Urban Campus Expansion in City Block A Case of New York University, New York City, USA

  • This study explores the issue of campus expansion of an urban university using an in-depth case study of New York University in New York City, USA. It investigates the physical pattern and development mechanism of the campus expansion process on a city grid structure. The three elements that characterize NYU's recent campus expansion, are (1) the university's commitment to building a student community around a public open space on a subway network, (2) four types of property acquisition and building development practiced by the university with private developers for space leasing, building renovation and development under changing local development circumstances, and (3) the city's initiative for attracting the private sector whose development activities influence the university's development dynamics. These findings suggest that the expansion planning of an urban university, due to its location in a city, should be placed on a local planning agenda, which can positively contribute to public goals through the collaborative engagement of the private and public sectors.

Comparative Analysis of National Policies for Open Data Government Ecosystem (공공데이터 생태계 조성을 위한 주요 국가별 정책에 관한 비교 분석)

  • As The Fourth Industrial Revolution and Intelligent Information Age came into full-scale, the policy of open government data has become a hot topic for each country. The United States, the United Kingdom, and other countries are shifting policy direction to "creating value" of open government data. Also, in the age of the digital economy where the data market is soaring, open government data is gradually being recognized as a new raw material for new business and start-ups. In addition, Korea ranked first in the OECD open government data evaluation twice in a row, and was highly evaluated in the international evaluation. However, domestic firms are still lacking in qualitative openness of government data, data is dispersed among institutions, lack of public-private data linkage, and development of app-oriented development. This study attempts to analyze major national policies for the creation of a data ecosystem that considers data lifecycle, from production to storage, distribution and utilization of data. First, the target countries were the leading public data countries among the OGP member countries, the USA, the UK, Australia and Canada. The results of this study are as follows. As a result of analyzing the results and comparing Korea's policies, it was concluded that most of Korea is superior in open government data policy. However, improvement of data quality, development of open data portal as an open platform, support for finding various users including apps and web development companies, and cultivation of open government data utilizing personnel are analyzed as policy issues. In addition, the direction of policy for the balanced ecosystem of Korea is presented together.

Designing Online Public Education Contents in Korean Medicine Using the Rapid-Prototyping Instructional Systems Design Model

  • Objectives: The purpose of this study is to design Korean-themed online public education content in Korean medicine using rapid prototyping instructional systems design (RPISD). This study presents cases of developing and converting face-to-face general education programs designed to increase the interest in and understanding of Korean medicine for the public into online programs within a short timeframe. Methods: This qualitative study is design and development research, which used the RPISD model to analyze the available resources utilized in the rapid development of public educational content and propose systematization and optimization measures by analyzing the needs of clients, learners, and the environment. The <Treasured Mirror of Eastern Medicine(DUBG)Open Course> was developed according to the model procedure, which involved needs analysis, development of course materials and manuscript, and storyboard creation and its filming and editing. Usability tests were conducted at all stages, and the opinions of clients, instructors, experts, and instructional designers were accommodated and reflected at each stage. Results: Using the rapid prototyping model, <Treasured Mirror of Eastern Medicine(DUBG)Open Course> was organized into five classes of 20 minutes each. Each class was developed in Korean and included English, Chinese, and Japanese subtitles in addition to Korean under the cooperative instructional design among clients, subject-matter experts, instructional designer and learners. Conclusion: The cooperative instructional design of stakeholders is significant in developing Korean medicine public education content online through extensive interaction and feedback from stakeholders in the early stage of educational content development.

A Study on the Characteristics of an Unit Plan for a Tower Type Super-High-Rise-Residence (탑상형 초고층 주거건축의 단위평면 특성에 관한 연구 - 외기접합 면수별 공간구성 특성을 중심으로 -)

  • The purpose of this study is to grasp the spatial characteristic of the unit plan for a Super-High-Rise-Residence. This study is focused on the open air contact sides for a tower type Super-High-Rise-Residence. A tower type Super-High-Rise-Residence which has open air contacts from 1 to 3.5 sides differed in spatial characteristics of the unit plan for other apartment units. The current study analyzed 188 unit plans for the size of 40 pyong or larger in Seoul and the metropolitan areas which have been built since 1990. Open air contact side was classified as under 2 sides, 2 sides, and over 2 sides. The unit plan which belong to each open air contact side was Investigated according to the location of public area, the relationship between livingroom and master bedroom, and a method of entry to the master bedroom. The results of this study are as follow: According to increase open air contact sides is changed the location of public area in unit plan from an typical arrangement to various arrangement. Also the relationship between livingroom and master bedroom becomes loose and in a method of entry to the master bedroom increase an indirect approach through other room.

