  • Since the first oil embargo (1973), there have been developed many different types of energy-economy interaction models based upon various aspects of energy impact mechanism. We will propose to develop an integrated energy-economy interaction analysis system for less developed countries' energy policy analysis, especially for investment analysis toward constructing energy-saving industry infrastructure ; which is based on the motivation of combined energy models by John P. Weyant. This modeling system can cover the economic growth, inter-industry transactions including production features, and process analysis of energy sector in the total network scheme of general equilibrium, so that it can give many political implications as well as the modeling concept to be used for analyzing various political issues and making decisions related to national energy environment.

  • The argument about enlarging or limiting the function of the Korea Maritime Police. Agency (KMPA) has been and will be repeated. In this paper, the author highlights the internal and external issues facing KMPA, stemming partly from deficiencies of its struggles for advancement of the organization and partly from shortcomings of political support far it. And he urges KMPA to change the organizational culture for maintaining its identity and characteristics as a lead maritime agency by practising a scientific management system for maximizing cost-effectiveness of its administrative resources. In addition, he also suggests that KMPA adopt the Total Quality Management System for quality improvements in services and greater efficiency in its organizational structure to meet the future competition in the changing political and legal environment. he concludes by providing a 6-point vision statement for KMPA from the standpoint of favoring enlarging the function of KMPA.

  • Korean Government has been actively and aggressively promoted the global e-commerce (or e-trade). However, the global researches regard the Korea as the passive or retrogressive country in e-trade. The purpose of this study is to clarify the change of the policy paradigm on the e-trade of Korea and to search for new paradigm based on the total amendment (or inauguration) of the e-trade promotion law. The research concludes the current political paradigm on "the Designated total solution provider" should be separated from the e-trade infra or platform. More competitive and market-oriented paradigm of the promotion support on e-trade metamediary should be evaluated in terms of facilitator, service provider and collaborator.

  • Strategic aim of Poland is an accession to The European Union. This accession means consolidation of democratic transformations and acceleration of economical development. Possibly full and quick execution of preparing works at building domain is one of conditions of Polish membership in the European Union. Poland has to adopt rules and standards, which are required at EU. It will permit to make polish companies more attactive at international market. We should know, that economical, legal whether political reforms, this is not all what consists on membership at the Union European. We must change internally, become open to the world, to represent dynamism, enterprise, knowledge and culture. We must become more tolerant and be able to communicate with people with different culture whether political orientation, we have to accept this dissimilarity and will find way of dialogue and cooperation.

  • China in the sixteenth century was exposed to various problems, and the surrounding nations were growing as potential threats by building up their powers and forming an unstable political state by losing control of civilization in politics, economy, knowledge, ideas and ideas. Especially, Mateo Ricci's knowledge and ideas were enough to attract the Chinese knowledge society. However, the influx of Western astronomy and world maps was not only a substitute for the notion of heaven and earth of Chinese tradition, but it destroyed all the knowledge and ideology of China, the foundation of political power and knowledge power. It transformed China in the center of the world into China in some parts of the world. It also brought about a great change in the civilization map of culture and savagery. As a result, the relationship between 'center and periphery', 'civilization and barbarians' could not be established, and the title of Chinese as a unique and exclusive civilization could no longer be maintained.

우리나라 수산업의 경쟁력 분석 및 유통구조 선진화 방안에 관한 연구 (A Study on Competitive Power and Effective Distribution Structure of Korean Fisheries)

  • 본 연구는 본격적인 개방시대에 즈음하여 우리나라 수산업의 교역 현황과 수산업의 수출입 비중이 높은 대중국 수산업 경쟁력 분석을 실시하고, 수산물 유통구조의 문제점 및 수산업 발전을 위한 선진화 방안을 도출함을 연구의 목적으로 한다. 우리나라의 수산업 유통체계를 저비용 고효율 체제로 개선하기 위해서 정책적 노력은 정부차원에서 계속되고 있으나 수산물 유통현장에서는 아직도 많은 모순들이 끊임없이 발생하고 있다. 이러한 현실에서 '수산물 유통시장을 현실에 맞게 재편하려는 새로운 시각'이 필요하다는 것이다. 다시 말하면 소비지 도매시장의 거래제도가 수산물 유통의 전부는 아니라는 것이다. 오히려 수산물 유통구조를 개선하려는 정책적 포커스가 유통시장(산지위판장, 소비지 도매시장 등)의 전체구조를 재편하려는 부분으로 전환되어야 한다. 또한 개방화 시대에 우리나라 수산업의 정책 방향 마련을 위해서는 수산업의 경쟁 력 등을 비교 평가할 필요가 있으며 이를 근거로 제한된 정책자원을 선택과 집중으로 효율적으로 투입하기 위해서이다.

