  • Canada is a democratic country, yet it keeps a social democratic system in which the government is in charge of welfare of its people. And this is one of the most significant features about the country. Her public and private pension system has been effective since the 1920s, securing its people's fundamental income. In particular, the public medical system applies to its every citizen and performs its role. This system is called the National Medical System as well as "MEDICARE" named after its related law. However, there has been a significant change in the national medical and welfare policy due to the budget deficit. In other words, the policy was mainly implemented to welfare facilities in the past, but the policy changed to a welfare policy for the elderly with a concentration on the support for self-reliance of senior citizens since the reform. The purpose of this study is to provide data and implications for Korea through the analysis of the current situation and distinct features of the housing welfare system in Canada. This study has researched the literature on the subject with an analytic focus on three aspects that are the fundamental frame of the system, essential content (support for self-reliance and facility composition), and distinct features of the housing for the elderly. In other words, they are, first, how the fundamental frame of the housing welfare system for the elderly is composed; second, how the service for self-reliance welfare and facility service are composed; and third, what their scale and distinct spatial features of general houses for the elderly with self-reliance are. A comparative study was conducted in detail on courses and characteristics of the housing welfare system for senior citizens in Canada and the USA of North America. In particular, it reveals the scale and distinct spatial features of public houses for the elderly with self-reliance in British Columbia (BC) which is one of the main provinces of Canada.

  • The adolescent birth rate has doubled in the recent decade. As a result, the Korean government has implemented support for adolescent single-parent families by expanding the scope of coverage of the Single-parent Family Support Act in 2010. In order to understand whether experiences of facility entry programs and the Single-parent Family Support Act for adolescent single-parents were helpful or not, this study verified the relationship to mental health. This study utilized a part of the National Youth Policy Institute's 'Research on the Actual Condition of the Adolescent Pregnancy, Birth and Rearing Children.' Participants of the study were 218 adolescent single-parents at the age of 24 and younger. This study used the research methods of descriptive statistical analysis, ${\chi}^2$test, t-test, and one-way analysis of variance. The findings and discussion of this study are as below: Firstly, the depression level of adolescent single-parents who had been raised by grandparents was higher than other family types to a meaningful standard and adolescent single-parent's cognition of the original family's economic level was related to self-esteem and parenting efficacy. Secondly, the practical single-parent family support policy for adolescent single-parent's pregnancy, birth and rearing children has shown a higher reception rate, and medical service of facility entry programs has a higher satisfaction level. However, some of the facility entry programs and the Single-parent Family Support Act have a low reception rate and it should be considered whether to maintain them or not.Lastly, parts of facility entry programs and the Single-parent Family Support Act for adolescent single-parents have increased self-esteem and parenting efficacy and reduced parenting stress and depression's levels.

  • Postponing childbirth is becoming increasingly common and consequently serious social problem in Korea, among married-working women. It is relatively unknown which factors determine married-working women's childbirth intention. This study investigated the effects of demographical factors, labor market factors and social support factors on married-working women's childbirth intention. Data from a national survey of married-working women (Korean longitudinal survey of women and families) are used in this study. The findings are as follows. First, logistic regression analyses that married-working women's childbirth intention could be predicted by 1) personal characteristic factors such as age (p <.000), education level (p<.029), parenthood (p<.000) monthly pay (p<.01); 2) husband support factors, such as satisfaction with division of household labor (p<.009), time with family (p<.049) influence of family life on work (p<.083); and 3) institutional support factors such as regular position (p<.015), regression analysis showed similar results. Personal characteristic factors and husband support factors had statistically significant effects on the number of future children. Personal value factors such as traditional family support (p<.05) proved to be the best predictor of the number of future children. Institutional support factors, on the other hand, did not have statistically significant effect on the number of future children. In a nutshell, personal characteristics and husband support proved to be the most important determinant of married-working women's childbirth intention. The findings suggest that family friendly policy and flexible labor market policy will impact married-working women's childbirth intention.

  • Objective: The introduction of government support programs for small businesses in 1993 aimed to enhance awareness and capabilities in industrial health management among small business proprietors, marking a continuous expansion over the past three decades. Despite this growth, there has been a conspicuous absence of comprehensive evaluations regarding the efficacy of these initiatives. In response, this study endeavors to conduct a thorough policy evaluation. Method: Through a meticulous approach, we conducted an analysis of in-depth interviews with eight individuals possessing expertise in the administration of government support programs for small businesses. These interviews were sourced from personnel affiliated with government ministries and public agencies. Results: In the analysis, it was found that small-scale business government support programs operate primarily based on quantity rather than receiving support from business owners regarding their necessity or utility. Consequently, these programs have failed to yield substantial effects on altering the perception of business owners or improving the working environment within the businesses. Conclusion: This study assumes significance in its capacity to discern intricate procedural challenges in program implementation, which often elude quantitative scrutiny. Furthermore, it provides pivotal insights for enhancing government support programs.

