SMEs need a strategy to respond to rapid changes in the global business environment of the Fourth Industrial Revolution. In order to overcome such a business environment, SMEs must concentrate on the core competency. Because of the structural characteristics of SMEs, government support is very important, as it is difficult for SMEs to carry out the entire supply chain role. The support of GRIs is very important for ensuring competitiveness through technological innovation of SMEs. Recently, the construction of SMEs network for business expansion is demanded. SMEs can form networks to induce synergistic effects. In order to secure the competitiveness of SMEs by utilizing the advantages of mutually cooperating networks, the necessity of cooperation of SMEs is increasing. The government has proposed various support programs to support network cooperation. In this research, in order to derive an effective strategy of the SME support program, we analyzed the difference in necessity and satisfaction of the GRIs support program. We analyze the differences between government policies and perceptions for SMEs and to derive strategies for supporting SMEs in a systematic approach for the development of SMEs. In a situation where research to revitalize SMEs is insufficient, in consideration of the market demand of SMEs, we grasp the problems of the current system and try to guide improvement strategies. Also, we suggest policies that can derive and utilize support strategies for SMEs. From a long-term perspective, research related SMEs must be conducted and a sustainable support program for SMEs must be developed.
Such factors as the increase of population and me development of information technology were raised the needs of citizens in Korea. To meet these needs for the better services, Korean government has built up the computer networks that connect forty-two administrative operations of the central government since 1984. Through the computerization of administrative services, Korean government has been pursuing the balanced development among the regions in the country. To this end, regional informationization has been implemented since the mid 1980s. Specifically, rural villages has become information network villages (invils) by adopting computers and networks. Consequently, three hundred thirty-seven invils were implemented in the country. By selecting forty-six invils in Kyeongbuk province in Korea, this research was intended to find efficient and effective ways of operating invils. To find the problems and opportunities of the invils, the researcher has visited each of the forty-six invils between January 12th. and February 12th. in 2009. Two-round surveys were distributed to the managers of these forty-six invils. This research identified ten problems as below. a. Problems after the implementation of invils b. Problems occurred at the same rime as the operation of invils c. Problems with regard to the invil managers d. Problems with regard to the criteria of success or failure e. Problems with regard to the cooperation of administrative offices f. Problems with regard to the boosting of invil experience g. Problems with regard to software assurance developed in invils h. Problems with regard to incentives to invlis i. Problems with regard to the role of invils To solve these problems in hands of invils, this research suggested policy ideas in two levels: 1. invils 2. government Policies should be implemented by invils: a. This study explores how social media influences individual's social development and well-being. Social media is discussed as an effective tool when individuals lacking social and psychological resources are trying to expand their social networks. This study focuses on the social media use of North Korean defectors, who, in general, have closed social media networks in the South Korean society. This study tries to analyze empirically the effect of social media use on North Korean defectors' satisfaction with our society. In particular, this study focuses on how the use of social media influences satisfaction with their life in South Korea at different levels of their emotional states. This study explores that the relationship between social media and satisfaction with their life in South Korea varies based upon the degree of self-esteem and anxiety. This study expects that social media might provide greater benefits for those who are experiencing low self-esteem and high anxiety. In addition, this study conducts the same analysis for the general public and then compares its results with the survey on North Korean defectors. According to the results of North Korean defectors' survey, the impact of social media use on satisfaction with their life in South Korea was greater for those with high anxiety than for those with low anxiety. Meanwhile, the impact was greater for those with high self-esteem than for those with low self-esteem.
As a way to gather diverse information required for everyday living, the importance of social networks has been growing. Social network services have been spreading rapidly because of diffusion of the Internet, evolution of social network sites, and recognition of the importance of social networks. Recently, the social network service has been evolved based on a new paradigm, Web 2.0, pursuing participation and openness. Following the adoption of Web 2.0 technologies, the social network service allows users to make and maintain new relationships in a more convenient way. Users of the social network service tend to reveal their personal information, and share their ideas and content with other people; in the process they become aware of their existence, feel satisfaction with life and exert influence to others as a member of the society. This study uses higher order factor analysis to analyze factors that affect the intention of using the social network service. A research model was developed with second-order factors including perceived social presence, perceived gratification and perceived social influence. First-order factors are grouped by technical, individual and social factors. Smart PLS 2.0 was used to conduct empirical analysis. The analysis results supported the validity of the research model.
