본 연구는 상사의 변혁적 리더십이 지식경영활동과 조직몰입에 어떠한 영향을 미치는지를 분석하였으며, 상사의 변혁적 리더십과 조직몰입의 관계에서 지식경영활동이 매개효과를 나타내는지를 분석한 실증연구이다. 이를 위한 연구방법으로서 본 논문은 서비스/제조/IT 대기업 종사자 635명을 대상으로 설문조사를 실시하였고, 이를 토대로 산업별 변수간의 관계에 대하여 비교 분석하였다. 본 연구에서 사용한 용어에 대한 정의를 살펴보면, 변혁적 리더십은 목표달성에 그치지 않고 변화와 혁신을 추구하며, 조직구성원들이 지니고 있는 잠재적 역량과 강점을 개발하고 자신감과 열정을 증대시키며, 긍정적 강점을 자극하여 기대했던 것보다 높은 성과를 달성하도록 한다. 이러한 변혁적 리더십은 조직유효성을 증진시키는 선행요인으로 중요하게 인지되었다. 본 연구의 결과를 요약하면 다음과 같다. 첫째, 상사의 변혁적 리더십이 지식경영활동에 모두 유의한 정(+)의 영향을 미치는 것으로 나타났다. 둘째, 상사의 변혁적 리더십이 조직몰입에 모두 유의한 정(+)의 영향을 미치는 것으로 나타났다. 셋째, 지식경영활동도 조직몰입에 유의한 정(+)의 영향을 미치는 것으로 나타났다. 넷째, 상사의 변혁적 리더십이 조직몰입간에 지식경영활동의 매개역할에 관해서 부분매개효과를 나타내는 것으로 분석되었다. 다섯째, 각 집단별로 분석해보면 상사의 변혁적 리더십이 지식경영활동에 미치는 영향에서는 서비스업이 가장 큰 것으로 나타났으며, 지식경영활동이 조직몰입에 미치는 영향에서도 서비스업이 가장 큰 것으로 나타났다. 또한 상사의 변혁적 리더십이 조직몰입에 미치는 영향에서는 IT업이 가장 큰 것으로 나타났다. 마지막으로 위와 같은 분석결과를 토대로, 변혁적 리더십이 지식경영활동과 조직몰입에 미치는 영향에 대한 결과의 의미와 산업별 차이에 대한 의미를 중심으로 시사점을 논의하였고 연구의 한계점도 제시하였다.

동아일보는 해방 직후 시기에 친일파 지주들이 주축이 되어 설립한 한국민주당(한민당)의 기관지 역할을 하면서 왜곡보도로써 신탁통치 반대운동을 선동하여 여론전의 주도권을 장악하려 했다. 이는 미 국무성의 방침과 달리 신탁통치를 반대했던 미군정 당국의 견해를 대변하는 동시에 즉시독립을 갈망하는 민중의 정서를 이용하여 친일파 집단의 정체성을 불식시키기 위한 것이었다. 이를 위해 모스크바 3상회의의 결정을 왜곡하면서 반탁=반공=반소의 분위기를 조장했다. 이것은 과오에 의한 오보가 아닌 의도적인 허위.왜곡보도였다. 그 결과 반탁=반소=반공=애국, 친탁=친소=용공=매국의 공식이 성립되었다. 친일파들이 애국자로 둔갑하고, 반대로 3상회의의 결정을 수용하여 민주정부 수립을 추진한 사람들은 독립을 원하지 않는 매국노로 매도되었다. 이로써 토지개혁과 친일파 청산의 과제는 실종되었다. 그것을 바랐던 민중들도 반탁선동에 매몰되어 현안의 과제를 잊어버린 것이다. 그 분위기에서 친일파들은 미군정의 도움을 받아 단독정부 수립에 박차를 가함으로써 정국의 주도권을 완전하게 장악하였다. 친일파들이 한국사회의 주류가 되어 새 역사의 출발을 왜곡시켜 놓은 것이다. 나치독일에 협력했던 지식인들을 철저하게 숙청함으로써 새 나라의 기초를 튼튼하게 놓은 프랑스와 대비되는 대목이다. 동아일보는 태도는, 역사적으로 정치적 격변기에 나타나는 정론지(政論紙)의 전형을 보여주는 것이었다. 객관성과 중립성, 불편부당을 표방하며 시장에서의 경쟁을 통해 독자를 확보하려 했던 대중지(大衆紙)가 출현하기 직전, 정파적 견해를 대변하면서 정치적 목적의 선전과 선동을 일삼던 정치신문의 모습인 것이다.

