Although many studies have focused on the influences and outcomes of personal information leakage, few studies have investigated how the personal information leakage prevention behavior differs depending on internet user. This study attempts to supplement the existing studies' limitations with the use of risk perception attitude (RPA) framework. More specifically, this study tries to show internet user can be classified into four groups based on perceived risk of personal information leakage and efficacy beliefs of personal information protection, and to identify how the groups differ in terms of motivation, information seeking, and behaviors for privacy leakage prevention. Analysis on survey data from 276 internet users reveals that the users can be classified into responsive, avoidance, proactive, indifference groups. Furthermore, there are differences between groups in terms of motivation, information seeking, and behaviors for personal information leakage prevention. This study contributes to expand existing literature by providing tailored guidelines for implementation of personal information protection strategies and policy.

The purpose of this study is to examine the mediated effects of entrepreneurship and market orientation on organizational culture and management performance as the cause of the reversal phenomenon of startups defeating traditional giants. Through the research method of bootstrapping proposed by Hayes (2013), the total effect, direct effect and indirect effect analysis were conducted. As a result, there was no direct impact relationship between organizational culture and management performance, but it was confirmed that it had a positive impact on management performance by mediating both entrepreneurial behavior and market orientation in the relationship between organizational culture and management performance. This study is meaningful in that it is linked to existing theories such as entrepreneurship and market orientation and it extends the scope of competency targets required for business performance to an organizational culture. Companies need to create an innovation-oriented organizational culture for management performance and value creation, and they have to open up their culture with entrepreneurial behavior and market orientation by breaking away from the inertia of organization.

This study explores the possibility of innovative government's administrative services to the public by reflecting the social implications of 'Big Data'. In particular, the idea of OPP (Order Penetration Point) and SOP (Service Offering Point) as a management scheme for the extension of administrative processes into the resident's living space is proposed to overcome the inherent limits of e-government service quality, the root cause of which is believed in the segregation of two spaces - the resident's living space and the government's offices. Furthermore, a discussion is made on how to integrate sensor data from the resident's living space with traditional administrative database, which is a new challenge in the course of synchronizing the two spaces. The implications on the process extension are also provided centering around the shift from reactive to proactive services.

Many public libraries have restricted or forbidden most food and drink on the basis of a number of reasons, and it is necessary to demonstrate that it is legitimate or unfair. To this purpose, the researchers surveyed 485 public library users residing in Daegu City on the perception of food and drink policy. Based on survey results, the researcher suggested improvement directions from various perspectives. First, public library should proactive review the restriction policy in terms of social paradigm. Second, allowing food and drink is a strategy and a right way to justify the existing value and social role of public libraries and strengthen the ecosystem in terms of guaranteeing basic rights of users. Third, it is desirable to emphasize the pure function rather than the dysfunction due to food and drink allowance in terms of facilitating the collection and space use. Fourth, the totalitarian thinking that restrict all or most food and drink in the bylaws or library regulations should be avoided. Finally, public library should allow all food and drink, but it is necessary to prescribe a kind of the food which can be consumed by space, and actively promote to the user.

COVID19 is causing many fundamental phenomena all over the world. Since January 2020, the number of confirmed medical examinations has increased significantly worldwide, and the medical systems in each country have become paralyzed. South Korea has taken a proactive approach and is doing well, befitting the name K-Peace Prevention. However, it can be said that there is still a lack of awareness of legal and administrative limits. In this study examines the shortcomings and limitations of the laws relevant to the current infectious disease prevention and management systems from the perspective of criminal policy based on the "Infectious Disease Control and Prevention Act," and comparatively analyzes the laws in advanced countries to propose effective and practical criminal policy response measures for the prevention and control of infectious diseases.

As the use of mobile data increases, the proportion of video content is increasing steeply. In order to solve problems that arise when mobile users receive data from geographically remote cloud servers, methods of caching data in advance to edge servers geographically close to the users are attracting lots of attention. In this paper, we present a caching policy that stores data on Small Cell Base Station(SBS) to effectively provide content files to mobile users by applying a delayed offloading scheme in a cellular network. The goal of the proposed policy is to minimize the size of data transmitted from Macro Base Station(MBS) because the delayed offloading scheme requires more cost than when downloaded from MBS than from SBS. The caching policy is proposed to determine the size of content file and which content file to be cached to SBS using the probability of mobile users' paths and the popularity of content files, and to replace content files in consideration of the overlapping coverage of SBS. In addition, through performance evaluation, it has been proven that the proposed policy reduces the size of data downloaded from MBS compared to other algorithms.

According to the 2013 statistics, the small/medium-sized enterprises (SMEs) accounted for 99.9% of the Korean economy with 87.8% of employment. This simple figures also indicate SMEs export extension is a key task for the national economy stimulation and job creation. The SMEs export plunge has been affected by the European financial turbulence, US financial instability, developing countries like China entering foreign markets, a weak yen, etc. EXIM Bank, in this context, will need to take a more proactive attitude to provide trade finance by, for example, reviewing the business feasibility for SMEs with a lower credit rank or investigating importers' credit status, etc. Moreover EXIM Bank provides factoring service mostly to large companies and should lower its threshold for service provision to SMEs. Finally EXIM Bank should play more than a primary forfeiting market entity. It also needs to facilitate the secondary forfeiting market.

Organizations can experience serious financial and/or reputational losses if business activities are disrupted by an incident of information systems under the current business environment. Thus, it is necessary to take proactive initiatives by managing many kinds of risks an organization may have. Therefore, the enterprise risk management has been received a special attention by some advanced private companies, but not many public organizations. This paper describes an approach and some issues when the enterprise risk management was introduced in a domestic public organization.

Globalization of production, changing technology in ocean shipping sector, shifting bargaining power from port service provider to port users, changing distribution patterns of the containerization and new implementation for the environment and safety concerns introduced new ways of administration in port sector. In these days, port industries cannot survive alone. Port operation and management has to be proactive to cooperate and integrate with other port operators or other industries. In the 21st century, cooperation in maritime sector is more common than that in the past with several different reasons in a mixture of forms of cooperation. Cooperation among port authorities, port operators, shipping line, inland transport service providers and/or related organizations themselves becomes to exist to overcome the challenges and development of the global transport chain. This paper investigates the concept of port cooperation and the case analysis of the cooperation in the port industry.

The importance of Security measures by means of Physical Security, Network Security and Online/Internet Security. Lack of security is one of the primary obstacles in fielding many technologies in both commercial and DoD networks. Moreover, Internet censorship may be growing and is becoming increasingly sophisticated. In this paper, we will evaluate the Practice to Policy to Theory Approach for survivability by means of software rejuvenation models. These models would be assessed the effectiveness of proactive fault management in operational software systems and determined optimal times to perform rejuvenation.
