제조업 사업장에서 위험성평가가 근로자 안전행동 수준에 미치는 영향 (The Effect of Risk Assessment on Employee Safety Behavior in Manufacturing Workplaces)

  • Objectives: This study was designed to examine the effect of risk assessment on employee safety behavior in manufacturing workplaces. In addition, this study attempted to explore factors related to the occupational safety and health system in the workplace affect the risk assessment of manufacturing sites. Methods: This research is a cross-sectional study using the Korea Occupational Safety and Health Agency's 2018 Occupational Safety and Health data. The sample for study is 1,967 manufacturing workplaces. Data were analyzed using descriptive statistics, t-test, ANOVA, chi-square test, and hierarchical multiple regression analysis using SPSS (ver.25.0). Results: As a result of the multiple hierarchical regression analysis, it was found that risk assessment had an effect on employee safety behavior (t=4.435, p=<.001). Furthermore, the size of the workplace affected employee safety behavior (t=2.494, p=<.001). In addition, the presence of safety and health management organizations affected employee safety behavior (t=4.301, p=<.001). The factors of the safety and health organization (𝑥2=35.245, p=<.001), the occupational safety and health committee (𝑥2=149.440, p=<.001), and the supervisor (𝑥2=16.472, p=<.001) were identified as factors that increased the possibility of risk assessment in the manufacturing workplaces. Conclusions: In this study, it was found that risk assessment is a factor that increases the level of workers' safety behavior in manufacturing workplaces. Therefore, it is necessary to provide institutional support for activating risk assessment at manufacturing workplaces.

사고 대응 작업자 피폭선량 평가 (Dose Assessment for Workers in Accidents)

  • To effectively and safely manage the radiation exposure to nuclear power plant (NPP) workers in accidents, major overseas NPP operators such as the United States, Germany, and France have developed and applied realistic 3D model radiation dose assessment software for workers. Continuous research and development have recently been conducted, such as performing NPP accident management using 3D-VR based on As Low As Reasonably Achievable (ALARA) planning tool. In line with this global trend, it is also required to secure technology to manage radiation exposure of workers in Korea efficiently. Therefore, in this paper, it is described the application method and assessment results of radiation exposure scenarios for workers in response to accidents assessment technology, which is one of the fundamental technologies for constructing a realistic platform to be utilized for radiation exposure prediction, diagnosis, management, and training simulations following accidents. First, the post-accident sampling after the Loss of Coolant Accident(LOCA) was selected as the accident and response scenario, and the assessment area related to this work was established. Subsequently, the structures within the assessment area were modeled using MCNP, and the radiation source of the equipment was inputted. Based on this, the radiation dose distribution in the assessment area was assessed. Afterward, considering the three principles of external radiation protection (time, distance, and shielding) detailed work scenarios were developed by varying the number of workers, the presence or absence of a shield, and the location of the shield. The radiation exposure doses received by workers were compared and analyzed for each scenario, and based on the results, the optimal accident response scenario was derived. The results of this study plan to be utilized as a fundamental technology to ensure the safety of workers through simulations targeting various reactor types and accident response scenarios in the future. Furthermore, it is expected to secure the possibility of developing a data-based ALARA decision support system for predicting radiation exposure dose at NPP sites.

  • 최근 LNG 저장탱크 시장에서는 지상식 멤브레인 LNG 저장탱크의 대용량화 용이성, 친환경성, 내부탱크로부터의 낮은 누출 가능성(완만한 누출속도의 증가) 등의 장점으로 동 탱크의 건설에 대한 적극적인 검토가 이루어지고 있다. 이 논문에서는 고장수목분석법(FTA)을 활용하여 기존의 완전방호식 LNG 저장탱크와의 비교 위험성평가를 통해 멤브레인 LNG 저장탱크의 안전성을 분석하였다. 위험성평가 결과는 추가적인 안전장치를 갖지 않는 초기 멤브레인 LNG 저장탱크를 제외하고 두 형식의 LNG 저장탱크가 매우 유사한 위험수준을 가지는 것으로 나타났다.

