The purpose of this study is to profile actual conditions of personal information protection systems operated in overseas countries and examine major considerations of personal information that security service providers must know in the capacity of privacy information processor, so that it may contribute to preventing potential occurrence of any legal disputes in advance. Particularly, this study further seeks to describe fundamental idea and principle of said Personal Information Protection Act; enhancement of various safety measures (e.g. collection/use of privacy data, processing of sensitive information/personal ID information, and encryption of privacy information); restrictions on installation/operation of video data processing devices; and penal regulations as a means of countermeasure against leakage of personal information, while proposing possible solutions to cope with these matters. Using cases among foreign countries for this study.
This is a follow-up research of Oh Jae Hwan(2010) aimed to confirm the influence of the educational program of improved question search methods on the duty and job satisfaction of private security guards. For this research, a survey was conducted on a sampling of 170 private security guards living in Seoul and Gyeonggi province, as selected in the research of Oh Jae Hwan(2010). A frequency analysis, correlation analysis and multiple regression analysis were conducted on the collected data by using the SPSS 15.0. The Cronbach's ${\alpha}$ value of the reliability of the survey was over 0.800. The analyzed result of the research is as follows. It was found that when there was an increase in the content of educational training of the program there was also an increase in the job satisfaction and performance. This signifies that the contents of the improved educational program includes scientific and systematic techniques such as METT and action promoting questions, the adequately constructed practical skill education allows private guards to have confidence in their duty, the research reflects the current trends and has a high possibility of utilization due to its high relevance to the duties of private security guards.
As modern society has become specialised and complex in all areas of politics, economy and society, it has reached a point where it is difficult to control crime with the general public power. Private security, which began to fluctuate after the 19th century, has expanded its scope to subsidise public power in various areas, sometimes beyond public power. Among these private security activities, the private investigate system has long been used to provide private investigate services that are safe from personal human rights protection and crimes. This study investigate the private investigation system in the United Kingdom and South Korea focusing on the missing person investigation system by using the qualitative content analysis of research methods. First, the results of the qualitative content analysis are described through methods such as literature reviews and interviews on how the British private investigation system and the missing persons search system are implemented. Next, the results of the content analysis are presented through the methods of literature reviews and questionnaires on how the implementation of the civilian survey in Korea and the search for missing people is proceeding. It is a very important field in both countries, and there is a very limited study, especially from a Korean perspective. Therefore, it is expected that this study will not only facilitate discussions for the successful legalisation of the private research system, but also provides a basic foundation for future research. The study of the private research system should be ongoing and periodic, not temporary. In addition, in order to introduce Korea's private survey system, the private investigation system should be developed by discovering the problems of the Private Investigation Law mentioned in this study and collecting opinions from citizens, academics and related institutions. The introduction of the private investigation system requires the connection of the efforts and interests of citizens, academia and related institutions.
The suggestions that follow are about the device to assure the effectiveness of administrational regulation and supervision in Korean private security. First, government clearance should be reinforced. For this it is necessary that the qualification for security dealer-careers and academic backgrounds with security etc.- should be elucidated in Security Law. Also it should be achieved to increase the capital fund and to keep security guards for insuring substitutional manpower. Second, after legal permission governmental supervision should be done in quality by means of setting up the competent institutions independently. Third, the punishment for obtaining security license mendaciously, carrying out illegal or unfair task and assigning Security Guard Supervisors expediently should be strengthened. Also to prevent expedient acts it is necessary to prescribe illegal or unfair acts in the concrete in Security Law and violators should be legally responsible. Fourth, to lay the foundation for security industry itself and make up for perfunctory governmental direct System for Professional License (of private security guard) should come into effect.
Korean social structure is changing by leaps and bounds caused by industrialization, urbanization and information. Because of this, the sense of value, and moral consciousness of Korean people have been edteriorating and all kinds of social evils have been increasing also. However, the police who ought to be in charge of public well-being, security, social order are not playing their role on account of bad working conditions, and lack of budget. For this reason, individuals are desirous of preserving their security and lives at their cost. Private security has emerged at this background.
As we enter a high industrial society that widens the gap between the rich and poor, demand for the security services has grown explosively. With the growth in quantitative expansion of security services, people have also placed increased requirements on more sophisticated and diversified security services. Consequently, market outlook for private security services industry is positive. However, Korea's private security services companies are experiencing difficulties in finding a direction to capture this new market opportunity due to their small sizes and lack of management-strategic thinking skills. Therefore, we intend to offer a direction of development for our private security services industry using a management-strategy theory and the Analytic Hierarchy Process(AHP), a structured decision-making method. A resource-based theory is one of the important management strategy theories. It explains that a company's overall performance is primarily determined by its competitive resources. Using this theory, we could analyze a company's unique resources and core competencies and set a strategic direction for the company accordingly. The usefulness and validity of this theory has been demonstrated as it has often been subject to empirical verification since 1990s. Based on this theory, we outlined a set of basic procedures to establish a management strategy for the private security services companies. We also used the AHP method to identify competitive resources, core competencies, and strategies from private security services companies in contrast with public companies. The AHP method is a technique that can be used in the decision making process by quantifying experts' knowledge and unstructured problems. This is a verified method that has been used in the management decision making in the corporate environment as well as for the various academic studies. In order to perform this method, we gathered data from 11 experts from academic, industrial, and research sectors and drew distinctive resources, competencies, and strategic direction for private security services companies vis-a-vis public organizations. Through this process, we came to the conclusion that private security services companies generally have intangible resources as their distinctive resources compared with public organization. Among those intangible resources, relational resources, customer information, and technologies were analyzed as important. In contrast, tangible resources such as equipment, funds, distribution channels are found to be relatively scarce. We also found the competencies in sales and marketing and new product development as core competencies. We chose a concentration strategy focusing on a particular market segment as a strategic direction considering these resources and competencies of private security services companies. A concentration strategy is the right fit for smaller companies as a strategy to allow them to focus all of their efforts on target customers in a single segment. Thus, private security services companies would face the important tasks such as developing a new market and appropriate products for such market segment and continuing marketing activities to manage their customers. Additionally, continuous recruitment is required to facilitate the effective use of human resources in order to strengthen their marketing competency in a long term.
