는 봄철 지속적으로 가뭄이 발생하는 추세로 모니터링과 더불어 가뭄 피해를 경감할 수 있도록 가뭄해석 기법이 필요하다. 이를 위해 우선적으로 우리나라 실정에 적합한 가뭄지수를 산정하고, 개선을 통해 가뭄정보들이 수자원확보를 위한 관리와 정책에 활용되어야 한다. 이에 따라 본 연구에서는 국내 기존에 활용되고 있는 수문학적 가뭄지수인 개선된 지표수공급지수(MSWSI : Modified Surface Water Supply Index)를 선정하고 개선하였으며, 개선된 MSWSI를 이용하여 앙상블기법 기반의 확률론적 가뭄해석을 수행하였다. MSWSI의 개선에 있어서는 우선, 유역 내 공식적으로 수집되는 모든 수문기상인자를 조사하여 기존 MSWSI에서 적용한 강수량, 하천유량, 댐 유입량, 지하수량 4가지 인자와 사용 가능한 댐 저수위, 댐 방류량 인자를 추가하여 반영하였다. 또한 각 수문인자들에 대하여 인자별로 적합한 확률분포를 적용하였다. 또한 극심한 가뭄이 발생한 2006년과 2014년을 대상으로 비교 검토를 실시하고, 앙상블기반 확률론적 가뭄전망을 수행하고 검증하였다. 연구결과, 본 연구에서 개선한 MSWSI가 2006년과 2014년 발생한 가뭄현상을 더 잘 나타내는 것으로 분석되었다. 또한 실제 수문기상현상을 더욱 잘 반영하여 실제 가뭄과 유사한 가뭄결과로 분석되어, 개선된 MSWSI가 효용성이 있음을 확인하였다. 또한 앙상블 기반의 확률론적 가뭄전망 결과, 본 연구에서 개선한 MSWSI를 이용하였을 때 더 우수한 것으로 분석되었다. 대부분의 유역에서 실제 가뭄지수가 개선된 MSWSI를 이용한 가뭄전망 범위에 속하는 것으로 나타나, 본 연구에서 개선한 MSWSI를 활용한다면 보다 정확한 가뭄모니터링 수행이 가능하며, 가뭄전망의 정확성을 높일 것으로 판단된다.
The GloSea5 (Global Seasonal forecasting system version 5) is provided and operated by the KMA (Korea Meteorological Administration). GloSea5 provides Forecast (FCST) and Hindcast (HCST) data and its horizontal resolution is about 60km ($0.83^{\circ}{\times}0.56^{\circ}$) in the mid-latitudes. In order to use this data in watershed-scale water management, GloSea5 needs spatial-temporal downscaling. As such, statistical downscaling was used to correct for systematic biases of variables and to improve data reliability. HCST data is provided in ensemble format, and the highest statistical correlation ($R^2=0.60$, RMSE = 88.92, NSE = 0.57) of ensemble precipitation was reported for the Yongdam Dam watershed on the #6 grid. Additionally, the original GloSea5 (600.1 mm) showed the greatest difference (-26.5%) compared to observations (816.1 mm) during the summer flood season. However, downscaled GloSea5 was shown to have only a -3.1% error rate. Most of the underestimated results corresponded to precipitation levels during the flood season and the downscaled GloSea5 showed important results of restoration in precipitation levels. Per the analysis results of spatial autocorrelation using seasonal Moran's I, the spatial distribution was shown to be statistically significant. These results can improve the uncertainty of original GloSea5 and substantiate its spatial-temporal accuracy and validity. The spatial-temporal reproducibility assessment will play a very important role as basic data for watershed-scale water management.
With the occurrence of localized heavy rain while river flow has increased, both flow and rainfall cause riverside flood damages. As the degree of damage varies according to the level of social and economic impact, it is required to secure sufficient forecast lead time for flood response in areas with high population and asset density. In this study, the author established a flood risk matrix using ensemble rainfall runoff modeling and evaluated its applicability in order to increase the damage reduction effect by securing the time required for flood response. The flood risk matrix constructs the flood damage impact level (X-axis) using flood damage data and predicts the likelihood of flood occurrence (Y-axis) according to the result of ensemble rainfall runoff modeling using LENS rainfall data and as well as probabilistic forecasting. Therefore, the author introduced a method for determining the impact level of flood damage using historical flood damage data and quantitative flood damage assessment methods. It was compared with the existing flood warning data and the damage situation at the flood warning points in the Taehwa River Basin and the Hyeongsan River Basin in the Nakdong River Region. As a result, the analysis showed that it was possible to predict the time and degree of flood risk from up to three days in advance. Hence, it will be helpful for damage reduction activities by securing the lead time for flood response.

