Globally, several countries with sea are using eco-friendly energy resources through offshore wind power development by overcoming the weak point of the existing power generation method. The sea has the advantage of being able to develop large scale wind farms in wide waters, but the installation of marine structures threatens the safe operation of vessels. Accordingly, a standard guideline for safe navigation by analyzing the mutual effects between ship routes and offshore wind site was presented by the PIANC. Nonetheless, the standard guideline calculated the same safe distance in all situations. Therefore, this study developed a calculation model for an optimal safe distance between ship routes and offshore wind sites by reflecting the ship's maneuvering, encounter situations, environmental force, traffic density, offshore wind power generators, and channel types. As a result of the validation simulation, the developed model showed that the optimal safe distance was secured.

Wind energy is widely recognized as one of the cheapest forms of clean and renewable energy. In fact, in several countries, wind energy has achieved cost parity with fossil fuel-based sources of electricity generation for new electricity generation plants. Offshore wind energy development promises to be a significant domestic renewable energy source for the target of korea government 3020 plan. A pivotal activity during the development phase of a wind project is wind resource assessment. Several approaches can be categorized as three basic scales or stages of wind resource assessment: preliminary area identification, area wind resource evaluation, and micrositing. This study is to estimate the wind power capacity of chonnam province offshore area using three basic stages based on the six meteorological mast data. WindPRO was used, one of a well-known wind energy prediction programs and based on more than 25 years of experiences in development of software tools for wind energy project development. The design results of offshore wind power generation capacity is calculated as total 2.52GW with six wind farms in chonnam offshore area.

Among the renewable energy resources, wind power is growing rapidly in terms of technological development and market share. Recently, onshore wind farm have been affected by limitations of terrestrial space and environmental problems. Consequently, installation sites have been moved to the sea, and the development of floating offshore wind farms that are installed at deep waters with more abundant wind conditions is actively underway. In the context of maritime traffic, the optimal site of offshore wind farms is required to minimize the interference between ships and wind turbines and to reduce the probability of accidents. In this study, genetic algorithm based AIS(Automatic Indentification System) data composed of genes and chromosomes has been used. The optimal site of floating offshore wind farm was selected by using 80 genes and by evaluating the fitness of genetic algorithm. Further, the final site was selected by aggregating the seasonal optimal site. During analysis, 11 optimal site were found, and it was verified that the final site selected usng the genetic algorithm was viable from the perspective of maritime traffic.

Recently, the share of wind power in energy markets has sharply increased with the active development of renewable energy internationally. In particular, large-scale wind farms are being developed far from the coast to make use of abundant wind resources and to reduce noise pollution. In addition to the electromagnetic interference (EMI) caused by offshore wind farms to coastal or air surveillance radars, it is necessary to investigate the EMI on global maritime distress and safety system (GMDSS) communications between ship and coastal stations. For this purpose, this study investigates whether the transmitted field of MF/HF band from a ship would be subject to interference or attenuation below the threshold at a coastal receiver. First, using geographic information system digital maps and 3D CAD models of wind turbines, the area of interest is electromagnetically modeled with patch models. Although high frequency analysis methods like Physical Optics are appropriate to analyze wide areas compared to its wavelength, the high frequency analysis method is first verified with an accurate low frequency analysis method by simplifying the surrounding area and turbines. As a result, the received wave power is almost the same regardless of whether the wind farms are located between ships and coastal stations. From this result, although wind turbines are large structures, the size is only a few wavelengths, so it does not interfere with the electric field of MF/HF distress communications.

