"Critical Application of Witness Commentaries: The Case of Guerrilla Warfare in the Korean War" ("증언자료의 비판적 활용 - 6.25전쟁 시기 유격대의 경우")

  • The anticommunist guerrillas' activities that aretheconcern of this article took place largely in North Korea or behind the enemy-held lines. Verifying their history is accordingly difficult and requires careful attention, but despite their active operations the military as well as the scholarly community have been lax in studying them. The Korean War came to be perceived as a traditional, limited war with regular battles, so that the studies addressed mostly the regular operations, and guerrilla warfare is remembered as an almost 'exclusive property' of the communist invaders; a small wonder that the anticommunist guerrillas have not been studied much and the collection of materials neglected. Therefore, in contrast with the witness accounts concerning regular battles, witness resources were of a small volume about these "patriots without the service numbers." For the above reasons the guerrilla participants and their later-organized fellowships took to the task of leaving records and compiling the histories of their units. They became active preservers of history in order to inform later generations of their works and also to secure deserved benefits from the government, in a world where none recognized their achievements. For instance, 4th Donkey Unit published witness accounts in addition to a unit history, and left video-recordings of guerrilla witnesses before any institute systematized the oral history of the guerrillas. In the case of Kyulsa ("Resolved to Die") Guerrilla Unit, the unit history was 10 times revised and expanded upon for publication, contributing substantially to the recovery of anticommunist guerrilla history which had almost totally lacked documented resources. Now because the guerrilla-related witness accounts were produced through fellowship societies and not individually, it often took the form of 'collective memory.' As a result, though thousands of former guerrillas remain surviving, the scarcity of numerous versions of, or perspectives upon, an event renders difficult an objective approach to the historical truth. Even requests to verify the service of a guerrilla member or to apply for decoration or government benefits for those killed in action, the process is taken care of not at the hands of the first party but the veteran society, so that a variety of opinions are not available for consideration. Moreover, some accounts were taken by American military personnel, and since some historians, unaware of official documents or evaluation of achievements, tended to center the records around their own units and especially to exaggerate the units' performances, they often featured factual errors. Thefollowing is the means to utilize positively the aforementioned type of witness accounts in military history research. It involves the active use of military historical detachments (MHD). As in the examples of those dispatched by the American forces during the Korean War, experts should be dispatched during, and not just after, wartimes. By considering and investigating the differences among various perspectives on the same historical event, even without extra documented resources it is possibleto arrive at theerrors or questionable points of the oral accounts, supplementing the additional accounts. Therefore any time lapses between witness accounts must be kept in consideration. Moreover when the oral accounts come from a group such as participants in the same guerrilla unit or operation, a standardized list of items ought to be put to use. Education in oral history is necessary not just for the training of experts. In America wherethefield sees much activity, it is used not only in college or graduate programs but also in elementary and lifetime educational processes. In comparison in our nation, and especially in historical disciplines, methodological insistence upon documented evidences prevails in the main, and in the fields of nationalist movement or modern history, oral accounts do not receive adequate attention. Like ancient documents and monuments, oral history also needs to be made a regular part of diverse resource materials at our academic institutes for history. Courses in memory and history, such as those in American colleges, are available possibilities.

Incidence and Procedure-Related Risk Factors of Delirium in Patients Admitted to an Intensive Care Unit (중환자실 입원 환자의 섬망 발생과 처치 관련 위험인자)

