A Study of the Role of Disaster Prevention Activities and Residents' Awareness in the Event of a Natural Disaster: Focusing on the Coastal City in Japan (연안도시의 자연재해 발생 시 방재활동 주체별 역할과 주민 인지에 관한 연구 : 일본의 연안도시를 중심으로)

  • It is important to establish a strong system of agencies for protection against disasters. Also, the system of protection against disasters by the residents is necessary to be strengthen the system. We examined the roles of the protection agencies and the administrational institutions against disasters. The results are: 1) The mutual assistance agency relies on the administrational institution on a hardware surface., 2) On the software surface some systems of protection from disasters are under the control of the agencies, and some are under the control of the administrational institution., 3) The shelters are unable to meet the needs of people in any disaster. Thus, we should use of the existing institutions as evacuation areas., 4) The people working in the city in which they live tend to know the protocols of the disaster measures and to recognize the disaster maps well.

  • Introduction of wave model, considered the effect of shoaling, refraction, diffraction, partial reflection, bottom friction, breaking at the coastal waters of complex bathymetry, is a very important factor for most coastal engineering design and disaster prevention problems. As waves move from deeper waters to shallow coastal waters, the fundamental wave parameters will change and the wave energy is redistributed along wave crests due to the depth variation, the presence of islands, coastal protection structures, irregularities of the enclosing shore boundaries, and other geological features. Moreover, waves undergo severe change inside the surf zone where wave breaking occurs and in the regions where reflected waves from coastline and structural boundaries interact with the incident waves. Therefore, the application of mild-slope equation model in this field would help for understanding of wave transformation mechanism where many other models could not deal with up to now. The purpose of this study is to form a extended mild-slope equation wave model and make comparison and analysis on variation of harbor responses in the vicinities of Ulsan Harbor and Ulsan New Port, etc. due to construction of New Port in Ulsan Bay. We also considered the increase of water depth at the entrance channel by dredging work up to 15 meters depth in order to see the dredging effect. Among several model analyses, the nonlinear and breaking wave conditions are showed the most applicable results. This type of trial might be a milestone for port development in macro scale, where the induced impact analysis in the existing port due to the development could be easily neglected.

The Introductin of the Special Act on Port Safety in South Korea: First-year Results and Future Tasks (「항만안전특별법」시행 1년의 성과와 과제)

  • Objectives: The successful implementation of the Port Safety Special Act is a very important matter. Now that one year has passed since its introduction, this study aims to review the achievements so far and identify future tasks. Methods: The provisions of the Special Act on Port Safety were analyzed and the latest literature related to port safety management was reviewed. In addition, an in-depth interview was conducted with a business owner. Results: The achievements over the past year are as follows. As business operators took greater responsibility for safety management, blind spots in safety were resolved to an extent. Specialized training for the port unloading industry was provided, and a safety management system was established for unloading docks. In addition, the Ministry of Oceans and Fisheries was able to intervene in the prevention of safety accidents at ports through the deployment of port safety inspectors. In 2022, the port industry accident frequency and death rate declined compared to the previous year. Conclusions: The "Port Safety Special Act" has become relatively well established in the port industry over the past year. However, since the Serious Disaster Punishment Act was implemented in January of the same year, there is a limit on determining what is necessarily the effect of the Special Act. Future tasks include unifying contracts centered on cargo handling companies, supporting safety management costs, increasing the number of port safety inspectors, producing reliable port disaster statistics, and cooperating between the Ministry of Oceans and Fisheries and the Ministry of Employment and Labor.

  • The run-up process of the 1983 Central East Sea Tsunami along the Eastern Coast is numerically investigated in this study. A finite difference numerical model based on the nonlinear shallow-water equations is employed. The maximum run-up height at Imwon is predicted and compared to field observation. A good agreement is observed. A maximum inundation map is made based on the maximum run-up heights to accentuate hazards of tsunami flooding.

  • As the frequency of torrential rains and typhoons increases due to climate change, the frequency of occurrence of debris flow is also increasing. In particular, in the case of Kangwon-do, the occurrence of damage caused by mountain disasters is increasing as it has a topographical characteristic where the mountains and the coast are in contact. In order to analyze the flow characteristics in the sedimentary part of the debris flow, input data were constructed through numerical maps and field data, and a two-dimensional model, FLO-2D, was simulated. The damaged area was divided into the inflow part of the debris flow, the village center, and the vicinity of the port, and the flow center and flow velocity of the debris flow were simulated and compared with field survey data. As a result, the maximum flow depth was found to be 2.4 m at the debris flow inlet, 2.7 m at the center of the village, and 1.4 m at the port adjacent to the port so the results were similar when compared to the field survey. And in the case of the maximum flow velocity, it was calculated as 3.6 m/s at the debris flow inlet, 4.9 m/s in the center of the village and 1.2 m/s in the vicinity of the port, so It was confirmed that the maximum flow center occurred in the section where the maximum flow rate appeared.

