Coronavirus disease 2019 (COVID-19) is currently in progress. Although it is difficult to predict the end of currently increasing COVID-19, it is expected to last for a long time. The COVID-19 is making a lot of changes. Due to physical distancing and living distancing, non-contacts such as wearing facial masks, online lectures, online medical services, telecommuting, and telemarketing are becoming common. In the era of post-COVID-19, online and offline will coexist. Many countries following China's lockdown strategy, which is agreed with the World Health Organization, should be changed to Taiwan's facial mask strategy for reducing the economic problems. The prolonging COVID-19 will add to the economic difficulties, and the US-China confrontation will be difficult to rebound the global economy. COVID-19, such as plaque, smallpox, and Spanish influenza, will be a historical momentum. How to respond to the crisis of COVID-19 and post-COVID-19 will determine the future of the world and Korea.

The power of the internet community as a social network exerts great influence on all areas of our society not only on knowledge creation and knowledge sharing but also on politics, economy, and culture. This study aims to investigate how the diffusion process of information evolves on the internet in the new environment. The focus of the study is particularly on aspects of using information and the process of information production and the types and methods of online communities. It is the goal of the study to clarify aspects of the online community as an important mediator among universal means of communication in our society. Recently, a Game Shut-down policy, partially limiting the time for the use of online game service, has been implemented in order to protect the youth from the excessive use of games by limiting their access to games in the late hours, based on the serious side effects of online games on the youth. However, the effectiveness of a Game Shut-down policy becomes a social issue. Thus, this study aims to investigate the alternative policies through the levels of the communications suggested by the theory of excellence, for the successful implementation of the policy. As a result of the study, the government and students, the recipient of those policies, need to strengthen their two-way communication in respect of the Game Shut-down policy, breaking from the existing views on the perception. The problem is that the current government's way of the communication for the Game Shut-down policy is one-way and it is aiming at achieving the objectives only. Thus, the communication in this manner will cause the side effect. 'the opportunistic violation of the system in the future', even if the students seemingly accept the system. Two-way communication will enhance the motivation for the voluntary acceptance of the system and lower the motivation for the opportunistic violation of the system. Thus, the government needs to strengthen two-way communication in the future.

This study aims to analyze the structure and characteristics of the domestic online game industry using network analysis. In particular, two-mode network analysis is employed to measure the network structure, centrality, and cluster for two types of online game platforms, online games and mobile games, from 1996 to 2014. We also conduct a dynamic analysis to capture the structural changes in the ecosystem by internal and external environmental changes before and after turning point for each online game platform. It is revealed that the online game econsystem has the higher number of clusters and higher concentration ratio than those of mobile game ecosystem. In dynamic analysis, both platforms exhibit similar trends over time with the increasing number of clusters, enlargement of largest cluster's size, and decreasing concentration ratio. This study is expected to provide fruitful implications for strategic decision making of online game companies and policy making for the online game industry.

Purpose: the research aims to analyze the impact of the distribution of knowledge through online learning on the intellectual potential of PhD students and produce recommendations for policy to improve intellectual capacity. During the literature review, it was determined that a large number of studies examined the impact of online learning on the quality of education at different levels. Research design, data and methodology: the research methodology is based on subjective assessment and studying the students' opinions. The basis of the study was a comprehensive analysis of primary data obtained through a sociological survey of PhD students. 324 respondents from humanitarian, medical and natural faculties participated in the survey. Results: the study revealed that online learning helps increase students' intellectual potential. PhD students had a positive attitude towards the transition from traditional education to online learning. It should be noted that, according to the results, the most popular gadgets were laptops and smartphones, which were characterized by high mobility and ease of use. Based on the obtained results, recommendations were developed for the formation of online learning with a focus on increasing students' intellectual potential. Conclusions: based on the results of the assessment of educational and innovative potential, policy recommendations and further research in this area were proposed.

The rent seeking behavior of monopolistic online platform enterprises against digital contents suppliers is similar to the importing countries transfers the monopoly profit acquired by exporting companies in the imperfectly competitive market through optimal tariffs. If such an optimal tariffs imposing mechanism of importing countries, according to so-called strategic trade policy theories, is applied to the rent-seeking behavior of online platform companies, important insights can be obtained in discussions on regulatory reform. In other words, if an online platform enterprises impose a differentiated fee on each contents-suppliers in a monopolistically competitive markets that pursues contents differentiation through R&D investment, it would reduce the innovation investment by contents suppliers. Nevertheless, profit-maximizing online platform enterprises would not voluntarily give up the discriminatory fee system. Therefore, we would like to propose the introduction of a regulation that can force the introduction of an non-discriminatory fee system for all the contents suppliers.

This study searched and analyzed online tracking technologies. It tried to understand what to consider when establishing policies related to online tracking. Online tracking technologies were classified into 'general cookies', 'super cookies', 'fingerprinting', 'device ID tracking' and 'cross-device tracking'. Political considerations should include the layers of online tracking, the subjects of tracking technology, purpose of use, duration and storage format of information, and development of technology. The implications of this study are as follows: first, policy makers and industry should be aware that the degree of risk perceived by users may vary according to the characteristics of online tracking technology. Secondly, it is necessary to understand factors that affect the classification of online tracking technology. Finally, in the industry, preemptive measures such as building an integrated privacy system are needed to relieve anxiety of users and to build trust.

As children's participation in online activities has recently increased, online services for children are also rapidly increasing, but children are not sufficiently guaranteed their rights. The purpose of this study is to classify and analyze issues related to the children's online privacy issues in Korea through the current status and case studies of application services mainly used by children. For this purpose, this research analyzed problems related to the children's online privacy protection according to the stage of using the application. As a result of the application content analysis, 1) issues of child identification, 2) effectiveness of notice and consent, and 3) issues of children's rights as subjects of information were derived. Based on the current status analysis, the policy implications were drawn based on the children's online privacy protection in the online environment, and suggestions were made for improvement.