  • Objectives : Although delirium is a common complication among patients hospitalized in intensive care units(ICUs), little is known about the roles that diagnostic and therapeutic procedures play in its development. This study investigates the procedure-related risk factors of delirium in ICU patients. Methods : All the consecutive patients admitted to the ICU between June 2016 and May 2017 were routinely evaluated for delirium by psychiatrists. In total, 1156 patients met the inclusion criteria and were retrospectively analyzed. A multiple logistic regression analysis was conducted to investigate independent risk factors of delirium development while adjusting for other characteristics. Results : The age, Acute Physiology and Chronic Health Evaluation (APACHE II) score, proportion of patients who had undergone an operation, and proportion of patients who were foley catheterized, mechanically ventilated, and physically restrained were higher in the delirium group. The multiple logistic regression analysis confirmed that the use of restraint was an independent risk factor of delirium (odds ratio : 10.006 ; 95% confidence interval : 6.120-16.360 ; p<0.001). The patient factors independently associated with delirium were an advanced age and a higher APACHE II score. The incidence of delirium was 15.3%. Conclusions : There is a high prevalence of delirium influenced by potentially harmful procedures in patients in ICU settings. The use of physical restraint had the strongest association with the development of delirium. These findings advocate the need to target procedure-related risk factors such as the use of restraints as preventive intervention measures for ICU delirium.

Comparison of the wall clock time for extracting remote sensing data in Hierarchical Data Format using Geospatial Data Abstraction Library by operating system and compiler (운영 체제와 컴파일러에 따른 Geospatial Data Abstraction Library의 Hierarchical Data Format 형식 원격 탐사 자료 추출 속도 비교)

  • The MODIS (Moderate Resolution Imaging Spectroradiometer) data in Hierarchical Data Format (HDF) have been processed using the Geospatial Data Abstraction Library (GDAL). Because of a relatively large data size, it would be preferable to build and install the data analysis tool with greater computing performance, which would differ by operating system and the form of distribution, e.g., source code or binary package. The objective of this study was to examine the performance of the GDAL for processing the HDF files, which would guide construction of a computer system for remote sensing data analysis. The differences in execution time were compared between environments under which the GDAL was installed. The wall clock time was measured after extracting data for each variable in the MODIS data file using a tool built lining against GDAL under a combination of operating systems (Ubuntu and openSUSE), compilers (GNU and Intel), and distribution forms. The MOD07 product, which contains atmosphere data, were processed for eight 2-D variables and two 3-D variables. The GDAL compiled with Intel compiler under Ubuntu had the shortest computation time. For openSUSE, the GDAL compiled using GNU and intel compilers had greater performance for 2-D and 3-D variables, respectively. It was found that the wall clock time was considerably long for the GDAL complied with "--with-hdf4=no" configuration option or RPM package manager under openSUSE. These results indicated that the choice of the environments under which the GDAL is installed, e.g., operation system or compiler, would have a considerable impact on the performance of a system for processing remote sensing data. Application of parallel computing approaches would improve the performance of the data processing for the HDF files, which merits further evaluation of these computational methods.

A Plan to Activate the Archive of Maeul Communities (마을공동체 아카이브 활성화 방안)

  • 'Maeul' is a concept connoting a community. As a place where ordinary people's lives are planned and realized, Maeul is the foundation of their daily lives as well as a place where they work, rest and enjoy pastime activities. In Korea, however, most Maeul communities are dismantled while going though the modern period representing colonization and developmental dictatorship. Growth-oriented industrialization and urbanization turned into such adverse effects as individualization, a sense of loss and a sense of alienation. Recently, through innovations from below, Maeuls are restored, and through Maeul communities restored this way, every Maeul and many researchers carry out activities to build a healthy civil society. This study was conducted on such a background. For a healthy restoration of Maeul communities and a sustainable operation of those communities, it is necessary to establish archives where record the trace of Maeul members' daily lives and relations between those members. The archive of Maeul communities is a place that contains each Maeul's local characteristics as well as human relations as well. It is because this place can be space where Maeul members can record their history, communicate with each other and make a better future. The archive of Maeul communities can be made into various different models, which can be operated by reflecting the identity of a community such as main agents and characteristics, objectives and orientation of objects recorded. Rather than when Maeul communities exist as individuals, they can display more important functions and better effect when they form a network. Therefore, it is needed to provide various and creative methodologies different from the existing government-led record management. Not only on the form of archives, but also all over their functions, such as collection, arrangement, classification, evaluation, management and utilization, Maeul and Maeul residents' norms, orientation and realistic conditions should be thoroughly reflected. Starting from a chance to look back at individuals' lives, the archive of Maeul communities will be a new chapter to restore and build a healthy community in our society and overcome social contradictions from below. Moreover, the archive of Maeul communities has a great significance that it will broaden its prospect creatively with a new paradigm, not only mechanically turning the existing public sector-centered record management into a non-governmental sector.

