During the pandemic status of COVID-19 since 2019 December, demands and attention on various convergence services with non-contact technologies and social adoption are increasing. Along with these increased demands and attention, the digital divide issues should be concerned to understand the informatization degrees of rural area residences, the elderly, the disabled, and the low-income. Furthermore, rural area residences may be the elderly, the disabled, and the low-income also. It may mean that the rural area should be considered as in noticeable status of the digital divide. This study focuses on the policy alternatives to reduce the digital divide in rural areas with a literature review methodology and on the factors on informatization issues in rural areas. For the aims, this study analyzes the EU cases of informatization in rural areas to find out the advantages and disadvantages of the suggested policies. As the analysis result, it is clear that the EU countries try to enhance the economic and growth powers rather to reduce the digital divide gaps. Also, it can be considered that the EU countries focus on supporting the rural area to adopt the non-contact information services newly rather on maintaining the IT education services and the infrastructures in off-line environments.

This study examined the fantasy drama series Tale of the Nine Tailed, which uses the world view of a folktale and adopts the motif of reincarnation. Tale of the Nine Tailed adopted a cyclical structure where the fate of the past repeats itself in modern life. The traditional Korean folktales that are used in the drama series all share the same topic, but they also vary slightly by region or era. Tale of the Nine Tailed changes people's common negative perception of the nine-tailed fox. First of all, the series portrays the nine-tailed fox as an attractive male, rather than a seductive female. It also incorporated various episodes to tell the story of a heroic nine-tailed fox that uses supernatural powers to save not only those whom he loves, but also the general public. Furthermore, it was a new attempt to bring the nine-tailed fox together with other characters from different folktales into a story to make different world views merge into one. This study analyzes how the narrative structures of traditional folktales are adapted and changed in fantasy drama series, and it explains how various types of result can be created from the storylines of traditional folktales and the imaginations of the authors.

The central of Ulsan was formed and has been developed in alluvial plains the Riverfront of Taehwa River and Dongcheon River Fortresses including Gyebyeonseong of the late Silla, Chisoseong of the Goryeo, Ulsan Gyeonsangjwabyeongyeongseong, Ulsaneupseong, Ulsanwaeseong and Yeompoyeongseong as well as Gugangseowon and Old Ulsanhyanggyo and other facilities well display such fact. In the southern areas of Taehwa River, Byeokpajeong of Samsan, Buddhist temples and pavilion architectures used to be located. In its upstream areas, Eonyangeupseong, Eonyanghyanggo, Banguseowon and Daegokcheon Petroglyph exist as well. As such, the Riverfront of Taehwa River are a central space where the civilization of Ulsan has grown and developed, and are regarded as a core scenic asset of Ulsan. However, the look and nature of Taehwa River changed significantly due to Ulsan irrigation project and the construction of modern bridges such as Ulsangyo and Ulsan railway bridge during the period of Japanese occupation. The old look of the area started to be ruined by water contaminations and developments of waterfront lands that resulted from the development of Ulsan Industrial Center in 1962. The water quality of Taehwa River has been improved as a result of allotting a huge budget and administrative powers before and after 1997, the year when Ulsan was elevated to a metropolitan city. However, the surrounding views around Taehwa River changed greatly due to various urban development projects including apartment complex constructions. This is because the development of the Riverfront started from a land utilization project, in which the construction of apartment complexes was included in the initial phase; as a result, the areas were changed to be private scenic assets for those apartments. Aware of such issue, this study aims to identify major scenic elements that were present in the period before such developments in the river's surrounding areas from literature and geography materials; and to reveal how various urban development projects that have been performed from the period of Japanese occupation have changed the scenic elements of Riverfront of Taehwa River. The purpose of this study is to identify qualitative and quantitative changes in scenic elements of the Riverfront of Taehwa River as well as the characteristics of the resulting changes in the surrounding scenery.

Mt. Hee-yang is located in Mungyeong-si, Gyeongsangbuk-do, South Korea. Through the analysis and interpretations of twenty-two different ancient writings which covers Mt. Hee-yang, and three times of field studies, I tried to analyze the cognition of our ancestors in those days regarding Mt. Hee-yang. Since Mt. Hee-yang goes very deep in the mountain range, Mt. Hee-yang was recognized as appropriate place for seclusion or operating Byeolseo. From the era of Silla, in terms of Fengshui, Mt. Hee-yang was also interpreted as an image of either a phoenix flying into the sky(鳳凰登天) or a valley of a phoenix and dragon(鳳巖龍谷). This cognition comes from its formations of topographical features, and continued to the era of Joseon Dynasty. The purposes of excursion were to retrace the course of predecessors, to attain one's long-cherished desire to visit, or to enjoy holidays. From the analysis of Mt. Hee-yang's visitors, the average social status of them is lowered a lot around the end of Joseon Dynasty, compared with the early period of Joseon Dynasty. Studying the visitor's route of Mt. Hee-yang, I could see the places that are highly-recognized were the top of Mt. Hee-yang, Seonyudong(仙遊洞), Bakundae(白雲臺), Yayuam(夜遊岩). Mt. Hee-yang was recognized as Sun-kyung(仙境) where Sin-seon(a taoist hermit with miraculous powers; the sage of old) lives, and mostly it was main destination of visit while Bakundae(白雲臺) was perceived diversely on each visitor because of its strange scenery.
