The purpose of this study is to investigate effects of management support for health and safety on workers' safety perception. Since the 1990s, Korea's national competitiveness has been rising rapidly, but efforts to prevent and cope with industrial accidents are still insufficient. Particularly there is a big movement to strengthen corporate responsibility for serious accidents in the 2020s. In this study structural equation model(SEM) was constructed and quantitatively analyzed in order to know how management's support affects the organization, system, and communication related to safety and health in the company, and ultimately how it has an effect on workers' safety perception. 4,169 questionnaires conducted by the Institute for Occupational Safety and Health were used as observation variables, and 5 hypotheses were established and were verified in SEM. As management support increases, organization & institution for a safe workplace, communication related with safety and health within the company become more active. Finally management support has a positive effect on workers' safety perception. The results of this study imply that management needs to increase awareness of the importance of safety and health before all measures such as organizations, institutions, and communication related to safety and health.

Korean domestic workers are trend to avoid harmful and dangerous jobs calls 3D work due to the poor working conditions. Therefore, the incoming population of foreign workers is increasing to fulfill the required labor force. Mostly these foreign workers are placed in small and medium-size industries. As work that induces musculoskeletal disorders(WMSD) is equally exposed to domestic workers as well as foreign workers, this study attempted to investigate the work burdened by musculoskeletal disorders and derive improvement measures by understanding the actual conditions of the worksites of foreign workers. The result of this investigation defines that the possibility of developing musculoskeletal disorders is very high in the environment in which more than 40% of the respondents work with heavy objects and repetitive work of wrists and elbows. To prevent the symptoms of musculoskeletal disorders among foreign workers, three measures were proposed. To reduce the mandatory check-up period of WMSD under the Occupational Safety and Health Act, to revise the employment permit system, and to enhance the practical help of EPS education. Safety and health management of foreign workers is becoming an essential task not only for securing a workforce but also for the national image. Personal and economic losses at the national level should be minimized through policy support such as financial support for small and medium-sized businesses in Korea and supplementation of legal systems for the protection of foreign workers.

Objectives: Aircraft cabin cleaning work is characterized by being performed within a limited time in a narrow and enclosed space. The objective of this study was to evaluate the exposure levels to dust, ultra fine dust(PM2.5) and black carbon(BC) among aircraft cabin cleaners. Methods: Active personal air sampling for respirable dust(n=73) and BC(n=47) was conducted during quick transit cleaning(cabin general and vacuum-specific) and seat cover replacement and total dust and PM2.5 were area-air-sampled as well. Also, size distribution of particle was identified with the cleaning workers targeted. Dusts were collected with PVC filters using gravimetric analysis. The concentration of PM2.5 and the particle size distribution were measured with real-time direct reading portable equipment using light scattering analysis. The concentration of BC was measured by aethalometer(filter-based real-time light absorption analysis instrument). Results: The geometric mean of respirable dust was the highest at vacuum cleaning as 74.4 ㎍/m3, following by replacing seat covers as 49.3 ㎍/m3 and cabin general cleaning as 47.8 ㎍/m3 . The arithmetic mean of PM2.5 was 4.83 ~ 9.89 ㎍/m3 inside the cabin, and 28.5~44.5 ㎍/m3 outside the cabin(from bus and outdoor waiting space). From size distribution, PM2.5/PM10 ratio was 0.54 at quick transit cleaning and 0.41 at replacing seat covers. The average concentration of BC was 2~7 ㎍/m3, showing a high correlation with the PM2.5 concentration. Conclusions: The hazards concentration levels of aircraft cabin cleaners were very similar to those of roadside outdoor workers. As the main source of pollution is estimated to be diesel vehicles operating at airports, and it is necessary to replace older vehicles, strengthen pollutant emission control regulations, and introduce electric vehicles. In addition, it is necessary to provide as part of airport-inftastructure a stable standby waiting space for aircraft cabin cleaners and introduce a systematic safety and health management system for all workers in the aviation industry.
Standard safety management cost system was established in 1988 as a decree Number of 88-13, first time. And then, it has been revised fourteen times, up to now. A lot of practical investigations have been made for the revision but many problems at sites are continued to be put out so that it should be revised. This study is to find out hazard level of each work kinds through questionnaire and interview and investigate analyze the status which standard safety management costs have been used. Also, this study is to show reasonable rates of standard safety management costs in construction industry and to set up countermeasures against those problem after reviewing its status in korea with in Japan and Europe. Budget and actually performed amount of safety management costs in this study are investigated. costs for temporary work which is clarified in Japan is collected in order to compare domestic cost rate with Japanese one related to the total project amount. This study is to investigate eleven project kinds of domestic system, first, and to investigate eleven items of apartment bldg, office, civil work such as bridge, tunnel, dam, plant etc, secondly. Additionally, three items of gymnasium, railway, particular steel tower are investigated in this study. Also this study is to investigate and analyze performed costs of presently processing worker finished work so that it shows a new reasonable rate against standard safety management costs in construction industry, in order to make basical data and material to be systemized.

