This paper presents a design and implementation of real time electrical energy computing tool to measure and record the electrical energy based on type of detection devices, Hall Effect current sensor and Microcontroller. The tool was installed on the system power supply of the room and compared with kWh meter. Finally, we found that the energy record has error of average power calculating results is 0.077%.

Tri-stimulus values of CIE-XYZ and RGB values obtained by photographic film, CCD camera or scanner depend on the spectral sensitivity of imaging devices and the spectral radiant distribution of the illumination. It is important to record and reproduce the reflectance spectra of the object for true device independent color reproduction and high accurate recording of the scene. In this paper, a method to record the reflection spectra of the object is introduced and its application to spectral endoscopes is presented.

Legislative stability of the production and management of electronic records and the enhancement of infrastructure have reached significant levels through relentless efforts of academic and public institutions in the field. In addition, appraisal and disposal of records also have to be done by retention periods, business functions, administrational and historical values, and certain procedures. The law specifies that public institutions must assign record managers. The underlying reason is for record managers to arbitrate the review process when records are to be evaluated and discarded and to prevent unauthorized disuses. It is also for just evaluations with the professionalism. Evaluation and discard of records have significant meanings in record management. Thus, these processes need to be handled properly in the standard record management system. Evaluation should be proceeded by the law enacted under the task functional and social agreement. Since, the record discard is decided through the technical and logical process, the support for evaluation and discard works are important above all things. In this paper, I deducted functional requirements of standard record management system by analyzing methods including the analysis of legislation and standard related to electronic records and the examination of the user's manual of record management system. I researched through the interviews of the record managers in public institutions. Based on this research, I deducted the implications for the evaluation of standard record management system and the estimation of functional requirements for discard. I also discussed future directions of improvements and follow-up studies.

Archival science is prior to explore meaning and role of record management in given environments rather than developing record management methodology. Electronic record environments don't merely mean to exchange record management medium from paper to digital. The most important point exploring in electronic record environments is not management skills or methods, but meaning of records and role of record management in contemporary society. All these days, however, the theories and methodologies has been developed focusing on written records and public records mainly in the deep-rooted influence of positivism. In such situations, the discussions of social memories can explore meanings and roles of record management in pluralistic society. Meanwhile, many articles in archival science has been widespread recognition that records will soon be just memories in terms of objective and neutral evidence. In recently, however, conviction on objectivity and neutrality of records has broken down by the influence of postmodernism on archival science. Therefore this article intends to explore the relationship between record and memory and to argue the roles of archival science for building social memories.

In the medical field. the desire of the hospital information system based on the advanced computer technology has been increased because hospital staffs wanted to provide better medical services to their patients by using it. So, the electronic medical records have emerged to share and exchange medical and healthcare information stored in database. In this paper. we developed an electronic medical record system using XML. This system includes four modules : data repository. document structure manager, document writter and XML automatic generator. For the purpose of evaluating the usability of the electronic medical records of our system, we also applied it to out-patient medical records in the department of orthopedic surgery.

The development of the internet and information management has enabled new applications which include: Electronic medical record (EMR), intelligent transportation, environmental monitoring, etc. In this paper, we design and implement the Continuity Care Record(CCR) Data Stream management server that compiled with DSMS and DBMS in EMR system for processing, monitoring the incoming CCR data stream and storing the processed result with high-efficiency. The proposed system enables users not only to query stored CCR information from DBMS, but also enables to execute continue query for the real-time CCR Data Stream. By using of CCR Viewer Application users can view or update their personal health records even compare self health care records with standard health care records in order to monitor the healthy status, and the on line updating information would be minimized and medical error.

This paper presents characterizations of the power distribution with the parameter $\beta=1$ by the independence of the lower record values. We prove $X\;{\in}\;POW({\alpha},\;1)$ for ${\alpha}\;>\;0$, if and only if $\frac{X_{L(n)}}{X_{L(m)}}$ and $X_{L(m)}$ for $1\;{\leq}\;m\;<\;n$ are independent. And we prove that $X\;{\in}\;POW({\alpha},\;1)$ for ${\alpha}\;>\;0$, if and only if $\frac{X_{L(m)}-X_{L(m+1)}}{X_{L(m)}}$ and $X_{L(m)$ for $m\;{\geq}\;1$ are independent or $\frac{X_{L(m)}-X_{L(m+1)}}{X_{L(m+1)}}$ and $X_{L(m)}$ for $m\;{\geq}\;1$ are independent.

In this paper, we present characterizations of the power function distribution by the independence of record values. We establish that $X{\in}$ POW(1, ${\nu}$) for ${\nu}$ > 0, if and only if $\frac{X_{L(n)}}{X_{L(n)}-X_{L(n+1)}}$ and $X_{L(n)}$ are independent for $n{\geq}1$. And we prove that $X{\in}$ POW(1, ${\nu}$) for ${\nu}$ > 0; if and only if $\frac{X_{L(n+1)}}{X_{L(n)}-X_{L(n+1)}}$ and $X_{L(n)}$ are independent for $n{\geq}1$. Also we characterize that $X{\in}$ POW(1, ${\nu}$) for ${\nu}$ > 0, if and only if $\frac{X_{L(n)}+X_{L(n+1)}}{X_{L(n)}-X_{L(n+1)}}$ and $X_{L(n)}$ are independent for $n{\geq}1$.

The genus Tinocallis Matsumura, 1919 is one of the large genera of the subfamily Calaphidinae with 19 species worldwide. From recent expeditions in Laos, we recognized the heavy infestation of Tinocallis himalayensis Ghosh, Ghosh & Raychaudhuri, 1971, which is new record in Laos, on Queen's crape-myrtle, Lagerstroemia speciosa (Lythraceae). In this paper, the diagnosis and illustrations for the alate viviparous female are provided with the images of live aphids and damage on host plant.
