세계 각국들이 수산자원 확보를 위해 경제수역을 선포하고 있으며, 우리나라의 경우 이미 선포된 한ㆍ일 어업 협정에서의 협상문제, 앞으로 진행될 한ㆍ중 어업 협상의 난항 등 여러 가지 문제로 수산정책의 변화가 전망된다. 연구는 새로운 수산정책을 모색하기 위하여 현재의 문제점을 체계적으로 분석하고 미래에 적합한 수산정책을 제시하였다. 수산정책의 발전방향은 해양수산부로 수산정책의 일원화, 수산관련 기관간의 상호 유대관계 강화, 수산관련제도 정책의 완화, 연근해 어업의 생산성 복원, 기르는 어업 생산 구조로 변화, 어촌 정주생활권 개발, 수산업 소비구조의 개선, 해외어장의 안정성 확보 등의 정책을 수립하여 미래 수산강국으로써 변모를 가질 수 있는 방안을 제시하였다.

본 논문에서는 전파 산업의 생태계 분석을 통해 산업발전을 위한 정책방향을 도출하고자 하였다. 이를 위해 전파 기술과 서비스의 발전에 따라 변화하는 전파 산업의 성장구조와 메커니즘을 제시하였다. 이 결과를 한국의 전파 산업의 생태계를 분석에 적용하여 계층적 구조에 의한 전파 산업 생태계 분석을 위한 평가지표를 제시하고, 산업 활성화에 영향을 미치는 정책요소를 도출하였다. 이들 결과로부터 전문가 인터뷰 조사를 실시하고, 미래 전파 산업 활성화를 위하여 필요한 5가지 요소의 활성화 정책 방안을 제안하였다.

In the process of industralization, Korea rural aged have played great role. By investing, educating, and supporting their brothers and children, rural aged transferred their economic surplus to non agricultural fields and urban areas. But they did not prepare for their old age. So in every agricultural policy implementation, special concern should be taken to rural aged. The rural home extension should be the major institution for the rural aged. This paper was carried out to find the direction and the policy task of rural guidance project for rural aged. This paper suggested the needs of support for the aged in family, economic status and income, and leisure. To support the aged in family, the rural home extension should teach them how to make good relationship between Mother-in-law and daughter in law and special support to families which composed of only rural aged(no children). The rural home extension program should provide special policy for job opportunity creation for the rural aged. The rural home extension should also make educational programs for useful utilization of leisure time of rural aged. The rural home extension should make major roles in rural aged related policy. So rural home extension workers are well trained in gerontology and more related information should be provided.

The purpose of this study is to classify government regulations and to present the direction of regulation policy in korean construction industry with focus on subcontract or special contractor. The literature research and type analysis are adopted as research method. And the results of this study are as followed. The study has shown the type of government regulations related with subcontract or specialty contractor in korean construction industry. Also, Having shown the institutional function of the regulations in the market. And the study has presented the approach to reform government regulations in construction industry. First, government must recognize not only economic efficiency but also social equity as equivalent policy values. Second, government must evaluate the benefit and cost of policy group as regulations have changed. Third, government must analysis the functions and effects of regulation reform in comparison with existing regulation.

본 연구의 목적은 우리나라에서 인터넷 중독 정책에서 나타나는 문제점에 대해서 고찰하고, 융합적 담론 구조에 의한 합리적 국가 정책의 전달체계를 모색하는 데 있다. 이를 위해 문헌연구를 통해 신제도론적 입장에서 현황을 분석하고 또 새로운 대안을 모색했다. 현재 우리나라에는 각 부처간 서로 다른 이해관계 때문에 정부 부처간, 그리고 정부, 기업, 시민사회간 다양한 갈등양상이 전개되는 것으로 나타났다. 신제도론 입장에서는 현재의 중앙정부가 주체가 된 정책 시스템을 향후 지방정부로 이전시키는 한편, 정부가 독점한 주도권을 정부, 기업, 시민사회가 함께 공유하여 거버넌스 형태로 운영하는 것이 최선인 것으로 도출되었다. 10개 중앙정부 협의체 형식의 국가시스템이 아니라 주민생활권 단위의 광역지방정부가 지역공동체 내의 기업, 학교, 시민사회 등과 협력하여 정책을 추진하는 것이다. 이 융합 모델은 현재의 부처간 고착화된 경쟁 구조 때문에 발생하는 갈등을 넘어 중독으로 인해 고통받는 주민에게 더 유익한 대안이 될 것이다. 또한 향후 지역공동체 내에서 정신건강 서비스의 전달체계 연구의 단초가 되기를 기대한다.

