Efficiency Measurement of Major Container Terminals in Asia

  • Due to the growth of container traffic and port competition, ports have increasingly been under pressure to improve their efficiency in port operation and port management for competitive edge. The purpose of this study is to compare the technical efficiency among major container terminals in China, Korea and Singapore using Data Envelopment Analysis (DEA). This paper analyses the returns-to-scale using the output orientation of VRS and CRS model. The benefits of this study examining the relative performance of container terminals will enable container terminal operating companies or port policy makers in those countries to identify current slacks and to set up a proper port management and operation plan to improve their productivity.

항만분야 공공갈등 관리방안 도출에 관한 연구 (A Study on Derivation of Public Conflict Management Countermeasure in the Port Sector)

  • 항만분야에서 발생하는 공공갈등은 추가적인 사회적 비용 유발과 함께 항만 인프라 적기 공급을 지연시켜 지역산업 및 국가 경쟁력에 부정적 영향을 미칠 수 있다. 점차 항만분야의 갈등관리 중요성이 커지고 있음에도 불구하고 아직까지 체계적인 갈등관리방안은 부재한 상황이다. 이에 본 연구에서는 현재 항만분야 갈등관리체계의 한계점을 고찰하고 항만분야 정책 담당자, 갈등관리 전문가지방청 및 항만공사의 개발·계획 담당자, 해양수산부 갈등관리 종합시책 관련 담당자, 갈등관리 전문가 및 업계전문가를 대상으로 델파이 조사를 수행하여 항만분야에서 발생하는 갈등을 진단할 수 있는 기준, 갈등발생원인, 사전적 관리방안과 사후적 해소방안을 도출했다. 델파이 조사 결과, 갈등 발생의 가장 큰 원인은 '이해관계자 의견수렴 및 협의, 소통 수단 부재'로 나타났다. 사전적 갈등관리방안은 '구체적 사안 결정 전, 지역 의견 수렴과 발전방향을 논의하기 위한 공론화 절차 진행'이, 사후적 갈등해소방안으로는 '갈등원인 조사, 대안 마련 과정에 현지 주민 및 객관적 인사 등을 포함시켜 신뢰성을 확보하는 것'이 가장 중요한 것으로 도출되었다. 나아가 본 연구에서는 도출된 결과를 바탕으로 항만개발사업 단계별 갈등관리기법을 제시했으며 이는 현재까지 국무조정실의 「공공기관 갈등관리 매뉴얼(2016)」에는 포함되어 있지 않은 항만분야를 반영하는데 유용한 참고자료로 활용될 수 있을 것으로 생각된다.

  • The meaning of seaport has always been translated into something concerned with nation-wide goals and viewpoints, which used to be in developing country. The time developing countries have tried to be in pursuit of their economic development, one of important sectors is SOC investment that is needed into huge capital input which they couldn't easily afford to it. Another one which we have to mention in terms of seaport at contemporary maritime matters is privatization of port, that is strongly connected with efficiency to achieve port productivity. All these factors can produce high quality of service, and port co-operation and diversification of their business areas, etc. Therefore we then have to think of private port management companies such as P&O Ports, Hutchison Whampoa in HK, etc. in order to provide better port service to the customers, and they can also get involved into capital port investment as well. This kind of concept already comes from Denholm Ship management companies in shipping. So, it is necessary for us to look into port management company in our side, which means, we have to be involved into such a business to invest and manage foreign ports as well as our ports. Then, port competitiveness will follow in our ports.

버스운행관리 및 수송전략에 관한 연구 (A Study on the Bus Operation Management and Transport Strategy)

  • The bus should supply an equal service to the whole community as feeder trip. However the existing bus route can not supply an effective feeder service in spite of the changes in the latent demand by the variety of regional structural change. This study aimed to establish the concept which frames the bus operation and management to cope with the latent demand to the bus. This study tackled this evidence by analyzing the transportation problems in terms of the urban growth emphasizing the following issues ; First, the strategy to improve the bus operation Second the land use control appropriate for the public transportation network Third economical range to justify the bus operation Second, the land use control appropriate for the public transportation network Third, economical range to justify the bus operation Fourth, the allowance for the private transportation mode On the latter part, the difference on the bus operation was compared to determine the range within which the bus operation could be justified. This study would provide some implications to improve the management for bus operation and fundamental information to develop the bus operation system.

