20인승급 소형 위그선의 안전성 평가 (The Safety Assessment of Small WIG Craft in the 20-Passenger Class)

  • WIG crafts are a high speed vessel with features of dynamic supported craft. These crafts, which are predominantly of light weight and operate any substantially greater speeds than conventional craft such as bulk carrier, tanker, container ship, etc., could not be accommodated under traditional maritime safety instruments. It means that there is the need for risk and safety levels to be assessed on a holistic basis, recognizing that high levels of operator training, comprehensive and thoroughly implemented procedures, high levels of automation and sophisticated software can all make significant contributions to risk reduction. To response this requirement, the Interim Guideline for WIG craft(MSC/Circ.1054) were developed in the view of the configuration of WIG craft, which fall between the maritime and aviation regulatory regimes. This paper reviews a safety assessment process and methodology to be used in the design phase of a new ship. The process and methodology is based on the risk-based approach and is applied to safety assessment in concept development phase of small WIG craft in the 20-person class.

  • 본 논문에서는 급전지역분소 전력감시 시스템 운영자를 대상으로 하는 훈련시스템을 제안하였다. PC Platform에서 개발하여 운영자가 용이하게 설치, 관리가 가능하도록 하였으며 현재 설치되어 있는 SCADA 시스템의 MMI와 유사하게 구성하여 SCADA 조작 훈련에 대한 효과를 극대화 하였고 SCADA 데이터 베이스와 동일하게 데이터베이스를 구현함으로서 데이터 베이스 조작훈련이 가능하고 차단기 제어시 COS처리, 이벤트 발생에 대한 시각화를 용이하게 하여 운영자로 하여금 SCADA 시스템의 동작에 대한 이해를 도울 수 있도록 처리하였다. 또한, 모의사고 발생기능을 지원하여 사고 발생시 차단기의 동작 및 이에 따른 전력계통의 변화를 훈련자가 인식할 수 있게 하였다. 제안한 시스템으로 인하여 SCC SCADA 운영자에 대한 용이한 훈련이 가능함으로서 실제 SCADA 조작시 오조작을 방지할 수 있으며 사고발생시 신속한 복구작업을 가능하게 함으로서 전력계통 운전의 효율성을 향상할 수 있는 효과를 가져올 수 있다.

  • Vulnerability assessment of power systems is important so as to determine their ability to continue to provide service in case of any unforeseen catastrophic contingency such as power system component failures, communication system failures, human operator error, and natural calamity. An approach towards the development of on-line power system vulnerability assessment is by means of using an artificial neural network(ANN), which is being used successfully in many areas of power systems because of its ability to handle the fusion of multiple sources of data and information. An important consideration when applying ANN in power system vulnerability assessment is the proper selection and dimension reduction of training features. This paper aims to investigate the effect of using various feature extraction methods on the performance of ANN as well as to evaluate and compare the efficiency of the proposed feature extraction method named as neural network weight extraction. For assessing vulnerability of power systems, a vulnerability index based on power system loss is used and considered as the ANN output. To illustrate the effectiveness of ANN considering various feature extraction methods for vulnerability assessment on a large sized power system, it is verified on the IEEE 300-bus test system.

산림복지서비스 이용권 제도 도입에 관한 인식 특성 비교 (Comparison of Recognition on Introduction of Forest Welfare Service Voucher System)

  • Forest service government has been prepared a Forest welfare voucher service system base on published law on th Promotion Welfare Forest. The purpose of this research is study on domestic situation and set on direction of voucher service before started it. In particular, voucher service will be implemented to Forest service government's recreation facilities area, awareness of voucher service system of its users and operators need to be reveal, and also other government's similar voucher operator's opinions also investigate. From those results, it find out introduction factors of forest welfare services voucher system. Recognition investigating survey result shows that the ordinary people are interested in programs, the forest recreation experts are interested in 'Construction and utilization of forest infrastructure', other voucher's experts are interested in 'Training', and ordinary people are interested in 'voucher programs'. So each respondents' results are different in important factors of introducing welfare service voucher system.

  • 본 연구에서는 자동화된 데이터의 수집과 자동화된 제조환경하에서 수행될 수 있는 공정관리도의 패턴양상에 대하여 인공지능의 대표적인 기법인 인공신경망을 이용하여 각 패턴의 인식과 이의 검증, 그리고 이상패턴의 발생상황을 모니터링할 수 있는 지능형 공정관리 시스템을 개발하는데 중점을 두었다 개발된 패턴인식시스템을 이용하여 공정의 상태를 관리하는 작업자의 부담을 한층 덜어줄 수 있으며 작업자는 공정에 이상패턴이 발생하는 경우에 패턴인식시스템을 통하여 공정상태에 대한 정보를 전달받을 수 있어서 지속적인 품질개선활동을 수행할 수 있게 된다.

Collision risk assessment based on the vulnerability of marine accidents using fuzzy logic

  • Based on the trend, there have been numerous researches analysing the ship collision risk. However, in this scope, the navigational conditions and external environment are ignored or incompletely considered in training or/and real situation. It has been identified as a significant limitation in the navigational collision risk assessment. Therefore, a novel algorithm of the ship navigational collision risk solving system has been proposed based on basic collision risk and vulnerabilities of marine accidents. The vulnerability can increase the possibility of marine collision accidents. The factors of vulnerabilities including bad weather, tidal currents, accidents prone area, traffic congestion, operator fatigue and fishing boat operating area are involved in the fuzzy reasoning engines to evaluate the navigational conditions and environment. Fuzzy logic is employed to reason basic collision risk using Distance to Closest Point of Approach (DCPA) and Time of Closest Point of Approach (TCPA) and the degree of vulnerability in the specific coastal waterways. Analytical Hierarchy Process (AHP) method is used to obtain the integration of vulnerabilities. In this paper, vulnerability factors have been proposed to improve the collision risk assessment especially for non-SOLAS ships such as coastal operating ships and fishing vessels in practice. Simulation is implemented to validate the practicability of the designed navigational collision risk solving system.