The Effective Approach for Non-Point Source Management (효과적인 비점오염원관리를 위한 접근 방향)

  • In order to manage non-point sources, the paradigm of the system should be changed so that the management of non-point sources will be systematized from the beginning of the use and development of the land. It is necessary to change the method of national subsidy support and poeration plan for the non-point source management area. In order to increase the effectiveness of the non-point source reduction project, it is necessary to provide a minimum support ratio and to provide additional support according to the performance of the local government. A new system should be established to evaluate the performance of non-point source reduction projects and to monitor the operational effectiveness. It is necessary to establish the related rules that can lead the local government to take responsible administration so that the local governments faithfully carry out the non-point source reduction project and achieve the planned achievement and become the sustainable maintenance. Alternative solutions are needed, such as problems with the use of $100{\mu}m$ filter in automatic sampling and analysis, timely acquisition of water sampling and analysis during rainfall, and effective management of non-point sources network operation management. As an alternative, it is necessary to consider improving the performance of sampling and analysis equipment, and operate the base station. In addition, countermeasures are needed if the amount of pollutant reduction according to the non-point source reduction facility promoted by the national subsidy is required to be used as the development load of the TMDLs. As an alternative, it is possible to consider supporting incentive type of part of the maintenance cost of the non-point source reduction facility depending on the amount of pollutants reduction.

A Study for establishment of soil moisture station in mountain terrain (1): the representative analysis of soil moisture for construction of Cosmic-ray verification system (산악 지형에서의 토양수분 관측소 구축을 위한 연구(1): Cosmic-ray 검증시스템 구축을 위한 토양수분량 대표성 분석 연구)

  • The major purpose of this study is to construct an in-situ soil moisture verification network employing Frequency Domain Reflectometry (FDR) sensors for Cosmic-ray soil moisture observation system operation as well as long-term field-scale soil moisture monitoring. The test bed of Cosmic-ray and FDR verification network system was established at the Sulma Catchment, in connection with the existing instrumentations for integrated data provision of various hydrologic variables. This test bed includes one Cosmic-ray Neutron Probe (CRNP) and ten FDR stations with four different measurement depths (10 cm, 20 cm, 30 cm, and 40 cm) at each station, and has been operating since July 2018. Furthermore, to assess the reliability of the in-situ verification network, the volumetric water content data measured by FDR sensors were compared to those calculated through the core sampling method. The evaluation results of FDR sensors- measured soil moisture against sampling method during the study period indicated a reasonable agreement, with average values of $bias=-0.03m^3/m^3$ and RMSE $0.03m^3/m^3$, revealing that this FDR network is adequate to provide long-term reliable field-scale soil moisture monitoring at Sulmacheon basin. In addition, soil moisture time series observed at all FDR stations during the study period generally respond well to the rainfall events; and at some locations, the characteristics of rainfall water intercepted by canopy were also identified. The Temporal Stability Analysis (TSA) was performed for all FDR stations located within the CRNP footprint at each measurement depth to determine the representative locations for field-average soil moisture at different soil profiles of the verification network. The TSA results showed that superior performances were obtained at FDR 5 for 10 cm depth, FDR 8 for 20 cm depth, FDR2 for 30 cm depth, and FDR1 for 40 cm depth, respectively; demonstrating that those aforementioned stations can be regarded as temporal stable locations to represent field mean soil moisture measurements at their corresponding measurement depths. Although the limit on study duration has been presented, the analysis results of this study can provide useful knowledge on soil moisture variability and stability at the test bed, as well as supporting the utilization of the Cosmic-ray observation system for long-term field-scale soil moisture monitoring.

