DEVELOPMENT OF SAFETY-BASED LEVEL-OF-SERVICE PARAMETERS FOR TWO-WAY STOP-CONTROLLED INTERSECTIONS (무신호 교차로의 안전 -서비스 수준 측정에 관한 연구-)

  • Current methods for evaluating unsignalized intersections, and estimating level-of-service (LOS) is determined from efficiency-based criteria such as little or no delay to very long delays. At present, similar procedures to evaluate intersections using safety-based criteria do not exist. The improvement of sight distances at intersections is the most effective way of improving intersection safety. However, a set of procedures is necessary to account for the limitations in current methodology. Such an approach would build upon such methods, but also account for: deficiencies in the current deterministic solution for the determination of intersection sight distances; opportunity for an accident and severity of an accident; and cost-effectiveness of attaining various levels of sight distances. In this research, a model that estimates the degree of safety at two-way stop-controlled intersections is described. Only crossing maneuvers are considered in this study because accidents caused by the crossing maneuvers are the dominate type among intersection accidents. Monte Carlo methods are used to estimate the hazard at an intersection as a function of roadway features and traffic conditions. Driver`s minimum gap acceptance in the crossing vehicles and headway distribution on the major road are used in the crossing vehicles and headway distribution on the major road are used in the model to simulate the real intersectional maneuvers. Other random variables addressed in the model are: traffic speeds; preception-reaction times of both drivers in the crossing vehicles and drivers in oncoming vehicles on the major road; and vehicles on the major roads. The developed model produces the total number of conflicts per year per vehicle and total potential kinetic energy per year per vehicle dissipated during conflicts as measurements of safety at intersections. Based on the results from the developed simulation model, desirable sight distances for various speeds were determined as 350 feet, 450 feet and 550 feet for 40 mph, 50 mph and 60 mph prevailing speed on the major road, respectively. These values are seven to eight percent less than those values recommended by AASHTO. A safety based level-of-service (LOS) is also developed using the results of the simulation model. When the total number of conflicts per vehicle is less than 0.05 at an intersection, the LOS of the intersection is `A' and when the total number of conflicts per vehicle is larger than 0.25 at an intersection, the LOS is `F'. Similarly, when the total hazard per vehicle is less than 350, 000 1b-ft2/sec2, the LOS is `F'. Once evaluation of the current safety at the intersection is complete, a sensitivity analysis can be done by changing one or more input parameters. This will estimate the benefit in terms of time and budget of hazard reduction based upon improving geometric and traffic characteristics at the intersection. This method will also enable traffic engineers in local governments to generate a priority list of intersection improvement projects.

A Survey on Competencies of Consultants of Guidance Consulting Supervision Using Importance-Performance Analysis (IPA를 활용한 컨설팅장학 생활지도 영역 컨설턴트의 역량 분석)

  • This study was designed to investigate the perception of the competencies of using Importance-Performance Analysis (IPA). The subjects of the study were 318 clients and 118 consultants. Descriptive statistics, paired t-tests, and Importance-Performance Analysis (IPA) were conducted based on perception levels of clients and consultants to increase understanding of current situations and trends. Findings are expected to assist in planning. Regarding the perception of clients, Quadrant 2 (Concentrate Here) included consulting supervision expertise and content expertise, and Quadrant 4 (Possible Overkill) included skill expertise. Regarding the perception of consultants, Quadrant 1 (Keep Up the Good Work) included skill expertise; Quadrant 2 (Concentrate Here) included content expertise; and Quadrant 3 (Low Priority) included consulting supervision expertise. Results revealed that clients had no responses for Quadrant 1, but they offered 10 items associated with Quadrant 2, one item for Quadrant 3, and four items for Quadrant 4. Consultants responded with five items for Quadrant 1, three items for Quadrant 2, three items for Quadrant 3, and four items for Quadrant 4.

Rainfed Areas and Animal Agriculture in Asia: The Wanting Agenda for Transforming Productivity Growth and Rural Poverty

