Prediction for Future Housing using Delphi Technique (델파이 기법을 활용한 미래주거예측)

  • The purpose of this paper is to predict the future changes of housing through the Delphi technique. The targets to predict were set by housing type, housing space, housing demand, and architectural technology. The results were as follows: ① The influences of social and value perspectives on the change of housing type, space, and demand would be high, on the other hands, the influence of political perspective would be low. ② In terms of housing type, the increase in demand for downsizing housing for high-rise buildings and the possibility of realizing remote medical support services and homecare using big data are highly predicted. That is, ③ it is anticipated that IoTs will have a significant influences on future housing changes, and ④ enactment of co-housing and related laws by the sharing economy, services for maintenance through the supply of high-rise and high-density homes, housing support for residents, and advanced lease markets by developed architectural technology are expected as anticipated forms of future housing.

  • This study is on the actual analysis of R&D investment effect through DEA in terms of efficiency resulted from forestry sector climate change response R&D project. Namely, it is clarifying the mechanism of the scientific, technological, social performance result and output, depending on research development cost, employment size as same input. Also, it is in-depth analysis on which performance operates more efficiently in any detailed business. With the study result, we seek political implications to enhance investment effect and core element to consider R&D business project in the future.

A study using spatial regression models on the determinants of the welfare expenditure in the local governments in Korea (공간회귀분석을 통한 지방자치단체 복지지출의 영향요인에 관한 연구)

  • The purpose of this study is to analyse the determinants of the change in the welfare expenditure of local governments in 2015. This study analyzed the spatial correlation of welfare expenditure among neighboring local governments and determined the factors affecting the welfare expenditures. According to the results of the study, spatial correlation of welfare expenditure among local governments appears. Determinants, such as socio-economic factors, administrative factors, public financial factors are affecting the amount of the welfare expenditures, but local political factors, and local tax, last year's budgets are not correlated with the amount of local welfare expenditures. In this study, it is significant to found out that the spatial correlation of welfare expenditure among the local governments and to examine the determinants. If possible, it is necessary to analyze the time-series analysis using the multi-year welfare expenditure data, expecially self-welfare expenditures.

A Comparative Study on the Management and Information Disclosure of the Information Disclosure Deliberative Committees between the Central Agency and the Local Agency (중앙기관과 지방기관의 정보공개심의회 운영과 정보공개 비교연구)

  • This study analyzed whether the difference in the management and rulings of the information disclosure deliberative committees (IDDCs) is between the central agency and the local agency. This study found that first, the IDDC of the local agency had a more desirable meeting format and committee composition than that of the central agency. However, there were less differences in the IDCC rulings between the two agencies. Second, the IDDCs of the central agency and the local agency were influenced by different factors. Third, the change of the political regime strongly influenced the IDDCs meeting format and rulings in the central government. However, it rarely influenced the IDDCs of the local government. A comparative analysis showed that there were differences in the management and rulings of the IDDCs between the central agency and the local agency. With these findings, the study concluded that the IDDCs of the two agencies need to be approached differently.

  • The economic reform in China since 1978 has been increasingly sped up and deepened. The recent development of private enterprises, especially, has significant economic and political implications, whereas its regional differentiation has considerable impacts on both the development potential of certain regions and overall regional growth pattern. This study aims to understand the regional pattern of private enterprise growth as well as the institutional change which has structured the growth process. The development of private enterprises turned out to be closely tied to the marketization strategy of dual-track system and policy needs to reduce the unemployment level in both urban and 겨ral China. The regional pattern of the private enterprise growth can be characterized as ever-increasing spatial differentiation. Based on the basic statistical analysis results, it is argued that the private enterprise growth is closed related with the marketization level of the regional economy. Therefore, the strategy of developing private sector will be more important in shaping the regional development path as well as potential.

  • Analyzing on an object in the sphere of domestic law with the method of international law has been already on the horizon in international law. For the lawyers of international law and space law, it is quite natural that they utilize the method of international law, whatever objects they may choice. The reason is that the characteristic of international law do not depend upon object in itself, but depend upon method in itself. The object of this paper is the idea of Peaceful Use(IPU or PU) in Japanese Space Policy. The method to be applied to this analysis is the international law's interpretation theory on legal principles, i.e., the method of international law. One of the aims of this paper is to explain critically the need of review on IPU in Japanese Space Policy; in particular with respect to the positive reconstruction of IPU through historical analyzing on the transfiguration and the mere shell of the Post-War Japanese Pacifism(PJP) as the starting point of IPU. The historical process of the transfiguration and the mere shell is as followed, i.e., "from the ultra-nationalism in the pre-war Japan to PJP in the post-war Japan, from PJP to IPU, and from IPU to IPU's regression. In particular with respect to the interpretation theory, the meaning of the teleological, aims and objects school's approach on the interpretation of legal principles(P) has been emphasized. The reason is that the promising development of IPU will be realized by cooperating with the interpretation theory on P in international law. At the end of the beginning, I'd like to quote K. Marx's thesis in order to make the positions and missions the lawyers of international law and space clear. It is as follows, i.e., "THE PHILOSOPHERS HAVE ONLY INTERPRETED THE WORLD IN VARIOUS WAYS - THE POINT, HOWEVER IS TO CHANGE IT.

