부산항의 마케팅 지향 항만경영에 관한 연구 (A Study on the Marketing-oriented Management of Pusan Port)

  • This paper deals with the problem of port administration and management of the port of Pusan. As the port of Pusan has been administrated by central government, several problems on port administration and management have occurred. These include the time-lagged port development, the inconsistent port planning with city planning, the insufficient long-term port development planning the various operation authorities the low productivity of port and the lack of port sales activities etc. In addition to solving the above mentioned problems to diversify the function of port the following measures are to be taken for the port of Pusan ; the transfer from port administration system to port management system, the introduction of Port Authority with a board, and the conversion of the management system from production-oriented to marketing-oriented.

  • This paper is designed to look for a specialized strategies by drawing the special features of Busan New Port from both a comparative analysis of major factors of harbor competitiveness and a SWOT analysis of Yangshan Port, one of the biggest competitive ports in Northeast Asia, so that Busan New Port may preoccupy a status as the hub port of the area. The researcher would like to suggest the following measures to make Busan New Port serve as the central port of Northeast Asia on the basis of the findings; Korea should push ahead with creating a railroad transportation linking with Eurasia Contient, secure the amount of goods and resources with the help of the early development of the surrounding complex of the port, make a considerable progress in the level of port service, come up with a differentiation strategies for harbor marketing activities and improve its productivity.

  • Purpose - Purpose of paper is to clarify this PPP((Public Private Partnerships)'s essence and advantages as well as disadvantages, and then it will take it out some conclusions and implication together. To do so, PPP should be examined carefully and then landlord port will be investigated in view of PPP, then, it will give some implications whether or not PPP is successful to apply more port in concern. Research Design, data, and methodology - The methodology that I take is to look into both PPPs and then to look intp landlord port in view of PPP. By doing so, it can be more understandable to PPP in port industry. Results - It can be found that landlord port system is more valuable and applicable instrument to adapt for port competitiveness and productivity, which leads to efficient port management. Conclusions - Landlord port system is an alternative instrument to be apply to port management in terms of PPP, and it has been justified that many worldclass port has taken this landlord port management system.

MPI를 활용한 국적 외항 컨테이너 선사의 생산성 변화 분석 연구 (A Study on the Productivity Changes of the Korean Container Shipping Lines using MPI)

  • 본연구는 2019~2021년 14개 국적 외항 컨테이너 선사의 생산성 변화를 MPI(Malmquist Productivity Index)를 통해 분석하였다. 분석 기간 14개 선사의 MPI는 연평균 38.4% 증가한 것으로 분석되었다. MPI 변화 원인을 살펴보면, TCI(Technical Change Index)는 연평균 58.3% 증가하였으나 TECI(Technical Efficiency Change Index)는 연평균 12.6% 감소한 것으로 나타났다. 이는 선박의 효율성 또는 선대 규모 확대 효과보다는 운임상승에 의한 생산성 향상이 주원인임을 의미한다. 원양 해운선사인 HMM과 SM상선은 타 선사(아시아 역내 선사)와 달리 TECI와 TCI가 모두 생산성 향상에 긍정적인 영향을 미친 것으로 나타났다. 반면, 아시아 역내 선사의 경우 TCI(i.e. 운임상승) 값의 증가에 의한 생산성 향상이며, TECI값 중 SECI(Scale Effieicency Change Index) 값이 낮아 이들 선사는 선대 규모(규모의 경제) 변경에 따른 비용 절감 효과를 거의 누리지 못한 것으로 분석되었다.

  • Nowadays much efforts for evaluating the productivity of port physical distribution system to meet the rapid change of the port and shipping circumstances has been made continuously all over the world. The major part of these efforts is the improvement of the productivity of cargo handling system. The cargo equipment system as infrastructure in the cargo handling system is organized well in some degrees, but the management system of manpower as upper structure is still remained in an insufficient degree. There is little study, so far, on a systematic research for the management of port labor gang, and even those were mainly depended on rule of thumb. The object of this study is to introduce the method of optimal allocation and assignment for the labor gang in single ship, which was suggested as a first stage in dealing with them generally. The problem of optimal allocation and assignment of the labor gang can be (I) formalized with multi-stage allocation and assignment of the labor gang can be. (II) dealt with two stages in form of hierarchic structure and moreover, (III) The optimal size of labor gang was obtained through dynamic programming from the point of minimizing the summation of labor gang in every stage, (IV) For the problem of optimal assignment, the optimal policy was determined at the point of minimizing the summation of movement between hatches.