인터랙티브 다큐멘터리의 정치적·미학적 가능성과 그 실천에 관한 분석틀 제안 (An Analytic Framework for the Political and Aesthetic Possibility of Interactive Documentary and Its Practice)

  • 인터랙티브 다큐멘터리는 창작자와 수용자가 다양한 멀티미디어를 재료로 능동적으로 상호작용해 만들어내는 새로운 양식의 다큐멘터리를 말한다. 인터랙티브 다큐멘터리는 공론장을 형성하고 상호작용성에 기반한 경험을 통해서 수용자들로 하여금 사회 변화에 직접 참여하도록 매개하는 플랫폼으로 주목받고 있다. 하지만 이론적 관점에서 그 가능성이 체계적으로 탐색되지 못했고, 실천적 관점에서 가능성을 실현하고 발전시킬 방법에 관한 고려가 부족했다. 본 논문에서는 이론적 기반으로서 발터 벤야민의 정치 미학, 특히 예술의 정치화에 관한 논의들을 정리하고, 텍스트 마이닝을 통해서 인터랙티브 다큐멘터리의 매체적 특징을 분석한다. 그리고 이 둘을 서로 연결하여 인터랙티브 다큐멘터리의 정치적·미학적 가능성의 지도를 그려보고, 이를 바탕으로 실제 작품에서 그 가능성이 어떻게 실현되었고 한계는 무엇이었는지를 분석한다. 본 연구는 인터랙티브 다큐멘터리의 정치적·미학적 가능성에 대한 이론적 체계를 마련했다는 가치를 갖는다. 후속 연구에서는 이를 기반으로 트랜스미디어 액티비즘으로서 인터랙티브 다큐멘터리의 실천적 전략을 고민하고 실용성 있는 분석 및 기획 방법론을 개발할 것이다.

Importance of Political Elements to Attract FDI for ASEAN and Korean Economy

  • Purpose - Recent empirical studies have shown that FDI is expected to be strongly associated with democratic governance, political stability, and sound macroeconomic conditions of the host country. We attempt to take it a step further to see if governments implement a major change in institutional characteristics, will the institutional reform toward better governance have a substantive effect in enhancing FDI inflows. This paper thus aims to analyze the importance of good governance as an important factor in the attractiveness of FDI inflows in ASEAN+3 (Korea, China, Japan) countries. Design/methodology - To determine the effects of good governance on FDI inflows across ASEAN+3 countries recorded between 1996-2018, the Worldwide Governance Indicators (WGI) are used to investigate the impact of good governance on FDI inflows. The model has been estimated by using fixed effects to show the robustness of the results. Findings - Our main findings can be summarized as follows: Political Stability, Rule of Law, and Voice and Accountability have a statistically significant impact on the inflow of FDI in the ASEAN+3 Countries, especially for Korean economy. Moreover, GDP growth continue to exert their positive influence. However, Regulatory Quality, Government Effectiveness and Control of Corruption, though equally important, are insignificant to attract FDI inflows. The key finding is that good governance has a significant impact on inward FDI in the ASEAN+3 countries. Originality/value - Existing studies focus on the impact of political factors on FDI across countries. This paper instead attempts to investigate which type of good governance is the most important in promoting FDI inflows across ASEAN+3 countries, which is essential for multinationals to consider when choosing a foreign site as a possible FDI destination.

러시아의 유라시아 영향력 인식과 카스피해 입장 변화 (Russia's Perception of Influence on Eurasia and Changing Position on the Caspian Sea)

  • 본 연구의 목적은 왜 러시아가 카스피해 협약에서 카스피해 횡단 노선을 허용하는 방향으로 입장을 전환하였는지를 밝히는 데 있다. 러시아의 유라시아 통합에 대한 입장 변화를 설명하는 이론은 변화의 원인으로 서방으로부터의 고립과 아시아-태평양의 정치·경제적 중요성 상승을 제시하지만, 서방의 영향력을 허용할 수 있는 입장 변화의 원인은 설명하지 못한다. 따라서 본 연구에서는 러시아의 카스피해 입장 변화의 원인으로 유라시아 개발에 따른 유라시아 영향력 확대에 대한 인식의 변화를 제시한다.

A Study on Decision Support System for Change Detection

  • Change detection using aerial and satellite images is one of the important research topics in photogrammetry and image interpretation. It is of particular importance especially in the fields of military, political and administrative affairs. When there is a need to detect changes in multi-temporal images, the most efficient methods for change detection and thresholds of change/no change area need to be chosen. Also, the images obtained from the various methods need to be analyzed. To do so, we need a system that can support our decision making process. Therefore, in this paper, we propose the Decision Support System for Change Detection. This system is composed of Data Base, Model Base and Graphic User Interface(GUI). Data base is a compilation of previous change detection results, and Model Base comprise of numerous operations. The data can be input and have the results of change detection analyzed by using GUI. In this paper, we will explain the entire operation of the system and demonstrate the level of its effectiveness.
