This study is a demand research for the selection of public safety science and technology equipment and suggests an empirical research method. The technology demand survey is the beginning of the selection of innovative technology. And it is the basis of collecting information required for the technology required in the market and helping to apply it to the field. The demand survey for police science and technology can reduce the uncertainty of crime prevention and help the smooth implementation of security policies. However, in Korea, adoption of security science and technology equipment was centered on social issues or researchers' opinions rather than the demands of field users. Until, there was no research has been conducted on the demands of field police officers for selection of security science and technology equipment in Korea. Also, there was no preferential study for the demand for security science and technology equipment. Therefore, this study proposes a methodology that can systematically identify the needs for the technology and equipment of field experts suitable for the public security situation for the selection of security science and technology equipment. Specifically, we propose a sample design for a technology classification system and a survey tool for technology awareness and satisfaction. It is expected that this tool will provide a classification system for security science and technology equipment selected for the Korean police and will help determine the priority of equipment suitable for the field.
With the introduction of video cameras into law enforcement, a great deal of police organizations have adopted the technology in their routine crime prevention activities. The up-to-date systems of ambient surveillance energized by CCTV, police wearable cameras, drones, and thermal imaging devices enable the police to thoroughly monitor public spaces as well as to rigorously arrest on-scene criminals. These efforts to improve the level of surveillance are often met with public resistance raising concerns over citizens' rights to privacy. Recent studies on the use of police video equipment have constantly raised the issues related to the lack of applicable legal provisions, risk of personal information and privacy infringement as well as security vulnerabilities. In this regard, the present study attempted to review the public surveillance methods currently used by law enforcement agencies worldwide within the context of public safety and individual rights to privacy. Furthermore, the present study also discussed the legal boundaries of police use of video equipment to address public concerns over privacy issues.
Korea's police force has successfully performed its difficult mission of maintaining public order while overcoming difficulties at home and abroad during the past half century. However, the environment in which the forces of law a nd order operate has exponentially increased the demand for, and difficulties faced by, the agents of law enforcement in recent years because of the country's rapid globalization, as well as the move to democracy and localization, and the extensive developments in industrialization and information technology diffusion. This study also intends to investigate the appropriate limits of law enforcement and the use of force by policemen, and the general public's perception of the police as they fulfill their duty of protecting citizens' rights.
Policemen judge the situations rationally and use their equipment such as handcuffs and rope within the purview, finding them needed to arrest criminals in the act who commit crimes which conforms to death penalty, life imprisonment or long imprisonment for over 3 years in accordance with Clause 10-2, Article 1 of the Police Mandate Law and prevent fleeing from them, defend their and others' lives and bodies, or if there are probable causes to be recognized that using equipment is necessary to restrain the interference with government officials in the execution of their duties. However, as the cases which the criminals run away in handcuffs or with both hands tied occur, it results in the waste of police force, distrust and enormous trouble in the pursuit of their duties. Therefore, if the way to perceive fleeing of criminals who have already worn the police equipment by some simple assistive devices without developing other new equipment, it will be very effective for police duties. This study is about the combination apparatus for fugitive prevention attached to the existing handcuffs and rope whose alert sounds let the staffs working inside the office perceive the fleeing of wanted criminals and examined suspects who wear the handcuffs or are tied up with rope, providing that they go through the exit where a transmitter and a receiver were set. The combination apparatus for fugitive prevention which the study introduces contains the connecting parts which connect a flexible tube(cognition tags inside of the tube) of connector equipped with the police equipment with the ends of the tube and the part where these two meet and which connect them inside of the tube. The connecting parts are easy to be attached to the police equipment such as handcuffs and rope, but hard to be dismantled by the people tied up with the equipment. It enables watchers to perceive the fleeing of wanted criminals and examined suspects who wear the handcuffs or are tied up with rope, providing that they go through the exit where a transmitter and a receiver were set. Plus, if it is combined together with the portable receiver, it can be installed on the patrol cars and easily adopted to supervise illegally accessing of evidences. It is also avaliable to be adjunctively utilized for the handcuffs provided and the cost is so reasonable. Owing to its snap-on way to the cuffs, it can clear up any invasion of privacy and it can not be used as a self-injury tool because of the soft tube. Using AM Tag minimizes the lack of malfunction.
The purpose of this study was to examine the types and state of the private sector's cooperative activities for public peace and order and any problems with it in an effort to step up the revitalization of police-college collaborative efforts for public security by allowing police studies majors and security science majors to participate in crime prevention activities for which the police was responsible in each local community. What problems might possibly take place if police studies majors and security science majors would be involved in crime prevention activities was investigated by making a qualitative analysis. The findings of the study were as follows: First, more human resources and equipment should be offered, as the shortage of the two was pointed out as one of problems with the police itself. Second, how to cope with accidents that might occur if police studies majors and security science majors would take part in crime prevention activities should carefully be studied. Third, it should first be carried out at college to improve an ability to properly respond to diverse situations on the spot.
