The scale of disasters is very large, also the influence of disasters is irreversible. Korean people has continuously learned how to deal with disaster management law. However, as time goes by after the many disaster, the concern with the disaster management by the people seems to become old and banal topic which nobody has interest in. If so, can it be said that our society is safe from the disaster? This study start from critical mind of asking this question. This study puts an emphasis on the problems such as following; To realize whole concept of disaster management provided in the basic civil defense law, the combined disaster management should be required to be established, the combined law should play a integral part for prevention for the disaster and should be a concrete basis of various laws for disaster management. Establishing a consolidated organization for disaster managing and united response organization is necessary. This consolidated organization is not temporary one such as civil disaster control headquarter but permanent one such as Disaster Management Office which controls an over all aspects of disaster management. Temporary organization should not be divided into natural calamity and man-made calamity but integrated one as a single control tower for all sorts of disasters. The police and army under fire fighting system should be reconsidered. It is necessary to make leadership system on the disaster place more substantial centered around present fire fighting system. To do so, more clear division of duty is required. The working condition should be improved so that all public servants in this agency can play their roles with pride and worth. The resource owned the existing administrative organization must be used by an appointment system. And to manage a large scale of disaster, it is necessary to have interorganizational network system which many specialized organization including volunteer group are integrated. And the natural disaster happen, many professionals and volunteers are distributed to the spots of disaster in the right man in the right place. Finally, citizen's consciousness about safety supervision needs to be recover.
Images of medical treatment on PACS environment are digitized and they make saving and transmission of patient's information easy with CD format causing increase of patients transfer rate between hospital and data transmission as well. Figuring out the configuration of confining status of copied images of medical treatment with CD format and present the appropriate way of identification for personal information. 20 general hospital over 500 beds which are utilizing PACS currently. Questionnaire investigation focusing on PACS operation center and it's management people. In accordance with the law of securing personal information of public organizations, it says "Anyone who wants to see his or her information via representative he or she needs to make a letter of attorney and turn in this to the president of it's possessing facility" in the article 16. Based on the investigation of general hospital for CD copy issue status near metropolitan area, 8 out of 20, were issuing CD copy through personal identification process(the person oneself and representative) and 10 general hospital were doing by getting signature of receiptor only without identification of the person oneself and 2 general hospital confirmation process is not at all. By the law of securing personal information of public organization, article 16, confirmation process is supposed to mandate lawfully with a letter of attorney when there is any request of reading and/or copies of one's information. But in reality, there were no consistent rules on reading, the process and coverage of copy issue, rejection coverage of copy issue of CD copy in each general hospital PACS operation center. Therefore there is a big need for consolidated format which is applicable by law when the representative requests to issue of CD copy that is storing medical treatment images. By issue through this consolidated format, securing medical information of individual and systemic operation and management will be valid and effective.
The following is the result of experiment on consolidation test under various load increment ratios by alternation of standard load increment ratio. The more load increment ratio was, the more settlement was resulted. But expansions were not associated with load increment ratios. Primary consolidation took longer period to complete as load increment ratio was decreased. And under the condition of over-consolidated range, the completion of primary consolidation took longer period as the load was incremented. Under the condition of normal consolidated range, there was no change in time of completing primary consolidation. The coefficient of consolidation was decreased with increment of consolidation load, and the coefficient of consolidation had high values as the load increment ratio was increased. The values of ratio of secondary consolidation was highest near the transition point of consolidation curve.
To identify the reclamation history formed by top dredged soil reclamation layer over the original ground, various field tests and laboratory tests were conducted. Especially when the original ground was not completely consolidated, CPTu test was carried out to calculate rational settlement due to the banking load. CPTu test results showed that the degree of consolidation of weak clay ground by dredged reclamation was on average 80%. As the research area was not completely consolidated by dredged reclamation in the past, the consolidation settlement should account for the residual settlement (20%) in the case of additional banking load. When the degree of consolidation of the original ground was not taken into account, the residual consolidation was expected in excessive settlement (up to 20%) and in such case PBD (Plastic Board Drain) was not effective in obtaining desired degree of consolidation.
