A Study on the Factors that Affect the Negotiation of Technology Trading for Promotion of Technology Transfer Commercialization

  • Purpose - This Study aims to promote technology transfer commercialization and ultimately make contribution towards enhancement of the success rate of commercialization of technology transfer at national level by deducing the factors that impart influence on the negotiation at the time of technology trading between the seller and buyer of technology of public research institutions subjected to transfer and sales. Research design, data and methodology - This Study deduced 5 research hypotheses through preceding researches related to technology transfer commercialization related technology marketing for technology trading negotiation. This Study was conducted by verifying the hypotheses through multiple regression analysis. Results - As the result of the Study, the research hypothesis H1, 'Promotion of commercialization of technology transfer trading will be affected in accordance with the innate characteristic factors of the technology', and H5, 'Promotion of commercialization of technology transfer trading will be affected in accordance with the mutual factors of the parties of the technology trading', among the 5 research hypotheses were chosen. Conclusions - It was found that the technology seller must be able to demonstrate technological value of the technology being sold in order to successfully conclude technology transfer trading negotiation and mutual understanding and harmonious communication between the parties.

A Study On the Characteristics of Chinese Negotiators to Make a Effective Disputes Prevention (분쟁예방을 위한 중국인의 협상관행에 관한 고찰)

  • All kinds of commerces are begun from the contract and the claims are frequently raised by the problem in the contracts. Therefore, the negotiation is very important to make a contract and resolve the claim. This article analyzed the negotiation practice of Chinese in order to render help to negotiators who enter into negotiations with Chinese business people so that they can enhance their chance for success. Based on this examination on the negotiating style, this paper also provides the some guidelines in working-level negotiating with Chinese. For the purpose this study applies "global negotiation flowchart" and twelve important factors suggested by stephen & stripp to analyze the characteristics of Chinese business negotiating style. The results suggest some useful criteria for negotiators First, In the preparation, the negotiator need a thorough study about the Chinese negotiating style and counter party. Second, In the negotiation with the Chinese, making the personal relationship and, if possible, frequent contact with the person who is the most powerful negotiator in decision-making. Third, since the Chinese has a sense of value that money is very important, it is very necessary that the negotiator persuade him by mutual profits. Finally, negotiators must aim at long-term profit maximization not at short-term.

  • Cloud computing evolve as a cost effective business model for IT companies to focus on their core business without perturbing on infrastructure related issues. Hence, major IT firms and Small & Medium Enterprises (SME) are adopting cloud services on rental basis from cloud providers. Cloud Service level agreements (SLA) act as a key liaison between consumers and providers on renting Anything as a Service (AaaS). Design of such an agreement must aim for greater profit to providers as well as assured availability of services to consumers. However in reality, cloud SLA is not satisfying the parties involved because of its inherent complex nature and issues. Also currently most of the agreements are unilateral to favour the provider. This study focuses on comprehensive, 360-degree survey on different aspects of the cloud service agreements. We detailed the life cycle of SLA based on negotiation, different types of SLA, current standards, languages & characteristics, metrics and issues involved in it. This study will help the cloud actors to understand and evaluate the agreements and to make firm decision on negotiation. The need for standardized, bilateral, semantic SLA has also been proposed.

Evaluation and Future Tasks of the Korea-China Fisheries Agreement (한.중어업협정의 평가 및 향후과제)

  • Fisheries Agreements among Korea, China, and Japan, for the effective management of fisheries resources and protection of fisheries disputes, have been processed in a manner to conclude interim arrangements those are effective prior to the final demarcation of the maritime delimitation which often requires much time to settle among the relevant states, Based on this understanding, Korea, China, and Japan, had proceeded their mutual fisheries agreement ; and, two fisheries agreements, between Korea-Japan and China-Japan, have already entered into force on 22 January 1999 and on 1 June 2000, respectively. Lastly fisheries negotiation between Korea and China has been concluded in order to make it effective on 30 June 2001. As Korean fisheries have already experienced the impacts after the entry into force of Korea-Japan Fisheries Agreement, it is inevitable that the likewise will also be true for the Korea-china Fisheries Agreement. The results of fisheries negotiation should minimize the loss by ensuring Korean flagged vessels' fishing rights to the maximum level in the counterpart's waters, and to maximize our counterpart's loss by restricting its vessels' fishing rights to the minimum level in our waters. However, such goals are almost unreachable in an intergovernmental negotiation. On this ground, regardless of the results, the negotiation is highly criticized from all the interested realms of the society. First, this study reviews the negotiation process ana subject matters of the fisheries agreement, and then evaluates the disputed items issued by academic, political, and industry areas in an international law and fisheries perspective. After the entry into farce of fisheries agreement, various activities should be accommodated as future tasks, such as the adjustments of the domestic fisheries structure, the reorganization of the resource management based fisheries structure, the construction of EEz large surveillance system, and the construction of the multilateral fisheries cooperation system Through an earlier implementation of those tasks, the Korean fisheries will be better prepared in minimizing the predicted impacts once the Korea-China Fisheries Agreement becomes effective.

  • I have done a case study on group level based-organizational behavior textbooks published in Korea and USA. The objects are 'organizational behavior' by Su Yong Jung and 'organizational behavior' by Im Chang Hee in Korea, and 'organizational behavior' by Schermerhorn, Osborn, Uhl-Bien, & Hunt and 'organizational behavior' by Robbins, & Judge. The goal of this study is to identify the differences of the perspectives on the group level based-organizational behavior between Korean and American textbooks. This research finding shows that it is valid to classify organizational behavior into such categories as group & team, communication, decision making, leadership, power, and conflict & negotiation in the Korean textbooks for the better future study.

