Presidential Archives Management System Improvement Status and Future Directions (대통령기록관리 제도 개선 현황과 향후 추진 방향)

  • Moon Jae-in as the government was launching new records & Archives management innovation is promoted. It was necessary to overhaul the Presidential Records & Archives Act and resolve the issues so far. The key issues include the establishment of individual presidential archives and the guarantee of access to former presidents. The current administration of presidential records is being carried out in the position of a manager (agency). The system's biggest "customers" are discussing management difficulties, even though they are former presidents. Record management should be a customer-centered information service. The "core customer" of managing presidential records is the former president. Another important problem is to separate the Presidential Archives from the National Archives to strengthen its status.

A Study on the Characteristics of 17th Presidential Record (17대 대통령기록의 성격에 관한 연구)

  • This study investigated and analyzed the 17th presidential record by further expanding the awareness of the problem, focusing on media suspicions related to the 17th presidential record. And Based on the results, the purpose is to suggest ways to improve the presidential records management system. To this end, the 17th presidential record transferred to the Presidential Archives was first outlined from an overall perspective, and the records produced in the "record management", "ancillary room", and "Public Safety" functions were quantitatively analyzed. Next, we analyzed the physical records qualitatively along with quantitative analysis of the cases of 'production status notification', 'record production and nonregistration of records via e-mail', and 'core records and electronic/non-electronic records' to determine the records of the 17th President. Personality was diagnosed. Finally, based on the analysis results, a plan to improve the presidential record management system was proposed.

A Study on the Redesign Method of Presidential Record Management through Presidential Record Analysis (대통령기록 분석을 통한 대통령기록관리 재설계 방안 연구)

  • This study investigates and analyzes the 16th Presidential records (record management secretary's office) from a record-recognition perspective and, based on the results, suggests the Presidential record management plan. To this end, the function of the records management secretary's office was first analyzed, and the 16th Presidential records transferred to the Presidential Archives were reviewed from a general perspective. Next, the nature of the records was investigated in a deductive, top-down manner by quantitatively analyzing the "production system type," "preservation period," "reason for determining the retention period," "management department," "electronic record type," "production year," etc., focusing on the "records file/item," "unit task," and "function." Finally, the characteristics and problems revealed during the record analysis were summarized. Based on the analysis results, a plan was proposed to redesign Presidential record management for the "reorganization" and "service" parts of the records.

A Study on Research Services of Presidential Archives in Korea (대통령기록관의 검색, 열람 및 연구지원 서비스에 관한 연구)

  • This study aims to investigate services of presidential archives in Korea for users who utilize holdings of the archives for scholarly purposes, as well as to examine users' perception of the services. For these purposes, the study analyzed the content of 13 U.S. presidential libraries' Web sites in terms of their research services. In addition, it examined the content of a Korean presidential archives' Web site regarding its research services. Telephone interviews of three staff members of the presidential archives were conducted to better understand the services. With this, three users who have written research papers by using presidential records were interviewed by telephone. It was found that federated search services, access by subjects, and related records of search results were considered necessary by users. A variety of digitized records should be provided online and the services needed should be changed from mere processing of FOIA requests to archival reference services to meet users' needs. Congruently, the presidential archives should provide specialized services to offer records relevant to users' research interests and to provide the compilation of selected records crucial for research.

Research on the Development of Facets for Improvement in Searching Records: Focusing on Presidential Records (기록물의 검색 향상을 위한 패싯 개발에 관한 연구 - 대통령기록물을 중심으로 -)

  • As the recognition of the importance of user-oriented services is increasing, there has been a heightened attention for finding aids that could improve the effectiveness of searching. This study tried to draw various facet elements that can be applied to the presidential records retrieval system using presidential records as cases in analyzing various resources, considering the importance of facets in finding aids for the improvement of effectiveness in searching in the future and the importance of presidential records in Korea. In drawing facet elements based on the characteristics of presidential records, the websites of the National Archives (NARA) and Presidential (Prime Ministers') Archives as well as their search options were examined as cases. In addition, the morpheme of each title of presidential records were analyzed, as well as the terms entered by the users of the Presidential Archives Portal of Korea, the terms used in the request for information disclosure toward the Presidential Archives in Korea, the search options of the Presidential Archives Portal, and the elements of the description and metadata standards. The significance of this study lies on suggesting the methodology of developing various facets as main elements in finding aids using the presidential records as cases.

