The purpose of this study was to draw out success factors of port operation for New International Passenger Terminal(NIPT) in Incheon Port using the fuzzy method. In this study, the success factors of port operation were firstly selected by literature review and finally adopted them by in-depth interview with experts who had working experiences over 15 years in the field of Korea-China Carferry shipping business and stevedoring business. Success factors of port operation of the NIPT have been classified into four principal factors such as 'land's use side', 'productivity side', 'cost side' and 'services side', and the comparative analysis was conducted among success factors of port operation. According to the results of analysis, in terms of "land's use side", securing CY space of full-empty containers(0.857) was the most important factor. Among detailed factors of "productivity side", building terminal automation system(0.806) was significantly needed. In the factors of "cost side" and "service side", land rental costs(0.861) and schedule management of berth operation(0.798) were selected as the most important factors. Consequently, new international passenger terminal has implications that the main port operations should focus on reasonable rents calculation, ensuring proper space of CY, and building automation system of terminal, There is a need to proceed to conduct a comparative study of the same operating mode of an international passenger terminal.
The purpose of this study is to analyze the importance of the determinants of housing sales agency's role in the sale of apartment housing. For this purpose, a hierarchical decision model was constructed to understand the role and importance of the sales agency. The analytical variable items structured by the research model were set up through literature review, precedent research, and expert brainstorming. The questionnaire consisted of two comparisons for AHP analysis and the importance of absolute importance for fuzzy analysis. Afterwards, the work of correcting the importance was carried out. As a result of the analysis, it was found that the contractor prioritized the sale conditions and the sales agency had priority over the planning for the sale. As a result of analysis, planning of customer pre-sale counseling data, planning of client subscription and contract maximization plan, planning method of advertisement public media method were found to be the most important factors. The results of measurement of absolute importance(fuzzy) & relative importance(,AHP) showed similar tendency. Therefore, it can be seen that the timing of the model house operation is an important period in which the subscription rate depends on the role of the sales agency and the marketing strategy.
The notion of independence is currently a focal point in public discourses in relation to the elderly. In most countries, the promotion of independence, not the alleviation of dependence, has been addressed as a priority goal in the formulation of social policies for the elderly and the term of independence is used in policy documents as if it were unproblematic. In most cases, policy documents do not offer a clear definition of independence, but generally the term is interpreted as self-sufficiency and health. Accordingly, in order to promote independence of the elderly, concrete strategies such as employment, social activities, participation, direct payments are being introduced in many advanced countries. This study critically reviews these discourses and strategies, and attempts at developing an understanding of how independence and dependence is constructed in contemporary social policies for the elderly. It is our critical point that we explores the meaning of the independence and dependence from the perspective of the elderly. Findings of this study are as follows: The elderly participated in this study tended to construct the meaning of 'independence' as privacy, self-esteem, autonomy and freedom. They also tended to perceive and interpret, from their perspective, the 'dependence' as a natural law and process, affection among human beings, reward and fruit of their lives, social justice and social responsibility. In this sense current policies for the elderly have not fully reflected the perspective of the elderly. Therefore, it is argued what is important in policy formulations for the elderly is to make efforts to reflect the perspective of the elderly on policy-makings for the elderly in terms of independence and dependence.
For the prevention of marine casualties, international bodies have mainly focused on strengthening ship's stability and design, maritime education and training, and improving maritime traffic environment. Statistics analysis on marine casualties showed that most of casualties occurred in coastal waters, especially by human elements. In order to review the conformity of existing prevention measures with the result of the statistics analysis, the IMO's SHELL model was applied to the established measures. As a result, ergonomic approaches were needed for the prevention of human errors in coastal waters, so that the priority should be given to the interface between ship's operator and navigational environment. For this study, Rasmussen's SRK pyramid, which showed decision making mechanism of human, and the US Coast Guard's investigation manual on marine casualties concerning the collapse of safe maritime transportation system were reviewed, and the merits and demerits within the risk assessment tools such as IWRAP, PAWSA, ES model, PARK model, and NURI model were also studied. Although the effectiveness of the existing risk assessment models was proved in ports and approaching channels, it is concluded that the need of new models for converting Korean seafarers' qualitative risk to quantitative risk was proposed so as to print hazard maps which make seafarers instinctively recognize comparative hazard levels of coastal waters.