  • In this paper, we examined the regional economic integration, the trade negotiation strategy and bargaining power of the European Union through the logical structure of the three - dimensional game theory. In the three - dimensional game theory, the negotiator emphasized that the negotiation strategy of the triple side existed while simultaneously operating the game standing on the boundary of each side game, constrained from each direction or occasionally using the constraint as an opportunity. The study of three-dimensional game theory is aimed at organizing the process of coordinating opinions and meditating interests at the international level, regional level and member level by the regional union as a subject of negotiation. This study would compare and analyze the recently concluded EU-Japan EPA (Economic Partnership Agreement) negotiation process with the case of the EU FTA, and summarize the logic of the three-dimensional game theory applicable to the FTA of the regional economic partnership. Furthermore, the study would illustrate the strategies of the regional economic cooperatives to respond to negotiations. The area of trade policy at the EU level has already been completed by the exclusive power of the Union on areas where it is difficult to politicize with technical features. Moreover, the fact that the policy process at the Union level has not been revealed as a political issue, and that the public opinion process is a double-step approach. In conclusion, the EU's trade policy process constitutes a complicated and sophisticated process with the allocation of authority by various central organizations. The mechanism of negotiation is paradoxically simplified because of the common policy decision process and the structural characteristics of the trade zone, and the bargaining power at the community level is enhanced. As a result, the European Commission would function as a very strong negotiator in bilateral trade negotiations at the international level.

Plan-coordination architecture for Multi-agent in the Fractal Manufacturing System (FrMS) (프랙탈 생산 시스템에서의 멀티에이전트를 위한 플랜 조율 체계)

  • In this paper, a plan-coordination architecture is proposed for multi-agent control in the fractal manufacturing system (FrMS). A fractal in FrMS is a set of distributed agents whose goal can be achieved through cooperation, coordination, and negotiation with other agents. Since each agent in the FrMS generates, achieves, and modifies its own plan fragments autonomously during the coordination process with other agents, it is necessary to develop a systematic methodology for the achievement of global plan in the manufacturing system. The heterarchical structure of the FrMS provides a compromised plan-coordination approach, it compromise a centralized plan-generation/execution (which mainly focuses on the maximization of throughput) with a distributed one (which focuses on the autonomy of each module and flexibility of the whole system). Plan-coordinators in lower level fractal independently generate plan fragments according to the global plan of higher level fractal, and plan-coordinators in higher level fractal mediate/coordinate the plan fragments to enhance the global performance of the system. This paper assumes that generation method of the plan fragments and the negotiation policy of the fractal is achieved by a simple process, and we mainly focuses on the information exchanging and distributed decision making process to coordinate the combinations of plan fragments within a limited exchange of information.

  • Supporting Quality of Service (QoS) for multimedia services in heterogeneous mobile networks is a part of key issue for Three Generation Evolution (3GE) development. A QoS management structure needs to guarantee the QoS of moving users based on an end-to-end negotiation to support the seamless service when MT is moving between the heterogeneous networks. We propose an end-to-end negotiation method based on SLA(Service Level Agreement). For this aim, the SLA control and algorithm for supporting MT's QoS is considered. Simulation is focused on the average delay and packet loss rate, and the results show that our proposed method provides mobile terminals with the optimal performance.

Delay Factor Analysis of Public Project Based on System Dynamics (SD를 이용한 공공 프로젝트의 지체요인 분석)

  • The purpose of this study is to find what causes make public projects hold off, going beyond the planned deadline and budget. Using System Dynamics(SD) and their derivative Urban Dynamics(UD) models, it intends to analyze major feedback loops based on VENSIM and to simulate them with STELLA software, all of which are interrelated with various causes of project delay. To prevent or ameliorate project delay, first of all it advises to focus on endogenous delaying factors not exogenous ones. These factors either reinforce or balance certain loops in complex causal structure, In the case example on the Cremation Building Project in Cheongju, Residents’ participation demand make negotiation put off and delayed negotiation reinforces administrative-expediency planning in order to observe a time limit, on the other hand, once building consensus, it increase both the level of planning performance and public trust. In the meantime, the real planning process used to neglect residents opinions and manage public grievance only through compensation, he a result of simulation, visible fruit of negotiation in the initial phase seems to be not satisfactory owing to funds and time consumed, but after reaching an mutual agreement among stakeholders, planning performance is effective and strategic than administrative-expediency planning viewed in both financial and time angle. It proposes to devise specific tools schematizing project implementation. In order to upgrade the quality of project management, it recommends for planners to adopt key concepts based on SD/UD diagrams and causal loops, which would contribute to enriching Planning abbots.

  • When it comes to the current inter-Korean relationship, the two Koreas are in the step of core practical negotiation on exchanges and cooperation away from deadlock so far. It is expected that they will have more and frequent meetings in the future. Therefore, now is the time the South Korea needed to come up with systematic countermeasures because there is nothing more important and giving more impact on our society than the matter of North Korea. As the purpose of social science lies with the explanation and prediction of the social phenomena in the society, it is considered to be meaningful to analyze the representative military negotiations such as the defense ministry-level talks, general-level talks, and working-level talks between the two Koreas where the participants from South Korea consisting of the military representatives discussed with their counterparts of North Korea since the signing of the armistice in Korea on July 27, 1953. This study analyzes and evaluates the behaviors of North Korea's military negotiations with the South Korea in the Kim Jong-il era on the overall basis. In particular, the research tries to prove that the behaviors of military negotiations under Kim Jeong-il regime were made in the frame of the negotiation model by analyzing many negotiations presented in 'With Century', Kim Il Sung's Memoirs under his anti-Japan-guerilla era and suggesting the analysis frame of anti-Japan-guerilla style negotiation model. Based on the results of this proof, the study looks at carefully the specific characteristics of anti-Japan guerrilla-type negotiation.