Reassessment on the Four Major Rivers Restoration Project and the Weirs Management (4대강 살리기사업의 재평가와 보의 운용방안)

  • The master plan for the Four Rivers Restoration Project (June 2009) was devised, the procedure of pre-environmental review (June 2009) and environmental impact assessment (Nov. 2009), and post-environmental impact survey were implemented, and 4 times audits also inspected. and finally the Ministry of Environment's Four Rivers Investigation and Evaluation Planning Committee proposed the dismantling or partial dismantling of the five weirs of the Geum River and Yeongsan River. But controversies and conflicts are still ongoing. Therefore, this study intend to reestablish the management plan for the four major rivers by reviewing and analyzing the process so far. The results are as follows. First, a cost-benefit analysis should be performed by comparing the water quality impact of weir operation and weir opening. Therefore, it is inevitably difficult to conduct cost-benefit analysis. Second, according to the results of cost-benefit analysis on the dismantling of the Geum River and the Yeongsan River, the dismantling of the weir and the regular sluice gate opening was decided. However, there is a problem in the validity of the decision to dismantle the weir because the cost-benefit analysis for maintaining the weir is not carried out. Third, looking at the change in water quality of 16 weirs before and after the Four Major Rivers Restoration Project, COD and Chl-a were generally deteriorated, and BOD, SS, T-N, and T-P improved. However, in the cost-benefit analysis related to water quality at the time of weir dismantling, only COD items were targeted. Therefore, the cost of BOD, SS, T-N, and T-P items improved after the project were not reflected in the cost-benefit analysis of dismantling weirs, so the water quality benefits were exaggerated. Fourth, in the case of Gongju weir and Juksan weir, most of them are movable weirs, so opening the weir alone can have the same effect as dismantling when the water quality deteriorates. Since the same effect can be expected, there is little need to dismantle the weirs. Fifth, in order to respond to frequent droughts and floods, it is desirable to secure the agricultural water supply capacity to the drought areas upstream of the four majorrivers by constructing a waterway connected to the weir. At present it is necessary to keep weirs rather than dismantling them.

A Study for operation results of the comprehensive examination on tendering system in the cultural heritage repair and restoration, focusing on the cause of the decline in the winning bid rate (문화재수리 종합심사낙찰제·종합평가낙찰제 운영결과 및 낙찰률하락 원인 분석)

  • The comprehensive examination on tendering system has been introduced to the Cultural Heritage repair and restoration field since 2016 to remedy the repair issues of South Gate in 2014. The Cultural Heritage Administration tried to attain the high performance of the cultural heritage repair and restoration works securing the proper payment for the repair and restoration works. It is high time to review the operating performance of the comprehensive examination on tendering system (hereinafter referred to as the "CEOTS"), as the system has been run for over 5 years to correspond with its original goal, i.e., "The Proper Payment in return for the High Performance of Repair and Restoration works." This study intends to analyze 114 tenders of CEOTS from 2016 to 2020. As a result of the analysis of 114 tenders, firstly, more than half of bid winners were in the top 20% of repair & restoration capacity disclosure amount list, which mostly fulfilled the goal of 'attaining high performance.' Secondly, as the winning bid rate is decreasing from 86.847% in 2017 to 85.488% in 2020, the goal of 'guarantee of a proper payment' is not achieved yet. Thirdly, the influence of Economic Evaluation section in CEOTS has been grown since the change of scoring system in CEOTS in 2019. This study identifies two reasons why the winning bid rate of CEOTS has decreased. Firstly, it is caused by the fact that 'the group that got more than 1st place' and 'the first place group' that are more than half of the total bidders have the decreasing bidding rate trend as the years go by. Secondly, the exclusion rate of 'the group that got more than 1st place' is higher than the exclusion rate of 'the group that got less than 1st place', which means the expected winning rate would be lowered. It is proposed that the revision of CEOTS code is needed, i.e. easing the strict rule concerning the exclusion rate as well as setting up the lower bidding limit to prevent the excessive decreasing winning bid rate.