  • This study is a basic study for the comparison and analysis of the current status and service of the Unified Presidential Archives and the civilian memorial hall, which manages the country's presidential records. For this purpose, the Presidential Archives and individual private memorial halls were surveyed on the current status of records, online and off-line services, and legal and institutional records. Based on this, the study analyzed the characteristics and differences of the Unified Presidential Archives and individual private memorial halls. This study is meaningful in that it attempted to compare and analyze the characteristics of the Unified Presidential Archives and individual private memorial halls and that the two agencies sought basic research to develop cooperative relations.

A Study of the Use of Documentation Strategies for Presidential Records Collection (대통령기록물 수집을 위한 도큐멘테이션 전략 활용 방안에 관한 연구)

  • The purposes of this study are to compensate for the deficiencies of the presidential records using the documentation strategy and to establish a long-term plan for collecting presidential records that should be considered as references in country governance. For these purposes, this study examined literature reviews, foreign case studies, and the presidential records collection of the United States and Korea, and conducted in-depth interviews in relation to the presidential records collection. Semistructured questionnaires were used for in-depth interviews and 15 target organizations, such as a foundation and memorial affairs agency, central government agencies, and university-affiliated organizations, were selected. A total of 14 records collectors of 12 organizations (82%) of all 17 records collectors of 17 organizations (100%) participated in these interviews, and the interview results were analyzed according to the grounded theory of qualitative research methodology. Based on the accumulated results, this study proposes an effective model in designing collection strategy and operating and collecting presidential records through the use of documentation strategies.

A Study on the Suggestions and Analysis on the Education Programs in the Presidential Libraries

  • Presidential records are produced and collected with regard to Presidents' performance of his duties. Presidential libraries provide the users with open reading, exhibition, education, and promotion services. To maximize utilization of Presidential records as knowledge and information contents, it is most important to build educational programs as active services available. In this context, this study conducts investigation of the current status of education programs of Korea and US Presidential libraries. And this study also examines and analyzes distinguishing programs of 13 Presidential libraries in the US in order to bring up necessity for active educational programs and suggest various possible education programs. The findings of this study can be utilized as the basic reference materials to use in the process of building and pursuing plans for educational programs of Presidential libraries or individual record centers.

  • Presidential records which have produced during a presidency as a national center are the evidence of the presidency and main historical records. We have the responsibility to establish fundamental systems to produce such main historical records and to manage such main historical records which could help people and history to judge the presidency based upon the evidence of their activities. The historical appraisal could be achieved not by memory but by evidence. A draft of a proposed law on the management of presidential records which includes the establishment of presidential libraries for the presidential records Mecca is being moored at the National Assembly now. The presidential library is to be considered as a multi-functional national institution which is carrying out the role as an Archives, Museums and Center for the education. In addition, it is imperative for a presidential library to provide user-oriented services to enrich the usability and the value of records, recognizing the change of administration paradigm from a supplier-oriented system to a customer-oriented system. This dissertation, in order to develop presidential library service programs focusing on customers rather than the convenience of administration, reviewed programs of the U.S. presidential libraries as a developed case and proposes guidelines and applicable samples for the development of the Korean presidential library service programs.

  • The Kim Dae-jung Library is Asia's first presidential library and is a private presidential archive with over 250,000 historical materials. It mainly collects records related to the life of former President Kim Dae-jung, modern and contemporary history, and democratization, While most of the private presidential archives in Korea are operated by memorial foundations, the Kim Dae-jung Library is unique in that a higher education institution operates it. Accordingly, it aims to take an educational role in history and democracy based on records, providing free research space for researchers, and supporting research through records. This report introduces examples of the Kim Dae-jung Library's representative archival information service, an affiliated institution of educational institutions and private presidential archives, and presents the future tasks of the presidential archives.
