Innovative development of regions in the era of digital economy: world experience and Ukrainian realities

  • Within the article, forms of innovation structures are systematized, and those that exist in Ukraine are identified, their features, purpose and functions are clarified, activities and current state of their functioning are analyzed. It is proved that in the conditions of digital economy, domestic innovation structures are underdeveloped and do not fulfill their leading role at the present stage of innovative development of the country. To understand the importance of effective operation of innovation infrastructure, the main world models of innovation development are considered, and the directions of using the experience of their functioning for Ukraine are determined. The main indicators of innovation activity of Ukraine in the context of regions are analyzed. There is a significant differentiation of innovation indicators in the regional context. The cartographic analysis of innovative activity of regions is presented. The mechanism of definition and implementation of priority directions of innovative activity in the context of the digital economy development is offered.

  • 본 논문은 전투기 레이다 공대공, 공대지 동시 운용 모드에서의 빔 스케줄링 방법을 다룬다. 양질의 전장 상황 인식을 위해 임무들의 우선순위와 더불어 공대공, 공대지 탐색 임무가 교차로 수행되어야 한다는 요구조건을 정립하였다. 그리고 이를 만족하기 위해 WMDD를 개선한 실시간 휴리스틱 빔 스케줄링 방법을 제안한다. 제안된 스케줄링 방법은 실제 레이다 임무 처리 메커니즘 및 측정 모델이 구현된 시뮬레이션 환경에서 비교 분석하였으며 임무 지연시간 관점에서의 성능 향상을 확인하였다.

  • The main purpose of the article is to study the features of the impact of social and digital changes on the system of government regulation of banking acitivity. The digital economy sets the vector along which socio-economic systems of micro-, meso-, macro-levels will develop in the long term, which necessitates research and a comprehensive analysis of digital transformation processes. Once a priority for individual innovative companies, today digital transformation has become a mass phenomenon, and the corresponding projects are vital for the success of not only individual companies, but also regions and countries. At the same time, this transformation itself is closely connected with the trend of servicing socio-economic systems and is largely implemented on its basis. Moreover, this relationship and the mechanism for its implementation remain insufficiently studied, which necessitates the development of tools for its identification, assessment and management. As a result of the analysis, the key aspects of the impact of social and digital changes on the system of state regulation of banking activities were identified.

청주권 토지이용 체계에 관한 연구 (지역지구제 중심으로) (A study on Cheong-ju urban land use planning on the subject of Zoning)

  • A phenomenon in the unplanned urban sprawl of Cheong-ju city has to be rest-rained from disposing and to develop, though progress in urbanization inevitably decreases rural area. So, this thesis aims at reviewing, revising and guiding toward the more effective land use planning practice and zoning mechanism and system of Cheong-ju city. I proposed that land use planning should be had several factors and thereupon that Korean zoning mechanism and system including Building Code should be amended because of inducing human activities in buildings and facilities not to demarcate and plan every one of them. First, the factors of urban planning are a rather diversified approach to it than a unified, supplementation of the applicable difference in time between preparing and appling it, a solid controlling system, a micro and macro planning theory and giving serious consideration for the inertia from the existing land use. Second, the applicable amendments for our zoning mechanism including Eluding Code are as follows; a need of reorganization for Zoning Ordinance appricated to different regulation concerning a scale and peculiarity of a oily, a decision of the different earmarked confinement in area to different zone ana from Zoning Ordinance in City Planning Law, a demarcated facilities and the more detailed land use concerning human activies than the exsisting and entrusting decision on the ways and processes of it to every rural city planning committee, a settlement of zone ana area considering for block-unit and Planned Unit Development(P. U. D.), and a need of security jurisprudence in order to solve the zoning regulation rather in City Planning Law than in Building Code that our zoning regulation and controlling system are depended on. According to these applicable amendments to Cheong-ju city, I proposed the conceptions of Cheong-ju city land use planning are as follows; a reinforcement with one cored pattern of urban land use, a selection of gradual urban sprawl by way of city development and renewal, a strengthening accessibility to the core of the city with Plurizing the system of arterial roads, a choice of priority to conservation at the core of tile city and security of open spaces and parking area at the area of the city, a harmonization between development and conservation at the inner ring area that is situated between the core and periphery reserved area in order to develop in the future, a buffered open space situated at the congested area with heterogenous functions, and a completion of urban open space system. The proposal made here so far is for the hope of the better structure of Cheong-ju city that should be granted to the peculiarity developed with educational, cultural, conservative and self-sufficient city functions.