Pattern classification extracts various types of pattern information expressing objects in the real world and decides their class. The top priority of pattern classification technologies is to improve the performance of classification and, for this, many researches have tried various approaches for the last 40 years. Classification methods used in pattern classification include base classifier based on the probabilistic inference of patterns, decision tree, method based on distance function, neural network and clustering but they are not efficient in analyzing a large amount of multi-dimensional data. Thus, there are active researches on multiple classifier systems, which improve the performance of classification by combining problems using a number of mutually compensatory classifiers. The present study identifies problems in previous researches on multiple SVM classifiers, and proposes BORSE, a model that, based on 1:M policy in order to expand SVM to a multiple class classifier, regards each SVM output as a signal with non-linear pattern, trains the neural network for the pattern and combine the final results of classification performance.
Modal parameters of a structure are commonly used quantities for system identification and damage detection. With a limited number of studies on the statistics assessment of modal parameters, this paper presents procedures to properly account for the uncertainties present in the process of extracting modal parameters. Particularly, this paper focuses on how to deal with the measurement error in an ambient vibration test and the modeling error resulting from a modal parameter extraction process. A bootstrap approach is adopted, when an ensemble of a limited number of noised time-history response recordings is available. To estimate the modeling error associated with the extraction process, a model prediction expansion approach is adopted where the modeling error is considered as an "adjustment" to the prediction obtained from the extraction process. The proposed procedures can be further incorporated into the probabilistic analysis of applications where the modal parameters are used. This study considers the effects of the measurement and modeling errors and can provide guidance in allocating resources to improve the estimation accuracy of the modal data. As an illustration, the proposed procedures are applied to extract the modal data of a damaged beam, and the extracted modal data are used to detect potential damage locations using a damage detection method. It is shown that the variability in the modal parameters can be considered to be quite low due to the measurement and modeling errors; however, this low variability has a significant impact on the damage detection results for the studied beam.

현재 전 세계적으로 극한강우의 발생빈도가 점차 높아지고 있으며 홍수량 또한 강도가 커지고 있는 것이 현실이다. 하지만 과거의 홍수발생 빈도에 따라 설계된 홍수방어시설들이 점차 한계를 보이고 있으므로 이를 대비하기위한 구조적 대책뿐만 아니라 홍수피해 발생 가능지역에 사전 예경보를 시행하는 비구조적 대책마련 또한 필요하다. 기존의 홍수예측은 확정적인 하나의 유량예측값만을 제공함으로써 신속하고 편리하였지만 이에 대한 불확실성이 큰 경우 예상치 못한 큰 인적 물적 피해를 가져올 수 있다. 이처럼 확률론적 홍수예측의 필요성이 대두되어 지면서 유럽이나 미국등 선진국에서는 EFFS(European Flood Forecasting System)과 NWSRFS(National Water Service River Forecast System)같이 이미 확률론적 홍수예측에 대한 연구 및 기술개발이 활발하게 진행되어지고 있다. 하지만 홍수예측의 확률론적 접근에 있어서는 많은 불확실성들이 내포되어 있으므로 예측시스템에서 생성된 앙상블 유량예측 결과의 신뢰도 분석과 올바른 불확실성 정보의 제공이 필요하다. 본 연구는 확률론적 홍수예측 방법을 국내에 적용시켜서 기상청의 예측시스템 KLAPS(Korea Local Analysis and Prediction System), MAPLE(McGill Algorithm for Precipitation Nowcasting by Lagrangian Extrapolation), UM(Unified Model) 그리고 MOGREPS(Met Office Global Regional Ensemble Prediction System)으로부터 생성된 기상앙상블을 현재 국토해양부 홍수통제소에서 사용하고 있는 강우-유출모형인 저류함수모형(Storage Function Method)의 입력 자료로 사용한다. 확률론적 홍수예측에서 오는 불확실성을 분석하기 위해서 첫 번째로 제공되는 기상예측 시스템의 시 공간적 스케일 및 대상유역의 공간특성에 따라 어떠한 형태로 전파되어지는지를 분석하였다. 두 번째는 각각의 예측시스템들이 선행기간(Lead time)에 따라 불확실성의 특성이 어떻게 나타나게 되는지를 확인하였다. 이러한 불확실성의 특성을 정확하게 파악하게 된다면 예측에 있어서 현재 갖고 있는 문제점들로부터 개선해 나가야 할 방향을 제시해주어 향후연구에 유용하게 활용될 수 있을 것이다.

