탄소중립 및 국토환경 회복을 위한 녹색복원 종합계획의 4가지 전략적 접근 (Four strategic approaches to the national nature restoration plan for achieving carbon neutrality and national environment recovery)

  • To achieve carbon neutrality and restore the national environment, there is growing interest in policies to transform national land areas into green space, such as expanding nature-based solutions, increasing biodiversity, and improving ecosystem service functions. In addition to complying with international agreements such as the United Nations Framework Convention on Climate Change and the Convention on Biological Diversity, it is necessary to expand green spaces to achieve the 2050 Carbon Neutrality goal, which can be achieved by restoring the damaged land in an ecological way. However, it is challenging to implement green restoration in a systematic and active way due to conflicts of interest among landowners and lack of institutional support and advanced technology. Therefore, this study aims to develop a strategy to expand green restoration and implement it smoothly and systematically. This study examined the current status of green restoration in South Korea by investigating green restoration laws and systems and overseas trends, and by surveying the perceptions of 1,000 people selected from a pool of the public. The results of this study show that it is difficult to implement the green restoration efficiently because the laws related to restoration are scattered. According to the relevant legal plans, the perception and direction of restoration is to pursue a sustainable national land environment, allow people to benefit from nature, improve the quality of life, and nurture related industries and human resources. In the international community, it is mentioned that green restoration contributes to achieving the 2050 Carbon Neutrality goal, revitalizing green industries, developing and applying advanced technologies, maintaining consistency in restoration-related policies, expanding citizens' access to green spaces, and adopting nature-based solutions. Both experts and the public are aware of the seriousness of the damage to the natural environment and prefer restoration with human use rather than focusing on natural recovery. It is expected that this study will contribute to the future direction of green restoration and the implementation of tasks for the sustainable restoration of the national land environment and the zero-carbon era.

난대 기후대의 상록활엽수림 복원 모형(V) - 사례지의 복원전략 - (Restoration Model of Evergreen Broad-leaved forests in Warm Temperate Region(V) - Restoration Strategies of the Case Study Areas -)

  • 상록활엽수림 복원모형의 연구의 일환으로 사례지인 전남 완도와 경남 목도의 복원전략을 제시하였다. 완도의 식생복원 유형은 개선형과 재현형으로 구분했고, 목도는 개선형으로 제시했다. 완도의 복원식생은 붉가시나무군락, 참가시나무군락, 참식나무군락, 구실잣밤나무군락, 후박나무군락, 생달나무군락 등 상록활엽수림 군락을 목표식생으로 제시했다. 목도의 복원식생은 후박나무군락으로 제시했다. 완도의 종복원 대상은 개체군의 분포지역이 매우 한저되어 있고 크기가 작은 수종 중에서 참나무과의 참가시나무와 자작나무과의 새우나무를 선정하였다. 목도지역에는 복원할만한 수종이 없는 것으로 판단되었다.

인천 도시생태숲 조성 기본계획 (Master Plan for Incheon Urban Eco-forests)

  • This study was carried out to create a master plan for an urban eco-forest, including concepts of forest restoration, forest management, and nature education. The concept of an urban eco-forest is different from the original eco-forest, which pursues the conservation of native species in their habitats, using the resources of special plants, etc. The study site was a hill (128m) managed as an urban natural park. Citizens have usually used the park for fitness purposes, as a place for outdoor exercise early mornings on weekdays and holidays. The result of a questionnaire survey showed that the users knew about the eco-forest, and they wanted to participate in the nature education programs. The flora and actual vegetation were weak about conservation of native species on the site. The framework of the plan consisted of development of the ecological forest and forest restoration, and allowed for recreation and the experience of nature, according to the concepts of the urban eco-forest. The landscape was divided into the experience zone of biodiversity, the experience zone of a valley ecosystem, the forest restoration zone, and the recreation and experience zone in nature. Based on this framework, detailed programs and theme areas were planned, as were forest restoration models and planting plans.

