Since the National Geographic Information System(NGIS) project of 1995, the geographic information projects have been promoted in various areas such as central and local governments. In the fact that large scale budget has been invested to geographic information projects as a national policy, the cost-benefit analysis would be essential to enhance the efficiency of the resource allocation. In this circumstance, this study analyzes the costs and benefits of geographic information produced by NGI(National Geography Institute). As a result of the cost-benefit analysis, the total amount of benefits were estimated approximately 620 million dollars and the accumulated ratio of the cost to benefit was 1 to 4.4. Also, the internal ratio of the benefit was 38%, which justified the large scale investment. In case of adding qualitative benefits which can not be measured in a quantitative term, the overall benefits from using such geographic information would be much higher than quantitative benefits. Further research work is required for more objective verification of the large scale national project such as building nationwide geographic information.
This study was conducted to develop a forest ecological sensitivity scale and verify its reliability and validity to evaluate the effectiveness of forest education programs and assess the forest ecological sensitivity of people. Forest ecological sensitivity was defined through literature research and expert meetings. A total of 106 preliminary questions, which were developed by dividing the factors of each question, were used to conduct a preliminary survey on 256 adults. Based on the survey results, an exploratory factor analysis was conducted, and 19 questions were selected, excluding overlapping items between factors and items not suitable for factor load. This was a nationwide study in which 557 adult individuals participated, and 533 surveys were used for analysis. According to the results of the exploratory and confirmatory factor analysis, the forest ecological sensitivity scale consisted of 10 questions and 3 factors (personal stage, social stage, and integrated stage) and demonstrated good suitability. The forest ecological sensitivity questions developed in this study can be used to evaluate the effectiveness of forest education programs, which can help contribute toward improving the quality of such programs.
There have been a lot of considerable. discussion and debate surrounding the management model in the health insurance management system and opinions regarding the management operating cost. It is a well known fact that there have always been dissenting opinions and debates surrounding the issue. The management operating cost varies according to the scale of the management organization and component members characteristics of the insurance carrier. Therefore, it is necessary to examine and compare the management operating cost to the simulated management models developed to cover those eligible for the health insurance scheme in this country. Since the management operating cost can vary according to the different models of management, four alternative management models have been established based on the critical evaluation of existing theories concerned, as well as on the basis of the survey results and simulation attempts. The first alternative model is the Unique Insurance Carrier Model(Ⅰ) ; desigened to cover all of the people with no classification of insurance qualifications and finances from the source of contribution of the insured, nationwide. The second is the Management Model of Large-scale District Insurance Carrier(Ⅱ) ; this means the Korean society would be divided into 21 large districts; each having its own insurance carrier that would cover the people in that particular district with no classification of insurance qualifications arid finances as in Model I. The third is the Management Model of Insurance Carrier Divided by Area and Classified with Occupation if Largescale (Ⅲ) ; to serve the self-employed in the 21 districts divided as in Model Ⅱ. It would serve the employees and their dependents by separate insurance carriers in large-scale similar to the area of the district-scale for the self-employed, so that the insurance qualifications and finances would be classified with each of the insurance carriers: The last is the Management Model of the Multi - insurance Carrier (Ⅳ) based on the Si. Gun. Gu area which will cover their own self- employed people in the area with more than 150 additional insurance carriers covering the employees and their dependents. The manpower necessary to provide services to all of the people according to the four models is calculated through simulation trials. It indicates that the Management Model of Large-scale District Insurance Carrier requires the most manpower among the four alternative models. The unit management operating costs per the insured individuals and covered persons are leveled with several intervals based on the insurance recipients. in their characteristics. The interval levels derived from the regression analysis reveal that the larger the scale of the insurance carriers is in the number of those insured and covered. the more the unit management operating cost decreases. significantly. Moreover. the result of the quadratic functional formula also shows the U-shape significantly. The management operating costs derived from the simulated calculation. on the basis of the average salary and related cost per staff- member of the Health Insurance Societies for Occupational Labours and Korean Medical Insurance Corporation for the Official Servants and Private School Teachers in 1987 fiscal year. show that the Model of Multi-insurance Carrier warrants the highest management operating cost. Meanwhile the least expensive management operating cost is the Management Model of Unique Insurance Carrier. Insurance Carrier Divided by Area and Classified with Occupation in Large-scale. and Large-scale District Insurance Carrier. in order. Therefore. it is feasible to select the Unique Insurance Carrier Model among the four alternatives from the viewpoint of the management operating cost and in the sense of the flexibility in promoting the productivity of manpower in the human services field. However. the choice of the management model for health insurance systems and its application should be examined further utilizing the operation research analysis for such areas as the administrative efficiency and factors related to computer cost etc.