  • The importance of rainfed areas and animal agriculture on productivity enhancement and food security for economic rural growth in Asia is discussed in the context of opportunities for increasing potential contribution from them. The extent of the rainfed area of about 223 million hectares and the biophysical attributes are described. They have been variously referred to inter alia as fragile, marginal, dry, waste, problem, threatened, range, less favoured, low potential lands, forests and woodlands, including lowlands and uplands. Of these, the terms less favoured areas (LFAs), and low or high potential are quite widely used. The LFAs are characterised by four key features: i) very variable biophysical elements, notably poor soil quality, rainfall, length of growing season and dry periods, ii) extreme poverty and very poor people who continuously face hunger and vulnerability, iii) presence of large populations of ruminant animals (buffaloes, cattle, goats and sheep), and iv) have had minimum development attention and an unfinished wanting agenda. The rainfed humid/sub-humid areas found mainly in South East Asia (99 million ha), and arid/semi-arid tropical systems found in South Asia (116 million ha) are priority agro-ecological zones (AEZs). In India for example, the ecosystem occupies 68% of the total cultivated area and supports 40% of the human and 65% of the livestock populations. The area also produces 4% of food requirements. The biophysical and typical household characteristics, agricultural diversification, patterns of mixed farming and cropping systems are also described. Concerning animals, their role and economic importance, relevance of ownership, nomadic movements, and more importantly their potential value as the entry point for the development of LFAs is discussed. Two examples of demonstrated success concern increasing buffalo production for milk and their expanded use in semi-arid AEZs in India, and the integration of cattle and goats with oil palm in Malaysia. Revitalised development of the LFAs is justified by the demand for agricultural land to meet human needs e.g. housing, recreation and industrialisation; use of arable land to expand crop production to ceiling levels; increasing and very high animal densities; increased urbanisation and pressure on the use of available land; growing environmental concerns of very intensive crop production e.g. acidification and salinisation with rice cultivation; and human health risks due to expanding peri-urban poultry and pig production. The strategies for promoting productivity growth will require concerted R and D on improved use of LFAs, application of systems perspectives for technology delivery, increased investments, a policy framework and improved farmer-researcher-extension linkages. These challenges and their resolution in rainfed areas can forcefully impact on increased productivity, improved livelihoods and human welfare, and environmental sustainability in the future.

Assessment of Pollution Level and Contamination Status on Mine Tailings and Soil in the Vicinity of Disused Metal Mines in Kangwon Province (강원도 폐금속광산지역의 광미와 주변토양의 중금속 오염현황 및 오염도 평가)

  • The objectives of this study was to assess pollution level and contamination status on tailings and soil in the vicinity of four disused metal mines in Kangwon province. As the result of total metal concentrations analysis, the pollution degree of tailings and soil decreased in the order of Wondong > Second Yeonhwa > Sinyemi ${\fallingdotseq}$ Sangdong mines. Total metal concentrations of mine tailings in this study were $1.2{\sim}78.2$ and $1.1{\sim}80.6$ times higher than those in the background soil and the tolerable levels suggested by Kloke, respectively. From these results, we found that tailings served as contamination source of nearby soil. According to sequential extraction of metals, large proportion of heavy metals in all mine tailings existed in the form of a residual fraction, and heavy metals in non-residual form was mainly associated with Fe-Mn oxide fraction and sulfidic-organic fraction. Fe-Mn oxide fraction and sulfidic-organic fraction of heavy metals may be released into and contaminated the nearby environment under the oxidation or reduction condition in long-term. In particular, the proportions of the exchangeable and carbonate fraction of Cd in mine tailings from Second Yeonhwa mine were relatively high. This suggests that Cd may be easily released into and contaminated the nearby environment in the near time. Concentrations of heavy metals in mine tailings and the nearby soil exceeded the standard (agricultural area) of Soil Environment Conservation Law. So it was thought that remediation for mine tailings and the nearby soil is needed. The pollution indices of the samples in this study were for higher than 1.0 and the pollution degree was very serious. Priority remediation site for these mines was Wondong. As Results of danger indices, it was showed that exchangeable form in Wondong and Fe-Mn oxide form in the rest mines should be removed preferentially.

Educational needs analysis for key vocational competency in nursing students (직업기초능력에 대한 간호대학생의 교육요구도 분석)

  • This study was conducted to identify and analyze the educational needs for key vocational competency in nursing students. The participants were 411 nurse students at five universities and the survey was conducted from June 1 to June 31, 2016. The data were analyzed with SPSS WIN 23.0 using descriptive statistics, a paired T-test, Borich's Needs Analysis, as well as the Locus for Focus Model. Based on the results, the subjects recognized the present level of 'professional ethics,' 'self development' and 'interpersonal skills' to be high and those of 'communication skills' and 'skills for understanding groups' to be low. 'Professional ethics,' 'self development,' 'problem solving skills' and 'communication skills' were the most important sub-elements of vocational competency. A significant difference in recognition levels between present and importance ere found in all components of vocational competency. The four priorities were analyzed based on Borich's needs value. In accordance with the Locus for Focus model, 'communication skills,' 'problem solving,' 'resource management skills' and 'self development' were identified as the highest priority sub-factors of vocational competency to nursing students. Based on the result of this study, it is expected to be used as the basic data to develop the nursing student's vocational curriculum and program.