Recent aspects of terrorism varies in various ways according to means, targets, and regions. In particular, the 9/11 terrorist attacks in the United States in 2001 changed the paradigm of each country's terrorism, and the South Korea also participated in the enactment and enforcement of the Anti-Terrorism Act in 2016. Based on this, CBRN terrorism is included in general terrorism, and the National Police Agency plays the role of a control tower, and a system supported by related organizations such as the Ministry of Environment is being built and operated. However, restrictions were confirmed in the organizational system, manpower composition, and equipment and materials in operation in preparation for CBRN within the police. Based on the identified limitations, we proposed improvement plans to strengthen the capacity for CBRN terrorism: establishing a dedicated CBRN organization; creating research organization; and securing additional dedicated personnel. Based on this, as an improvement plan to strengthen the capability of CBRN, the establishment of an organization dedicated to CBRN and a research organization within the National Police Agency, and expansion of electronic equipment suitable for the characteristics of CBRN were proposed. It is expected that the police's on-site response capability system for CBRN terrorism will be strengthened via the proposed improvement measures to recover the various restrictions on the response to CBRN terrorism.
Recently, the use of information and communication technology (ICT) has advanced activities in the field of policing, such as police training, crime investigation, and on-site response equipment enhancement. In this paper, we examine how to use immersion technology in the field of policing. Currently, AR/VR technology is mainly used for police education, training, and criminal investigation, and other cases of its use are rare. To use AR/VR technology in a wider range of applications, it is necessary to look at how it can be used in major police activities (e.g., patrol, investigation, and arrest activities).
Korean public power isn't currently performing its duties of crime prevention or public security services as effectively as the people expect from it due to excessive work load, insufficient budget, and equipment or work force problems, although it should protect the people from increasing crimes. The mutual cooperation between the police and the private security firms can' t be enhanced unless both parties are involved. Above all, the private security companies should secure superior security personnel and provide them with systematic education and training to improve their qualities. The police should also make an effort. In order to foster the private security firms soundly, the police should improve the system if necessary, and establish, guide and monitor the department wholly responsible for the private security affair. Both parties also should deal with crimes systematically by exchanging information for crime prevention, having informal meetings and introducing a joint patrol system. In order to cope with crimes threatening the livelihood of the people in our society, the public and private securities' mutual cooperation plans should be formulated. For this purpose to be achieved, the private security firms and the police should understand each other and bilateral efforts should be made. If both parties understand each other and make an effort, the relationship between them will be improved greatly and developmental plans for preventing crimes can be made.
According to viewpoints of researchers and stakeholders, various opinions can be suggested on self-governing police system. Therefore, success of Korean self-governing police system will be defending on how to balance among conflicting values such as Empowerment, Political neutrality, Financial issues, Comprehensive competence in maintaining public safety. Before the launching of self-governing police system nation-wide, the experience of Jeju provincial police will be valuable model case. In specific, enlargement of work scope of self-governing police in Jeju province which has been introduced since last year will be a useful reference. There is more pessimism about self-governing police of Jeju province so far. However, this perspective is mostly based on the issue regarding hardwares such as manpower, equipment, law and organization. Issues regarding softwares such as organizational culture, operation system and work process need more attention to evaluate self-governing police system properly. To mark the first year after enlargement of work scope of Jeju police, this study demonstrate the overall result and implications of self-governing police of Jeju province based on documents, statistics, reports and media reports. In result, several preconditions are needed to implement the self-governing police system nation-wide successfully. 1. Strengthen the link between local government and local police 2. Establish the foundation for collaboration of state and local police 3. Enhance the aspect of citizen autonomy in local level 4. Reinforcing the capability of handling situation of state and local police 5. Invigorating the inter-organizational working group to operate self-governing police system effectively. The self-governing police system is unclosed topic to discuss. After this study, in-depth studies should be followed with more resources. Particularly, additional perspective including redundancy and equity need to be considered regarding self-governing police. By getting with the changes of macroscopic trends - lowbirth and aging, the fourth industrial revolution and possible reunification of north and south Koreas - these studies should suggest the long-term blueprint of self-governing police system of Korea.
Purpose: In the case of cavity discovered by ground penetrating radar exploration, it is necessary to accurately predict the filling amount in the cavity in advance, fill the cavity sufficiently and exert strength to ensure stability and prevent ground subsidence. Method: The cavity waveform analysis method by GPR exploration and the method using the cavity shape imaging equipment were performed to measure the cavity shape with irregular size and shape of the actual cavity, and the amount of cavity filling of the injection material was calculated during rapid restoration. Result: The expected filling amount was presented by analyzing the correlation between the cavity size and the filling amount of injection material according to the cavity scale and soil depth through the method by GPR exploration and the cavity scale calculation using the cavity shaping equipment. Conclusion: The cavity scale measured by the cavity imaging equipment was found to be in the range of 20% to 40% of the cavity scale by GPR exploration. In addition, the filling amount of injection material compared to the cavity scale predicted by GPR exploration was in the range of about 60% to 140%, and the filling amount of the injection material compared to the cavity size by the cavity shaping equipment was confirmed to be about 260% to 320 Purpose: The purpose of this study is to examine the types of crimes taking place in the metaverse, and to establish a crime prevention strategy and find a legal deterrent against it. Method: In order to classify crime types in the metaverse, crime types were analyzed based on the results of previous studies and current incidents. Result: Most of the crimes taking place in the metaverse are done in games such as Roblox or Zeppetto. Most of the game users were teenagers. Looking at the types, there are many teens for sexual crimes, violent crimes, and defamation, but professional criminals are often included in copyright infringement, money laundering using virtual currency, and fraud. Conclusion: Since the types of crimes in the metaverse are diverse, various institutional supplementary mechanisms such as establishment of police crime prevention strategies, legal regulations, and law revisions will have to be prepared.
