Analysis on Change of Construction Type for the Non-national Forest Road in Jeollabuk-do (전라북도 민유임도의 시기별 공종변화에 관한 연구)

  • The study was intended to investigate the changes of construction types of 216 non-national forest roads, which were completed between 1989 and 2005 in Jeollabuk-do, by analyzing their drawing and specification. It was found that the mean length of yearly construction has been significantly reduced after the Policy of Green Forest Roads compared with before the policy. Soil cut-off of earth work was changed from bulldozer to a combination of bulldozer and excavator. Soils were transported by truck in all design, but establishment of spoil-bank was not designed at all. The design of slope revegetation works was developed from turfing and Bastard indigo planting to seed spray, combination of seed spray and belt-sodding, and mulching with coir net and rice straw. In design of the culvert, the average interval of culvert installation was reduced to 92m in step 3, the dimension of culverts was expanded to over 600 mm after step 2, and all drainpipes were corrugated steel pipes. The design length of concrete pavement increased from 40 m/km of step 1 to 240 m/km of step 3. Thanks to the enormously increased amount of concrete pavement, the stability and functionality of forest roads could be improved. Stone masonry was the main work drawn for slope stability, and concrete retaining wall and gabion have been drawn for same object since 1999.

A Comparison on the Positioning Accuracy from Different Filtering Strategies in IMU/Ranging System (IMU/Range 시스템의 필터링기법별 위치정확도 비교 연구)

  • The precision of sensors' position is particularly important in the application of road extraction or digital map generation. In general, the various ranging solution systems such as GPS, Total Station, and Laser Ranger have been employed for the position of the sensor. Basically, the ranging solution system has problems that the signal may be blocked or degraded by various environmental circumstances and has low temporal resolution. To overcome those limitations a IMU/range integrated system could be introduced. In this paper, after pointing out the limitation of extended Kalman filter which has been used for workhorse in navigation and geodetic community, the two sampling based nonlinear filters which are sigma point Kalman filter using nonlinear transformation and carefully chosen sigma points and particle filter using the non-gaussian assumption are implemented and compared with extended Kalman filter in a simulation test. For the ranging solution system, the GPS and Total station was selected and the three levels of IMUs(IMU400C, HG1700, LN100) are chosen for the simulation. For all ranging solution system and IMUs the sampling based nonlinear filter yield improved position result and it is more noticeable that the superiority of nonlinear filter in low temporal resolution such as 5 sec. Therefore, it is recommended to apply non-linear filter to determine the sensor's position with low degree position sensors.

Evaluation of Pollutants Concentrations and Runoff Characteristics in Highway Rest Area (국내 고속도로 휴게소지역 비점오염원 유출특성 분석)

  • The stormwater runoff from rest areas in highways are known as more polluted compared to highways because of more vehicle activities. This study is performed to find pollutant characteristics in the rest areas in the magnitude of statistical pollutant concentrations during storms. Washoff characteristics of pollutants from rest areas by monitoring of rainfall, runoff rate and runoff samples were evaluated. High concentrations of pollutants in runoff were observed at the beginning of runoff and rapid decrease thereafter, indicating that first-flush effects are clearly occurred. Event Mean Concentrations(EMCs) of TSS, COD, TN, and TP are estimated to be in the range of 31.04-127.11mg/L, 35.5-369.5mg/L, 2.62-9.86 mg/L, and 0.53-1.96mg/L, respectively. Heavy metals in runoff showed relatively high values, possibly due to the abrasion of brake pad or tire while cars are slowly moving for parking. EMCs of total Pb, total Cu, and total Ni are in the range of $1206-16293{\mu}g/L$, $237-7906{\mu}g/L$, and $53-6372{\mu}g/L$, respectively. Pollutant loading per rest area calculated by using EMC, flowrate and target area is also described for each pollutant.

