Workfare in the United Kingdom : A Study on New Deal under the New Labour Government (영국의 근로연계복지에 관한 평가 : 신노동당 정부의 New Deal을 중심으로)

  • The purpose of this paper is to evaluate the performance of New Deal under the New Labour government in Britain and examines the nature of New Deal with respect to workfare. The time difference of five years after the New Deal was put into effect shows that New Deal has contributed not only to include the socially excluded groups such as the young unemployed, the long-term unemployed, single parents, and the disabled into the labour market, but also to decrease the amount of income-based benefits providing for working generation. It can be said that the nature of New Deal under the New Labour is near to human capital development model rather than labour force attachment model. New Deal provides the opportunity of policy learning for the countries which pursue the reform of social security system to moving welfare beneficiaries being able to work into jobs. Policy learning can be summed up as follows. First, imposing mutual responsibility and obligations on unemployed person should be accompanied by implementing active labour market programmes of education and job training. Second, the delivery system which administrates workfare programmes should be decentralized in a local society. The cooperation between local government and enterprisers will be critical in implementing various employment programmes and moving unemployed person into jobs. Third, the case management for individual participating in workfare programme is necessary. The personal adviser should continue to provide employment services for the unemployed until he or she get a job and enter the state of self-reliance. Finally, the workfare programme should be firmly backed by the political leadership in order to overcome the oppositions of beneficiary groups under the existing social security system.

Labor Status of Old age: Lifetime Career and Wealth as Mediators (노후 노동지위: 생애노동경력과 재산을 매개로)

  • This study illuminates the mechanism of life course on labor status of old age complementing the limits of labor status hypothesis of old age and model of statues attainment and combining them. The main results from this analysis are summarized in four points. Firstly, older men mostly engaged in agriculture, forestry and fishing industry or low-class occupations. A very small portion held high level or professional occupations. Regular full-time employees or employers were only 4.4% while, about 70% of older employees were temporal employees or self-employed. This shows that the elderly affluence hypothesis which alleges that most older men maintain high level occupations, applies to only a few. The second finding is that wealth differentials are sizable: about 20% of older workers own less than 50 million won, while 9.3% possess more than 600 million won. Therefore, it is not safe to claim that most people have accumulated enough wealth for old age according to the elderly affluence hypothesis. This gap being mainly reflected by education level, suggests that the model of status attainment is appropriate as wealth accumulation hypothesis. Thirdly, educational level determined not only lifetime careers, but also labor status of old age. Fourthly, using path analysis, the last finding is that education had effect on labor status of old age through lifetime career and wealth. That is, old men who have low education level had unstable lifetime career and own less wealth. They work in low income job, low social occupations and unstable occupation type in old age. This shows that life inequality continues until old age. Therefore, the inequality of education opportunity, spread of part-time work and small scale self employees should be discouraged. Furthermore, related policy should be provided in order to prevent being caught in unstable work.

The Effects of Female Labor Force Participation, Family Policies, and Gender Equality on Fertility Rate : Focused on OECD Countries (여성의 경제활동참가율이 출산율에 미치는 영향 : OECD 국가를 대상으로)

  • The purpose of this study is to examine how female labor force participation, family policies, and gender equality are related to fertility rate across countries. Multiple measures has been collected from various data sources(such as OECD, UNDP, and WVS) and the panel data set which includes (mostly) OECD countries range from 1990 to 2019 are analyzed. The major findings are as follows. First, based on OECD countries samples, female labor force participation is positively associated with the fertility rate, which implies that women's labor force participation does not lead to a reduction in fertility rate. Second, the length of paternity leave is positively associated with fertility rate whereas the direction is the opposite for the relationship between the length of maternity leave and fertility rate. This is attributed to the possibility that a longer period of maternity leave incurs the a higher opportunity cost of earning income, which leads to a reduced fertility rate. Third, countries with higher gender inequality index tend to have a higher fertility rate. Similarly, countries with higher gender equality value have a lower fertility rate. When the gender equality value is devideed into three sub-categories, education, politics, and employment, the gender equality value in education is the only sub-category which is negatively associated with the fertility rate. This study confirms that female labor force participation may not be a contributing factor in the lowering of fertility rate but instead can be positively associated with the fertility rate. Also, the results show that family policies or gender equality values can be significantly affect fertility rate.