In 2017, the government of Duterte, in the second year of the ruling, more strongly promoted peace and order policies and expressed independent diplomacy as the chairman of ASEAN. He continued to fight against drugs and tried to increase his political legitimacy through the punishment for corrupt officials. He also declared martial law in the Mindanao region because of the dissolution of the Maute group, a Muslim terrorist organization, and strengthened counterterrorism cooperation externally. In addition, as to Communist militants, he took the initial reconciliation gesture and promoted peace negotiations, however, concluded the peace tide and started the suppression operation due to a series of bloodshed. He still has a strong drive in peace and order issues, backed up by high support rate, but it is becoming a factor of anxiety as the socioeconomically underprivileged and minority groups are increasingly alienated. As the chairman of ASEAN, Duterte has a certain distance from the United States, which is a firm ally, but has turned to increase familiarity with China and Russia, which can take substantial economic benefits. Through diversifying the external economic support and increase of tax revenue, the priority task was to establish the infrastructure. Although the Philippines, which has a high economic growth rate, has a strong expectation that it can establish a solid infrastructure, tax reforms should be successfully completed in order not to repeat the previous failures, which has traditionally increased foreign debt burden by relying on external resources. It seems that it is necessary to find the meeting point of the foreign policy of Duterte and new Korean government's New Southern Policy, and to find possible economic cooperation policies to improve Philippine infrastructure.
A method aimed at improving the beam-wave interaction efficiency by changing the coupling slot configuration has been proposed in the study of extended interaction oscillators (EIOs). The dispersion characteristics, coupling coefficient and interaction impedance of the high-frequency structure based on different types of coupling slots have been investigated. Four types of coupled cavity structures with different layouts of the coupling slots have been compared to improve the beam-wave interaction efficiency, so as to analyze the beam-wave interaction and practical applications. In order to determine the improvement of the coupling slot to a coupled cavity circuit in an EIO, we designed four nine-gap EIOs based on the coupled cavity structure with different coupling slot configurations. With different operating frequencies and voltages takes into consideration, beam voltages from 27 to 33 kV have been simulated to achieve the best beam-wave interaction efficiency so that the EIOs are able to work in the $2{\pi}$ mode. The influence of the Rb and the ds on the output power is also taken into consideration. The Rb is the radius of the electron beam, and the ds is the width of the coupling slot. The simulation results indicate that a single-slot-type EIO has the best beam-wave interaction efficiency. Its maximum output power is 2.8 kW and the efficiency is 18% when the operating voltage is 31 kV and electric current is 0.5 A. The output powers of these four EIOs that were designed for comparison are not less than 1.7 kW. The improved coupling-slot configurations enables the extended interaction oscillator to meet the different engineering requirements better.
Due to their geographic proximity to Beijing, the Southeast Asian states under the fallout of the China's growing power are struggling to seek the art of diplomacy to promote their national interests. This study explores why Cambodia previously taking a pro-US strategy after the end of the Cold War has switched to a pro-China one in the context of the rise of G-2 system, the ASEAN regionalism, the country's national interest and Hun Sen's regime legitimation. Theoretically, this study takes a realist constructivist approach and tries to find how realist interests and norms have affected the Hun Sen's regime legitimation. The relationship between China and Cambodia has been deepened by mutual economic interdependence and increasingly stronger Chinese power. Especially, the Chinese massive economic aids and investment have enormously supported the regime legitimation of Hun Sen. On the other hand, The US value diplomacy promoting democracy and human rights has undermined the Hun Sen's legitimacy and strained the two nations' relationship. However, the Hun Sen's pro-China strategy is not to check and balance against US strategic interests and not to recognize the Chinese hegemonic position in Southeast Asia. It is a hedging against the US value diplomacy while maximizing economic and other gains from China. ASEAN has been playing a coordinating role to limit the scope of power politics among big powers and to mitigate its ramifications. Yet, since the US and Chinese interests are so keenly criss-crossing, Cambodia may continue to react to the G-2 system through bilateral relations with them.