A Study on the Mechanical Properties of Steel Fiber Reinforced Porous Concrete for Pavement Using Slag Aggregate and Fly Ash (슬래그골재와 플라이애시를 이용한 강섬유 보강 포장용 투수콘크리트의 역학적 특성에 관한 실험적 연구)

  • This study evaluates the mechanical properties of steel fiber reinforced porous concrete for pavement according to content of slag aggregate and fly ash to elicit the presentation of data and the way to enhance its function for the practical field application of porous concrete as a material of pavement. As a result, void ratio and permeability coefficient of porous concrete for pavement increased a little as mixing rate of slag aggregates increased. Void ratio and permeability coefficient increased a lot as mixing rate of fly ash decreased. As fly ash was mixed, national regulation of permeable concrete for pavement(8% and 0.1 cm/sec) was met. Compressive strength and flexural strength decreased as mixing rate of slag aggregates increased, but they increased a lot as mixing rate of fly ash increased. Even when slag aggregates were mixed 50% with 5% fly ash mixed, national regulation of pavement concrete(18MPa and 4.5MPa) was met. In addition, compared to non-mixture, flexural strength increased about 22.8% when 0.75vol.% of steel fiber was added. Regarding sliding resistance, BPN increased as mixing rate of slag aggregates increased. But BPN decreased as fly ash was mixed. Compared to crushed stone aggregates, abrasion resistance and fleers-thaw resistance decreased as mixing rate of slag aggregates increased. When fly ash was mixed, abrasion resistance and freeze-thaw resistance improved remarkably. Compared to non-mixture, 10% mixture of fly ash improved abrasion resistance and freeze-thaw resistance about 5.6% and 14.3 respectively.

Improvement of Methodology for Appraising Tram Projects Considering the Effect of Buses (노선버스 영향을 고려한 트램사업 투자평가방법론 개선 연구)

  • In contrast to standard train tracks, tramlines are often set along public roads, with trams running among pedestrians and other vehicles. In some cities and towns, trams and buses share the same routes and stations. Under the current investment appraisal system, trams are classified into light rail when predicting traffic demand and calculating benefits, but in the case of non-capital areas, it is notable that the origin-destination and transit lines of buses are not provided in the Korea Transport Database distribution data. Due to this problem, it is difficult to reflect proper mode changing behaviors between route buses and trams. This study examines the impact on tramlines of bus routes that are not currently considered in non-capital areas. Following an analysis of the effect of tram projects according to whether bus routes are considered or not, an improvement in methodology is proposed. Through this study, it is expected that the investment appraisal system for the planning of new tramlines will be improved in the future.

A Comparative Analysis of Mobility Service Satisfaction by Driving Subjects and Experiences of the Latest Technology : Focused on Automated Driving Service (모빌리티 서비스의 운전 주체 및 신기술 경험 여부에 따른 만족도 비교분석 : 자율주행서비스를 중심으로)

  • The South Korean Ministry of Land, Infrastructure, and Transport designated seven automated driving test beds required to evaluate vehicle performance every year for the expansion of mobility services based on automated driving. As a fundamental study, we suggested a necessary example of evaluating the performance with a satisfaction survey for the services before the evaluation. First, we surveyed the perception of automated driving services of users and the public in Sejong-si, South Korea. The survey showed that the users had a higher level of awareness of automated driving technology and intention to use it than the public. Second, the satisfaction survey was conducted on demand-responsive public transportation and automated driving service users. Notably, using the Wilcoxon Rank Sum Test, among the non-parametric statistical analysis methods, we found that safety-related factors affected the overall satisfaction of users of automated driving services. On the other hand, in the case of the demand-responsive public transportation service users, factors related to service convenience affected overall satisfaction. Hence, the results of these surveys are expected to be used as basic data and guidelines to improve the quality of automated driving services and policy establishment.

  • Some concrete wastewater generated during construction is in the form of non-point pollution sources that workers, managers, and users are unaware of, and it is not easy to manage as it flows through sewage pipes. Due to these characteristics, construction sludge is inflow into rivers and sewage pipes in the form of non-point pollution sources in an unmanaged state. This study applied the D.W.S method to the concrete retaining wall removal method installed on the road, and the resulting concrete wastewater was physically and chemically treated through a mobile sewage treatment facility, and it was examined whether it met the removal efficiency and wastewater discharge acceptance standards. Accordingly, it is intended to meet the standards for effluent concentration of wastewater during construction by removing 73.5% of BOD and 89.1% of SS through physical and chemical treatment through portable sewage treatment facilities during construction. In addition, we would like to review the adequacy and economic analysis of calculating environmental conservation costs for physicochemical treatment through portable sewage treatment facilities and sewage treatment generated during construction.