The purpose of this research was to figure out what impacts technology and market orientation have on technological cooperation and management performance by analyzing the factors of technological cooperation aimed at firm's product development. In addition, the research was purported to help CEO and policy makers make better decision about technological cooperation by means of the systematic examination on the impacts that different factors of technological cooperation have on the management performance. For this purpose, it was analyzed first what kind of technology or factors of market orientation might affect manufacturer's technological cooperation. From the analysis, it was found that technological cooperation is affected by the factors of market orientation, which means that a firm needs strategic technological cooperation by taking into account multi-dimensional factors of technology and market when the firm aims at developing technology and market orientation. Second, it was analyzed whether a firm's technological cooperation has an impact on its performance. The results indicated that the impact differs in the degree of process of technological cooperation, implying that managing firm's technological cooperation is important in order to improve the quality of management performance. Third, it was analyzed through what structural relations technology and market orientation could exercise impacts on management performance. It was discovered from the 1analysis that technology and market orientation have an impact on management performance. To improve management performance, it seems essential to determine the order of priority among technology and factors of market orientation.
This study analyzes the priority according to the importance of the government's oyster industry support policy using AHP (analytic hierarchy process), and it compares and confirms the satisfaction level of direct and indirect workers using this policy in contribution to the development of the oyster industry. The results of the importance analysis by AHP analysis are as follows: As a result of the evaluation of the importance of the entire sample, it is found that the most important factor is the production facilities of the production supply of the competitiveness enhancement, the purchase of raw materials of the production supply of the competitiveness enhancement, and the aging of the structural risks of risk reduction. Also, significant differences among the workers in the ranking of importance are identified. According to the comprehensive evaluation results of indirect workers, which consist of public officials, the National Federation of Fisheries Cooperatives, and related professors, raw materials, production facilities, and high-quality products are produced in order to increase competitiveness. There are differences among workers in order of marine pollution of environmental risks, structural fish population reduction, and structural aging of risk factors.
At its thirty-second session(Vienna, 17 May-4 June 1999), the UNCITRAL decided that the priority items for the Working Group(Arbitration and Conciliation) should include enforceability of interim measures and the requirement of written (on for the arbitration agreement. The Working Group, at its forty-third session(Vienna, 3-7 October 2005), it had undertaken a detailed review of the text of the revised article 17 of UNCTTRAL Model Law on International Commercial Arbitration, and it had resumed discussions on a draft model legislative provision revising article 7, paragraph (2) of UNCITRAL Model Law. The purpose of this paper is to make research on the contents and issues of the draft legislative provisions on interim measures and preliminary orders, and on the form of arbitration agreement which the Working Group discussed and adopted at its forth-fourth session(New York, 23-27 January 2006). The draft legislative provisions on interim measures and preliminary orders are composed of the following provisions : Article 17-power of arbitral tribunal to order interim measures; article 17 bis-conditions for granting interim measures; article 17 ter-applications for preliminary orders and conditions for granting preliminary orders; article 17 quater-specific regime for preliminary orders; article 17 quinquies- modification, suspension, termination; article 17 sexies-provision of security; article 17 septies-disclosure; article 17 octies-costs and damages; article 17 novies recognition and enforcements; article 17 decies-grounds for refusing recognition or enforcement; article 17 undecies-court-ordered interim measures. There are the following issues in the draft legislative provisions on interim measures and preliminary orders : form of issuance of an interim measures in article 17(2); conditions for granting interim measures in article 17 bis; purpose, function and legal regime of preliminary orders in article 17 ter; obligation of arbitral tribunal to give notice, and non-enforceability of preliminary orders in article 17 quater; burden of proof, interplay between article 17 decies and article 34, and decision on the recognition and enforcement of the interim measures in article 17 decies; placement of article 17 undecies; amendment of scope exception of application in article 1(2). The draft legislative provisions on the form of arbitration agreement are composed of the following provisions : article 7(1) definition of arbitration agreement; article 7(2) arbitration agreement in writing; article 7(3) arbitration agreement if its terms(content) are (is) recorded in any form; article 7(4) arbitration agreement by an electronic communication; article 7(5) arbitration agreement in an exchange of statements of claim and defence; article 7(6) reference to any document containing an arbitration clause. There are the following issues in the draft legislative provisions on the form of arbitration agreement : arbitration agreement in writing in article 7(2); terms or contents of arbitration agreement in article 7(3); arbitration agreement by electronic communication in article 7(4); existence of arbitration agreement in article 7(5); reference to any document containing an arbitration clause in article 7(6); the alternative proposal on article 7; amendment to article 35(2).

