In the recent WTO/DDA negotiations, discussions are progressing to forbid fishery subsidies which have negative effect on the natural environment and the fishery resources and to lower or to eliminate the tariff/non-tariff barriers that distort trade liberalization. As a result, linking to the weak structural environment of Korea's fishing villages; such a scheme has jeopardized the livelihood of fishermen who settle down in local fishing harbors. Against this backdrop, the government is attempting to positively respond to changes in the fishing environment in a number of different ways: promotion of fishing tourism, fishing harbor reinforcement in function, developing fishing villages, and harbors. With respect to investment by priority in fishing harbor development, it is very important to appropriately select investment targets based on objective criteria. A small number of harbors are chosen and investment plans by harbor are systematically devised, economic feasibility and the effects of investment are analyzed and reviewed in relation to each target harbor. This paper is designed to review and assess objective evaluation methods and the degree of importance for the designation of target harbors, dealing with local harbors in Chung Nam Do as a model. Each local government has tried to reorganize existing harbors and develop new harbors, considering a fall in the number of fishing vessels and the expansion of maritime leisure activities. In order to overcome the limit of existing harbors in function, to raise the income of fishermen, and to activate tourism, they have shifted their focus from simple functions such as vessel evacuation and anchoring to harbor beautification, which can work as a basis for fishing tourism. This paper points out that the AHP analysis method for prioritizing local harbors in Chung Nam Do should help to be chosen target harbors in other cities and provinces. Each local government has attempted to reorganize existing harbors and to develop new harbors, taking into consideration the decline in the number of fishing vessels and the expansion of maritime leisure activities. An agarolytic marine bacterium (H9) was isolated from the coastal seawater of the West Sea, South Korea. The isolate, H9, was gram-negative and rod-shaped with a smooth surface and polar flagellum. Cells grew at 20-30℃, between pH 5.0 and 9.0, and in ASW-YP (Artificial Sea Water-Yeast extract, Peptone) media containing 1-5% (w/v) NaCl. The G+C content was 41.56 mol%. The predominant isoprenoid quinone in strain H9 was ubiquinone-8. The major fatty acids (>10%) were C16:1ω7c (34.3%), C16:0 (23.72%), and C18:1ω7c (13.64%). Based on 16S rRNA gene sequencing, and biochemical and chemotaxonomic characterization, the strain was designated as Pseudoalteromonas sp. H9 (=KCTC23887). In liquid culture supplemented with 0.2% agar, the cell density and agarase activity reached a maximum level of OD = 4.32 (48 h) and OD = 3.87 (24 h), respectively. The optimum pH and temperature for the extracellular crude agarases of H9 were 7.0 and 40℃, respectively. Thin-layer chromatography analysis of the agarase hydrolysis products revealed that the crude agarases hydrolyze agarose into neoagarotetraose and neoagarohexaose. Therefore, the new agar-degrading strain, H9, can be applicable for the production of valuable neoagarooligosaccharides and for the complete degradation of agar in bio-industries.
Two Gram-staining-negative, red-pinkish, coccus-shaped, non-motile, and aerobic bacterial strains, designated $Ant21^T$ and Ant22, were isolated from the Antarctic coastal sea water. Strains $Ant21^T$ and Ant22 showed UVC and gamma radiation resistance. Phylogenetic analyses based on 16S rRNA gene sequences determined that these strains belong to the genus Deinococcus. Through the analyses of the 16S rRNA gene sequences, strains $Ant21^T$ and Ant22 were found to have 97.7% and 97.8% similarity to Deinococcus marmoris DSM $12784^T$ and 97.0% and 97.2% similarity to Deinococcus saxicola AA-$1444^T$, respectively. The sequence similarity with the type strains of other Deinococcus species was less than 96.9% for both strains. Strains $Ant21^T$ and Ant22 shared relatively high 16S rRNA gene sequence similarity (99.3%) and had a closely related DNA reassociation value of $84{\pm}0.5%$. Meanwhile, they showed a low level of DNA-DNA hybridization (<30%) with other closely related species of the genus Deinococcus. The two strains also showed typical chemotaxonomic features for the genus Deinococcus, in terms of the major polar lipid (phosphoglycolipid) and the major fatty acids ($C_{16:0}$, $C_{16:1}$${\omega}6c/{\omega}7c$, $iso-C_{17:0}$, and $iso-C_{15:0}$). They grew at temperatures between $4^{\circ}C$ and $30^{\circ}C$ and at pH values of 6.0-8.0. Based on the physiological characteristics, the 16S rRNA gene sequence analysis results, and the low DNA-DNA reassociation level with Deionococcus marmoris, strains $Ant21^T$ ($=KEMB\;9004-167^T$$=JCM\;31436^T$) and Ant22 (KEMB 9004-168 =JCM 31437) represent novel species belonging to the genus Deinococcus, for which the name Deinococcus rubrus is proposed.
