Multi-temporal Analysis of Deforestation in Pyeongyang and Hyesan, North Korea

  • Since forest is an important part of ecological system, the deforestation is one of global substantive issues. It is generally accepted that the climate change is related to the deforestation. The issue is worse in developing countries because the forest is one of important natural resources. In the case of North Korea, the deforestation is on the rise from forest reclamation for firewood collection and food production. Moreover, a secondary effect from flood intensifies the damage. Also, the political situation in North Korea presents difficulty to have in-situ measurements. It means that the accurate information of North Korea is nearly impossible to obtain. Thus, assessing the current situation of the forest in North Korea by indirect method is required. The objective of this study is to monitor the forest status of North Korea using multitemporal Landsat images, from 1980s to 2010s. Since the deforestation in North Korea is caused by local residents, we selected two study areas of high population density: Pyeongyang and Hyesan. In North Korea, most of clean Landsat images are acquired in fall season. The fall images have an advantage that we can easily distinguish agriculture areas from forest areas, also have an disadvantage that the forests cannot be easily identified because some of trees have turned red. To identify the forests exactly, we proposed a modified Normalized Difference Vegetation Index (mNDVI) value. The deforestation in Pyeongyang and Hyesan was analyzed by using mNDVI. The dimension of forest has decreased approximately 36% in Pyeongyang for 27 years and approximately 25% in Hyesan for 16 years. The results show that the forest areas in Pyeongyang and Hyesan have been steadily reduced.

  • The discussion about the structural reformation of Korean rail industry has been consistently conducted from the evaluation on Korean National Railroad's management in 1998, the foundation of KORAIL in 2005 to the approval of Suseo KTX corporation establishment in 2013 and the controversy over its privatization. This research explores the changes of government policies by applying to ACF in the assumption that those changes have been implemented due to the interaction of various external variables and main agents in policy which had existed for a long-term period that the rail industry's structural reformation has been practiced for more than 10 years. The unions failed to reach an agreement for the rail industry's structural reformation, the policies regarding the reformation have been led by superior political unions. And this research concludes that a mediator who can compromise unions' different policy preferences and means and bring up a compromised decision in conflicted situation plays a pivotal role to successfully practice these policies.

Urbanization Analysis of Major City in North Korea Using Landsat Imagery (Landsat 영상을 활용한 북한 주요도시의 도시화 지수 분석)

  • This study calculated the NDVI and the NDBI of the land-use change in major cities at North Korea through Landsat imagery, and analyzed the spatiality(LISA) with difference discretization of the UI index. As a result of the research, we could identify that the degree of urbanization has been increased in both Gaesung and Pyeongyang, but showed opposite spatial tendency to each other. The urban index of Pyeongyang, a nucleus district of North Korea, has been progressed quicker than Gaesung since 1994, while the urbanization development was being progressed also in general, as it expanded from the existing downtown area. On the other hand, the urbanization took place intensively at one region in Gaesung by developing the vegetation area that forest transfers into a built-up area, which has been judged from the great dynamic range of NDVI values. In conclusion, it is possible to extract necessary data for understanding the degree of urbanization and spatial characteristics of North Korea through the UI and the LISA analysis that are considered to propose useful methodology in investigating changes in North Korean cities and political levearage.

  • The purpose of this article is to examine the dynamics of pension insurance policy-making and policy outputs under the developmental state of Korea, by analysing the first attempt to establish the national pension scheme in the early 1970s. To the aim, this article formulated the comprehensive analytical framework from the viewpoint of process-oriented perspective, linking policy-making dynamics with the policy context as an external constraint and policy output as a result of policy-making. Policy context was explored in terms of three variables of politics, civil society and economy, whilst policy-making and policy network dynamics were examined by employing the following variables: i) initiators, motivation and triggering devices, ii) number of participants and key players, iii) participants' interests, iv) major conflicting parties and key differences of allegation, and v) interactions between participants. Policy outputs were analysed by looking into the mainly reflected interests and the change of intended policies.

Tobacco Control Stakeholder Perspectives on the Future of Tobacco Marketing Regulation in Indonesia: A Modified Delphi Study

  • Objectives: Tobacco control in Indonesia is very lenient compared to international standards. This study explored the perspectives of tobacco control stakeholders (TCSs) on the likelihood of advancing tobacco marketing regulation in Indonesia. Methods: Data were collected from TCSs who were members of the Indonesia Tobacco Control Network group in a modified Delphi study. We collected the data in 2 waves using a questionnaire that comprised a set of closed and open-ended questions. For this paper, we analysed 2 of the 3 sections of the questionnaire: (1) tobacco advertising, promotions, and sponsorship (TAPS) bans, and (2) marketing and retailing regulations. We conducted a descriptive analysis of the scores using Stata/IC.13 and summarised the comments for each item. Results: The TCSs viewed the measures/strategies across all aspects of TAPS and tobacco marketing regulation as highly desirable, but provided varied responses on their feasibility. They rated political feasibility lower than technical feasibility for most measures. Advancing TAPS measures and prohibition of selling to minors were considered more attainable by sub-national governments, while prohibition of tobacco corporate social responsibility was considered as the least feasible measure in the next 5 years. Conclusions: Despite little optimism for substantial national-level change, there is a positive expectation that sub-national governments will strengthen their tobacco control regulation. It is paramount that the government reduce tobacco industry leverage by implementing Article 5.3 of the World Health Organization Framework Convention on Tobacco Control. Extending advocacy networks beyond tobacco control groups and framing tobacco control more effectively are necessary steps.

