Proposed Method for Determining Price Cap in the Korean Electricity Market Applicable to TWBP

  • This paper proposes the level of price cap in the TWBP(Two- Way Bidding Pool) market in Korea for which the draft of market design has been prepared by KPX. Max - GMCP(Maximum Generation Market Clearing Price) and APC(Administered Price Cap) would be separately applied as individual price caps for a normal period and a Price Capping period in TWBP. The level of price cap is determined for inducing optimal investment in the Korean Electricity Market considering the 'electricity resource baseline plan' published by the Korean government in 2002 for maintaining government-leading resource planning in Korea. In this regard, Max - GMCP is calculated from the equilibrium condition of investment based on reliability standard and fixed cost of the peaking plant. For verifying the propriety of the proposed price cap, this paper compares the proposed value with the estimated VoLL(Value of Lost Load) based on Korea's GDP(Gross Domestic Product).

Otherwise, their profit indicators will fall below those of prior plant investments. Market factors inhibit the continued expansion of monitor size and resolution, so a television market must be developed if substrate size increases will remain profitable, long term.

  • Recently, global market competition of iron and steel products is ever increasing due to over-supply from increased number of industries in rapidly growing countries, such as China, Brazil, and Indonesia. To occupy the big market, major industries are trying to develop high quality, high performance steel products via developing a new iron and steel making process. In other words, development of a new and innovative steel plant is a key to cope with the tough situation. Design and development for the life cycle of iron and steel making plant is very much complex and multi-disciplinary. In this paper, Plant Systems Engineering (PSE), a tailored SE process for industrial plant based on ISO/IEC 15288 is used for the design of Continuous Casting Process (CCP) Plant system. The CCP is a crucial process in steel making plant, whose design technology is occupied by the advanced foreign companies. For the sake of increasing engineering capability for the design of CCP, we applied PSE Process for the renovation of the existing CCP Process. Through the study, we were convinced that the applied method can be used for other plant systems, and SE is really the way of thinking, design, and development of modern complex and multi-disciplinary systems where high risk factors are present throughout the whole life cycle.

  • Despite the recent depression of the construction industry, overseas plant market especially Middle East plant market is booming owing to the high oil price. Since many Middle Eastern countries are placing orders of big scale projects based on the high oil price, Korean EPC contractor are trying to get over the depression through theses plants. Presently, since the plant market is in prosperous condition in general, it is not hard to get overseas orders; however the original licenses that requirehigher technology and high added values are exclusive for advanced engineering companies which great difficulty is predicted for developing countries like us to join the crowd. Therefore, the objective of this study is to propose establishment of material management system on the filed to gain optimized effect of material management in connection with procurement system that all the procurement related personals execute tasks in advanced level by systemizing the task operation within the knowledge and task ability in time for plant construction procurement as a method to strengthening the competitiveness of Korean companies.

The Sensitivity Comparison of Each Risk Factors Analysis on Renewable Energy and Other Generating Technologies (신재생 에너지와 기존 발전기술과의 투자리스크 요인별 민감도 비교)

  • Recently, electricity industry is facing high market uncertainty which has ever had and which increase risks in power market. In this study, we analyze risk factors such as discount rates, initial investment (overnight cost), plant factor, fuel cost, carbon price, etc, for the perspective of investor. For the analysis of risk factors, we used LCOE method. The results of this study show that renewable energy is more affected by plant factor and overnight cost than other risk factors. First, Renewable energy has higher proportion of overnight cost in the total investment than that of other technologies. Second, renewable energy is free of fuel cost and carbon price so plant factor is the most important factor, in other words, competitiveness of renewable energy depends on plant factor. Furthermore, we conducted economic feasibility of wind power and PV in domestic case study. The minimum requirement condition to get profitability is that plant factor 15% and overnight cost \6,000,000/kW and 26%, \2,200,000/kW for PV and Wind Power, respectively.

Trends of Market and Approval Management System for in vitro Diagnostic Veterinary Medical Reagents in Korea

  • In vitro diagnostic veterinary medical reagents (IVDVMRs) were diverted the medical devices from medicine by the revision of the pharmaceutical affairs act enforcement regulations in 2015 in Korea. It classified into class I-IV according to risks of individual and public health. However, good manufacturing practices requirements on IVDVMRs were exempted from the current system. The registration of IVDVMRs by the Animal and Plant Quarantine Agency has gradually increased since 2012, and total of 584 products from 68 companies were registered from 1978 to 2017. Most of these items are clinical immunochemistry (infection disease), clinical immunochemistry (non-infection disease), molecular genetics, endocrinology, blood gas analysis, clinical microbiology, toxin, heavy metal and drug of abuse, other etc. The market size of IVDVMRs reported from the Korea Animal Health Products Association was estimated to be approximately 51.9 billion won in 2017. The domestic consumption and the export sales were approximately 31.2 and 20.7 billion won, respectively. They are increasing 23.9% (CAGR) in domestic consumption and 40.4% (CAGR) in export from 2011 to 2017.