국민건강증진을 위한 영양 부문의 2000년 잠정목표와 전략 (Provisional National Nutrition Targets and Strategies for Health Promotion of Koreans)

  • This study attempts to propose a priority of national nutrition targets and strategies for health promotion by the year 2000 in Korea, as a part of the task set for national health promotion objectives and strategies. Among all of the important health issues raised, ten were chosen, nutrition was one priority area. In the first part, the current status of the nutrition-related health problems and risk factors are reviewed, in conjunction with the newly arisen health phenomena, such as changes in prevalence of lifestyle disease and causes of death, changes of food consumption patterns in our country. In the second section this study suggests six feasible national nutrition targets, eight implementing strategies and current major tasks on the basis of the assessment of present status and in consideration of the other health promotion goals and strategies, with reference to that of other developed countries. The main targets and strategies are suggested as follows ; Firstly, the national nutrition monitoring and surveillance system should be established for identifying the nutritional problems for our people, and current National Nutrition Survey is a strong need for improvement to a more comprehensive and reliable one. Secondly, effective administrative mechanism should be operation at national level for the development of nutrition policy. Ministry of Health and Welfare (MOHW) as well as local health department must be remarkably renewed and strengthened the nutrition section. And it is recommended that MOHW organize and operate “The Council of Nutrition”, in which all government authorities related with foodstuffs and nutrition would incorporated. The Council of Nutrition would act as an adjustor as well as a coordinator in nutrition related policy-making. Thirdly, healthy eating pattern will be supported by activities of introducing a nutrition labeling for providing consumers with the necessary information and skills for food selection. Fourthly, nutrition education, and nutrition intervention programs will be carried out in various settings such as health centers, schools, and clinical fields and workplace. Fifthly, the current dietary guidelines shall be continuously improved in detail, and publicly circulated to particular levels of people by age group and by health condition. And finally, researches and epidemiological studies particularly in regard to diet for development of chronic diseases are needed for more investigation and up-to-date national health and nutrition data should be collected with the support and cooperation from the various medical professional teams . 영일만 유입오염부하량과 수질의 시${\cdot}$공간적 변동특성(II) - 유입오염부하량과 수질의 상호거동 - (Spatial and Temporal Variation Characteristics between Water Quality and Pollutant Loads of Yeong-il Bay (II) - Mutual Variation between Inflowing Pollutant Loads and Water Quality -)

  • This study investigates the distribution characteristics and relationship of water quality, and analyzes the spatial and temporal variation and distribution of the pollutant loads at Yeong-il Bay. The results of these analysis, the concentrations of nutrient loads (T-N and T-P), both appeared to be at the maximum value in November, while most small values were taken in May for the T-N, and in August for the T-P. For COD, the maximum concentration was in August, which has much precipitation during the same season, T-N was at the mean, and T-P was at the minimum value. Using the cluster analysis to develop the division of the sea basin by the dendrogram, before and after construction of Pohang New-port, the variation characteristics of water quality of Yeong-il Bay were discussed. The in flowing pollutant loads were transported to the landward by the high-density salinity water volume of the bottom layer therefore, it formed nutrient trap or coastal trapping areas of the pollutant load. By this mechanism, it is clear that the water volume with high-density nutrient exists on both sides of the Pohang New-port. Thus, the sea basins increasing concentration of the pollutant load at Yeong-il Bay are most prevalent at Hyeong-san estuary, the Pohang Old, and New-port. To improve water quality of this sea basin, the reduction of these nutrients loads should be the highest priority.

무선토큰링 프로토콜을 사용한 무선 네트워크에서 QoS를 지원하는 분산 제어 알고리즘 (Distributed Control Algorithms for QoS in Wireless Networks Using Wireless Token Ring Protocol)

  • 오늘날 무선 네트워크는 통신에서 매우 중요한 역할을 하고 있다. 예를 들어, 오늘날의 무선 네트워크는 이메일, FTP와 같은 기본 서비스로부터 웹 서비스 같은 멀티미디어 응용 서비스를 제공하고 있다. 무선 네트워크에서의 이와 같은 다양한 응용들의 서비스 질에 대한 요구는 유선 네트워크에서와 마찬가지로 무선 네트워크에서도 계속 이어질 것이 확실하다. 최근에 인터넷에서 서비스의 차별화를 지원하려는 많은 연구가 이루어지고 있다. 그러나 무선 환경에서는 제한된 대역폭과 채널 상태의 변화로 인하여 이러한 차별화서비스 지원이 더욱 어렵다. 본 논문에서는 실시간 트래픽 서비스와 비실시간 트래픽 서비스가 공존하는 인터넷 환경에서 실시간 트래픽 서비스의 질을 지원하는 수정된 무선 토큰링 프로토콜을 제안하고 있다. 제안된 알고리즘에서는 실시간 트래픽 서비스 노드가 비실시간 트래픽 서비스 노드보다 토큰 수신에 있어서 우선권을 가진다. 따라서 제안된 알고리즘은 실시간 트래픽 서비스 노드의 빠른 전송을 지원하며, 또한 기존의 토큰 전송 방식에 약간의 수정만을 통하여 QoS를 지원하는 장점을 가진다. 또한 본 논문에서는 손실된 토큰 회복 메커니즘에 대한 고찰이 이루어진다.