According to the Global Wind Report of the Global Wind Energy Council (GWEC) in 2017, global wind power electricity generation capacity has been dramatically developing from 23,900 MW in 2001 to 486,790 MW in 2016. However, wind power generation in South Korea accounts for only 0.2 % of total power generation. Nonetheless, electricity production by wind power generation is soon expected to reach the grid parity where the cost of generating electricity by wind power is equal to the cost of fossil fuels such as oil. In this study, we analyzed the criteria of vessel traffic and fishing activities of major offshore wind farms in Europe where 88 % of the offshore wind power facilities are located. Finally, we suggest critical considerations based on the analysis.
This study reviewed the development process of the consultation guideline for the environmental assessment of offshore wind power. Based on this, implications and improvement plans for a future revision of the guidelines. Domestic and foreign case studies reviewed the consulting cases on domestic offshore wind power development projects, environmental location consulting cases, and guidelines related to overseas offshore wind power and analyzed location characteristics and significant environmental issues by project. Major environmental issues related to offshore wind power include birds, noise and vibration, marine animals and plants, marine physics, marine water quality and sediments, marine landscapes, and other auxiliary facilities installed on land. Implications and improvements for revising the consultation guidelines for evaluating offshore wind environments require data and clear guidelines at the central government level to determine areas where offshore wind projects can be located. In a situation where the importance of cumulative impact assessment is emphasized, guidelines for cumulative impact assessment methodologies for each item that reflect the domestic situation should be prepared for a cumulative impact assessment on offshore wind power environmental issues. In addition, when revising the consultation guidelines, empirical research cases should be reflected through the accumulation of environmental surveys and monitoring data of offshore wind farms by sea area.

The horizontal force transfer to the turbine and substructure of a wind power generation system is a very important factor in maintaining the safety of the system, but it is inevitably vulnerable to large-scale coastal disasters such as earthquakes and typhoons. Wind power generation systems built on the coast or far offshore are very disadvantageous in terms of economic feasibility due to an increase in initial investment cost because a more robust design is required when installed in areas vulnerable to coastal disasters. In this study, the GIS method was used to select the optimal site for a wind farm from the viewpoint of reducing the risk of coastal disasters. The current status of earthquakes in the West and South Seas of Korea, and the path and intensity of typhoons affecting or passing through the West and South Seas were also analyzed. Accordingly, the optimal offshore wind farm site with the lowest risk of coastal disasters has been selected and will be used as basic research data for offshore wind power projects in the region in the future.

As the development of renewable energy expands internationally to cope with global warming and climate change, the share of wind power generation has been gradually increasing. Although wind farms can produce electric power for 24 h a day compared to solar power plants, Their interfere with the operation of nearby radars or communication equipment must be analyzed because large-scale wind power turbines are installed. This study analyzed whether a land radio station can receive sufficient signals when a ship sailing outside the offshore wind farm transmits distress signals on the VHF band. Based on the geographic information system digital map around the target area, wind turbine CAD model, and wind farm layout, the area of interest and wind farm were modeled to enable numerical analysis. Among the high frequency analysis techniques suitable for radio wave analysis in a wide area, a dedicated program applying physical optics (PO) and shooting and bouncing ray (SBR) techniques were used. Consequently, the land radio station could receive the electromagnetic field above the threshold of the VHF receiver when a ship outside the offshore wind farm transmitted a distress communication signal. When the line of sight between the ships and the land station are completely blocked, the strength of the received field decreases, but it is still above the threshold. Hence, although a wind farm is a huge complex, a land station can receive the electromagnetic field from the ship's VHF transmitter because the wave length of the VHF band is sufficiently long to have effects such as diffraction or reflection.

With the increasing of the penetration rate of large-scale wind farms, a reliable, highly available and cost-effective communication network is needed. As the failure of a WF communication network will significantly impact the control and real-time monitoring of wind turbines, network reliability should be considered into the WF design process. This paper analyzes the network reliability of different WF configurations for the Southwest Offshore project that is located in Korea. The WF consists of 20 WTs with a total capacity of 60 MW. In this paper, the performance is compared according to a variety of indices such as network unavailability, mean downtime and network cost. To increase the network reliability, partial protection and full protection were investigated as strategies that can overcome the impact of a single point of failure. Furthermore, the reliability performances of different network architectures are analyzed, evaluated and compared.
In this study, a floating LiDAR system (FLS) is investigated through a field test involving two steps. First, correlations among wind speeds, measured using the met mast and two LiDARs, are computed to analyze the acceptance criteria of LiDAR for measuring wind speed. The results of the analysis show that the slopes of single variant regression between mean wind speeds are below 1.03 and the coefficient of determination is above 0.97. Next, correlations among wind speeds measured using the FLS and a fixed LiDAR are determined through a field test carried out in Doomi-doo, Tong-young, Gyeongsangnam-do. The FLS is installed 300 m away from the fixed LiDAR on the ground. The results show that the slope of single variant regression is approximately 1.0275 and the coefficient of determination is above 0.971. According to the IEA/wind 18 recommendation, it is found that the developed FLS measures valid wind speeds to assess wind resources for the development of offshore wind farms.