The goal of this study is to apply the IPCC(Intergovernmental Panel on Climate Change) concept of vulnerability to climate change and verify the use of a combination of vulnerability index and fuzzy logic to flood vulnerability analysis and mapping in Seoul using GIS. In order to achieve this goal, this study identified indicators influencing floods based on literature review. We include indicators of exposure to climate(daily max rainfall, days of 80mm over), sensitivity(slope, geological, average DEM, impermeability layer, topography and drainage), and adaptive capacity(retarding basin and green-infra). Also, this research used fuzzy model for aggregating indicators, and utilized frequency ratio to decide fuzzy membership values. Results show that the number of days of precipitation above 80mm, the distance from river and impervious surface have comparatively strong influence on flood damage. Furthermore, when precipitation is over 269mm, areas with scare flood mitigation capacities, industrial land use, elevation of 16~20m, within 50m distance from rivers are quite vulnerable to floods. Yeongdeungpo-gu, Yongsan-gu, Mapo-gu include comparatively large vulnerable areas. This study improved previous flood vulnerability assessment methodology by adopting fuzzy model. Also, vulnerability map provides meaningful information for decision makers regarding priority areas for implementing flood mitigation policies.

This thesis aims to explore the effects of ecotourism in New Zealand as a foreign area study and investigate spatial implications of ecotourism in geographical context. In addition, this research pursuit to provide effective regional policies for ecotourism in Korea. To achieve the objectives this research carried out literature review before taking field survey in New Zealand. The survey was undertaken for three times in New Zealand. Using the materials such as data collection and interviews, the effects of the ecotourism were investigated. The effects of the ecotourism in New Zealand not only have presented environmental conservation and educational feedbacks to the ecotourists, but also contributed to development of regional economy. In addition, the collaboration of the governmental policies has supported the ecotour environments and active involvement of residents that resulted the effects of the ecotourism in New Zealand. Therefore, the ecotour industry has been able to foster stable economic development in long-term and provide educational opportunities for ecotourists to recap environmental importance. These benefits that the ecotour resources provide have contributed to accomplish the main purposes of the tour industry in New Zealand where natural environment has been identified as the mostly highest priority to be preserved for their tour industry. These effects have led aggressive activities of the ecotour development of central and local governments and local residents The ecotourism in Korea has not still achieved the real benefits which meet environmental conservation, regional economic advantages and educational effects. To obtain the effects, therefore, it needs close collaboration with governmental activities and close involvement of local residents. For this, the case studies of New Zealand present a good examples of how to success the ecotour as a set of tour industrial resource.
A survey of risk perception in Korea was conducted in 2001 with a special emphasis on industrial and technological risks. This article summarizes the characteristics of risk perception in consideration of socio-demographic background of respondents. The survey with sample size of 1,870 evaluates the perceived level of 25 risk items in the areas of transportation, chemicals, environment, industry, and nuclear power generation. Risks are categorized by using factor analysis to clarify attitudinal or behavioral properties of risk perception. Research findings show that the level of perceived risk does not correspond to the statistical level. Socio-demographic variables are significant predictors in explaining risk perception, or the discrepancies between "subjective" and "objective" risks. Effective risk communication can reduce the perceptional discrepancies, improve the awareness of technological risks, and ultimately facilitate the process of making and implementing policies for risk management and safety regulation. This article tries to provides policy guidelines for "Who is the target for risk communication" and "Which risk has the policy priority for safety improvement." Married females at the age of 30s and 40s with lower education and lower income in small cities are more vulnerable to risk misperception than other groups. More information and knowledge regarding unfamiliar, intangible, new technological risks should be delivered to the vulnerable groups for reducing perceptional bias. Society-wide safety can be improved by integrating policy, human, and social factors as well as techno-engineering advances.