Objectives of this study is develop security services through determinants analysis on the efficiency of security works regarding security and guarding business in Korea because nowadays the modern society like Korea let alone all over the world faces the increase of dangerous factors in every security field of the human societies, and also it is the very present situation that an individual's life even the national security itself can be at the risk without guaranteeing the efficiency of the security services. For this purpose, this study reviewed related documents, surveyed and interviewed security personnels to identify what the potentially influential factors are in both the public and private security organizations regarding the efficiency of present security services and organizations, and what differences are. Also, comparing the public and private security sectors, this study intended to suggest policy agendas how to enhance the efficiency of security services in the future. This study surveyed the 177 agents and former agents of the Presidential Security Service(PSS) for the public security sector, and also surveyed, interviewed, and internet-based polled 821 randomly selected personnels for the private security sector. This research showed that regarding the efficiency of the security services number of independent variables which had positive responses in the public security sector was more than that in the private security sector. Among the 21 questions regarding this issue, there were all of 21 positive responses in the public security sector while there were 18 negative responses in the private security sector. As a result of synthesizing all the answers of the both sides, it is possible to understand that mostly the ratio of the positive response was much higher. In the public security service, statistically significant variables were budget support for events, prior access of information, an integrated teamwork training, organizational atmosphere, morale of organization personnel. However, practical training of the security service and mutual communication showed unexpectedly negative(-) signs. In the private security service, statistically significant variables were budget support for events, integrated teamwork training, socially friendly atmosphere, compensation for the personnels, bullet-proof equipments and vehicles, mood of organization, personnel recruit and disposition, unexpected incidents and basic attitude for security services. In sum, while organizational personnel variables and organizational management variables were significant in the public security service, some organizational management variables and all socio-environment variables were statistically significant at 5% significance level.
Purpose The purpose of this paper is to observe the relative priorities of importances among the modified versions of Block chain system, being based on AHP decision support model which should be also proposed in this paper. Design/methodology/approach Four versions modified from the beginning of Block chain were divided into Public& Permissionless, Private&Permissionless, Public&Permissioned and Private&Permissioned types. Five criteria for evaluating the four versions whether the version were suitable for Medical information system were introduced from five factors of Technologies Accept Model, which were Security, Availability, Variety, Reliability and Economical efficiency. We designed Decision support model based on AHP which would select the best alternative version suitable for introducing the Block chain technology into the medical information systems. We established the objective of the AHP model into finding the best choice among the four modified versions. First low layer of the model contains the five factors which consisted of Security, Availability, Variety, Reliability and Economical efficiency. Second low layer of the model contains the four modified versions which consisted Public&Permissionless, Private&Permissionless, Public&Permissioned and Private& Permissioned types. The structural questionnaire based on the AHP decision support model was designed and used to survey experts of medical areas. The collected data by the question investigation was analyzed by AHP analysis technique. Findings The importance priority of Security was highest among five factors of Technologies Accept Mode in the first layer. The importance priority of Private&Permissioned type was highest among four modified versions of Block chain technologies in second low layer. The second importance priority was Private&Permissionless type. The strong point of Private&Permissioned type is to be able to protect personal information and have faster processing speeds. The advantage of Private& Permissionless type is to be also able to protect personal information as well as from forging and altering transaction data. We recognized that it should be necessary to develop new Block chain technologies that would enable to have faster processing speeds as well as from forging and altering transaction data.
Recently the demand for civil bodyguards and security guards shows rapid growth with social development that lead the social structure environment. In recent years, the security industry and market seems to be increasingly affected by new social environment changes. In addition to that, efficient management for the private security needs to many security managers. So, the management for the private security is a matter of primary concern to all security managers. The purpose of this research is to apply efficient management for the private security and how security managers leadership type effects on working attitude for guards. Then, this study is composed of the introduction in the first chapter, theological consideration of leadership and working attitude in the second chapter, research application in the third chapter and finally the conclusion in the fourth chapter. For the security managers, the organization can be altered its efficiency by organizing groups applying what kind of leadership to how it wed. Considering to its characteristic of security organization, the leadership is not only important factor effecting on outcome of organization but also core activity achieving the goal of organization to private security managers.

Under the request of requesting entity, private police guards perform police tasks at the relevant area. Recruitment takes a pivotal role because they take unusual characteristics as they perform police duties at key national institutions, unlike private security. However, problems have continuously arouse due to issues like closed recruitment, interview-based recruitment, and composition of interviewers. Accordingly, this research suggested arranging mandatory regulation to recruit publically, adaptation of physical or written exams in view of characteristics of guarding facilities, and obligating external members when consisting interviewers as solutions.