This paper aims at analyzing the issues on how to improve UNEP's roles in international environmental governance context. Although UNEP has been presumed to play a leading role in addressing global environment problems, several problems (such as collective action problem, fragmentation, lack of authority and insufficient legitimacy) in its governance have led to losing its leadership to other entities such as the World Bank, OECD and CSD. While a position of changing UNEP's status to an independent international organization has not been developed enough, several efforts, which might not be sufficient to respond to the changing environment of international environmental governance, have been made to strengthen UNEP's roles in the short run. These include universal membership, strengthening the financing of UNEP, and issues concerning MEAs. Whether current efforts for enhancing UNEP's roles in international environmental governance will be successful or not, would rely on to what extent interested parties hold political wills for its reforms and how to draw a compromise on critical issues among those parties.

'Health in All Policies' is a new strategy for governance for health in 21st century. The evolution of health promotion has affected the creation of the strategy through the efforts to tackle health inequalities by addressing social determinants of health. More concern about health inequalities, involving wider policy areas, and higher level of institutionalization distinguish the strategy from the old intersectoral collaboration such as intersectoral action for health and healthy public policy. Making intersectoral collaboration the mainstream of policy making is important to address integrated policy agendas such as 'Health in All Policies' and 'Sustainable Development Goals.' Political leadership and interpersonal skills are also required to strengthen the capacity of public health sector for implementing 'Health in All Policies' in local, national, and international circumstances.

The recent global financial crisis has highlighted the importance of international monetary and financial system reform. The current system is deemed to be no longer adequate to meet the needs of a complex, integrated world economy. With regards to the reform of the international monetary system, there have been various proposals both in demand and supply sides. These include proposals to build a stronger global financial safety net, to diversify the supply of international reserve currency and so on. These proposals face trade-offs between desirability and political feasibility. Given this situation, a practical transition would be to strengthen policy coordination among the major economies and to reform the International Monetary Fund. The success on both fronts depends heavily on global economic governance reform and the role of the G20. Increased status and representation of Asian countries in the G20 give both privileges and responsibilities to Asians. To meet these responsibilities, Asians should put forth greater efforts to develop their intellectual leadership in global economic issues through creating new forum and institutions.

The study of public health systems is an important, but very difficult task. The concept and functions of public health systems are influenced by the views, interests, and influence of the various stakeholders belonging to public health systems and broader social, economic, political, and environmental sectors. To define public health system with conceptual clarification, we must take into account the dynamic and complex aspect of the public health system. This paper reviews health systems and public health systems literature to suggest the concept, goals, and functions of public health systems. In addition, this paper recognizes some challenges, such as leadership and management, resource development, economic support, and service delivery to strengthen public health systems for improving health and well-being of population.

This study examined the perceived contingent factors that affect South Korean citizens' image of the city they reside in. The respondents in this study perceived the image of their city through two dimensions--leading and safe--during the COVID-19 era. When respondents perceived the openness and expertise of the local government, the transformational and transactional leadership of the government leader, liberal political orientation of the leader, lower degree of law compliance of the mayor, high degree of citizenship, and high level of living infrastructure and competitiveness as attributes of the city, they were more likely to perceive the city as having a "leading" image. The perceived cultural characteristics of the local government, specifically the factor of hierarchy and regulation, the perceptions of citizenship, and all three variables regarding the perceptions related to city attributes (i.e., environmental, cultural, and living infrastructures and competitiveness) positively influenced the perception of a "safe" city image. Based on the results, various theoretical and practical implications were discussed in this study.