  • Death and dying of human being is a comprehensive system, and death orientation, the subjective meaning related to every component of the death system is developed throughout life. This study was designed and carried out to identify, describe and classify the orientations of Korean adult towards the death system. In an attempt to measure the subjective meaning of death and dying, unstructured Q-methodology was used. The 65 Q-statements developed by Kim(1994), used by Kim(1994) and Park(1996) were adopted as Q-population and 39 Q-statements were selected by the three researchers for Q-items for this study. Thirty-three P-samples were sampled from P-population of literate Korean men and women, 35 and 55 years of age, lived in urban Korea for the last 10 years. Sortings of the 39 Q-items according to the level of personal agreement, and a forced normal distribution into the 9 levels were carried out by the P-samples. The Z-scores of the Q-sort data were computed, and the principal components factor analysis by PC-QUANL Program were carried out. The demographic, socio-cultural and health-related attributes of the P-samples were descriptively analysed. Eight types of death orientation were identified ; Type I ; 'naturalist'. Six P-samples. Death is a natural phenomena, to be accepted as it is and to follow its natural course. Prefer to be informed of all facts and possibilities concernig the course of dying and death to occur to self. Type II ; 'life-after-life negator'. Three P-samples. Time and process of death is the destiny of each person. Death means 'darkness' and 'end to every thing, the absolute end'. Yet, wish physical integrity at the dying and after death. Type III ; 'life-after-life believer'. Six P-samples. Men are travellers passing by this life bound to the life-after-life. Priority concerns are on the activities to prepare self for the eternal life ahead. Disregard premature and sudden death. Type IV ; 'here-now believer' Five P-samples. Positive regard to the cremation of the body and donation of the organs on death. Regard religious and customary post-motem rituals meaningless. Negate life-after life. Type V; 'believer of rituals'. Five P-samples. Death being accepted as a part of, a natural end to, and destiny of human life. Concerned to ensure a dignified end to personal life and dignified post-mortem rituals. Type VI ; 'Realist'(derived from Type I). Two P-samples. Life and death as universal reality. The abrupt death at golden age at the peak of happiness is favored to avoid inevitable physical and mental distress of self and the family. Agreed to the cremation of the body. Disregard rituals. Type VII : 'Fatalist' (derived from Type II). Five P-samples. Not favored, yet, all man are destined to death, the inevitable end of all living beings. To ensure dignified end by personal consummation, information on one's dying and imminent death are to be shared. Type VIII ; 'reality avoider'(derived from Type III). One P-sample. Negative to longevity, artificial prolongation of, meaningless and distressful life. Highly positive to postmortem organ donation.

Screening the level of cyanogenic glucosides (dhurrin) in sorghum accessions using HPLC analysis

  • Sorghum (Sorghum bicolor (L.) Moench.) is one of the most important crops for human and animal nutrition. Nonetheless, sorghum has a cyanogenic glucoside compound which can be degraded into hydrogen cyanide, toxic to humans and animals even with tiny amount. In consequence, breeding materials with a low cyanide level has been a top priority in sorghum breeding programs. To fulfill our long-term goal, we are screening sorghum accessions with low cyanide level, which would be an important breeding material for food safety. We collected seeds of various sorghum accessions and analyzed relevant metabolites to find useful breeding materials of sorghum accessions containing low cyanide. Fourteen wild relatives were obtained from the University of Georgia in US, a reference accession BTx623, and three local varieties from National Agrobiodiversity Center of Rural Development Administration in Korea, and one wild species from the Wild Plant Resources Seed Bank of Korea University in Korea. Sorghum plants were grown in plastic greenhouse under natural conditions. After growing, leaf samples were harvested at different developmental stages: seedling phase, vegetative phase (right before flowering), and reproductive phase (ripening). Using collected samples, quantification analysis were performed by an HPLC system for three metabolites (dhurrin, 4-hydroxybenzaldehyde, and 4-hydroxyphenylacetic acid) in sorghum plants. Prior to metabolome analysis, specific experimental condition for HPLC system was set to be able to separate three metabolites simultaneously. Under this condition, these metabolites were quantified in each accession by HPLC system. We observed that the metabolite contents were changed differently by developmental stages and accessions. We clustered these results into five groups as patterns of their contents by developmental stages. Most of accessions showed that 4-hydroxybenzaldehyde content was very high at seedling stage and decreased rapidly at vegetative phase. Interestingly, the patterns of dhurrin content were very different among clusters. However, 4-hydroxyphenylacetic acid content was maintained at low levels by developmental stages in most accessions. The results would demonstrate how dhurrin and alternative degradation pathways are differentiated in each accession.