The Purpose of this study is to consolidate the management status of Saggoson in the Choson period by literature research, and examined latest status by field investigation. During the Choson period, there were fish distributors such as Saggoson and Kakju. Saggoson took charge of fish distribution from the fishing ground to the land, and handed over the fish to Kakju who sold over them to the whole country: This distibution system of fish was started from and adapted to the yellow-corvenia fishery of Westhern Sea. There were two resons far this. One was that these fish were. caught much from vast fishing grounds and had a very strong demand, for which professional disributors were needed. The thor was that because fishermen had very limited capital, they had to supply the money for fish production from capitalists like Kakju whom they agreed to sell fish directly to. By this time, it was thought that the fish distibution system for the Westhern Sea fishery was determined by the background and tradition. Meanwile, Saggoson, which has been working far a long time in Westhern Sea, is placed in changing circumstances. That is, small scale fishery Saggoson deals with will be getting fewer, because the big scale reclamation projects in this area threatens the fishery's existence. Also, Saggoson, presently, might be forced to become more efficient in its distribution in the future. In this situation, the management status of a Sggoson in the past and present needs to be consolidated and investigated through this study.
In patients with diabetic foot, ulceration and amputation are the most serious consequences and can lead to morbidity and disability. Peripheral arterial sclerosis, peripheral neuropathy, and foot deformities are major causes of foot problems. Foot deformities, following autonomic and motor neuropathy, lead to development of over-pressured focal lesions causing the diabetic foot to be easily injured within the shoe while walking. Wound healing in these patients can be difficult due to impaired phagocytic activity, malnutrition, and ischemia. Correction of deformity or shoe modification to relieve the pressure of over-pressured points is necessary for ulcer management. Application of selective dressings that allow a moist environment following complete debridement of the necrotic tissue is mandatory. In the case of a large soft tissue defect, performance of a wound coverage procedure by either a distant flap operation or a skin graft is necessary. Patients with a Charcot joint should be stabilized and consolidated into a plantigrade foot. The bony prominence of a Charcot foot can be corrected by a bumpectomy in order to prevent ulceration. The most effective management of the diabetic foot is ulcer prevention: controlling blood sugar levels and neuropathic pain, smoking cessation, stretching exercises, frequent examination of the foot, and appropriate education regarding footwear.
In today's uncertain economic environment, the evaluation of safety for investment alternatives is of practical importance in manufacturing companies. This paper examines a method of quantitatively evaluating profitability and risk for multiple alternatives using the total-cost unit-cost domain. The paper assumes such factors as unit sales price, sales and production volume, unit variable cost, fixed cost, and yield for each alternative. The paper incorporates the relationship between production capacity and demand, distinguishing between cases of production capacity surplus and shortage for each year over the entire planning horizon. The paper investigates the case in which the values of each factor independently move in the direction of decreasing profit each year, and clarifies the procedure of comparing safety among multiple investment alternatives on a single consolidated total-cost unit-cost domain. The difficulty of the problem lies in the method of consolidating multiple total-cost unit-cost domains into a single domain since the combination of years of capacity surplus and shortage depends upon the change values in each factor under consideration. A systematic method of evaluating profitability as well as risk is presented, and the validity of the proposed method is verified using a numerical example.
In order to clarify the relation between the physical properties and the strength parameters of compaction materials and to develop a method for evaluating the strength parameters required for design from the physical indices including void ratio and dry density, compaction test, one-dimensional compression test, and exhausted-drained triaxial compression test were carried out with decomposed granite soils. The test results showed that the specimens became over-consolidated by compaction and the increase of the strength parameters of the specimens by the increase of the compaction energy could be verified quantitatively. A method for the evaluation of strength parameters from the void ratio of soil after compaction using preconsolidation theory which evaluates over-consolidation of materials was developed and its engineering applicability was tested for verification.

The Valence(Z) of positively and negatively charged alumina particles in the dilute suspensions was analyzed with the electrical conductivity of the suspensions. The mobility of negative particles was lower than that of positive particles at a similar Z value because of the stronger effect of chemical bonding over the hydrated particle surfaces. The apparent viscosity of acidic suspensions of 1-40 vol % solid was lower than that of basic suspensions. This result was discussed based on the three important effects of the valence, concentration and nature of hydrated surface of alumina particles. The density of alumina compacts consolidated by filtration through gypsum molds became lower for the basic suspensions than for the acidic suspensions. This result was correlated to the properties of the colloidal alumina suspensions.
