  • This paper aims to select the appropriate risk management techniques on the risks of container transport at sea based on risk and risk management theory. Risk management can be defined as a systematic process for the identification and evaluation of pure loss exposure faced by an organization or individual, and for the selection and administration of the most appropriate techniques for treating such exposures. Risks of container at sea transport are widely divided into three categories, such as risk of container itself, risk of container cargo and liability to third party. This paper places emphasis on the risks of container transport at sea as well as limits its scope from container terminal to container terminal.

  • For the purpose of analyzing the influence of the recent environmental changes of container logistics system in container terminal, the simulation model of container logistics system on BCTOC is developed in this paper. The simulation model is accomplished by the AweSim simulation language, and the several data which have been used in simulation gained through spot research and basic statistic analysis using the first half of 1998 electronic data in BCTOC. The results of this study are as follows; (1) In the case of BCTOC, the decreasing of container volumes is observed during the first half of 1998 compare with that of 1997. (2) In the container handling service market, the monopolistic market system in the past rapidly diverts to the competition market system from now. (3) From the simulation results, the improving of container logistics system is observed. (4) Because of these results, BCTOC will come to strengthen customer service and competitive power through starting On-Dock service system and operating the team of customer management in the long term.

  • The design of the container stacking yard influences significantly the productivity of handling operations in port container terminals. This study proposes methods for determining specifications of the yard considering the travel distance of vehicles and the storage capacity of yards. For a given length and width of a yard, it is discussed how to determine the layout and the dimension of yard blocks. The alternatives of the yard layout are evaluated by using a simulation study.

  • The purpose of the study is to suggest a new approach to the terminal operators in order for them to efficiently control their operation cost and support the strategic decision making system and build a performance evaluation process through the systematic cost analysis approach. This study implemented terminal cost analysis based on the traditional cost system, ABC and TDABC and compared the results of each approach. Throughout the study, the usefulness of TDABC was proved in finding operational problems and suggesting countermeasures for improving cost effectiveness and minimizing unused cost.

  • The export of the containers consists of two steps, carrying them into the container yard and, then, out to the ship. For the safety of the ship, the heavier container should be loaded at the lower part of the ship. Because of this, the container rehandling happens during carrying out to the ship, and the number of the rehandling container is an important factor for the loading and unloading capability. There has been many studies for utilizing the idle times after loading the containers in the container yard. This study suggests the method of decreasing the number of container rehandling by preprocessing the container using the information about the weight of the container. This method is the preprocessing one which can decrease, during carrying into the container yard, the number of container rehandling which can happen during carrying out to the ship, and, according to the simulation test, it showed to be more effective than other method.

  • At container terminals, a major measurement of productivity can be work efficiency. For improving the productivity of container crane, the more efficient container yard operation method is necessary in container terminals. Recently, container terminal operators make an experiment on the dual cycle operation, which ship loading/unloading were carried out simultaneously, for increasing the productivity of container crane. In this paper, propose a system operating efficient dual cycle methods as utilize Ad-hoc technology in distributed port operation system. The dual cycle methods that proposed recognizes position information of Y/T during an action in Ad-hoc networks in case of container transfer works by real time as load an Ad-hoc module to Y/T taking charge of a container transfer with quay and yard. Utilize Ad-hoc networks technology in an operating system of container yard, and efficiently distributed processing done Y/T to container crane compare with operation systems of the existing dedicated method, and an improvement can do an operating system of an yard.

  • Since the mid 1980s, the concept of logistics has become more important to the enterprises in strategic sense because it had aggrandized itself to more comprehensive and integrative concept. Therefore study on the service organization of the logistics system for customer’s satisfaction from the management’s point has been focused as one of the major subject in order to improve the logistics quality which would ultimately increase the value of logistics service. This study has been focused on what the port logistics functions and the factors of the port logistics quality are those Korean port managers acknowledge as important factor. And examins these port logistics quality levels and the port logistics value (port productivity, service results) obtained by the results of these activities while reviewing the relation of the custom value which the port managers evaluate in order to evaluate and promote the competitiveness of the Korean port. According to the study results the port logistics function which the Pusan Container Terminal managers recognized as important were customer service management the flexibility of the port facilities and curtailment of the original operation cost of the port. It also indicated that the managers recognized the importance of the customer-oriented terminal management as it showed a close relationship with the port quality level.

  • As the rapid increase of the container trade, most of the container terminals strive to improve the container handling productivity. Therefore, they consider to find efficient operating strategies and to introduce new container handling facilities. In terms of equipment, there are a variety of types of quay cranes. Single-lift crane operates only one container regardless of size and twin-lift crane operates two 20' containers or one 40' container simultaneously. Tandem crane, recently introduced, can operate four 20' containers or two 40' containers simultaneously. In this paper, we propose the mathematical model and the solution procedure of the ship loading scheduling problem for the tandem crane.

A Study on the Safety Improvement of Vessel Traffic in the Busan New Port Entrance (부산신항 진출입 항로 내 선박 통항 안전성 향상에 관한 연구)

  • Busan New Port manages the largest volume of traffic among Korean ports, and accounts for 68.5% of the total volume of the Busan port. Due to this increase in volume, ultra large container ships call at Busan New Port. When the additional south container terminal as well as ongoing construction project of the west container terminal are completed, various encounters may occur at the Busan New Port entrance, which may cause collision risk.s Thus, the purpose of this study was to provide a plan to improve the safety of vessel traffic, in the in/out bound fairway of Busan New Port. For this purpose, the status of arrivals and departures of vessels in Busan New Port, was examined through maritime traffic flow analysis. Additionally, risk factors and safety measures were identified, by AHP analysis with ship operators of the study area. Also, based on the derived safety measures, scenarios were set using the Environmental Stress model (ES model), and the traffic risk level of each safety measure was identified through simulation. As a result, it is expected that setting the no entry area for one-way traffic would have a significant effect on mitigating risks at the Busan New Port entrance. This study can serve as a basis for preparing safety measures, to improve the navigation of vessels using Busan New Port. If safety measures are prepared in the future, it is necessary to verify the safety by using the traffic volume and flow changes according to the newly-opened berths.

  • As is widely accepted, port development has a significant impact on the regional economy. In view of the far-reaching effects and diversity, understanding its concrete substance is easier said than done. The need for a systematic approach to this subject is very urgent. This study aims at grasping a various fields that port development encompasses, as practical as possible. Therefore, this article describes the basic economic impact and characteristics of port development and explores the implications for regional economy.