Analysis of Service Factors on the Management Performance of Korea Railroad Corporation - Based on the railroad statistical yearbook data - (한국철도공사 경영성과에 미치는 서비스 요인분석 -철도통계연보 데이터를 대상으로-)

  • The purpose of this study is to derive service factors based on the "Rail Statistical Yearbook" data of railroad service providers from 1990 to 2019, and to analyze the effect of the service factors on the operating profit ratio(OPR), a representative management performance variable of railroad transport service providers. In particular, it has academic significance in terms of empirical research to evaluate whether the management innovation of the KoRail has changed in line with the purpose of establishing the corporation by dividing the research period into the first period (1990-2003) and the latter (2004-2019). The contents of this study investigated previous studies on the quality of railway passenger transportation service and analyzed the contents of government presentation data related to the management performance evaluation of the KoRail. As an empirical analysis model, a research model was constructed using OPR as a dependent variable and service factor variables of infrastructure, economy, safety, connectivity, and business diversity as explanatory variables based on the operation and management activity information during the analysis period 30 years. On the results of research analysis, OPR is that the infrastructure factor is improved by structural reform or efficiency improvement. And economic factors are the fact that operating profit ratio improves by reducing costs. The safety factor did not reveal the significant explanatory power of the regression coefficient, but the sign of influence was the same as the prediction. Connectivity factor reveals a influence on differences between first period and latter, but OPR impact direction is changed from negative in before to positive in late. This is an evironment in which connectivity is actually realized in later period. On diversity factor, there is no effect of investment share in subsidiaries and government subsidies on OPR.

Ventilation at Supra-Optimal Temperature Leading High Relative Humidity Controls Powdery Mildew, Silverleaf Whitefly, Mite and Inhibits the Flowering of Korean Melon in a Greenhouse Cultivation (참외 시설 재배 시 고온에서의 환기 처리에 의한 상대습도 상승과 흰가루병, 담배가루이, 응애 방제 및 개화 억제)

  • This study was conducted to investigate the effect of ventilation at high temperature on the control of powdery mildew, silverleaf whitefly two-spotted spider mite occurred at Korean melon cultivation greenhouse, and on leaf rolling and flowering of the plant in summer season. 'Alchanggul' grafted onto 'Hidden Power' rootstock was planted on soil bed with the distance of 40 cm. Three ventilation temperatures of 45℃, 40℃, and 35℃ as set points were compared. Ventilation treatment was done by control of side window operation from 18th June to 13th July when silverleaf whitefly, mite, and powdery mildew were occurred in all greenhouses. The temperature inside greenhouse was increased up to the set temperature point on sunny days and maintained for about 9 hours with high relative humidity at 45℃ condition. The differences of day maximum air temperature and day minimum RH were the highest at 45℃ treatment. After 11 days of treatments, the damage by powdery mildew and two-spotted spider mite was almost recovered at 45℃ treatment but not at 40 and 35℃. The population of silverleaf whitefly and two-spotted spider mite were significantly decreased at 45℃ treatment at 14 days after treatment, while powdery mildew symptom was not significantly decreased. Leaf rolling was observed at high temperature but not severe at 45℃ treatment. After 26 days of treatments, female flowers did not bloom at all at 45℃ treatment, and the number of male flowers was 1.2 among 15 nodes of newly grown shoots. As the result, it indicates that ventilation at the high temperature of 45℃ for about 2 to 3 weeks can be an applicable method to control above mentioned pests and disease, and to recover the vegetative growth of Korean melon by reducing flowering of the plant.