  • This study analyzed competition in peak load plants between CCGT and GT instead of competition between base and peak load plants like in previous studies. In common overseas power markets, CCGT and GT claim certain market shares as peak load plants with the latter boasting a high utilization rate as reserve plants. In South Korea, however, there has been no introduction of GT in the market that opened in 2001 with no analysis cases of GT's economy as a peak load plant. The current power market of South Korea is run on the cost-based pool, which allows for no price spikes. Since the capacity payment criteria for compensations for missing money are set based on GT generators, the power market uses GT generators as marginal plants. The purposes of this study were to analyze the competitive edge of GT generators as peak load plants in the domestic power market of South Korea and identify the causes of GT's failure in market entry, thus assessing the adequacy of market signals in the domestic power market.

An Assessment of Technological Competitiveness in Core Products of Foreign Design & Construction markets (해외 유망 건설상품의 기술 경쟁력 평가)

  • In this study, surveys and interviews are used to evaluate technological competitiveness of each product with respect to that of foreign leading firms, for seven leading domestic construction products which have been determined to have competitive edge in offshore markets, Such evaluation provides a more in depth study than previously conducted research, and is meaningful in that corporate level, rather than industry level, perspective is projected. Major findings of such evaluations are the following. First, as expected, it has been evaluated that domestic technological competitiveness in desalination plant and power plant has reached the point where it can compete with foreign leading firms. Moreover, a noteworthy result of the evaluation is that development program sector, including urban development of satellite cities, has reached considerable level of competitiveness in offshore market. In the case of the development market, domestic firms have accumulated sufficient experience in domestic market and engineering technology is not a decisive factor as in plant sector, and these factors lead to such an evaluation. Second, in the cases of gas, oil refinery and petro-chemical plants, domestic products' technological competitiveness that can contest in offshore market is still centered around production and construction. On the other hand, there are still weaknesses in license technology and basic design capabilities, which constitute the "value added" area. Third, skyscrapers, a promising product in offshore construction market and a product group which domestic firms have much performance record and projects in progress both in domestic and offshore markets, are considered. While direct comparison between skyscrapers and plant sector is not feasible, with the exception of production and construction, overall domestic capability in this sector has been assessed to be the lowest amongst those products that were surveyed. Fourth, it has been indicated that competitiveness is relatively higher in common technology than in key technology. In project management capability, it has been assessed that there are weaknesses in procedure document area. Also, a characteristic is the point that low overall assessments have been given across all product groups for corporate and management areas, not technological areas. Especially, financing, contracting/claim, risk management and investment on research and development received low evaluations. Fifth, it has been assessed that overall corporate and governmental supports are weak. This result is especially evident for corporate management and support areas across all product groups surveyed.

Scientific Consideration in Determining Shelf Life of Market Milk (시유의 유통기간 결정에 관한 학문적 고찰)

  • The shelf lift of market milk should be determined based on the flavor which is influenced by environmental and sanitary conditions of dairy farm, milk processing plant, and storage and transportation facility as well as compositional quality, such as protein and fat, of the milk itself. The legal shelf life of market milk is often limited by microbiological quality, e.g. total bacterial count, coliform count, and food poisoning bacteria. The bacteria involved with milk spoilage and poisoning are originated from bacteria contaminating milk after pasteurization or spores surviving the heat treatment of pasteurization. The important factors which influence the shelf life of market milk are microbiological quality of raw milk, pasteurization condition, post-pasteurization contamination, and temperature during storage and transportation. The organoleptic quality and shelf life of market milk should be further improved by satisfying the consumer's taste, which depends on somatic cell count and bacterial count of milk, feed quality, foreign substance in milk, and physical treatment during processing and transportation.

  • The portion of plant industry has increased within construction market. In spite of plant industry is dynamic field which leads state-of-the-art and creates a value, phased information management and knowledge intensive business accomplishment are insufficient. Henceforth plant is expected to demand increment of industrial project from hereafter international plant industry market. The continuous plan technique and know-how accumulation are urgent from domestic. 1'his research analyzes the areas in which domestic plant industry is insufficient and then elicits project management key success factors from current operation process. In addition, this research compares domestic plant level with overseas plant level. This study establishes work models for critical work phases based on the analysis of domestic plant technical level.
