A Study on Improvement and Evaluation Plan of the Korean Postal Code (우편번호 체계 개선 및 평가 방안 연구)

  • Postal code is essential for improving efficiency of mail sorting. The Korean postal code, which is introduced in 1970 and had been reformed two times, has controversial issues because of changed postal environments such as modification of administrative districts and logistical transformation into a hub-and-spokes structure. In this study, we propose several improvement and evaluation methods in order to prepare an alternative plan of postal code system. After performing status analysis, we define the customers of postal code and analyze the requirements of them. The 6 proposed new postal code systems are based on each customer groups’ requirements. To evaluate the new systems, we develop several quantitative and qualitative indexes and make a survey of postal experts. Besides, we evaluate the influence of them to the postal environments including delivery sequence sorting process.

  • In this paper, we design Real-Time Postal Logistics Operational Model and System as a to-be system. Current postal logistics information system, named PostNet, is a basic infra system designed for an end-to-end IT-driven process, from mail acceptance to delivery, linked with internal and external systems. Recent competing circumstances drive demand for more intelligent information system. So we design real-time postal logistics operational system focused on site operations. we analyze postal logistics operation and interview field workers and establish real-time postal logistics operational model to solve operational issues. Finally we suggest system specifications.

  • Postal address information is basis for customer contact channel as well as for the postal logistics such as sorting and dispatching, and the management system has been prepared. It should manage not only address itself but also information of delivery districts and sequences. It is necessary to consider geographic information system (GIS) to be included for intuitive and efficient manipulation. In order to construct a integrative system that could manage and utilize the standardized postal address information, we analyze various user requirements, define required GIS information, and present some results of data and process modeling. In addition, we explain several main functions with screen-shots of the implemented system. The GIS-enabled system, which is constructed after this study, is planned to be used to build and manage a database of nationwide postal addresses. It would make it possible to present other postal information systems with the address information and to provide various customer services.

  • This study aims at suggesting marketing policies for the postal business to accommodate itself to the rapidly changing business environment. Especially according to the development of Internet, the decrease of the market that is the basis of postal business enables the reason for the existence of postal business to be lost. In this environmental change, this article is a study that explained the survival policies of postal business in terms of marketing. This study, as a theoretical research, examined the current situations of postal business by means of the environment analysis of universal services and postal business, and as a practical research, this study suggested the new paradigm of postal business, the strengthened universal services, and the marketing policies in viewpoint of the diversified businesses by means of the practical investigation of the course of postal business focusing on the postal service users.

  • Changes in household composition and the residential environment have had a considerable impact on the features of postal delivery regions in recent years, resulting in a large increase in the overall workload of domestic postal delivery services. In this paper, we provide complex analysis results for postal delivery areas using various unsupervised learning approaches. First, we extract highly influential features using several feature-engineering methods. Then, using quantitative and qualitative cluster analyses, we find the distinctive traits and semantics of postal delivery zones. Unsupervised learning approaches are useful for successfully grouping postal service zones, according to our findings. Furthermore, by comparing a postal delivery region to other areas in the same group, workload balancing was achieved.

  • Postal logistics organizations are characterized as having high labor intensity and short response times. These characteristics, along with rapid change in mail volume, make load scheduling a fundamental concern. Load analysis of major postal infrastructures such as post offices, sorting centers, exchange centers, and delivery stations is required for optimal postal logistics operation. In particular, the performance of mail traffic forecasting is essential for optimizing the resource operation by accurate load analysis. This paper addresses a traffic forecast problem of postal parcel that arises at delivery stations of Korea Post. The main purpose of this paper is to describe a method for predicting short-term traffic of postal parcel based on self-similarity analysis and to introduce an application of the traffic prediction model to postal logistics system. The proposed scheme develops multiple regression models by the clusters resulted from feature engineering and individual models for delivery stations to reinforce prediction accuracy. The experiment with data supplied by main postal delivery stations shows the advantage in terms of prediction performance. Comparing with other technique, experimental results show that the proposed method improves the accuracy up to 45.8%.

  • Recently, the postal service encounters the various changes in the overall mail environment including the reduction of letter volume, keen competition of the private parcel service and EMS, diversification of customers' demand and etc. In this environment, Korea Post is considering new concept of postal service in order to provide the mail service based on informatization and automation to a client and secures the predominance in competition. We analyze the current environment of postal service for applying the gCRM (Geographic Customer Relationship Management). We propose some possible application fields and present an efficient phased application plan for each field.

  • The consumer in the 21$\^$st/ century e-business era is developing a taste fur greater professionalism diversity, internationalism and large-scale integration of his or her demands. With these changes in the consumers preferences in mind, e-businesses need to develop a real time track and trace system to accommodate their logistical and consumer service operations. This research paper discusses the development of a object-oriented logistics tracking database system and a web service tracking component necessary to efficiently store and manage the movements of postal goods and provide real time information on logistics trading.

Postal RFID Application Model and Performance

  • In this letter, we suggest a postal RFID application model and system architecture that can be used for real-time trace and tracking system implementation of parcel processing and pallet management. This letter also shows the tag recognition performance of parcels and pallets by speed and mounting tag materials such as cans, water, and paper using an implemented postal RFID system for postal logistics.

  • In Postal logistics, the efficient design and operation of transportation network is very important issue. But, it is hard to operate the postal transportation network flexibly according to the change of mail volume. In Korea post, a transportation plan is pre-determined and the transportation of mail is performed through the routes in the plan. When the routes cannot transport all mail, temporary vehicles are used. In the postal transportation, it is important to make a good transportation plan and to manage the plan efficiently. But the change of transportation plan is not a simple work because hundreds of vehicles and persons are related to the plan. So, a methodology to check the effect of the change of the transportation plan in advance is required. In this paper, we develop a simulation model to evaluate the performance of a postal transportation plan. We implement the simulation model and develop an information system including user interface for managing data and simulation results. We apply our simulation model and system to the real change of transportation plan.