  • The purpose of this study is to present implications in the planning and design methodology for revitalization of public spaces for mixed-use residential building. For the purpose, I have taken a literature research and a site analysis with cases of 'Kyungsung Univ.·Bukyung Nat'l Univ. Station'-area in Busan City. The analysis framework was consist of spatial composition, street facilities, use behavior, and connection with the street. The result of this study is as follows; 1) It is needed to consist of an empty space practically usable in an open location that is easy to access by the general public. 2) Considering the use of people, it is needed to install street furniture that can actually be used for rest. 3) It is needed to make a plan and design that considers the access and use of the general public and the space through it. 4) It is needed to create a synergistic effect in the integration of the street and the public space and the linkage with the street through this.

An Automatic AP Connections Scheme using iBeacon (iBeacon을 이용한 AP 자동접속 방안)

  • There are two kinds of wireless network access to a certain place by using smart devices - 1) open (anonymous) - access and 2) user-authorized access. The open-access is a non-authorization connection method which does not need to require Smart device's user authorized information. It means open-access use only user's SSID (Service Set Identifier) information to access the wireless AP devices following public wireless network standard. This access mechanism is not suitable to use all of public wireless networks because users have to get all wireless network information around them. As a result, huge data for smart devices should be one of the most critical overload problems for them. Secondly, the user-authorized access method uses wireless network information (SSID and password) chosen by the users. So, the users have to remember and use the network access information data manually whenever accessing the network. Like open-access, this access method also has the operational and inconvenient problem for the users - manually inputting access information whenever connecting to the network. To overcome this problem in both schemes, we propose two improved wireless network access methods: 1) the implementation of automatic AP connection mechanism using user-authorization and iBeacon messages, and 2) SSID registration form for public wireless networks.

  • The purpose of this study is to investigate the current state of public Big Data in Seoul and suggest policy directions for the revitalization of Seoul's public Big Data. Big Data is perceived as innovation resources under the era of 4th Industrial revolution and Data economy. Especially, public Big Data serves a significant role in terms of universal access for citizens, startup, and enterprise compared with the private sector. Seoul reorganized a substructure of government's focus on Big Data and established organizations such as Big Data Campus and Urban Data Science Lab. Although the number of public open Data has increased in Seoul, there exists not much Data with characteristics similar to Big Data, such as volume, velocity, and value. In order to present the direction of Big Data policy in Seoul, we investigate the current status of Big Data Campus and Urban Data Science Lab operated by Seoul City. Considering the results of this study, we have proposed several directions that Seoul can use in establishing big data related strategies.

  • Open-pit mines are the critical infrastructure for acquiring natural resources. Since it could be endangered by environmental and safety problems during operations, continuous monitoring is required for this type of mine. However, the domestic level management and accumulation of present state data of the topographical alteration are incurred by the development and restoration of open-pit mines relying on digital topographic maps and site surveys. Because of it, other than an expert cannot be viewed easily examines those changes information of open-pit mines in the domestic level. If the efficient management and public access of the open-pit mine is targeted, it is easy to build a web-based three-dimensional monitoring system, utilized in the space information software of open source. Therefore, we purposed on developing an open-pit mine monitoring system to support the development and restoration of the ecology-friendly environment, which could be easily monitored by the general public for those changes within terrain and environments due to operations of the mine.

A Study on the Promotion of the Availability of Multipurpose School Auditoriums for Use by Local Community - Based on Case Studies of Primary, Middle and High Schools in Busan - (학교시설 다목적강당의 지역주민이용 활성화 방안에 관한 연구 - 부산시내 초.중.고교 중심으로 -)

  • The multipurpose auditoriums in schools are the center of local community and the places of their life-long education. The multipurpose auditoriums are to be open and made available for use by local public as far as it does not interfere with the education of the schools. However, most of them are not open to public on the pretext of management problems while demands of local communities for the opening of the facility is rising. The role of the multipurpose auditorium as the place of physical training and its maximum availability to local community have be taken into account of from its design stage. The location of the auditorium itself has to be close to the main entrance of the school for easy access, its facilities located in one common area, their management and maintenance scheme adopted appropriately but legally, and then security and safety measurement have to be devised. Also, more studies are necessary to propose detail regulations for local sports facilities and to develop their interrelationship and network, in connection with sophistication of school facilities and BTL system.

  • The Open Position System is a new personnel management system started in korea, 1999.Open Position System have purpose to use outstanding talents and to expertise from both public and private sector. Korean government adapted open position system in order to use the right man in the right place. And Korean government incresae application of Open Position System. But, in spite of strong good point of Open Position System, We have limitation to apply Open Position System in police organization, generally. Because police have unique characteristics compare with other public organization. There is constant controversy concerning unique characteristics of police organization. Now, Korean police adopt Open Position System in few division: Chiep of Driver's License Agency, Director General for Audit and Inspection of Nation police Agency, Chiep of police hospital. Therefore, this study explore, extention possibility of Open Position System in Korean police.