The purpose of this study was to analyze landslide susceptibility in the Pyeongchang area using Weight of Evidence (WOE) and Evidential Belief Function (EBF) as probability models and Artificial Neural Networks (ANN) as a machine learning model in a geographic information system (GIS). This study examined the widespread shallow landslides triggered by heavy rainfall during Typhoon Ewiniar in 2006, which caused serious property damage and significant loss of life. For the landslide susceptibility mapping, 3,955 landslide occurrences were detected using aerial photographs, and environmental spatial data such as terrain, geology, soil, forest, and land use were collected and constructed in a spatial database. Seventeen factors that could affect landsliding were extracted from the spatial database. All landslides were randomly separated into two datasets, a training set (50%) and validation set (50%), to establish and validate the EBF, WOE, and ANN models. According to the validation results of the area under the curve (AUC) method, the accuracy was 74.73%, 75.03%, and 70.87% for WOE, EBF, and ANN, respectively. The EBF model had the highest accuracy. However, all models had predictive accuracy exceeding 70%, the level that is effective for landslide susceptibility mapping. These models can be applied to predict landslide susceptibility in an area where landslides have not occurred previously based on the relationships between landslide and environmental factors. This susceptibility map can help reduce landslide risk, provide guidance for policy and land use development, and save time and expense for landslide hazard prevention. In the future, more generalized models should be developed by applying landslide susceptibility mapping in various areas.

The purpose of this study is to reveal the specific current and future shapes of the collaborative network among organizations witch cope the COVID-19 in Korea. For this, this study conducted social network analysis, based on the response data of 73 experts from 36 COVID-19-related organizations. As a result of the analysis, it was confirmed that the Korea Disease Control and Prevention Agency (KDCA) plays a pivotal role as a control tower in coping COVID-19 in all of the analysis of degree, betweenness, and closeness centrality. In addition, the results revealed concrete forms of collaborative relationships among participating organizations in the public and private sectors that constitute the present and future networks centered on the KDCA. Furthermore, this study presented which organizations and relationships should be the focus of establishing a future collaborative network through comparative analysis between the current cooperative network and the network to be built in the future. The analysis results and discussions of this study are expected to be used as useful information for policy development related to collaborative networks that can effectively respond to disasters caused by new diseases in the future.

It is general that mostly congested sections of national backbone networks have been improved based on the national network expansion plan. However, in case of intermodal terminals which are origins of logistics, it is still so congested that travel time between origin and destination is long. Therefore, intermodal transportation systems plan of major intermodal terminals for the intermodal connector networks between intermodal terminal and national backbone network or intermodal terminal was established. With the limitation of priority methodology applying to intermodal connector facility under existing methodology, this study suggests an improved priority methodology. This study includes characteristics of terminal on the hierarchical structure and assessment list, but it does not concentrate on the specific terminal type through survey. To avoid a certain concentration, budget constraint for each terminal type was considered ahead of priority. Finally priority methodology was developed with two-step assessment under consideration that specific terminal is not involved in intermodal connector facility project. As a result of calculating weights by survey, effects such as d/c and accessibility fluctuations index through project implementation gain high weight, and degree of region underdevelopment gets next. Although the methodology in this study could not yields the priority by assessment list, it will be useful for setting the direction on policy related to intermodal connector facility projects.
Virtual Network service is a key characteristics of future Internet which is debate internationally. There are two kinds of network virtualization technologies considered lately: network functions virtualization and virtual network approaches. Several national wide research networks including US's GENI project have experimented technologies for future Internet and in particular network virtualization is one of key issues. Representative Korean research network, KREONET, is working on deploying virtual network framework as a preliminary for future Ineternet using the virtualization model of SDN/OpenFlow which is typical network model of future Internet. This paper proposes a stepwise model to bring virtual network services in KREONET. Firstly, we requirements of KREONET users' virtual network service and network resource management and network deploying virtual network. Finally, we verify the adequacy of our virtual network model for KREONET.
If a mobile station requests a channel allocation in its mobile networks, the switching center assigns a channel to a mobile station that belongs to each base station. There are three kinds of channel allocation schemes; a fixed channel allocation, a dynamic channel allocation and a hybrid combination of these two forms. In assigning a good frequency, it is our intention to provide quality service to our customers as well as to use resources efficiently. This paper proposes methods of assigning frequencies that minimize interference between channels and that also minimize the amount of searching time involved. In this paper, we propose an algorithm to per specific equipment, regardless of the number of channels that can be used as a general-purpose system, such as base stations, control stations, central office model is proposed, the existing operators manner similar to the fixed channel allocation based statistics and assigned when the conventional method and the improved method is proposed. Different ways and compared via simulations to verify the effectiveness of the proposed approach.
The recent development of overlay network technology enables distributed sharing of various types of contents. Although overlay network has great advantages as a huge content repository, it is practically difficult to directly provide such Internet service as streaming of contents. On the other hand, the media server, which is specialized in content services, has excellent service capabilities, but it suffers from the huge contents that are constantly created and requires large expansion of severs and storages, and thus requires much effort for efficient management of the huge repository. Hence, the association of an overlay network of huge storage with a media server of high performance content service will show a great synergy effect. In this paper, a location-aware scheme of constructing overlay networks and associating it with media server is proposed, and then cache-based contents management and service policy are proposed for efficient content service. The performance is analysed for one of the content services, streaming service.