컨테이너 터미널 배치 형태와 본선작업 생산성에 대한 연구 (A Study on Container Terminal Layout and the Productivity of Container Crane During Ship Turnaround Time)

  • 스마트 항만 및 항만 자동화에 수직 배치형 컨테이너 터미널을 적용하여 운영하는 사례가 늘고 있다. 본 연구는 수평 배치형과 수직 배치형 컨테이너 터미널에서의 본선작업 시간을 분석함으로써 각 터미널간 생산성을 비교하고, 향후 수직 배치형 컨테이너 터미널의 운영 효율성 증대 방안을 제시하고자 한다. 이를 위해 각각을 대표하는 터미널을 선정하여, 2018년부터 2022년까지 최근 5년 선석배정현황 데이터를 수집하였으며, 모수적 생존분석 기법인 가속실패시간모형(Accelerated Failure Time, AFT)을 활용하여 분석을 실시하였다. C/C 작업 조건이 '동일하다'는 가정 하에서, 수직 배치형 컨테이너 터미널에서의 본선 작업 생산성이 보다 좋은 것으로 나타났으며, 코로나19 기간에는 생산성이 감소한 결과를 나타냈다. 작업량이 많은 선박의 경우와 유럽 선사의 선박의 경우, 본선작업 시간이 감소하는 걸 알 수 있다. 적정 C/C의 투입 및 효율적 운영, 장비들 간 원활한 운영, shifting 작업은 증가, C/C를 포함한 하역 장비들의 준비시간 감소 및 고장/사고 최소화 등 수직 형태 컨테이너 터미널의 생산성을 높이기 위한 방안을 제시하였다.

  • 컨테이너 크레인은 컨테이너터미널에서 사용되는 주요 장비면서 컨테이너 크레인의 효율은 컨테이너터미널의 생산성을 결정한다. 컨테이너 크레인의 전형적인 유형은 싱글 트롤리를 가지고 있으며 진보된 유형들 중의 하나가 듀얼 트롤리형이다. 본 논문의 목적은 컨테이너 터미널에서 듀얼 트를리형 컨테이너 크레인의 버퍼 사이즈를 분석하는 것이다. 듀얼 트롤리형 컨테이너 크레인의 버퍼 공간을 분석하기 위한 시뮬레이션 모델을 소개한다. 버퍼 공간은 해측의 메인 트롤리와 야드측의 세컨 트롤리 사이에 위치한다. 요구 생산성을 추정하기 위해 다양한 시뮬레이션 실험을 수행하여 버퍼 사이즈를 분석한다.

  • 본 연구의 목적은 기존의 컨테이너터미널 이송차량의 기술대안을 분석하여 터미널 생산성을 높일 수 있는 새로운 이송차량 대안을 개발하는 것이다. 대안 개발을 위해 YT(Yard Trailer), S/C(Straddle Carrier), SHC(Shuttle Carrier), AGV(Automated Guided Vehicle) 등의 이송차량에 대한 기술적 사양을 분석하며, 이송차량의 기술단계별 세대를 분류하기 위하여 운영과 성능을 조사한다. 본 연구에서 제시하는 이송차량의 개발 대안은 향후 고생산성의 진보된 컨테이너 터미널에 유용 할 것이다.

항만 물류 통합데이터베이스의 구축방안 (A Study on the Integrated Database for Port and Logistics)

  • The export/import processing systems of the foreign advanced port use the integrated database to increase the productivity of the users involved in the port and logistics activities. However all the port and logistics related organizations in Korea such as container terminal, customs, ministry of maritime affairs and fisheries, etc. are using their own databases, so it is very inconvenient to the users to process their export/import affairs. It is necessary to develop the integrated database for the port and logistics affairs to provide the one stop service to the port and logistics related users. So we have investigated and analyzed the databases of port and logistics related organizations, and recognized the users' various needs of information. And then we have suggested the conceptual architecture of integrated database for port and logistics, and proposed the strategies for successful development of the integrated database in this paper.

The Performance Analysis of Container Terminals in Vietnam using DEA-Malmquist

  • Seaports play a vital role in the economic development of countries, especially for countries having long coastlines such as Vietnam Seaport industry in Vietnam has witnessed an impressive development in recent years. The national cargo throughput in the period 2013-2017 achieved a compounded annual growth rate (CAGR) of 11.8%/year, higher than that of the world (5.1%). However, the differences in planning policies and infrastructure systems has led to the differences in port performance efficiency of regional ports. Therefore, it is necessary to have a general and accurate view of the picture of Vietnam's seaport. The objective of this study was to analyze the relative efficiencies of 26 Vietnam container terminals using traditional output-oriented CCR and BCC DEA model. Malmquist P roductivity Index (MP I) was also applied to evaluate changes in container terminals productivity over time.