  • In this paper, W-DCAP-HTR(Web-based Design Compatibility Assessment Program for High Temperature Reactor) which will be used to check the design criteria for high temperature reactor is newly proposed. To do this, the assessment procedure of the ASME Sec.III Div.5 such as time-dependent primary stress limit, accumulated inelastic strain, and creep-fatigue damage evaluation were investigated. Furthermore, the trend of candidate materials for high temperature reactor was also reviewed. Then, all assessment procedures for high temperature reactor have been computerized to enhance the efficiency and to reduce the possibility of human error during calculating procedure by hand calculation. It can be directly conducted by adopting the actual thermal and structural analysis results. The validation of W-DCAP-HTR has been demonstrated by benchmark analysis.

Advanced Reactor Passive System Reliability Demonstration Analysis for an External Event

  • Many advanced reactor designs rely on passive systems to fulfill safety functions during accident sequences. These systems depend heavily on boundary conditions to induce a motive force, meaning the system can fail to operate as intended because of deviations in boundary conditions, rather than as the result of physical failures. Furthermore, passive systems may operate in intermediate or degraded modes. These factors make passive system operation difficult to characterize within a traditional probabilistic framework that only recognizes discrete operating modes and does not allow for the explicit consideration of time-dependent boundary conditions. Argonne National Laboratory has been examining various methodologies for assessing passive system reliability within a probabilistic risk assessment for a station blackout event at an advanced small modular reactor. This paper provides an overview of a passive system reliability demonstration analysis for an external event. Considering an earthquake with the possibility of site flooding, the analysis focuses on the behavior of the passive Reactor Cavity Cooling System following potential physical damage and system flooding. The assessment approach seeks to combine mechanistic and simulation-based methods to leverage the benefits of the simulation-based approach without the need to substantially deviate from conventional probabilistic risk assessment techniques. Although this study is presented as only an example analysis, the results appear to demonstrate a high level of reliability of the Reactor Cavity Cooling System (and the reactor system in general) for the postulated transient event.

VESTAP 기반 기후변화 취약성 평가 지침 (Guidelines for the VESTAP-based Climate Change Vulnerability Assessment)

  • The Korea Adaptation Center for Climate Change (KACCC) located in Korea Environment Institute has serviced a climate change vulnerability assessment support tool (VESTAP) since 2014 in order to help local governments to establish their own adaptation plans. Owing to its easy usage, the VESTAP has been utilized by not only local governments but also academia for examination of climate change vulnerability in various fields. However, the KACCC has not suggested a standard usage how to compose indices for climate exposure, sensitivity, and adaptation capacity which are main components of vulnerability although the KACCC manages operation and application of the VESTAP. Many users had no choice but to compose indices based on their own interpretation on the components of vulnerability. This technical note suggests the standard usage of VESTAP by reevaluating some vulnerability assessments previously developed. This may help users to correctly compose indices for climate change vulnerability assessment, and may minimize possibility of inter-user inconsistency in definition of vulnerability assessments.

최적안전항로를 위한 충돌위험도 평가시스템의 개발 (Development of a Collision Risk Assessment System for Optimum Safe Route)

  • 선박의 통행량이 많은 연안해역은 선박들 사이에 복잡한 조우상황이 자주 발생하기 때문에 충돌사고의 가능성이 높다. 따라서 해상에서 충돌사고를 줄이기 위해서는 항해사의 국제충돌예방규칙(COLREG) 준수에 더하여 정량적인 충돌위험평가가 요구된다. 본 연구에서는 선박의 계획항로에 대한 충돌위험을 평가하기 위한 새로운 충돌위험도 평가시스템이 개발되었다. 먼저 기존의 충돌위험 평가모델들을 검토함으로써 적절한 충돌위험 평가방법이 제시되었다. 시스템은 MATLAB을 사용하여 개발되었으며 해도, 범퍼 및 평가의 세 부분으로 구성된다. 개발된 시스템은 시험을 위해 간단한 계산조건으로 시험해역에 적용되었으며, 그리고 검증을 위해 실제 계산조건으로 실제해역에 적용되었다. 그 결과 충돌위험은 자선의 길이, 항해시간 및 항로 등에 의해 영향을 받는 것으로 나타났다. 개발된 시스템은 항해사가 출항전 최적안전항로를 선택하는데 도움을 줄 수 있을 것으로 기대된다.