온라인 사회운동 연구에 있어 가장 근본적인 관심사는 인터넷의 확산이 기존 사회운동에 어떤 변화를 가져올 것인가라는 점이다. 연구자들의 관심은 우선 인터넷이 초래하는 운동의 주체와 전략에 대한 변화양상이다. 인터넷의 출현 이후, 지리적으로 산재된 개인들의 수평적 네트워크 혹은 개별 네트워크들이 연합한 네트워크가 운동의 주체로 활동하는 새로운 현상을 낳았다. 또한 일부 연구자들은 인터넷과 사회운동의 결합으로 인해 나타난 '새로운 집단행동 전술 및 전략'에 주목하였다. 온라인 사회운동의 증가는 자원동원, 집단정체성, 그리고 정치적 기회구조 등에 관한 기존 사회운동 이론에 있어도 새로운 해석을 요구하고 있다. 인터넷이 사회운동에 미친 영향, 그리고 그로 인한 변화양상에 대해서는 여전히 많은 논쟁이 진행 중이다. 초기 사이버 낙관론과 회의론 간의 논쟁은 물론이고, 이후 중범위적 시각에서 진행된 연구들 역시 인터넷의 영향력에 대해 서로 다른 입장을 보이고 있다. 이는 무엇보다 온라인 사회운동의 역사가 불과 10여년 밖에 되지 않아 충분한 사례연구와 데이터 축적이 이루어지지 않았기 때문이다. 향후에는 기술진화에 따른 온라인 사회운동의 변화와 비교연구에 더 많은 관심을 둘 필요가 있다. 또한 연구의 시각을 사회운동 내부에만 초점을 둘 것이 아니라 정치체제의 차원으로 확장해, 온라인 사회운동이 정치적 매개집단 그리고 나아가 민주주의 모델에 미치는 영향에 대해 분석할 필요가 있다.

이 글은 문재인 대통령 임기 첫 해를 평가하고, 향후의 국정 운영을 위해 개선이 필요한 점에 대해 논의한다. 전체적으로 볼 때 문재인 정부의 1년은 대체로 성공적이었다고 할 수 있다. 박근혜 대통령에 대한 탄핵으로 인해 조기 대선이 실시되어, 문재인 대통령은 대통령직 인수위원회의 과정을 거치지 못한 채 곧바로 국정운영에 나서게 되었다. 그럼에도 불구하고 그 후 비교적 신속하게 정치적 안정을 되찾았고 새로운 국정의 방향을 제시했다. 무엇보다 문재인 대통령의 지지도가 상당히 높은 수준으로 거의 1년 내내 유지되었다는 점이 중요했다. 70%를 전후로 하는 높은 지지율은 지난 1년 동안 대통령의 국정 주도와 정치적 안정에 중요하게 작용했다. 그러나 해결해야 할 과제도 적지 않다. 청와대 중심의 국정 운영, 야당과의 대결적 구조, 집권당의 무기력 등의 문제를 극복할 수 있는 국정운영 방식의 변화가 필요하며, 문재인 정부의 공정성, 도덕성에 치명적 해를 미칠 수 있는 부패 스캔들이 발생하지 않도록 이에 대한 철저한 내부 단속이 필요할 것이다. 적폐청산 역시 관련 인적 교체와 관련 인물에 대한 사법처리를 넘어서 재발을 막을 수 있는 제도적, 법적 장치를 서둘러 마련할 필요가 있다. 또한 임기 중반으로 가는 만큼 현재의 협소한 인재 풀을 확대할 필요가 있으며, 공약 역시 우선순위와 타당성을 따져 현실성 있는 접근을 하는 것이 적절해 보인다. 지난 1년간의 높은 지지율이 향후에도 지속될 것으로 기대할 수 없는 만큼 남은 임기 기간에 대한 세심한 관리가 필요하다.

최근 중국과 대만관계가 위기를 맞으며 미중관계 및 동북아 지역 구도도 크게 흔들리고 있기에 우리는 양안관계의 변화에 주목해야 한다. 이 연구는 제20차 당대회의 '정치 보고'와 지도부 인사에 대한 내용 분석을 중심으로 시진핑의 대만정책을 분석함으로써 양안관계가 당대회 이후 어떻게 변화할 것인지 전망하고자 한다. 연구결과는 다음과같다. 첫째, 당대회 폐막 후 발표한 당헌 수정안에 무력침공의 가능성을 명기했듯이, 시진핑은 통일에 방점을 둔 강경한 대만정책을 펼칠 것이다. 둘째, '정치 보고'의 제2장, 11장, 13장, 14장 내용과 외교·안보 지도부 인사를 분석할 때 향후 미국과의 전략적 경쟁은 계속 심화될 것이다. 이에 따라 양안관계도 상당 기간 불안정성을 보일 것으로 예상된다. 셋째, 대만이 '일국양제'라는 통일방안을 거부하고 탈중국화 경향이 강화되고 있는 상황에서 앞으로 기존의 '반국가분열법'을 세부적으로 강화하는 법제화나 구체적인 시행령이 제정될 가능성이 있다. 넷째, 대만문제에 간섭하는 외부세력과 대만독립 세력에게는 강경한 대응을 할 것이고, 통일에 우호적인 국민당과 대만인들에게는 유인책을 구사하는 등 강온 양면전략이 함께 구사될 것으로 전망된다.