Building a mathematics model for lane-change technology of autonomous vehicles

  • In the process of autonomous vehicle motion planning and to create comfort for vehicle occupants, factors that must be considered are the vehicle's safety features and the road's slipperiness and smoothness. In this paper, we build a mathematical model based on the combination of a genetic algorithm and a neural network to offer lane-change solutions of autonomous vehicles, focusing on human vehicle control skills. Traditional moving planning methods often use vehicle kinematic and dynamic constraints when creating lane-change trajectories for autonomous vehicles. When comparing this generated trajectory with a man-generated moving trajectory, however, there is in fact a significant difference. Therefore, to draw the optimal factors from the actual driver's lane-change operations, the solution in this paper builds the training data set for the moving planning process with lane change operation by humans with optimal elements. The simulation results are performed in a MATLAB simulation environment to demonstrate that the proposed solution operates effectively with optimal points such as operator maneuvers and improved comfort for passengers as well as creating a smooth and slippery lane-change trajectory.

  • Double-front construction machinery, which was designed for complicated tasks, requires intelligent systems that can provide the quantitative work analysis needed to determine effective work procedures and that can provide operational and cognitive support for operators. Construction work environments are extremely complicated, however, and this makes state identification difficult. We therefore defined primitive static states (PSS) that are determined using on-off data for the lever inputs and manipulator loads for each part of the grapple and front and that are completely independent of the various environmental conditions and operator skill levels. To confirm the usefulness of PSS, we performed experiments with a demolition task by using our virtual reality simulator. We confirmed that PSS could robustly and accurately identify the work states and that untrained skills could be easily inferred from the PSS-based work analysis. We also confirmed in skill-training experiments that advice information using PSS-based skill analysis greatly improved work performance. We thus confirmed that PSS can adequately identify work states and are useful for work analysis and skill improvement.

A COMPARISON OF OLD AND NEW OSHA REGULATIONS ON CRANES AND DERRICKS USING COMPREHENSIVE GAP ANALYSIS

  • Aiming at reducing deaths and injuries involving construction crane operations, OSHA has recently updated its 40-year-old crane safety standards with new rules addressing the use of cranes and derricks in construction. The goal of this change in rule is to deal with the leading causes of fatalities related to crane and derrick operations. Employers in the construction industry are mandated to ensure that employees in the work zone are trained to recognize hazards associated with the use of the equipment and any related duties that they are assigned to perform. However, those responsible at construction sites for the supervision and management of safe crane operations often lack the integrated knowledge of the standards, regulations and best practices for conducting or supervising daily, monthly, or quarterly inspection of cranes. As such, proper planning, management and implementation of crane operations, including inspections are just as paramount to reducing accidents on the construction site. It is important that engineers responsible for the management and planning of crane operations understand the latest OSHA crane and hoisting standards to ensure a safer work environment is maintained. Many on site engineers overseeing crane operations do not have adequate training, experience, and knowledge of the inspection requirements to assess safe crane operation and too often rely on the crane operator's judgement. This paper highlights recent research effort in defining significant changes in new crane and hoisting standards and provides basis for safety construction operations.

NCS 기반 직업능력개발훈련 기관인증평가를 위한 평가자의 역할과 역량 분석 (Analysis of Evaluator's Role and Capability for Institution Accreditation Evaluation of NCS-based Vocational Competency Development Training)

  • NCS의 성공은 직업능력개발훈련 기관인증평가자의 역할과 역량에 달려 있다. 이 연구는 NCS기반 직업능력개발훈련 기관인증을 위한 평가자의 역할과 역량을 도출하는 데 목적이 있다. 델파이 기법을 적용하여 평가자의 구체적 역할을 다각적으로 탐색하고, 필요한 지식과 기술, 태도 그리고 특성을 도출하여 그 타당성을 검증하고자 하였다. 이를 위해 교육훈련 전문가와 심사평가 전문가를 패널로 선정하여 3차에 걸친 델파이 연구를 진행하였다. 연구 결과, 평가자의 역할은 총 8개로 운영자, 조정 중재자, 협력자, 분석가, 검증가, 기관평가자, 기관컨설턴트, 학습자로 분류되었고, 각 역할에 따른 역량은 총 25개로 도출되었다. 지식 영역은 HRD 지식, NCS 지식, 직업능력개발훈련 지식, 훈련기관인증평가 지식의 총 4개의 역량이 포함되었다. 기술 영역은 갈등관리 능력, 대인관계 능력, 문서작성 능력, 문제해결 능력, 분석 능력, 사전준비 능력, 시간관리 능력, 의사결정 능력, 정보이해 활용 능력, 종합적사고 능력, 직업훈련기관에 대한 이해 능력, 커뮤니케이션 능력, 피드백 능력, 핵심파악 능력의 총 14개의 역량으로 구성되었다. 태도영역은 객관성 및 공정성, 서비스 마인드, 소명의식, 윤리의식, 자기개발, 책임감, 팀워크의 총 7개로 정리됐다. 이 연구의 결과로 도출된 역할과 역량은 평가자가 일정한 요건을 갖추어 공정하고 체계적으로 인증평가할 수 있도록 평가자 대상 교육프로그램을 설계하고 운영하는 데 유용할 것이다. 특히, 평가자의 경험과 역할에 따라 기초교육 및 향상 교육을 실시할 수 있도록 역량별 교육 프로그램을 모듈별로 설계하고, 지속적으로 평가자의 품질을 관리하는 데 기초자료로 활용될 것으로 기대된다.