  • Background: The purpose of this study is to analyze whether there is a change in patterns of medical use among those likely to be converted their health insurance qualifications when the family support rule is alleviated. There is no empirical analysis that converting health insurance qualification will affect the increase in medical use. Methods: For analysis, data were extracted from the national health insurance eligibility and medical care database. To identify analysis targets similar to that of medical aids' characteristics among health insurance coverage, we compared income, property level, and medical use patterns through basic statistical analysis and used a difference-in-difference (DID) analysis to estimate the net effect of changes in medical use following the change of qualifications. Results: The main results are as follows. The results show that those who are under the 5% income group (1st income group) of health insurance coverage are the most similar to the medical aids group. DID analysis shows that changes in the medical use of people who maintain their national insurance qualification and who are not. As a results, the number of hospitalized days of converting group was reduced by 3.5 days while outpatient days were increased by 1.8 days. Conclusion: As a result, there was not much difference in the patterns of medical use for the under 5% income group who are likely to be eligible for expanded medical aids when the family support rule is alleviated. In addition, more than 30% of them are in arrears with their health insurance premiums, causing inconvenience in using medical services. These findings suggest the need of abolishing the criteria obligated to support family, and great efforts should be made to contribute to non-paid poor and remove their medical blind spot.

  • This study is aiming at providing the useful information for successful implementation of the forest resource promotion policy through analyzing the impacting factors and their relationships on policy accomplishment and policy effectiveness in executing the forest resource promotion policy. Interview survey was conducted on the stake-holders such as government officers and civilians who have direct or indirect influences on the establishment and execution of the forest resource promotion policy. The forest resource promotion policy was heuristically analyzed by using the LISREL (Linear Structural RELations) Model. The policy accomplishments of forest resource promotion significantly showed the positive relations with the suitability of problem recognition, the suitability of policy decision-making and rationality of policy execution, while the degree of policy support and the policy accomplishments were having significant impacts upon the policy effectiveness. Since the path coefficients between the latent variables and observed variables and among the latent variables mostly showed the positive relations significantly, the forest resource promotion policy was evaluated very successful in terms of policy accomplishments and policy effectiveness.

  • The negative impact of climate change on the agricultural sector is rapidly increasing, and it is urgent to prepare policies at the government level to mitigate it. In the case of Rwanda's agricultural sector, which lacks the government's budget and farmers' capital, efficient and effective policy implementation is of paramount importance. To this end, rather than establishing related policies in the public sector from the top down, it is necessary to establish a bottom-up customized policy that is reflected in policy establishment by identifying the characteristics and behaviors of farmers who actually participate in adaptation activities. In this study, the effects of farmers' characteristics and farmers' perception status/adaptation status to climate change on the selection of adaptation methods for climate change were analyzed. 357 rice farmers randomly selected from Eastern Rwanda were surveyed to explore the information related to farmers' perception to climate change and adaptation methods as well as basic information of the farm. Research shows that the probability of selecting a variety of adaptation methods rather than not responding to climate change increases the younger the age, the higher the education level, and the easier access to climate information and credit. As a policy proposals, it is judged that public support such as strengthening agricultural technology support services, including more detailed guidance for elderly and low-educated farmers, and improving access to farm loan services by agricultural financial institutions is needed. In addition, it is necessary to adjust the planting time and cultivation method, provide timely information related to climate change, and provide crop variety improvement services to farmers.

Also, the characteristics and viability of social enterprises based on local resources within the framework of social economy policy. The social economic policy in Korea is generally treated as means of local developments. This paper aims to examine the localness and socio-economic foundation of social enterprises which are located in the west of Gyeongnam province in Korea and to provide policy recommendations for promoting local resource-based social enterprises. The selection of the case study firms was chosen by considering various factors such as the viability of the firm, location of a company and the types of organization. The research result shows that most of local social enterprises had a viability and profitability to effectively utilize local resources. But it is claimed that the government policy for promoting local social enterprises reveals some limitations to promoting effectively local social enterprises. First, it is necessary to limit the qualification of applying to the government support program. Second, financial support should be changed from hardware-centered programs to software-centered programs such as training and education for human resource development and the business consulting. Finally, it is necessary for the government policy to focus on follow-up programs for firms which are no more capable of receiving the government financial support. For these firms, the government policy needs to focus on facilitating activities of cooperation between local universities and local social enterprise.