본 연구는 금연 캠퍼스와 흡연허용 캠퍼스에서 재학하고 있는 대학생들의 캠퍼스 내 외 금연정책에 대한 수용성 정도를 파악함으로써 대학 캠퍼스 금연정책 도입을 위한 기초자료를 제공하고자 실시된 조사연구이다. 금연 캠퍼스와 흡연 허용 캠퍼스에서 재학하고 있는 대학교 1학년 학생들의 캠퍼스 내 외 금연정책 수용성 변화를 탐색하기 위하여 입학 시인 2016년 3월에 사전조사를 실시하였고, 9개월 후인 12월에 사후조사를 실시하였다. 연구결과는 금연 캠퍼스와 흡연허용 캠퍼스 신입생들의 캠퍼스 내 금연정책에 대한 수용성은 입학 시와 9개월 후 조사된 자료를 비교한 결과 차이가 없는 것으로 나타났다. 또한 금연 캠퍼스에 재학하는 신입생들에서는 정부의 공공시설 금연정책에 대한 수용성이 변화되지 않았으나 흡연허용 캠퍼스에 재학하는 신입생에서는 정부의 공공시설 금연정책에 대한 수용성 정도가 낮아진 것으로 나타났다. 본 연구결과는 대학 행정자들이 대학 내 보다 강력하고 일관된 금연정책을 채택하는데 긍정적으로 작용할 수 있으며 이러한 금연 캠퍼스 정책을 시행할 경우 대학의 캠퍼스 내 금연정책과 정부의 금연정책 수용성에 긍정적인 영향을 줄 것으로 기대할 수 있을 것이다.

본 논문의 연구목적은 미정부가 추진하는 sUAS 안전성 정책을 검토하는 것이다. 그래서 본 논문에서는 sUAS 위험 요소와 함께 미 정부가 관심을 가지는 sUAS의 위험 요인들에 대해 살펴보았다. 아울러 위험 요소는 물리적인 요소와 비 물리적인 요소에 대해 분류하였고, FAA 재허가법에서 언급하는 조항들을 살펴보았다. 그 외 위험 시나리오는 비행운영 방해, 인프라 구조 피해, 시설 무단침입 등 FAA에서 관심을 가지는 대상 시나리오 항목을 중심으로 분석하였다. 물론 미 FAA가 추진하는 위험관리 원칙을 살펴보았다. 본 논문에서 연구방법은 국외 주요 저널 분석과 정책 분석으로부터 FAA의 sUAS 정책방향과 내용을 연구 검토하였다. 본 논문의 연구 결과에서는 FAA sUAS 안전성 위험관리 정책을 분석함으로써, 국내에 sUAS 안전성 위험관리 가이드 수립에 필요한 운영과 안전성 통합정책, 물리적인 위험관리 정책, 운영과 안전성 규정, 그리고 sUAS 정책과 기술 방향을 제시하였다. 본 연구의 기여도는 선도적인 미 sUAS 안전성 정책방향을 파악하는데 있고 이로부터 향후 국내 정책 방향 수립을 도출하는데 기초 자료로 활용될 수 있다. 향후 제시된 연구 결과를 바탕으로 세부 실행 방안 등을 도출하기 위한 정책 연구가 필요하다.

The purpose of this study is to examine Korea's social conflict structure from System Dynamics perspective and to suggest policy direction for conflict resolution. Unlike previous studies on Korea's social conflict, this study tries to find out core structure of Korea's social conflict with help of studies on system archetypes. As a result, Korea's social conflict structure was analyzed as a combined prototype of 'limit to the growth' archetype and 'success to the successful' archetype. Based on this combined system archetype, a simple conflict model was simulated to examine the magnitude of conflict and success that could be reached under different conditions. With simulation results, policy suggestions were made for conflict resolution.

As IT industries importance for economic growth, export and the promotion of employment increases, forecasting and analysing development direction in the IT industry & the meaning of the national economy is more important than ever. This study will contribute to policy making in IT industry through improving comprehension of IT and understanding development trend of the new fields of IT industry. Moreover, It will be helpful to formulating the various support programs for the IT industry. In this situation, this study has importance in the side of taking a triangular position in policy direction based on the future of IT industry.

This study investigated structural changes of the Korea's agriculture and proposed the new direction of rural and agricultural policy in Korea after economic opening. The major results may be summarized as follows: Firstly, the study identified structural changes of the country's peasantry under the economic opening system. Korean agriculture has been deteriorated in population structure, arable land size, and income composition. Secondly, according to above analysis on these changes it suggested that the traditional rural communities were exposed to collapse and this unwanted disaster could result in serious adversities to the national economy. Thirdly, this study proposed preservation policies for small scale farming households and also administrative preparations of multi-dimensional approaches leading to successful rural and agricultural planning.