Data assimilation techniques have received growing attention due to their capability to improve prediction in various areas. Despite of their potentials, applicable software frameworks to probabilistic approaches and data assimilation are still limited because the most of hydrologic modelling software are based on a deterministic approach. In this study, we developed a hydrological modelling framework for sequential data assimilation, namely MPI-OHyMoS. MPI-OHyMoS allows user to develop his/her own element models and to easily build a total simulation system model for hydrological simulations. Unlike process-based modelling framework, this software framework benefits from its object-oriented feature to flexibly represent hydrological processes without any change of the main library. In this software framework, sequential data assimilation based on the particle filters is available for any hydrologic models considering various sources of uncertainty originated from input forcing, parameters and observations. The particle filters are a Bayesian learning process in which the propagation of all uncertainties is carried out by a suitable selection of randomly generated particles without any assumptions about the nature of the distributions. In MPI-OHyMoS, ensemble simulations are parallelized, which can take advantage of high performance computing (HPC) system. We applied this software framework for several catchments in Japan using a distributed hydrologic model. Uncertainty of model parameters and radar rainfall estimates is assessed simultaneously in sequential data assimilation.

최근 지속적인 심한 가뭄의 발생은 사회적 이슈가 되고 있으므로 가뭄을 감시할 수 있는 가뭄 모니터링 뿐만 아니라 경감할 수 있는 가뭄전망이 되어야 한다. 이를 위해 우선적으로 우리나라 실정에 맞는 최적화된 가뭄지수의 선정 혹은 개선이 필요하며, 다음으로 개선된 가뭄지수를 기반으로 한 다양한 가뭄정보들이 수자원확보를 위한 관리와 정책에 활용되어야 한다. 이에 따라 본 연구에서는 국내 기존에 활용되고 있는 수문학적 가뭄지수인 MSWSI를 개선하였으며, 개선된 MSWSI를 이용하여 앙상블기법 기반의 확률론적 가뭄전망을 수행하였다. 대상 유역은 낙동강 유역을 선정하였으며, 연구내용을 살펴보면, 첫 번째로 MSWSI의 개선에 있어서는 (1) 유역 내 공식적으로 수집되는 모든 수문기상인자를 조사하여 중권역 유역별로 기존 MSWSI에서 적용한 4개 인자(강수량, 하천유량, 댐 유입량, 지하수량) 뿐만 아니라 사용 가능한 적합한 인자(댐 저수위, 댐 방류량)를 추가 선정하여 반영; (2) 각 수문인자들에 대해 기존에는 정규분포만 적용하였으나 본 연구에서는 각각 인자별 적합한 확률분포를 추정하였다. 두 번째로 극심한 가뭄이 발생한 2006년과 2014년을 대상으로 개선된 MSWSI를 이용한 앙상블기반 확률론적 가뭄전망을 수행하고 검증하였다. 분석 결과를 살펴보면, 개선된 MSWSI를 과거 실측 수문기상자료를 이용하여 검증한 결과 기존 MSWSI보다 개선된 MSWSI가 과거 발생한 가뭄현상을 더 잘 나타내어 개선된 MSWSI가 효용성이 있음을 확인하였다. 또한 앙상블 기반의 확률론적 가뭄 전망 결과, 기존보다 개선된 MSWSI를 이용한 가뭄전망이 우수한 결과를 나타냈다. 또한 대부분의 유역에서 실제 가뭄의 가뭄지수가 개선된 MSWSI를 이용한 가뭄전망 범위에 속하는 것으로 나타났다.