The Violence of Neoliberalism Represented in the Works of Eduardo Galeano (에두아르도 갈레아노의 작품에 나타난 신자유주의의 폭력성)

  • In the twenty-first century, one of the most controversial issues concerns neoliberal policies and its results. In particular, since the mid-1980s, the United States and international financial institutions have imposed their programs on Latin American countries. The result is a deepening social inequality in Latin America that puts an emphasis on financial stability instead of social security. Consequently, social inequality is worsened and an imbalance in income distribution took place. Because of the flexibility of labor, the middle class is destroyed. For the poor person deprived of the opportunity to rise, violence is a common occurrence in daily life. Thus, in this context, Eduardo Galeano raises the necessity of a critique concerning the values that neoliberalism regards as important. Furthermore, Galeano is also wary of the "militarization of neoliberalism." This is because the neoliberal multinationals motivate a war without borders under the guise of peace. Neo-liberal policies also contribute to environmental pollution. However, environmental vandalism, which happens in partnership with large and international organizations, is not readily apparent to the public because those perpetrators wore a "green mask." Hence, Galeano assiduously endeavors to undercover the false consciousness hiding behind the green mask. Thus, in brief summary, Galeano represents in his works a depiction about Latin America where violence often happens in daily life.

The Pattern of Regional Migration in Myanmar (미얀마 인구이동 패턴과 결정요인 분석)

  • This study analyzes the determinants and patterns of regional migration in Myanmar. Population migration is affected by various factors such as economic and social factors as well as regional characteristics. It is affected by factors such as income, employment and social overhead capital. Therefore, this study attempts to analyze the following two research problems. First, I would like to analyze whether the reform and opening of Myanmar is causing the migration of rural to urban population. Myanmar is also trying to verify the pattern of population migration experienced by other developing countries. Second, we analyze the impact of social overhead capital on population migration in Myanmar. We analyze the impact of basic infrastructure such as roads, electricity and water on population movements. This will give implications for investment policy decision of social overhead capital for balanced regional development. First, the pattern of population migration in Myanmar is shifting from rural to urban areas, as other developing countries have experienced. Myanmar's urban areas of Yangon and Mandalay have been analyzed as having migration. Second, the expansion of social overhead capital was found to have an impact. Social overhead capital such as roads and educational environments were analyzed to have the capacity to inhale the population. Especially, the educational environment of the region has a great effect on population migration. It is analyzed that education reform is an important policy issue for the balanced regional development of Myanmar. Fourth, employment opportunities were analyzed to have the greatest impact on Myanmar population movements. In the early stage of economic development, it is analyzed that the population moves to a region where employment opportunity is high in the situation where foreign capital is coming in. It is analyzed that the direction of inflow of foreign capital and the imbalance of development in the region will be determined in the situation where the economic development is carried out through foreign capital.

A Policy Proposal for the Safety of Inland Water Ships (내수면 선박의 안전성 확보를 위한 정책 제언)

  • Korea is not only surrounded by the sea on three sides, but also has national and local rivers extending 26,843 km, so it has a geographical feature in which abundant sea and inland water surface coexist. As the number of ships operating in the inland waters is continuously increasing due to the improvement of national income, the risk of ship accidents and human casualties in the inland waters is also increasing. In this study, a macroscopic plan for the safety management of inland water ships was presented through investigation of inland water related laws and operation status analysis. As an improvement plan, as a hardware infrastructure it is proposed to secure sufficient inland water fire-boats to secure the golden time for early response to accidents and lifesaving, and to operate an institution specializing in the prevention of inland water ships accidents. And as a software infrastructure, establish departure control standards for inland water ships and the safety diagnosis system currently applied only to sea going ships, the introduction of a system tailored to the characteristics of inland water ships. The proposed inland water safety management policy is expected to contribute to the preparation of prompt and systematic countermeasures in the event of an inland water ship accident, and it is hoped that it will serve as an opportunity to continue to pay attention to safety-related research on inland water ships, which was briefly activated after the sinking of M/V Sewol.

Analysis of Consciousness and Model on Land for the Another use After Quarrying (채석장의 부지 활용에 대한 의식 및 모델 분석)

  • The study was conducted to develop an effective forest resources use models for an alternate use of abandoned quarry by an attitude survey. According to the result of survey, a pessimistic view due to dust, noise pollution, and forest damage was 5% higher than an affirmative view by economic benefits from the development of quarry. The 42% of the respondents preferred the alternate use of abandoned quarry and the 25% of the respondents wanted an art and cultural space. The optimum size of alternate use was 5-10 ha (43%) with the requirement of nearby residents (32%). According to the SWOT analysis for abandoned quarry, the strength factors were an effective use of land, the content development of modern industrial inheritance + cultural and art fusion, attraction for nearby city and visitors, a harmony of beauty landscape and clean environment, and a sustainable increase of domestic and foreign visitors with the 5-day-work week. The opportunity factors were the improvement of traffic networks through KTX and local highway, the creation of the new growth engines with the establishment of artistic creation belts, the providing of unique cultural and art space through grafting of tour and education, the creation of local income through stone processed goods, and the vitalization of local development through eco-city. The weakness factors were a psychological remoteness and backwardness, and the weakness of staying tour infra. The threat factors were a poor financial support for sustainable development in nearby quarry and a modify of legal and institutional system for the alternated use of abandoned quarry. The developed restoration models for the alternate use in abandoned quarry are classified to a sculpture park, a waterfall and lake park, a rock-climbing, a sports park + forest park, a native botanical garden, a culture and art park, a complex park, a water storage site, a water storage site to extinguish forest fire, a geriatric hospital, an agricultural facility, and a school site types etc. The results suggest that the alternate use in the abandoned soil and stone quarry is needed to establish facility use models with consideration of user's preference.