This study examines the nature of the world order or the international relations of the 19th century Vietnam. Those who are familiar with the Chinese world order based on the tributary system, have applied the quasi-Chinese world order concept to Vietnam by the terms of 'smaller dragon,' 'little China,' and 'Chinese model.' According to this way of understanding, Vietnamese empire was the imitation or the small sized version of the Chinese empire. Examples are to label Vietnamese emperor as the "Southeast Asian version of the Chinese emperor" or "an absolute photocopy of the Chinese world order." But the author of this article raises questions to this framework of the Chinese Model, and looks for the Vietnamese own world order based on the Southeast Asian tradition. Two issues are discussed in this study. First is the Vietnamese relationships with Southeast Asia. According to author, the first concern of Vietnam in relation to diplomatic relations was to the Mainland Southeast Asian countries. To clarify the contacts with Southeast Asia and Western powers, Vietnamese relationships with the regions of Island Southeast Asian countries were also examined. Second issue is to see the ways how Vietnam maintained its own world order in the course of wars and diplomacy with China. Author argues that the world order of the 19th century Vietnam was closer to the traditional world order of mandala in the Southeast Asia than to the quasi Chinese world order. The relationships among the countries were rather equal than hierarchical. Vietnam regarded the countries of Southeast Asia especially Thailand and Burma as the equal countries. China was one of the equal countries to the eyes of Vietnamese leaders and Vietnam did not have enough room to embody the quasi Chinese world order though the Vietnamese rulers used the titles of emperor, which was the Vietnamese version of Southeast Asian 'king.' In conclusion, the world order of Vietnam is summarized into the two facets of $l{\hat{a}}n$ giao(diplomatic relations with neighbors) and bang giao(diplomatic relations between two countries i.e. Vietnam and China). $l{\hat{a}}n$ giao was to the countries of Southeast Asia while the bang giao was the term and concept for the diplomatic relationship with China. These two relationships composed Vietnamese foreign relationship, ngo?i giao. Author claims that these two relations were based on the spirit of equality that emerged from the beginning of the 19th century.

Traction performance of a tractor varies depending on soil conditions. Sinkage and slip of the driving wheel for tractor frequently occur in a reclaimed land. The objective of this study was to develop a tractor suitable for a reclaimed land. Traction performance was evaluated according to soil conditions of reclaimed land and paddy field. Field experiments were conducted at two test sites (Fields A: paddy field; and Field B: reclaimed land). The tractor load measurement system was composed of an axle rotation speed sensor, a torque meter, a six-component load cell, GPS, and a DAQ (Data Acquisition System). Soil properties including soil texture, water content, cone index, and electrical conductivity (EC) were measured. Referring to previous researches, the tractor traveling speed was set to B3 (7.05 km/h), which was frequently used in ridge plow tillage. Soil moisture contents were 33.2% and 48.6% in fields A and B, respectively. Cone index was 2.1 times higher in field A than in field B. When working in the reclaimed land, slip ratios were about 10.5% and 33.1% for fields A and B, respectively. The engine load was used almost 100% of all tractors under the two field conditions. Traction powers were 31.9 kW and 24.2 kW for fields A and B, respectively. Tractive efficiencies were 83.3% and 54.4% for fields A and B, respectively. As soil moisture increased by 16.4%, the tractive efficiency was lowered by about 28.9%. Traction performance of tractor was significantly different according to soil conditions of fields A and B. Therefore, it is necessary to improve the traction performance of tractor for smooth operations in all soil conditions including a reclaimed land by reflecting data of this study.
The purpose of this study is to compare death the Korean Buddhist understanding of death with that of Daesoon Jinrihoe. Various concepts, including reincarnation (輪廻), myeongbu (冥府, 'the postmortem offices' or 'afterworld') and the Ten Kings (十王) of the afterworld are used to explain views on death in both religions. However, these concepts differ not only in their content and categorization, but also in terms of the meaning they occupy within the doctrines of each religion. In other words, although many similarities can be found between Buddhism and Daesoon Jinrihoe's concept of reincarnation, at the same time, differences between them can also be pointed out. The differences include the period of time between one's death and reincarnation and also the importance of reliance upon other people or divine powers during the reincarnation process. With regard to ideas involving myŏngbu, there are far more differences than similarities. Both Buddhism and Daesoon Jinrihoe shares a similar notion of an afterlife judgment presided over by the Ten Kings. However, many differences can be found when it comes to Daesoon Jinrihoe other view of myŏngbu, known as 'myeongbu gongsa (the Reordering Works of Myeongbu).' These works are considered to be of great doctrinal importance in Daesoon Jinrihoe. Therefore, the concepts of reincarnation and myeongbu that appear in both traditions should not be considered identical and need to be redefined accordingly in comparative contexts. In other words, the concepts of reincarnation, myeongbu, and the Ten Kings as they appear in the Daesoon Thought should first be differentiated from their counterparts found in Buddhism and then be redefined in the context of the new and independent system of thought in which they exist. These concepts should then be applied to broader theoretical discourse on religion.