홈 네트워크를 위한 QOS 보장형 매체접속제어 프로토콜의 구현 (Implementation of QoS-awared MAC Protocol for Home Networks)

  • 댁내에 이미 가설된 배선이나 무선을 이용하여 저 비용으로 댁내의 정보가전들을 하나의 망으로 연결할 수 있는 HomePNA, HomePlug 또는 HomeRF가 장래 유망한 홈 네트워크 기술이 될 것으로 전망되고 있다. 그러나 HomePNA와 HomePlug는 우선 순위 기법을 이용하여 Class of Service(CoS)만을 제공하며, HomeRF는 실시간 트래픽중 음성만을 고려하여 설계되었기 때문에 홈 네트워크 상의 주요 트래픽인 오디오나 비디오의 QoS를 보장할 수가 없다. 본 논문에서는 홈 네트워크 상에서 QoS를 보장하기 위한 새로운 매체접속제어(Medium Access Control; MAC) 프로토콜을 제안하고, 제안 프로토콜의 프로토타입 구현과 실험을 통한 성능평가를 수행하였다. 소프트웨어 구현을 통한 실험결과 제안 프로토콜은 각 실시간 트래픽별로 대역폭을 할당함으로써 우수한 전송 지연, 지터 그리고 손실의 특성을 가짐을 알 수 있었다.

  • 드론기술은 민수용과 군사용 양 분야 에서 전도유망한 기술이나, 규정과 관련법의 미성숙으로 불법드론이 오남용 되고, 사회안전에 심각한 위협이 되고 있다. 본고에서는 PSO (particle swarm optimization)에 기반을 둔 군집드론 궤적계획기를 개발하여, 군집정찰드론들에게 최적화된 3차원 궤적탐지기술을 제공한다. 나아가서, 에너지소비도, 비행위험도 및 SAP (surveillance area priority)와 부합하는 군집 목적물 최적화 함수를 제시하고 평가한다. 군집 비행 시뮬레이션 결과는, 제안한 궤적계획기로 생성한 궤적은 에너지 소비도 및 비행위험도를 최소화 하며 탐색한다는 것을 입증해준다.

웜홀 스위칭하는 양방향 베니언 망에서의 두 단계 멀티캐스트 (Two-phase Multicast in Wormhole-switched Bidirectional Banyan Networks)

  • 다단계 상호 연결망은 대규모 멀티컴퓨터의 대표적인 연결망 구조이다. 브로드캐스트와 멀티캐스트 통신은 캐쉬 관리, 리덕션, 베리어 동기화와 같은 협동 통신을 지원하기 위한 기반 기술이다. 본 논문은 대규모 멀티컴퓨터 시스템을 구성하기에 적합한 웜홀 스위칭하는 양방향 베니언 망에서 동작하는 멀티캐스트 기법을 제안한다. 제안하는 기법은 간단한 하드웨어하에서 교착상태를 일으키지 않고 두 번의 전송 단계를 거침으로써 멀티캐스트와 브로드캐스트를 수행한다. 또한, 원하는 목적 노드의 주소를 큐브로 병합하고, 헤더는 단일 큐브로 인코딩된다. 출력 링크에 경쟁이 발생하면 가장 상위 입력 링크로 부터 들어온 플릿에게 우선 순위를 줌으로써 교착상태를 방지한다. 제안하는 기법을 시뮬레이션을 통해서 통신지연 시간의 관점에서 다른 기법과 비교 평가함으로써 제안하는 멀티캐스트 기법의 성능이 우수함을 보였다. 또한, 제안하는 브로드캐스트 기법은 팬아웃이 $2^m({\geq} {\sqrt{N}}$ 인 최소의 정수, N 은 시스템 크기)인 멀티캐스트의 성능과 유사한 월등한 성능을 낸다는 것을 보였다.