Oxygen isotopic composition(${\delta}^{18}O$) of walleye pollock, Theragra chalcogramma, otoliths were measured to investigate interannual and regional correlation with habitat temperature. Specimens were collected from fishermen in Korea and Japan between $1997{\sim}1999$, while seawater temperatures were obtained from Korean and Japanese Oceanographic Data Centers. Seawater temperature was generally lower off the eastern Korean Peninsula than off eastern Hokkaido(Japan). Sagittal otoliths were removed for measurement of ${\delta}^{18}O$ using a micro-drilling technique. In most cases, ${\delta}^{18}O$ and habitat temperature exhibited negative relationship in Korean and Japanese waters. Higher ${\delta}^{18}O$ was observed in Korean pollock compared to Japanese pollock. The marginal parts of otoliths exhibited higher ${\delta}^{18}O$ than cores from both regions. This is an indication that somatic growth of walleye pollock occurs in deeper and cooler waters. Interannual variation in ${\delta}^{18}O$ was also observed. Mean ${\delta}^{18}O$ values acquired from 1997 otoliths were lower(2.15%) than those of 1998(2.67%) and 1999 (2.65%) in Korean pollock. These measurements coincided with changes in observed temperature in Korean waters, in which mean seawater temperature was warmer in 1997 than in 1998 and 1999. In Japanese waters, mean seawater temperature was lowest in 1997, which coincided with highest ${\delta}^{18}O$ values in the same year.

The surface sediments from the manganese nodule exploration area of Korea in the Clarion-Clipperton fracture zone were investigated to understand the resource potential of and emplacement mechanism for rare earth elements (REEs). The sediments are categorized into three lithological units (Unit I, II and III from top to bottom), but into two groups (Unit I/II and Unit III) based on the distribution pattern of REEs. The distribution pattern of REEs in Unit I/II is similar to that of Post-Archean Australian Shale (PAAS), but shows a negative Ce anomaly and enrichment in heavy REEs (HREEs). In Unit III, the HREE enrichment and Ce anomaly is much more remarkable than Unit I/II when normalized to PAAS, which are interpreted as resulting from the absorption of REEs from seawater by Fe oxyhydroxides that were transported along the buoyant plume from remotely-located hydrothermal vents. It is supported by the PAAS-normalized REE pattern of Unit III which is similar to those of seawater and East Pacific Rise sediments. Meanwhile, the PAAS-normalized REE pattern of Unit I/II is explained by the 4:1 mixing of terrestrial eolian sediment and Unit III from each, indicating the much smaller contribution of hydrothermal origin material to Unit I/II. The studied sediments have the potentiality of a low-grade and large tonnage REE resource. However, the mining of REE-bearing sediment needs a large size extra collecting, lifting and treatment system to dress and refine low-grade sediments if the sediment is exploited with manganese nodules. It is economically infeasible to develop low-grade REE sediments at this moment in time because the exploitation of REE-bearing sediments with manganese nodules increase the mining cost.

We investigate the spatial distribution of highly conductive layer using the one-dimensional inversions of the new magnetotelluric (MT) measurements obtained at the mid-mountain (400 ~ 900 m in elevation) western area of Jeju Island and the previous MT data over Jeju Island, Korea. The conductive layer indicates the sedimentary layer comprised of Seoguipo Fomation and U Formation. There is a definite positive correlation between the top of conductive layer and the earth surface in elevation. On the contrary, the bottom of conductive layer has a negative correlation with the surface elevation. In other words, the conductive layer has a shape of convex lens, which is thickest in the central part. The basement beneath the conductive layer could be concave in the central part of Jeju Island. A kriging considering the correlation between the layer boundary and the surface elevation provides a reliable geoelectric structure model of Jeju Island. However, further studies, i.e. three-dimensional modeling and interpretation integrated with other geophysical or logging data, are required to reveal the possible presence of three-dimensional conductive body near the subsurface vent of Mt. Halla and the causes of the bias in the depths of layer estimated from MT and core log data.
The purpose of this study is to demonstrate, through case studies, the usefulness of utilizing local R&D centers under science and technology ODA programs. For the past few decades, advanced countries have supported ODA projects of developing countries, but there have been negative opinions regarding the results. Through a case study of the black pearl cultivation project between the Korea Institute of Ocean Science & Technology and Micronesia, this study explains the usefulness of actively utilizing Korean R&D centers established and operational in recipient countries. Although black pearl cultivation is not an ODA project, the case study offers valuable insights as it is operated in a similar form and thus highly applicable to future projects. Based on the case study, four implications were derived to ensure the successful operations of science and technology ODA projects in the future. First, there is a need to improve relevance by making use of the technological capacities of local R&D institutes to develop projects that reflect the needs of recipient and donor countries. Second, trust must be established with local communities over the long term in order to enhance the effectiveness and efficiency of project operations. Third, the proportion of science and technology ODA projects must be expanded to acquire sustainability, and more support should be granted to ODA projects involving marine resources, which are an advantage for countries of Micronesia. Lastly, the locals should be offered employment opportunities and regular training programs to allow for the actual transfer of knowledge instead of mere techniques. The implications derived in this study will prove useful in pursuing science and technology ODA projects, especially with Micronesia.