최근 우리나라는 지역 특성 및 기후변화의 영향으로 인해 수문학적 요소의 변동성이 커지고 수자원의 지속적인 관리에 있어 유출량은 중요한 문제로 여겨지고 있다. 특히 일부 소하천 또는 접경지역과 같은 미계측유역은 수문학적 요소에 대한 자료가 부족하고 수문모형의 초기치 설정과 과거 유출량 자료를 통하여 최적화한 매개변수를 결정해야하므로 장기유출분석이 어렵다. 본 연구의 적용유역으로 미계측유역인 임진강상류 유역에 대한 유출량 추정을 위해 계측 유역의 자료를 활용하여 모형의 매개변수 등을 추정하는 지역화 기법인 다중선형회귀분석과 공간근접분석을 활용하여 유출량을 산정 및 검증하였다. 또한, 확률론적 예측이 가능한 앙상블 기법 적용을 통한 유출량 예측을 하였고, 이를 예측 정확성 평가지표를 통해 효율성 검토를 수행하여 미계측유역의 유출량에 대해 확률론적 예측을 수행하였다. 대표적 지역화 기법의 적용성을 검토한 결과, 계측유역을 통해 다중선형회귀분석과 공간근접분석을 abcd 모형에 적용하였다. 모의유출량을 산정하고 실측 유출량과 비교 분석 결과 모의정확성이 높게 분석되었다. 이와 같은 검증 결과를 토대로 미계측유역의 유출량을 추정하였다. 또한, 지역화 기법을 앙상블 기법에 적용하여 확률론적 유출량 예측의 효율성을 검토하였다. 적용유역과 같은 지류를 포함하고 있는 임진강하류 유역을 대상으로 수행하였다. 검증기간(2013년~2017년) 동안의 월 예측 유출량 앙상블 생성을 위해 과거 강우량와 증발량(1988년~2012년) 자료를 사용하였으며, 지역화 기법을 적용한 abcd 모형을 이용하였다. 예측 유출량의 정확성 평가를 실시하였으며, 정확성이 비교적 높게 분석되었다. 이와 같은 결과를 토대로 미계측유역의 확률론적 유출량을 예측하였다. 따라서, 대표적 지역화 기법을 앙상블 기법에 적용하여 확률론적 유출량을 예측할 경우 보다 정확한 유출량 예측이 가능하다.
Available records of recent earthquakes show that near-field earthquakes have different characteristics than far-field earthquakes. In general, most of these unique characteristics of near-fault records can be attributed to their forward directivity. This phenomenon causes the records of ground motion normal to the fault to entail pulses with long periods in the velocity time history. The energy of the earthquake is almost accumulated in these pulses causing large displacements and, accordingly, severe damages in the building. Damage to structures caused by past earthquakes raises the need to assess the chance of future earthquake damage. There are a variety of methods to evaluate building seismic vulnerabilities with different computational cost and accuracy. In the meantime, fragility curves, which defines the possibility of structural damage as a function of ground motion characteristics and design parameters, are more common. These curves express the percentage of probability that the structural response will exceed the allowable performance limit at different seismic intensities. This study aims to obtain the fragility curve for low- and mid-rise structures of reinforced concrete moment frames by incremental dynamic analysis (IDA). These frames were exposed to an ensemble of 18 ground motions (nine records near-faults and nine records far-faults). Finally, after the analysis, their fragility curves are obtained using the limit states provided by HAZUS-MH 2.1. The result shows the near-fault earthquakes can drastically influence the fragility curves of the 6-story building while it has a minimal impact on those of the 3-story building.

제 6 장 손해배상 및 기타사항
제 18 조 (손해배상)
당 사이트는 무료로 제공되는 서비스와 관련하여 회원에게 어떠한 손해가 발생하더라도 당 사이트가 고의 또는 과실로 인한 손해발생을 제외하고는 이에 대하여 책임을 부담하지 아니합니다.
제 19 조 (관할 법원)
서비스 이용으로 발생한 분쟁에 대해 소송이 제기되는 경우 민사 소송법상의 관할 법원에 제기합니다.

1. (시행일) 이 약관은 2016년 9월 5일부터 적용되며, 종전 약관은 본 약관으로 대체되며, 개정된 약관의 적용일 이전 가입자도 개정된 약관의 적용을 받습니다.
