IoT 시장의 안정화와 급속한 확장의 시대가 도래하고 있다. IoT 환경에서는 사물이 상황에 따라 통신의 주도권을 갖는 통신 환경이 발생할 수 있으며, 불특정 다수의 IoT 환경과의 통신이 발생하여 개인 민감정보의 철저한 관리의 필요성이 증대되고 있다. 특히 IoT 환경에서는 센서 간의 통신 과정에서 개인 식별 정보를 제외한 개인의 생활 패턴, 주변 환경 정보 등의 민감한 비식별 정보의 유출로 프라이버시 침해의 우려가 증대된다. IoT로 인한 환경의 변화로 얻는 이점도 있으나, 개인의 민감정보가 자신도 모르는 사이에 빅데이터라는 명목으로 어디론가 전송되는 문제점도 있다. IoT 환경에서 센서를 통해 전송되는 개인 민감정보의 안전한 관리를 위해 초기 수집 방법과 민감정보 국외 이전 관리에 관한 사항, 그리고 2020년 8월 5일 시행되는 데이터 3법으로 IoT 환경의 비식별 개인정보의 활용의 본격적인 활성화가 예상됨에 따라 IoT 환경의 비식별 개인정보 보호 강화를 위한 사항을 제안하고자 한다.

This research is for an innovative health information service cases based on Information Communication Technology (ICT), conducted at a general hospital in Korea. This study introduces a personal use self-diagnosis & self management device for pulmonary chronic disease patients, a mobile communication application service for doctor rounds, a surgical education system providing natural-user-interface with virtual reality for surgeons, and an Internet of things(IOT) technology using personal electrocardiogram (ECG) measurement device cases. Due to every case is on developing, there are still many issues needed to be improved. For this reason, various opinions with constructive critiques from the readers of this paper will be welcomed for better practical implementation.

세계의 도시들은 빅데이터, 사물인터넷 등 정보통신기술을 이용해 도시의 많은 문제들을 해결하므로 지속가능한 행복도시를 만들고자 스마트시티 개발을 서두르고 있다. 하지만 국내 스마트시티와 스마트도시인증제도에서는 플랫폼 위주의 하드웨어 인프라에 초점을 두고 정보보안 측면을 우선적으로 고려하여 구축·인증하고 있다. 스마트시티 운영을 위한 개인정보보호 측면의 정책연구를 통하여 개인정보가 포함된 빅데이터의 유출 위험에 대한 대응 체계가 필요한 상황인 것이다. 본 논문에서는 스마트시티 속 개인정보의 종류와 스마트시티 구축 및 운영에 따른 문제점 및 현행 스마트도시법과 개인정보보호 관리체계의 한계점을 분석한다. 해결방안으로 스마트시티 분야 개인정보보호 관리체계 모델을 제시하고, 이를 통한 개인정보보호 강화방안에 대하여 제안해 보고자 한다. 본 논문의 관리체계 모델을 국가 스마트시티 시범도시와 실증도시, CCTV 통합 관제센터에 적용·운영하므로 시민들의 개인정보를 안전하게 관리할 수 있을 것으로 기대한다.

소비자 중심 마케팅 성장과 더불어 확대되고 있는 웹 트래픽 수집 및 분석 서비스 시장에서는 이미 서비스 제공자와 사용자간 정보 활용과 정보보호의 치열한 공방이 시작되었고 보다 상세한 소비자 정보를 마케팅에 활용하고 싶은 욕구가 극대화되고 있다. 기업은 익명화된 개인정보의 마케팅활용을 정당화하고 개인은 잠재적 우려사항을 감수할 수밖에 없는 실정이다. 그러므로 본고에서는 국내의 웹 트래픽 수집 및 분석 서비스 산업에서 개인정보보호에 저해되는 프로세스를 검토하고 잠재적 우려사항을 밝히고자 한다. 국내 주요 상용서비스를 중심으로 개인정보보호정책 분석과 서비스과정의 고의 혹은 우연한 개인정보 수집행위 등 목적 외 범위 타당성을 검토하고, 역공학을 통해 서비스과정에서의 개인정보 수집 및 이용 범위를 분석하였다. 개인정보 추출 범위 확대와 침해 가능성 심화로 인해 현재 국내 서비스의 타당성 평가는 매우 중요하다. 웹 트래픽 수집 및 분석 행위로 인한 개인정보 침해의 잠재요인과 서비스 활용을 위한 개인정보보호의 요건을 명확히 밝히는 것은 웹 트래픽 분석산업과 개인정보보호의 균형 발전을 위해 매우 중요할 것이다.

Today, our society is exposed to cyber threats, such as the leakage of personal information, as various systems are connected and operated organically with the development of information and communication technology. With the impact of these cyber risks, we are experiencing damage from the virtual world to the physical world. As the number of cases of damage caused by cyber attacks has continued to rise, social voices have risen that the government needs to manage cyber risks. Thus, information and telecommunication service providers are now mandatory to have insurance against personal information protection due to amendment of "the Act on Promotion of Information and Communication Network Utilization and Information Protection". However, the insurance management system has not been properly prepared, with information and communication service providers selecting the service operators based on sales volume rather than selecting them based on the type and amount of personal information they store and manage. In order for the personal information protection liability insurance system to be used more effectively in line with the legislative purpose, effective countermeasures such as cooperation with the government and related organizations and provision of benefits for insured companies should be prepared. Thus, the author of this study discuss the current status of personal information protection liability insurance system and the issues raised in the operation of the system. Based on the results of this analysis, the authors propsoe tasks and plans to establish an effective personal information protection liability insurance system.