An Analysis of Container Port Efficiency in ASEAN

  • In order to improve the overall ASEAN maritime transport network, each port's efficiency is regarded as a crucial factor that should be calculated periodically. This study evaluated the relative efficiency of container port operations of 32 ports belonging to 9 ASEAN nations using Data Envelopment Analysis (DEA). It found that 2 out of 32 ports in 2010 were measured as efficient ports. This study yielded two major findings. Firstly, the ports assessed as inefficient need to benchmark similar ports in size and structure from the ports that are assessed as efficient to improve their efficiency. Secondly, these results could be used to determine potential candidates and country for an international port development co-operation programme with Korea to improve the performance of the entire ASEAN port network by developing the infrastructures of ill-equipped ports.

  • This paper deals with the problem of port administration and management of the port of Pusan. As the port of Pusan has been administrated by central government, several problems on port administration and management have occurred. These include the time-lagged port development, the inconsistent port planning with city planning, the insufficient long-term port development planning the various operation authorities the low productivity of port and the lack of port sales activities etc. In addition to solving the above mentioned problems to diversify the function of port the following measures are to be taken for the port of Pusan ; the transfer from port administration system to port management system, the introduction of Port Authority with a board, and the conversion of the management system from production-oriented to marketing-oriented.

  • In order to improve inefficient and unproductive factors and in response to criticisms of the failure in harbor privatization introduced in 1997, the Korean government introduced the Port Authority system, which is commonly adopted in advanced harbors in the world. This research examined the theoretical background of harbor management system and various cases of harbor management in foreign countries. The desirable introduction of Port Authority system must be preceded by the settlement of problems in harbor structure and operation. In addition, the Port Authority Act, which restricts the autonomy of harbor corporations, should be improved for user-centered Port Authority system. Strategies for the successful introduction of Incheon Port Authority are as follows. Firstly it is required to establish consumer-centered harbor operation system. The second requirement is to activate the harbor logistics industry through the development of nearby logistic complexes led by Port Authority and, by doing so, to promote the development of local economy. Thirdly it is essential to lay the foundation of mutual prosperity through developing profitable businesses by linking localities and harbors, and to suggest a crisis control network for Port Authority and local self-governing bodies to cope jointly with crises in logistics and natural disasters.

  • This paper deals with the problem of port administration and management of the port of Pusan. As the port of Pusan has been administrated by central government, Efficiency of port is worse than other foreign ports. These include the time-lagged port development, the inconsistent port planning with city planning, the insufficient long-term port development planning, the various operating authorities and the lack of port sales activities etc. To solve the above-mentioned problems, other superior ports are compared. The port Authority is proposed. It takes part in the long term port planning and the planning of financial provision. It designates and supervises the port manager, measures the result of port management and arranges the proposals. The port ownership transfer from Ministry of Maritime Affairs and Fisheries to Pusan Metropolitan. The port management is to be taken by the port authority and the port operation is to be performed by private companies. As a result, it is expected that port productivity increases and marketing power strengthens.

A Conceptual Framework of Port Cooperation

  • Globalization of production, changing technology in ocean shipping sector, shifting bargaining power from port service provider to port users, changing distribution patterns of the containerization and new implementation for the environment and safety concerns introduced new ways of administration in port sector. In these days, port industries cannot survive alone. Port operation and management has to be proactive to cooperate and integrate with other port operators or other industries. In the 21st century, cooperation in maritime sector is more common than that in the past with several different reasons in a mixture of forms of cooperation. Cooperation among port authorities, port operators, shipping line, inland transport service providers and/or related organizations themselves becomes to exist to overcome the challenges and development of the global transport chain. This paper investigates the concept of port cooperation and the case analysis of the cooperation in the port industry.