Development of Health Professional Training Program for National Health Promotion Services (국민건강증진사업 인력 교육 프로그램 개발)

  • National health promotion services are any planned combination of comprehensive and specific services to help people to achieve and maintain health. The purpose of the service activities is to identify health needs, to obtain information and resources and to achieve change of individuals, families, groups, or entire communities. It also includes environmental support of social, political, economic, and organizational policy and regulatory arrangements bearing on behavior or more directly on health. To be most effective, the service must be planned and delivered by health professional. Therefore, the aim of this study has been to develop a health professional training program for national health promotion. The specific aims of this study were: 1) to clarify the roles, responsibilities and competencies of health promotion practitioners; 2) to help health promotion practitioners to get the knowledge, skills, and abilities for any heath promotion project or program that seeks to improve health; 3) to help health promotion practitioners to acquire the skills and abilities to encourage people to participate in the health promotion project, to access the health needs and available community resources, and develop community-wide health promotion program strategies. The health professional training program developed in this study included factors affecting education, the demands of training program and roles and responsibilities of health promotion practitioners. This study also developed the curriculum for health promotion practitioners. The curriculum had six topics: 1) government's health promotion policies and projects or programs; 2) health management and plan; 3) recent health issues and future perspectives; 4) data on various health status indices; 5) strategies to implement health promotion projects or programs; and 6) introduction of some effective and comprehensive health promotion projects or programs.

Severity-Adjusted Mortality Rates : The Case of CABG Surgery (관상동맥우회술 수술환자의 수술 후 사망률 예측모형의 개발)

  • Objectives : To develop a model that will predict the mortality of patients undergoing Coronary Artery Bypass Graft (CABG) and evaluate the perfermance of hospitals. Methods : Data from 564 CABGs peformed in six general hospitals were collected through medical record abstraction by registered nurses. Variables studied involved risk factors determined by severity measures. Risk modeling was performed through logistic repression and validated with cross-validation. The statistical performance of the developed model was evaluated using c-statistic, $R^2$, and Hosmer-Lemeshow statistic. Hospital performance was assessed by severity-adjusted mortalities. Results : The developed model included age, sex, BUN, EKG rhythm, Congestive Heart Failure at admission. acute mental change within 24 hours, and previous angina pectoris history. The c-statistic and $R^2$ were 0.791 and 0.001, respectively. Hosmer-Lemeshow statistic was 10.3(p value=0.2415). One hospital had a significantly higher mortality rate than the average mortality rate, while others were net significantly different. Conclusion : Comparing the quality of service by severity adjusted mortality rates, there were significant differences in hospital performance. The severity adjusted mortality rate of CABG surgery may He an indicator for evaluating hospital performance in Korea.

Multi-temporal Analysis of Deforestation in Pyeongyang and Hyesan, North Korea

  • Since forest is an important part of ecological system, the deforestation is one of global substantive issues. It is generally accepted that the climate change is related to the deforestation. The issue is worse in developing countries because the forest is one of important natural resources. In the case of North Korea, the deforestation is on the rise from forest reclamation for firewood collection and food production. Moreover, a secondary effect from flood intensifies the damage. Also, the political situation in North Korea presents difficulty to have in-situ measurements. It means that the accurate information of North Korea is nearly impossible to obtain. Thus, assessing the current situation of the forest in North Korea by indirect method is required. The objective of this study is to monitor the forest status of North Korea using multitemporal Landsat images, from 1980s to 2010s. Since the deforestation in North Korea is caused by local residents, we selected two study areas of high population density: Pyeongyang and Hyesan. In North Korea, most of clean Landsat images are acquired in fall season. The fall images have an advantage that we can easily distinguish agriculture areas from forest areas, also have an disadvantage that the forests cannot be easily identified because some of trees have turned red. To identify the forests exactly, we proposed a modified Normalized Difference Vegetation Index (mNDVI) value. The deforestation in Pyeongyang and Hyesan was analyzed by using mNDVI. The dimension of forest has decreased approximately 36% in Pyeongyang for 27 years and approximately 25% in Hyesan for 16 years. The results show that the forest areas in Pyeongyang and Hyesan have been steadily reduced.

  • The discussion about the structural reformation of Korean rail industry has been consistently conducted from the evaluation on Korean National Railroad's management in 1998, the foundation of KORAIL in 2005 to the approval of Suseo KTX corporation establishment in 2013 and the controversy over its privatization. This research explores the changes of government policies by applying to ACF in the assumption that those changes have been implemented due to the interaction of various external variables and main agents in policy which had existed for a long-term period that the rail industry's structural reformation has been practiced for more than 10 years. The unions failed to reach an agreement for the rail industry's structural reformation, the policies regarding the reformation have been led by superior political unions. And this research concludes that a mediator who can compromise unions' different policy preferences and means and bring up a compromised decision in conflicted situation plays a pivotal role to successfully practice these policies.