Purpose The purpose of this study is to deduct the factors for explaining the economic behavior of an Internet user who provides personal information notwithstanding the concern about an invasion of privacy based on the Information Privacy Calculus Theory and Communication Privacy Management Theory. Design/methodology/approach This study made a design of the research model by integrating the factors deducted from the computation theory of information privacy with the factors deducted from the management theory of communication privacy on the basis of the Dual-Process Theory. In addition, this study, did empirical analysis of the path difference between groups by dividing Internet users into a group having experience in personal information spill and another group having no experience. Findings According to the empirical analysis result, this study confirmed that the Privacy Concern about forms through the Perceived Privacy Risk derived from the Disposition to value Privacy. In addition, this study confirmed that the behavior of an Internet user involved in personal information offering occurs due to the Perceived Benefits contradicting the Privacy Concern.

금융기관에서 개인정보가 유출되는 사건이 빈번히 일어남에 따라 금융소비자들의 프라이버시 보호문제가 중요해지고 있다. 개인정보가 유출되는 사건을 경험한 금융소비자는 자신의 프라이버시에 대한 위협을 느끼게 되고, 이는 금융기관에 대한 인식이나 행동의도에 변화를 가져오게 된다. 본 연구에서는 대표적 금융기관인 은행을 이용하는 금융소비자를 대상으로 은행정보시스템의 개인정보 보안취약성과 은행에 대한 지각된 유용성, 신뢰성과 기업매력성 등의 영향관계를 살펴봄으로써, 실제 은행의 지속적 이용의도에 각 변수가 어떠한 영향을 주는지 분석하였다.

In this paper, we propose a user-centric conflict management method for media services which exploits personal companions for the harmonious detection and resolution of service conflicts. To detect conflicts based on the varying characteristics of individual users, the proposed method exploits the unified context describing all users attempting to access media services. It recommends and mediates users' preferred media contents through a shared screen and personal companions to resolve the detected conflicts. During the recommendation, a list of preferred media contents is displayed on the shared screen, and a personally preferred content list is shown on the user's personal companion comprising the selection of media contents. Mediation assists the selection of a consensual service by gathering the users' selections and highlighting the common media contents. In experiments carried out in a ubiHome, we observed that recommendations and mediation are useful in harmoniously resolving conflicts by encouraging user participation in conflict situations.

원문정보공개 서비스가 제공되면서 원문정보의 공개를 결정하는 데에 소모되는 시간이 매우 짧아지고 원문정보공개 건수는 크게 증가하였다. 공공기관에서는 개인정보 노출의 위험성 또한 높아졌다. 본 연구에서는 원문정보공개 서비스에서의 개인정보 보호 실태를 알아보고 개인정보 노출 원인을 분석하여 개선방안을 제안하였다. 실태 조사 결과는 다음과 같다. 첫째, 수집한 원문정보 중 13%의 원문정보가 비공개 대상정보인 개인정보를 포함하고 있었다. 둘째, 비공개 대상정보인 개인정보가 포함된 원문정보 중 공무원의 개인정보가 포함된 원문정보가 가장 많은 비중을 차지했다. 특히 휴가 병가에 관한 기록물이 많았다. 셋째, 계약업무를 주로 다루는 기관에서는 대표자 개인에 관한 정보가 노출되는 사례가 많았다. 넷째, 개인정보 필터링에 감지되지 않는 개인정보가 많았다. 개인정보 노출 원인을 분석하여 제안한 개선방안은 다음과 같다. 첫째, 개인정보 보호지침을 재설계해야 한다. 둘째, 원문정보의 공개 비공개를 결정하는 업무담당자의 교육을 강화해야 한다. 셋째, 정부의 양적 실적 위주의 과도한 정보공개정책을 완화해야 한다. 넷째, 원문정보공개 시스템의 개인정보 필터링 기능을 개선해야 한다.

내부자에 의한 개인정보유출 사고를 방지하기 위하여 다수의 기업은 문서 DRM(Digital Right Management), DLP(Data Loss Prevention), 개인정보 검색시스템 등과 같은 PC보안솔루션을 지속적으로 도입하여 운영하고 있다. 하지만 이러한 투자에도 불구하고 개인정보유출 사건들은 지속적으로 발생하고 있다. PC보안솔루션의 단순 구축이 아닌 기업에 적합한 보안 정책을 사전에 수립하고 정책에 맞는 시스템을 운영한다면 개인정보유출 사고를 미연에 방지할 수 있을 것이다. 또한 로그분석을 통하여 수립한 보안정책의 효과성을 검증할 수 있으며 로그분석결과를 바탕으로 보안정책의 수정 보완이 가능할 것이다. 본 논문은 다양한 PC보안솔루션 중 개인정보유출 방지를 위해 PC에 필수 설치되는 보안솔루션을 정의하고, 필수보안 솔루션을 개인정보보호 관점에서 통합 운영하는 방안, 그리고 로그분석을 통해 개인정보유출 사고 방지를 위한 효과적인 보안정책을 제안하고자 한다.