  • This paper analyses how China is likely to be able to sustain its current pace of growth. The results of analysis show that China's economic growth matches standard growth patterns identified by the models of economic development such as structural change, catching up model. Furthermore, China's economic growth, within these analytical frameworks, matches those of Korea at an earlier stage of her development. So Korea's growth patterns may well apply to the future of China such as the benefits of free society with economics and politics which generate technical progress and innovations. A country with a high innovative capacity is one whose institutions - educational, economic, political, legal, and so forth - allow it to dynamically and continually generate new products and services in a myriad of sectors. These are the way how China is likely to be able to sustain her economic development.

  • The primary concerns of this thesis simply stems from the curiosity of how the playwright Kim Jihoon lookouts a peculiar change of our spiritual, physical world. His lately work, , deals with a tribe of mixed blood who are either not shared by, or excluded from a national system, putting the writer's emphasis on some hints that informs us his outlook on the world. And these hints summon the following doubts. What is the significance of constituting a national community in this age, particularly in the time when the end of national people is frequently being referred? In strengthening national compositions, can the national identity be a pivotal element and central mechanism? Can the identity be able to exercise the hegemonic functions containing the political rights of decisions? Does the identity still dominate the various collective bodies such as genders, races, regions, professions, generations and classes etc? Finally, as the manifests, can the national identity be a desirable alternative that may cease both confusions and disorders evoked by the collision of heterogeneity? To find the answer, the study starts from a search for the origin of the complexities immanent in the mixed blood. The terror syndrome and the ambiguous identity, both residing outside the border of normality, will characterise the origin. Then I will focus both on the tribe's desperation itself and their present hope, in order. A myth of creating a country, making history and nationalism, all these are converged in their resistant ideology. This thesis ends with no clear conclusion, and yet suggesting the three presumptions the text insinuates: nomadism, a new barbarism, and the heterogeneity that awaits for our re-reading, and hoping that the three will lead the 'being-to-come' of the tribe, as an alternative of their future.

  • This paper analyzes Gloria Anzaldua's borderland proposal through her work Borderlands/La Frontera (1987). One of the strong trends of US geographical imagination started from the concept of 'city upon a hill'. It left an important footprint in the American history. In the area of international political history, it was the starting point of the isolationism policy. But, this imagination is contradictory because it has exercised the bordering power that demarcates the border and overpasses it as needed. Anzaldua's geographic proposal consists of transformation of the border into the borderlands. This is a challenge to the bordering power and a challenge to the geographical imagination that has led to isolationism, and ultimately a history war. This is not only a nationalist war aimed at the Chicano's restoration but also a war that can measure the American society's possibility of change in the future.

  • This treatise studies on how ideology and value of Chinese minority race undergo change according to social, political transition that the Chinese minority race has experienced for a long time and I also have tried to elucidate how these kinds of their experiences have been effected upon their own life, even it is part of my basic subjects for my study. Hence I would give weigh to focus on contemplating process of the past and the present rather than predictive discussion of how their pursuing value will be transformed. For my ebullient study, I'm willing to make Yi-Zu's moral culture become axis of my treatise, and capitalize on not only how Han-Zu's ideological philosopies have been disseminated, but also how acculturation have been taken place in Yi-Zu's moral culture system. Yi-Zu has the longest history and the greatest their own population, even the largest residence of various Chinese minority races. And Yun-Nan is the historical place where not only various Chinese minority races have lived, but also acculturation between Chinese majority, Han-Zu and them have been begotten. Above all, I would delve into traditional religion to understand Yi-Zu's moral culture as was already mentioned that it is my axis of treatise. Furthermore, I deliberated on how Taoism have been infiltrated Yi-Zu's moral culture, also how Han-Zu's ideological philosophies have been permeated Yi-Zu's, and what is more how to help themselves still remained in Yi-Zu's. Through my such these efforts, I analyze the aspect of embracing of Han-Zu's moral culture by Yi-Zu's and some facts of vicissitudes about it.

  • The increase in the size and the uptake of PV systems is leading to significant increase in the penetration of PV into local electricity grids. The increased penetration of PV is impacting on grid operation and in particular the voltage within the local grid can be significantly influenced by the various PV systems. The current global situation of environmental pollution, climate change and energy demand urgently requires dramatic political, economic and technical decisions in order to avoid a potential collapse of environmental and social systems. Around the world, electricity remains the vital component of national and international development. The implementation of renewable energy resources can provide solutions to these challenges by stimulating the early implementation of economically viable sustainable energy technologies.