Purpose : A human milk bank collects, processes, eliminates, and stores breast milk from donors and provides breast milk to those in need. The authors hereby present the experiences and the objective lessons obtained through operating a nationwide human milk bank over a period of 2 years. Methods : The characteristics of the donors and the recipients and the amounts of breast milk donated, processed, and received at the East-West Neo Medical Center Human Milk Bank were investigated from August 2007 to August 2009. Results : The donor pool consisted of 131 first-time donors and 39 repeat donors who made 341 and 127 donations, respectively. Seventy-nine percent of the donors resided in the Seoul-Kyunggi area, and 60% of the donors were in their 30s. Most information and motivation came from the Internet (66%) or television (14%). A total of 2,736 L of breast milk was collected, and 1,979 L were processed. The cumulative number of recipients was 160 preterm or full-term infants and 21 adults, each group receiving the breast milk 337 and 41 times, respectively. In total, infants received 1,663 L and adults received 179 L. Conclusion : Through the present study, the role and importance of a human milk bank in collecting, pasteurizing, and storing surplus breast milk in through sanitary, medically proven methods and providing this breast milk to recipients could be appreciated and reevaluated. The authors believe that a national support system is necessary to expand this practice to a nationwide scale.
It is recognized that one of the major issues in jail management is responding to the needs of a growing number of inmates with mental health problems. The purpose of this study was to assess the nature and severity of mental health problems among inmate population. The mental health status of 1,500 (1,337 responded) inmates of the 30 prisons located in nationwide area was examined using Minnesota Multiphasic Personality Inventory (MMPI). And the scores on MMPI were examined in relation to some offender characteristics such as type of offence, treatment classification, frequence of discipline. The result indicates that the percentage of inmate population with scores over 70 on every sub-categories of the scale is higher than that of general populations reflecting high rate of deviation from average normal mental health. It seems likely that many of inmates are in need of specific mental health treatment services. The nature and severity of mental health problems varies depending on offender characteristics above mentioned. It is also notable that the inmates are heterogeneous in terms of mental health status, and that severe offences such as robbery, assault, and rape or sexual assault are highly related to the scores on 'antisocial' sub category. The study also reveals that there is a relation, if not causal, between mental health problem and frequency of discipline while in prison. Under basis of these findings, this study concludes that a number of inmates in our prison have mental health problems requiring mental health treatment services and suggests five key steps to effectively respond to the prevalence of mental health problems in prison at both the level of the clinical interventions and at the level of system structure and organization. Specially, the importance of collaborative service strategies of the correctional system with mental health systems are underlined.

In this paper, The investment prioritization model was investigated for keeping the service level of mooring facilities more than the target level of management with a limited budget in the right time. Network level prioritization criteria of the national scale was developed to take into criteria index and quantitative evaluation, management authority's opinion. Delphi method was conducted maintenance exports of mooring facilities over twice for verifying the validity and adequacy. In order to improve the objectivity of criteria, the criteria for evaluating the utilization of port facilities is presented form yearly facility traffic/facility's length, the result of the analysis of facility traffic data. The investment prioritization criteria of mooring facilities is expected to be utilized for more efficient and national budget distribution applied to the maintenance budget plan of nationwide.