This study was performed to evaluate the working conditions In construction workers through measurements of working environments and to improve the working conditions and to design the appropriate environmental and health management system. The results of measurement for working environments in construction work are as following: 1. The excess rate of noise and dust concentration in express highway construction, road construction, building construction and interior painting was 28.6% and 24.5% respectively. 2. The excess rate of mixed organic solvents concentration in interior painting was 39.3%. 3. The chain type bulldozer has the highest level of vibration; the excess rate was 85.7%, and among the vibration instruments, the level of left hand's vibration of all vibrators exceeded the criterion and in the case of drilling all the level of vibration exceeded the criterion in both hands. On the basis of the results in this research the environmental and health management system for construction workers must be considered. Therefore, it is necessary to be introduced the special medical examination and measurement of working environments in construction industry. In defining "the working place" of Article 39 of Enforcement regulations of industrial safety and health act, the word "indoors" should be deleted. Then the eligible industry for measurement of working environment must be extended. And it is also necessary for construction industry to be performed group health management service by agencies such as other manufacturing industry.
This study analyzed effective capacity building education plans for public institution management supervisors. A survey was conducted on 635 management supervisors of public institutions (99 institutions) subject to the safety management rating system to understand the characteristics of educational participants and the impact of educational satisfaction on professionalism improvement after capacity building education. As a result of statistical analysis, the professional improvement according to the affiliation of educational participants was higher in the workplace and construction site divisions than in the research facility division, and the professional improvement according to the working period was higher for more than 15 years than for less than 5 years and less than 15 years. In addition, the quality of education had a significant positive (+) effect on the degree of professional improvement. This study can be used as basic data for further research related to capacity building education for public institution management supervisors

Total industrial accident rate in Korea is facing a record 0.7% for 10 years since 2000. After entering the continuous versus 0.6% (0.69%) in 2010. In 2011, the decrease was reduced to 0.65%. Over the last 10 years, the fight against occupational diseases of semiconductor workers led by SHARPS(the Supporters for the Health And Rights of People in the Semiconductor industry, NGO) has accomplished considerable achievements, especially in the legal and institutional aspects. First, the court and the government accepted the claims that 24 injured workers respectively filed, recognizing their 10 types of diseases as occupational illness. The court not only expanded the list of work places and diseases that it recognized, but also presented more progressive logic of recognition. The most remarkable achievement among them is the case ruled by the Supreme court in July, 2017. In terms of 'worker's right to know', which is the most important factor in preventing occupational diseases, there have been significant legislative bills, court rulings and government guidelines. The revised bill of the Industrial Safety and Health Act to strengthen workers' rights to know and to introduce the pre-review system on trade secret is currently under review by the National Assembly. The court recently ruled that the government should disclose its inspection results on safety and health management at semiconductor factories. The ministry of labor has drawn up internal guidelines to more actively open its safety and health data to public. This study looks over recent developments in such rulings, bills and guidelines and then, analyzes their implications, laying the groundwork for future actions for worker health in the electronic industry.

Sparks cause most fire and explosion accidents in the manufacturing industry during hot work, which ignites surrounding combustible materials. Such incidents lead to high casualties due to suffocation from toxic gases and lack of evacuation. Therefore, the government recently enacted and revised 'The Occupational Safety and Health Act' to prevent fires and explosions at work sites, incorporating legal standards for fire observers, which are important in preventing accidents and the spread of fire during hot work. However, there are notable shortcomings in conducting professional cause analysis of these accidents and in aligning them with advanced foreign legal standards. Additionally, there is a lack of literature review reflecting the manufacturing industry characteristics. Despite the recent enactment and revision of legal standards, gathering sufficient opinions and professional reviews remains insufficient. To address these gaps, interviews were conducted with safety and health workers, analyzing recent fire and explosion causes in domestic manufacturing industries, and reviewing both domestic and international legal standards. Conclusively, proposed improvement measures were centered on the professionalization of fire observer education, enhancing their roles and authority realistically, and improving fire observer placement and operation standards. Consequently, additional 'Occupational Safety and Health Act' standards are necessary for fire observer education and defining the government's role. Second, precise legal standards outlining the role and authority of fire observers are required. Third tailored fire observer arrangements and management standards appropriate for varying work characteristics and company sizes are required. This study emphasizes the importance of supplementing relevant legal standards to prevent fire accidents in the manufacturing industry.