A pathogen that causes a new disease on green pumpkin in the nursery and the field was characterized and identified. Symptoms of the disease on green pumpkin were water soaking lesions and spots with strong yellow halo on leaf, brown lesion on flower, and yellow spot on fruit. The bacterial isolates from the leaf spot were pathogenic on the 8 curcubitaceae crop plants, green pumpkin, figleaf gourd, wax gourd, young pumpkin, zucchini, cucumber, melon, and oriental melon, whereas they did not cause the disease on sweet pumpkin and watermelon. They were Gram-negative, rod shape with polar flagella, fluorescent on King's B agar and LOPAT group 1a by LOPAT test. Their Biolog substrate utilization patterns were similar to Pseudomonas syringae pv. syringae's in Biolog database. Phylogenetic trees with 16S rRNA gene sequences and multilocus sequence typing (MLST) with nucleotide sequences of 4 housekeeping genes, gapA, gltA, gyrB, rpoD and those of P. syringae complex strains in the Plant Associated and Environmental Microbes Database (PAMDB) showed that the green pumpkin isolates formed in the same clade with P. syringae pv. syringae strains. The clade in MLST tree was in the genomospecies 1 group. The phenotypic and genotypic characteristics suggested that the isolates from green pumpkin lesion were P. syringae pv. syringae.

The Korean Peninsula is located on the east coast of monsoon Asia of the midlatitude, where the Pacific polar front moves. As a result variations of spatial and temporal distribution of precipitation occur. A great variation of precipitation during the summer months created frequent droughts and floods. The purpose of this study is to identify distributional characteristics and to analyze synopic characteristics of summer droughts in Korea. The research methods used are ; (1) to identify droughts based on the anomaly of monthly precipitation during summer of 1994. (2) to analyze correlations between drought and weather systems by using the calender of rain days. (3) to compare a synoptic mechanism of summer droughts with that of typical normal summer. The characteristics of summer droughts of 1994 may be summarized as follows ; 1) While most regions were affected by the droughts some regions displayed specific characteristics. The southern part of the Korean Peninsula was severely affected during the month of June. August droughts severely affected east part of the Sobek Mountains, thus showing that the droughts of June and August are highly localized. 2) In the pressure anomaly of surface field. the positive anomaly appears in June around Korean Peninsula, but in July when all parts of the South Korea were under severe droughts, the anomaly changes and becomes negative. 3) Extracyclones occurred less frequently in the summer of 1994. Those that did occur were located in areas far off the Korean Peninsula having little consequences on the drought patterns. 4) The trough of westerly wave at 500hPa height patterns in June is located far from the eastern sea of Korean Peninsula, but in July and August Korean Peninsula belongs to ridge of westerly wave. 5) In June the positive height anomaly at 500hPa surface appears zonally from Siberia to the western Parts of North Pacific Ocean, and in July and August, the strong positive anomaly appears around Korean Peninsula. As a result the zonal index of westerlies at during each month of summer in Korean sector has a large value, which in turn implies that drought will prevails when zonal flow is strong.
Previous studies have indicated a great regional difference in Sea Level Rise (SLR) in the Pacific and it has been suggested that this is linked to climate variability over the past two decades. In this study, we seek to identify the possible linkage between regional sea level and Pacific climate variability from altimetry-based sea level data (1993-2012) and further investigate how the Pacific sea level has changed spatially and temporally over the past 60 years from long-term sea level reconstruction data (1953-2008). Based on the same method as Zhang and Church (2012), the Inter-annual Climate Index (ICI) associated with the El $Ni{\tilde{n}}o-Southern$ Oscillation (ENSO) and the Decadal Climate Index (DCI) associated with Pacific Decadal Oscillation (PDO) are defined and then the multiple variable linear regression is used to analyze quantitatively the impact of inter-annual and decadal climate variability on the regional sea levels in the Pacific. During the altimeter period, the ICI that represents ENSO influence on inter-annual time scales strongly impacts in a striking east-west "see-saw mode" on sea levels across the tropical Pacific. On the other hand, the decadal sea level pattern that is linked to the DCI has a broad meridional structure that is roughly symmetric in the equator with its North Pacific expression being similar to the PDO, which largely contributes to a positive SLR trend in the western Pacific and a negative trend in the eastern Pacific over the two most recent decades. Using long-term sea level reconstruction data, we found that the Pacific sea levels have fluctuated in the past over inter-annual and decadal time scales and that strong regional differences are presented. Of particular interest is that the SLR reveals a decadal shift and presents an opposite trend before and after the mid-1980s; i.e., a declining (rising) trend in the western (eastern) Pacific before the mid-1980s, followed by a rising (declining) trend from the mid-1980s onward in the western (eastern) Pacific. This result indicates that the recent SLR patterns revealed from the altimeters have been persistent at least since the mid-1980s.