The construction of digital geographic information of Non-Urban Area have been needed to build a nationwide information infrastructure for the balanced development of nation to reduce a gap between city and Non-Urban Area due to the emphasis on a large scale digital map (1/1,000) implementation for cities. In this research, we researched the basic long-term blueprint for establishing digital geographic information in non-urban area. From the proposed institutional foundation, we want to build this information for Non-Urban Areas and to make a long-term plan to strengthen the national com petitiveness dealing with the globalization, liberalization, and information based on the digital geographic information in non-urban area. This study suggested 3 alternatives to implement digital geographic information of Non-Urban Area as follow. Firstly central government fund whole cost, secondly central government and local government fund a cost half and half, lastly combining first and second alternative. This study can be a basis on building national information infrastructure, provide core information for national projects and revitalize the use of spatial information for Non-Urban Area.

Active and prompt scale-up screening tests are essential to efficiently control the coronavirus disease 2019 (COVID-19) outbreak. The goal of this work was to identify shortcomings in the conventional screening system (CSS) implemented in the beginning of the outbreak. To overcome these shortcomings, we then introduced a novel, independently developed system called the Yeungnam University type drive-through (YU-Thru), and distributed it nationwide in Korea. This system is similar to the drive-throughs utilized by fast food restaurants. YU-Thru system has shortened the time taken to test a single person to 2-4 minutes, by completely eliminating the time required to clean and ventilate the specimen collection room. This time requirement was a major drawback of the CSS. YU-Thru system also reduced the risk of subjects and medical staff infecting one another by using a separate and closed examination system. On average, 50 to 60 tests were conducted per day when using the CSS, while now up to 350 tests per day are conducted with the YU-Thru system. We believe that the YU-Thru system has made an important contribution to the rapid detection of COVID-19 in Daegu, South Korea. Here, we will describe the YU-Thru system in detail so that other countries experiencing COVID-19 outbreaks can take advantage of this system.
Objectives : This study aimed to identify the impact of social responsibility(CSR) activities by the hospital on the organizational commitment and value of the hospital by the internal members, to recognize the importance of staff carry out social responsibility activities effectively in the relevant departments, and use planning as a vital element or establishing a long-term hospital management strategy. Methods : Data were collected from 800 the administrative practioners of the hospitals in 200 hospitals nationwide. A structured questionnaire was used to measure the research variables using a 5-point Likert scale. The final sample consisting of 230 was analyzed using SPSS. Results : It was found that economic, legal, and charitable CSR have a statistically significant effect on organizational commitment and value of hospital Conclusions : The results suggest that hospitals should a fulfilling the obligation to abide by the norms and rules to be strictly observed, social services and charitable activities for the community are a strategy to increase the organizational commitment and hospital value in the long run. These activities should be actively pursued in a way that is sustainable and long-term so that they can improve to management performance.
The exponential increase of malicious and criminal activities in cyber space is posing serious threat which could destabilize the foundation of modem information society. In particular, unexpected network paralysis or break-down created by the spread of malicious traffic could cause confusion and disorder in a nationwide scale, and unless effective countermeasures against such unexpected attacks are formulated in time, this could develop into a catastrophic condition. As a result, there has been vigorous effort and search to develop a functional state-level cyber-threat early-warning system however, the efforts have not yielded satisfying results or created plausible alternatives to date, due to the insufficiency of the existing system and technical difficulties. The existing cyber-threat forecasting and early-warning depend on the individual experience and ability of security manager whose decision is based on the limited security data collected from ESM (Enterprise Security Management) and TMS (Threat Management System). Consequently, this could result in a disastrous warning failure against a variety of unknown and unpredictable attacks. It is, therefore, the aim of this research to offer a conceptual design for "Knowledge-based Real-Time Cyber-Threat Early-Warning System" in order to counter increasinf threat of malicious and criminal activities in cyber suace, and promote further academic researches into developing a comprehensive real-time cyber-threat early-warning system to counter a variety of potential present and future cyber-attacks.