The Economic Feasibility Analysis of Crop Cultivation Practice Project in Pirganj and Kurigram Districts, Bangladesh (작물재배기술의 경제적 타당성 분석 : 방글라데시 피르간즈군과 쿠리그람군 사례)

  • The United States Department of Agriculture (USDA) funded collaborative project on The Economic Feasibility Analysis of Crop Cultivation Practice Project in Pirganj and Kurigram Districts in Bangladesh will started during 2008-2012, for 4 years with total project cost of US$ 571,270. The project will be implemented in 6 villages; has 1,097 hectares areas which is divided into 948 hectares of agricultural land, 52 hectares of forest land and 345 hectares of other land, covered 1,059 households equal to 5,305 persons in Pirganj and Kurigram districts The project has proposed to be implemented in joint collaboration by Bangladesh Agricultural Research Council (BARC), Bangladesh Agricultural Research Institute (BARI) and Rangpur Dinajpur Rural Service (RDRS) Bangladesh with full participation of the farmers' groups of respective project site. The specific objectives of the project are: (1) to estimate the productivity of paddy, wheat, maize, tobacco and sugarcane (2) to determine the cost of production and returns to the above mentioned crops (3) to study the interrelationship between inputs and output of the above mentioned crops and (4) to examine the resource utilization patterns at farm level. In this project analysis, the net incremental profit is US$33,028. The expected incremental project benefit and incremented production cost are estimated as US$ 219,959 and US$ 186,931 respectively. The financial decision making criteria would be followed in this crop cultivation practice project. After the project implementation, the expected project benefits are assumed to be continued for 15 years. The benefit cost ratio (B/C) of the project is estimated at 1.077 (table 11) when using discount rate of 10% as an opportunity cost of capital in Bangladesh. FIRR of project is estimated at 26.15% which is bigger than the opportunity cost by more than double. So this project is financially feasible and acceptable. Therefore, this project should be extended to other areas to increase the farm income and economic growth of marginal poor farmers in Bangladesh.

Main Causes of Delayed Marriage among Korean Men and Women; Contingent Joints of Status Homogamy, Gender Role Divisions, and Economic Restructuring (남녀 결혼시기 연장의 주요 원인: 계층혼, 성역할분리규범, 경제조정의 우발적 결합)

  • This study aims to explain the current upheaval in marriage that many young Korean men and women postpone or deny their marriage. In order to explain the delayed marriage, we need to understand the taste by which men and women choose their partners, the opportunity by which they find their ideational half in reality, and the context in which these values and opportunities of marriages intersect. This study examines the way in which the value and opportunities of marriage among Korean men and women have intersected differently in the changing economic conditions. Using KLIPS(Korea Labor Income Panel Survey, 1998-2002), differential effects of education and occupational status on marital time according to marriage cohort and gender are analyzed. Results find that the opportunity of marriage among men turns out to have been stratified significantly according to their educational achievement and labor status since the 1990s. For women, education and economic activities are likely to influence marriage decision in a discordant way; during the period of 1990-997, highly educated women are more likely than their counterparts to be married earlier while there is no significant difference according to economic activities. This implies that status homogamy has been intensified since the 1990s and many women with high motivation for social status are able to achieve a vicarious social status through marriage in a prosperous economy. For women married after 1998, however, the educational effect is insignificant but economic activity contributes to delaying marriage. This suggests that under the economic restructuring since the late 1990s, the constraint of opportunities finding decent jobs particularly for men results in the contingent change in women's perception about family roles and economic activities by reducing their expectation to achieve a vicarious status through marriage, but increasing their motive for their own economic activities.

Effect of Capital Market Return On Insurance Coverage : A Financial Economic Approach (투자수익(投資收益)이 보험수요(保險需要)에 미치는 영향(影響)에 관한 이론적(理論的) 고찰(考察))

  • Recent financial theory views insurance policies as financial instruments that are traded in markets and whose prices reflect the forces of supply and demand. This article analyzes individual's insurance purchasing behavior along with capital market investment activities, which will provide a more realistic look at the tradeoff between insurance and investment in the individual's budget constraint. It is shown that the financial economic concept of insurance cost should reflect the opportunity cost of insurance premium. The author demonstrates the importance of riskless and risky financial assets in reaching an equilibrium insurance premium. In addition, the paper also investigates how the investment income could affect the four established theorems on traditional insurance literature. At the present time in Korea, the price deregulation is being debated as the most important current issue in insurance industry. In view of the results of this paper, insurance companies should recognize investment income in pricing their coverage if insurance prices are deregulated. Otherwise. price competition may force insurance companies to restrict coverage or to leave the market.