A Fundamental Study on Mode of Operation for Maritime Autonomous Surface Ship(MASS) - Based on review of IMCA M 220

  • As the development of the 4th industrial revolution in the maritime industry has accelerated, the technical development and progress of maritime autonomous surface ship(MASS), and the development of international regulations have been accelerated. In particular, the IMO Maritime Safety Committee(MSC) has established a road-map for the development of the non-mandatory goal-based MASS instrument(MASS Code) and started developing a non-mandatory MASS Code at MSC 105th meeting. Many countries are actively participating in the Correspondence Group on the development of MASS Code, and the development of detailed requirements for MASS functions in the MASS Code is underway. Especially, the concept of "Mode of Operation" for MASS functions was mentioned in the Correspondence Group for the first time, and it is expected that discussions on these modes will be conducted from the IMO MASS JWG meeting to held in April 2023. The concept of "Mode of Operation" will be useful in explaining MASS and MASS functions and will be discussed continually for the development of MASS Code. This paper reviews the contents of the IMCA M 220 document, which provides guidelines on operating modes, to conduct research on the benchmark for setting the operating modes of MASS.

The Promotion State and Measures to Improve the Record Information Disclosure System (기록정보공개 제도 개선 추진 현황과 방안)

  • The right to know is not satisfied merely by making or improving laws or systems. The right to know is a matter of culture rather than system. Nevertheless, consistent system improvement measures are required. There are many laws relating to the right to know. In particular, at the core are the Official Information Disclosure Act, the Record and Archives Management Act, and the Presidential Record Management Act. The fact that systems relating to official record management and presidential record management are related to the right to know is understood by the promotion of records and archives management reform after the year 2004, as a result of which the national archives management innovation road map was established. Reflecting the many opinions of the "Information Disclosure System Improvement Task Force" composed with participation of the government and the press after the participatory government's announcement of "Measures to Advance the Support System for News Coverage," amendments to the Information Disclosure Act have come forward with system improvement measures in connection with issues that had arisen until then. Such improvement measures have not resulted in actual improvements. This thesis proposes several system improvement measures, focusing on those that have arisen until now but have not been reflected in discussion, such as converting the concept of information non-disclosure into disclosure postponement, preparing and disclosing particular information disclosure standards, specifying personal information for non-disclosure, specifying and strictly applying any information that has not been disclosed for purposes of internal review, deleting non-disclosure items in stenographic records that do not have a reason to exist, and establishing limits and terms of non-disclosure. Of the most remarkable system improvement measures that have been made until now is our recognition that the right to know is not limited to the information disclosure system but that the "cause" of archive management should be systematic and scientific. In other words, the right to know is understood to establish not just accidential factors, such as with a whistle-blower, but the inevitable factors of systemization of production, distribution, preservation, and use of archives. Much more study should be pursued regarding disclosure of archives information. In particular, difficult issues to be resolved regarding reading records at permanent archives management institutions, such as the National Archives of Korea, or copyrights that arise in the process, require constant study from academia and relevant institutions.

Runoff Analysis for Weak Rainfall Event in Urban Area Using High-ResolutionSatellite Imagery (고해상도 위성영상을 이용한 도시유역의 소강우 유출해석)

  • In this research, enhanced land-cover classification methods using high-resolution satellite image (HRSI) and GIS in terms of practicality and accuracy was proposed. It aims for understanding non-point pollutant origin/loading, assessment the efficiency of rainfall storage/infiltration facilities and sounds water-environment management. The result of applying enhanced land-cover classification methods to the urban region verifies that roof and road area are including various vegetations such as roof garden, flower bed in the median strip and street tree. This accounts for 3% of total study area, and more importantly it was counted as impervious area by GIS alone or conventional indoor work. The feasibility of the method was assessed by applying to rainfall-runoff analysis for three weak rainfall in the range of 7.1-10.5 mm events in 2000, Chiba, Japan. A good agreement between simulated and observed runoff hydrograph was obtained. In comparison, the hydrograph simulated with land-use parameters by the detailed land-use information of 10m grid had an error between 31%~71%, while enhanced method showed 4% to 29%, and showed the improvement particularly for reproducing observed peak and recession flow rate of hydrograph in weak rainfall condition.