  • Introduction of wave model, take into account the effect of tide, wind and wave induced currents at the coastal waters of complex bathymetry, is a very important factor for most coastal engineering design and disaster protection problems. As the steady state spectral wave model could simulate depth induced wave shoaling and refraction, current induced refraction effect, steepness induced wave breaking, diffraction, wind wave growth, wave-wave interaction, and wave-current interaction that redistribute energy, this would support and compensate the gap in the real field of design where other wave models could not deal and cause wrong estimation. In this study, for better understanding and analysis of wave transformation process, we applied the spectral wave model to the large coastal waters near Gaduck Island where the Busan new port construction project is going on. We also compared the simulation results with the calculatea from the existing model. From such a trial of this study, we hope that broader and safer use of the spectral model in the area of port design and disaster prevention system come through in near future.

A Study on the Water Exchange Plan with Disaster Prevention Facilities in Masan Bay (마산만 재해방지시설을 이용한 해수교환 방안에 관한 연구)

  • Masan bay with a semi-enclosed waters has serious water quality problems due to the low flow and river pollution load from land, and shows the vulnerable locational characteristics to storm surge. We are seeking the way of both operating disaster prevention facilities and water quality improvement measures in the bay. That is, the water was exchanged using the head difference occurred by operating disaster prevention facilities. The location of disaster prevention facilities was assumed to be in the inlet of the bay, in the vicinity of Machang bridge, and in the vicinity of Dot island and the operation time was assumed to be early morning hours(01~05) considering the number of shipping passage and annual tide, and spring tide of the largest head difference. In addition, the experiment case of water exchange including the in-outflow feeder pipe was tested. According to the simulation results, water exchange rate in all experiments has shown a steady increase. Water exchange rate of the whole of Masan bay in the case of present is 38.62%. The water exchange rate of the inside of Masan bay compared with the inlet of bay, appeared to be very low. Thus, we judged that the characteristics of semi-enclosed waters were well reproduced. On the results of the experiment of disaster prevention facilities and in-outflow feeder pipe, the case of the operation of disaster prevention facilities, water exchage rate is high compared with the case of present. And, the higer the operating frequency, the more water exchange is appeared. The cases of water exchange prevention facilities through the in-outflow feeder pipe caused by the head difference, also showed the higest improvement of the water quality. Compared with the south of Machang bridge, the effect of water exchange was better in the inlet of Masan bay and Dot island. On the other hand, the inlet of Masan bay is higer than Dot island as for water exchange of the whole of Masan bay, but opposite, water change rate including Masan inside was higher in the case of Dot island.

Analysis of Waterproof Time by Number of Twists between Ordinary Fire Hose and Anti-twist Fire Hose (일반 소방호스와 꼬임방지 소방호스의 꼬임 횟수에 따른 방수시간 분석)

  • This study is to check waterproof by number of twists of fire hose and measure the first waterproof time to analyze the relationship between twists of fire hose and first waterproof time and waterproof by position of twists so as to suggest the efficient plan to prevent twists of fire hose. Ordinary fire hose did not make waterproof in case that position of twists was near the nozzle with twists 5 times or more, while anti-twist fire hose had no problem for waterproof only with delayed time. Like ordinary fire hose, anti-twist fire hose also showed the tendency to increase the waterproof time in proportion to the number of twists. In case that the position of twists was near waterproof port even with 10 times of twists in anti-twist fire hose, the first waterproof time was increase by 0.63 seconds on average without any problem for waterproof, which was somewhat faster than that in ordinary fire hose. With respect to the position of twists, waterproof of anti-twist fire hose was affected more as the number of twists was increased more near the nozzle rather than near the waterproof port, like ordinary fire hose. In summary, anti-twist fire hose equipped with anti-twist tool at the middle connection port and the nozzle showed a good waterproof performance with delayed waterproof time regardless of number of twists, as a solution for the twist problem of ordinary fire hose.

Evaluation of Fire Safety for Road Tunnels in Port Area based on Fire Safety Guidelines (도로터널 화재안전기준 기반 항만 지역 도로터널 화재 안전성 분석)

  • Recently, the fire safety of road tunnels has been important issues in South Korea. However, proper fire safety regulations has not made for road tunnels. Due to geographical challenges in South Korea, road tunnels should be constructed to secure stable traffic flows. In the Guidelines for Installing and Managing Disaster Prevention Facilities of Road Tunnels (NFSC 603), main target vehicles are passenger cars. This guidelines cannot support big fires from larger vehicles such as cargo, oil trucks. In this study, fire safety for a road tunnel in port area was analyzed with fire dynamics theory under cargo truck fire scenario. Sujunsan road tunnel in Busan city was chosen as a target tunnel, which links between Busan port and highways to increase cargo shipping. The results show the limitations of present guidelines (NFSC 603) for road tunnel from large fire situations.