Potassium dichromate에 대한 새뱅이 유생, 물벼룩 및 송사리 치어 급성독성 민감도 비교 (Comparison of Acute Toxicity Sensitivity of Potassium Dichromate to the Larva Neocaridina denticulata, Daphnia magna and the Juvenile Oryzias latipes)

  • The aims of the present study were to estimate the possibility for toxicity test and compare acute toxicity of potassium dichromate in the larva stage of Neocaridina denticulata, Daphnia magna and the juvenile stage of Oryzias latipes. N. denticulate, a freshwater shrimp lives in Korea, is an indigenous species and considered to be useful for toxicity test. D. magna and O. latipes were recommended as a test species for the OECD test guideline. The 96 h-$LC_{50}$ potassium dichromate value was 0.62 mg $L^{-1}$ for the larva stage of N. denticulata and 168.44 mg $L^{-1}$ for the juvenile stage of O. latipes. The 48 h-$EC_{50}$ value was 1.27 mg $L^{-1}$ for the D. magna. The study was confirmed higher sensitivity of the larva stage of N. denticulata to potassium dichromate compared to the D. magna and the juvenile stage of O. latipes.

화학물질 위험성 평가 시 건강영향 기준값의 단계적 적용에 관한 고찰 (Study on the Tiered Applicability of Health-Based Reference Value in Chemical Risk Assessment)

  • Objectives: For chemical risk assessment in workplaces, it is necessary to determine a reference value through hazard assessment. In general, OEL (Occupational Exposure Limit) is used for this value. However, since chemicals with OEL were not enough, the concept of DNEL (Derived No Effect Level) was introduced in chemical safety assessment. In this study, the possibility and approach of applying DNEL for chemical risk assessment in domestic workplaces were investigated. Methods: The characteristics of OEL and DNEL were investigated. In addition, ACGIH TLV and GESTIS DNEL were compared and the corresponding scopes were analyzed among the chemical substances notified in South Korea. Results: OEL and DNEL are similar concepts reflecting reference values that should not be exposed based on health effects. While their evaluation and derivation are determined based on similar information and procedures, they may vary depending on the responsible actor, data availability, principles of judgment, and more. As a result of the comparative analysis of ACGIH TLV and GESTIS DNEL, it was confirmed that there is some correlation between TWA and DNEL. The conservatism of DNEL was around 50%. Additionally, it was found that the available range of DNEL among chemicals in South Korea is considerable. Conclusions: This study showed that DNEL can be applied when assessing the risk of chemical substances in domestic workplaces considering several regards. However, since this is not the same level as OEL, we have proposed a proper approach to carry out risk assessment step by step.

공간정보 기반 환경영향평가 활성화를 위한 표준화 방안 (Standardization Plan for Activation of Environmental Impact Assessment based on Spatial Information)

  • 환경적 가치를 보존하고 개발로 인한 부정적 영향을 최소화하기 위하여 환경영향평가 제도가 수행되고 있다. 현재의 환경영향평가의 객관성 강화하기 위해 데이터 기반으로 전환이 필요한 시점이다. 또한 국가 차원의 다양한 공간정보 제공 및 환경영향평가에 공간정보 연계 가능성을 통해 환경영향평가제도의 공간정보 활용 확대가 요구되고 있다. 그러나 현재 환경영향평가에서 공간정보가 체계적으로 활용되고 있지 않는다. 또한 환경영향평가 업무 종사자(담당 공무원, 환경영향평가서 대행기관, 검토기관 등)들은 공간정보 개념에 대한 이해도가 부족하여 효율적으로 활용하는데 한계가 있다. 이러한 공간정보 활용의 한계점을 개선하기 위하여 본 연구에서는 공간정보 표준화(좌표, 속성 테이블) 방안을 제안하였다. 이를 위해, 국가 공인의 좌표계 및 표준을 기반으로 표준 좌표계를 제안하였으며, 환경매체별 조사 항목의 데이터 테이블의 기본항목을 9개로 설정하였다. 마지막으로, 전술된 표준화를 실제 환경영향평가 사업에 대하여 시범 적용하였다. 본 연구에서 제안한 표준화 방안은 환경영향평가에서의 공간정보 활용 활성화 및 평가 분야의 범위 확장에 기여할 것으로 사료된다.