개발사업지구 내 자연생태계 가치평가모델 개발 및 적용 (Development and Application of Natural Ecosystem Value Assessment Model in Land Development)

  • The goals of this study were to development Natural Ecosystem Value Assessment Model, to suggest the practical applicability of the Natural Ecosystem value assessment for development areas, and to assess natural ecosystem quantitatively using GIS. The Model can evaluate Natural Ecosystem Value between before and after land developments. To select indicators for the model, we conducted the literature reviews. and six indicators and the standard of evaluation had been developed through the expert interviews and literature reviews. the relative importance of the evaluation index throught two times expert questionnaires was found out. the Natural Ecosystem Value Assessment Model has been established, The results demonstrate that although the suggested six indicators are arranged by priority, to maintain quantitative and qualitative the natural ecosystem value, all indicators are desirable to be maintained complementarily. The findings of this study suggest that the natural ecosystem value assessment model appears to be effective an assessment for damaged natural environment value and possible to assign a score value. Also, this model can be applied to research areas and has implications to help maintain the natural ecosystem in land development districts.

울산시 도심하천의 생태하천 복원사업에 따른 동물상 서식실태 조사 분석 (The Investigation of Faunal Habitat Based on Ecological Rostoration of Urban Streams in Ulsan)

  • We researched the fauna restoration of 5 urban streams in Ulsan established as ecological streams by improving water quality and river environment. The fauna inhabitation were compared according to the conditions of geometrical feature such as river width, low-water channel width, ect and water quality, water volumn, inland and forceland. The Mugeo cheon has clearly shown the fauna restoration effects resulting from supplying sustainable maintenance water and wastewater treatments. In the Yaksa cheon, on the other hand, the restoration effects were low due to the inflow of wastewater and sledges in some part of stream ever though the improvement of water quality. The Yeocheon cheon was found to have disadvantage on the ecological inhabitations due to supplying the maintenance water with highly concentrated salinity. The fauna restoration effect of the Meongjeong cheon was low due to the inflow of wastewater to the down stream. Therefore by supplying the maintenance water and improving the connection to the Taehwa river at the estuary, better restoration effects could be observed. In the Cheokgwa cheon, which is almost a natural river, the ecological integrity of the fauna population has been maintained quite well. It was concluded that the project to transform urban streams into ecological streams should focus on not only keeping water volume and quality but also maintaining favorable conditions for the migration and settlement of animal species close to the natural state.

천연기념물 노거수 활력도 측정에 관한 연구 -경상도 천연기념물 느티나무를 중심으로- (A Study of Vitality Measurements of the Natural Monuments - Focused Natural Monuments Zelkova in Kyongsangdo -)

  • As a result of this study, vitality of natural monuments (large trees) looks relatively good but they require continuous management. Also, the management for condition recovery and condition maintenance, and minimum measures are needed at least to avoid natural calamity. Major points induced are as follows : The first, although most of natural monument large trees showed favorable growth environment, most of them are aged and have dense twigs with requirement for weed trimming to remove complicated and unnecessary branches. In addition, as most of large trees grow alone in a large space with potential natural calamity, thus, minimum measures are required at least. Secondly, change in electric resistance in surveyed large trees was relatively favorable, however, large trees with soil covering showed high electric resistance and were found to have low vitality. As shown, this study was conducted to find out the measurement techniques of natural monuments, Basic foundation is suggested through the measurement of electric resistance, and the vitality of natural monuments; more accurate investigation will be remained for further discussion.

생태하천 복원 후 모니터링과 적응관리 - 안양시 학의천을 중심으로 - (Follow-up Monitoring & Adaptive Management after Ecological Restoration for the Stream - Focused the Hakui Stream in Anyang City -)

