Information systems(IS) outsourcing has become a very important management strategy of implementing IS and many studies on the IS outsourcing approach had been performed in the organizations. But it isn't still show how to out source the IS functions and how to offer quantitative magnitude for judgement. To offer a quantitative decision model that can help practitioners set priority and reap the most benefits from outsourcing, we show outsourcing structure including 3 factors (strategic, economic and technological benefit) and sub-levels which is different from the Yang and Huang's model. Also, we compute the weight of alternatives using analytic hierarchy process to find a priority of the IS outsourcing. As a result of analysis, we suggest systematic steps and quantitative model to increase the precision of decision making. 1)

The application for real-time database systems must satisfy timing constraints. Typically the timing constraints are expressed in the form of deadlines which are represented by priorities to e used by schedulers. In any real-time applications, since the system maintains sensitive information to be shared by multiple users with different levels of security clearance, security is another important requirement. As more advanced database systems are being used in applications that need to support timeliness while managing sensitive information, protocols that satisfy both requirements need to be developed. In this appear, we proposed a new priority-driven secure multiversion locking (PSMVL) protocol for real-time secure database systems. The schedules produced by PSMVL are proven to e one-copy serializable. We have also shown tat the protocol eliminates covert channels and priority inversions. The details of the protocol, including the compatibility matrix and the version selection algorithms are presented. the results of the performance comparisons of our protocol with other protocols are described.

Most implementations of HTTP servers do not distinguish among requests for hypermedia data from different clients. Commercialization of Web site is becoming increasingly common. Therefore providing quality of service with members paying to the site is often an important issue for the hosts. For some uses, such as web prefetching or multiple priority schemes, different levels of service are desirable. We propose server-side TCP connection management mechanisms to provide two different levels of Web service, high and regular levels by setting different timeout for inactive connection. Therefore this mechanism can effectively provide different service classes even in the absence of operating system and network support.

This study was performed for the purpose of reviewing the strategic management direction and ideas of the policy for Seoul City's Hangang Renaissance. In order to accomplish this, levels were established for each step of the policy and the policy priority by level was derived. The policy priority by level was analyzed by a decision making model through the Analytic Network Process(ANP) and the priority would be the standard to judge the order of priority. The analysis results showed that there was not a big difference between the priorities of two basic concepts: restoration and creation. The fourth level, detail plan of the third level, showed priority that development by type for waterside city in case of reorganizing city space and diversification of land utilization, utilization of riverside space in water front town for public and composit purpose, establishment of comprehensive plan on constructions in case of improving the landscape of Hangang and unified design plan rose to important element in case of forming Hangang park with the me. Based on the results of priority analysis, we would like to propose for the direction about the policy on Hangang Renaissance project, the policies forming Hangang Park with theme through unified design plan and reorganizing city space have to be proceed preferentially and connected with other plans.
When a multicast video conference system utilizes RTP (Real Time Protocol) and RTCP (Real Time Control Protocol), the loss rate and the synchronization of transfer in RTCP affect the scalability of the system. The random delay technique introduced to resolve the problems is so simple that leads the network to meet some congestion in synchronizing feedback information when lots of people transfer the feedback information simultaneously, which reduces the scalability of system. In this paper, we propose a new feedback control algorithm that provides priority levels with the RTCP packet, which cuts down the feedback delay and increases the scalability. The criteria of providing priority Based on the decided priority level, Agent forced the session participants to provide much more RTCP packets, positively controlled, and the possible bandwidth can be measured. The simulation on this technique decreases the delay, and the feedback messages are equally distributed on a given time period.

As the demands of island tourism increasing, the importance of information is considered the key success factor of island tourism. This study suggest the several factors that affecting in island tourism based on the previous studies of tourism research domain. the Important Performance Analysis(IPA) that has much popularity in tourism research is used to evaluate the information characteristic and priority of island tourism in university students of Korea. Based on the result of this study, the information of the natural landscape/scenery and the sightseeing related activity have less priority than the facilities and local foodstuff of the specific island. Considering the aspects and levels of currently serviced island tourism information, differentiated information that including the facilities and local foodstuff of island have reasonable priority for establishing effective and efficient island tourism strategy.

In this paper, we present a new routing protocol, multipath and multi-priority based routing protocol, (MMRP) for wireless multimedia sensor networks. The proposed MMRP chooses the multiple routing paths from source to the sink, then the selected paths are assigned with different priority levels depending upon the residual energy and transmission delay in the routing paths. That is, the highly prioritized I frames of the MPEG video are transmitted over the high priority routing paths, and other P and B frames are transmitted over the lower priority routing paths. The proposed MMRP protocol can be applied to time critical applications which require both lower latency and low power consumption over wireless multimedia sensor network. Simulations results of MMRP protocol show respectively an improvement of 23.48% and 23.11% in energy conservation and 81.6% and 32.01% improvement in latency as compared to protocols without and with multipath routing.
AESA radar is able to instantaneously and adaptively position and control the beam, and this enables to greatly improve multi-target tracking capability with high accuracy in comparison to traditional mechanically-scanned radar system. This paper is primarily concerned with the development of an efficient methodology for multi-target managenent with the context of multi-target environment employing AESA radar. In this paper, targets are stratified into two principal categories: currently displayed targets and non-display targets, predicated upon their relative priority. Displayed targets are subsequently stratified into TOI (target of interest), HPT (high priority target), and SAT (situational awareness target), based on the requisite levels of tracking accuracy. It also suggests rules for determining target priority management, especially in air-to-air mode including interleaved mode. This proposed approach was tested and validated in a SIL (system integration lab) environment, applying it to AESA radars mounted on aircraft.

In inner harbour of Inchon Port, there are two lock gates (50KT, 10KT) which have two gates per lock gate in inner/outer sides except a gate in inner harbour side 7f 10KT. Due to the lack of the fore-mentioned gate, the use of 10KT lock gate Is suspended in every 3 years for regular maintenance. Now an additional gate is under construction in order to improve the efficiency of the 10KT lock gate. This paper will be aimed to evaluate the operational utilization levels of lock gates in present and future. The present operational utilization levels of lock gates are 0.2119 in 10KT lock gate, 0.2051 in 50KT lock gate which were considered the 46.5 closed days every 3 years for 10KT regular maintenance. The levels are estimated to 0.2246(10KT), 0.2539(50KT) in 2006 and 0.2241(10KT), 0.2560(50KT) in 2011. The levels of 50KT lock gate are evaluated to be more rapidly increased up to 24.5% in 2011.