Importance-Performance Analysis of School Foodservice Menu Management (메뉴속성별 중요도·수행도 분석을 통한 학교급식 메뉴운영 현황 분석)

  • The purpose of this study was to investigate the priority of menu management by importance-performance analysis (IPA) of school foodservice menu attributes. Questionnaires were distributed to 448 school dietitians with an official letter, and a total of 292 responses were used for analysis. From the 21 menu attributes, the factors of 'nutrition', 'educational effect', 'capability consideration', 'ease of quality management', 'efficiency', and 'preference of students' were induced from exploratory factor analysis. The levels of importance (p<0.01) and performance (p<0.05) of the 'nutrition' factor were significantly higher with nutrition teachers than school dietitians, while the importance of the 'preference of students' factor showed significantly higher score with school dietitians (p<0.05). As a result of gap analysis for IPA, only the 'efficiency' factor was located in the area where performance was higher than importance, whereas no menu attribute factors were included in the 'concentrate here' area by the usual IPA. Further analysis showed that there should be more effort to improve the performance of an 'educational effect' factor for a school foodservice menu.

Towards efficient policies for soil pollution prevention and remediation of contaminated sites in Korea

  • The objectives of this paper are to overview present status of soil pollution in Korea, to review the current policies and management strategies for soil pollution prevention and remediation of contaminated sites, and to suggest some recommendations to be considered toward more efficient policies. Soils in Korea are contaminated mainly by industrial facilities, landfills, underground storage tanks, abandoned/inactive mines, military camps, and other sources. Concentrations of most of soil pollutants were similar to the background levels, except for a few heavily contaminated sites such as industrial sites or abandoned/inactive mines. The Soil Environment Conservation Act (SECA), which was effective from 1995, provides a comprehensive legal framework for both preventing soil pollution and remedying contaminated sites in Korea. The Act includes various management policies such as the designation of standards and soil pollution policy area, soil monitoring networks, management of suspected contamination sources, and extended 'polluter-pays' principle. To make current policies more efficient and reasonable, some policies or strategies such as the establishment of national priority list, more detailed standards, risk-based cleanup goal, fund raise, soil erosion problem, and finally, integrity between soil and groundwater management frameworks may need to be pursued in the long term.

The present situation and the direction of improvement of the 'Environment' subject in secondary school of the current 6th curriculum in Korea (제6차 교육과정의 중학교 '환경' 교과운영 현황과 개선 방향)

  • The purpose of this study is to investigate thel present situation and to analyze the needs and problems of the $\ulcorner$Environment$\lrcorner$ subject in secondary school of the current 6th curriculum in Korea and to indicate the directions of improvement environmental education. The first step of this research was to review the related literature and the result indicated that the number of secondary schools that selected $\ulcorner$environment$\lrcorner$ subject and the teachers who have $\ulcorner$environment$\lrcorner$ certification of a second-major has increased yearly but it shows much difference by regions. The second step was questionnaire surveys on 60 $\ulcorner$Environment$\lrcorner$ teachers in secondary school. According to the survey, 65% of teachers are not certificated and 50% of teachers have no self-confidence of teaching. And most of teachers thought it was difficult to select the modules out of textbook and teachers had difficulties such as the lack of appropriate reference materials and instructive experience of their own instructive experience of active researches. The third step was the questionnaire survey on a students group(606) learning the $\ulcorner$environment$\lrcorner$ subject and a students group(621) without the $\ulcorner$environment$\lrcorner$ subject in secondary school. The group learning $\ulcorner$environment$\lrcorner$ subject showed significantly higher scores than those of the group without $\ulcorner$environment$\lrcorner$ subject in most items. And among the students having $\ulcorner$environment$\lrcorner$ subject, the first year students achieved the highest score, and it revealed that the teaching was most effective to them. The suggestions based on the results of this study are as follows. First, the uncertifiable teachers currently teaching $\ulcorner$environment$\lrcorner$ subject should be given priority to the second-major certificate training program ; which are diverse in contents according to differences of majors and levels. Second, specific and practical re-training programs for the certificated teachers teaching the subject are needed. Third, considerable and continual adjustment of the textbook yearly is required in addition to regular curriculum amendment. Fourth, the more efficient and actual teaching.learning methods of $\ulcorner$environment$\lrcorner$ subject education that can attract students' interest must be developed. Fifth, it is most desirable to have first year students select the subject.