  • Recent years, nationwide projects for ecological restoration are implemented with emerging issues on the stream ecosystem. In order to enhance effectiveness of the ecosystem restoration and reduce negative impact, the appraisal of effectiveness through the follow-up monitoring and the adaptive management process are executed in consecutive phase. In this study, planning phase, monitoring and adaptive management in Hakui stream which is part of An Yang stream restoration project is introduced as representative ongoing case of effective adaptive management. The aim of this study is to verify the adaptive management process and suggest direction of effective restoration. Restoration project of Hakui stream resulted in increasing number and diversity of species (vegetation, fish, bird, invertbrates, amphibian and reptilia) according to monitoring from 2004 to 2013, and enhancing natural river landscape by evaluation of river naturalness among 2001(before restoration), 2007 (after), 2015 (recent). However, excessive vegetation expansion or sediment deposition on channel over time caused unexpected results such as terrestrialization or degradation of habitats. Adaptive management action such as removing disturbance species (Humulus japonicus)(2007), coppicing willow (2007), release of march snail (2007), creation of wetland (2014) were implemented based on monitoring results. And then appraisal of management action was discussed.

하천복원 계획 요소 우선순위 도출 연구 (A Study on Priority of Planning Factors for Stream Restoration Applied AHP)

  • Most streams in Korea have been managed mainly for the control of flood or usages of the water for agriculture, industry, and others, resulting in the loss of their natural characteristics. In recent years, ecological system and function of streams are recognized as very important, and a paradigm change in their management is prevailing. This study, first, analyzed recent stream restoration policies and projects and derived major restoration planning factors; second, evaluated relative importance and priority of the factors using AHP (Analytic Hierarchy Process) method. The derived planning factors were four factors for the level 1, and sixteen factors for the level 2. Relative importance and priority of each factor were calculated, and finally, a composite relative importance and priority of all the factors were suggested. These findings are hoped to support stream restoration policies and be used in drafting restoration guidelines.

국내의 생태복원기술 연구동향에 관한 사회네트워크분석 (Social Network Analysis on the Research Trend of Korean Ecological Restoration Technology)

  • We tried to analyze qualitatively a total of 110 the research papers which were related domestic ecological restoration technologies about 15 years through semantic network analysis in social network analysis. In order to understand the research trends of ecological restoration technologies, we analyzed the degree centrality and betweenness centrality of the Stream/Wetland, Slope, Soil/Others fields selected as Word Cloud. As a result, ecological restoration technologies have been changed. They were focused on the restoration of species or their habitats in the past. However, they have been evolved into the detailed systems to respond in unpredictable natural disasters and climate change, high-resolution image implementation technology to accurately grasp the practical environment and methods related to environmental restoration for human in urban ecosystem. In the future, investment and technology for the ecosystem restoration field will be continuously demanded for the symbiosis of human beings and species in the damaged ecosystem. Therefore, the research trend of ecological restoration technologies should be provided as reliable guidelines when decision makers establish the policy direction or when researchers select their subjects.

백두대간 자연 환경 조사 비교 및 개선 방안 고찰 (Comparison of Survey Methods and Results for Natural Environment in Baekdudaegan Mountain System)

  • Baekdudaegan Mountain System (BDMS) is a unique and traditional concept in Korea that puts importance on the connectivity of energy when Korean people recognize their mountain system. Two main national organizations that are in charge of managing natural environment in Korea, Korea Forest Service (KFS) and Ministry of Environment (MoE), have been independently investigating the natural resources in protected areas of BDMS. Each organization released its first survey report for the whole protected areas in 2011. In order to provide better understanding of BDMS's natural environment, the results contained in the first reports of KFS and MoE were compared. It was found that KFS contains a wider variety of survey items, though many of the items are overlapped between the reports of KFS and MoE. It was noticeable that the survey results of KFS and MoE were not always matched even for the same or similar items in the identical target areas. The main causes of the different survey results are suggested to be the differences of the details of the survey conditions between KFS and MoE, such as the season of the surveys and the subjectivity of surveyors, and the type of literatures included in the indoor survey. As a result, it is difficult to directly compare the survey results of KFS and MoE, which leads to low usability of the data and low efficiency of the survey processes. Therefore, it is strongly recommended that the sections and methodologies of survey should be clearly set with consideration for the research purposes. The survey data and geographical information should be digitalized and opened to the public for better accessibility to BDMS information. Also, the survey reports should include English summary, thereby the results can be utilized globally for scientific, cultural and political purposes, such as designation of a heritage site.
