Diversified Analysis of the Correlation between Investment and Performance of Korean R&D Programs (우리나라 국가연구개발사업 정부연구비 투입 대비 성과의 다각적 분석)

  • In this paper We analyze the correlation between investment and performance of Korean R&D programs, by six factors diversified, based on evolutionary economics of technology. National Science and Technology Information Service(NTIS) started from March, 2008 was used for collecting investment and performance data of national R&D program. We search the investment cost according to science-technology standard classification of Korea, research conductors, socio-economic objectives and cooperation types per year from 2002 to 2008, and we regard this data as "investment". Similarly, we search the number of papers, patents, commercializations, royalties and so forth according to science technology standard classification of Korea, research organizations, socio-economic objectives and cooperation types per year from 2002 to 2008, and this data is regarded as "performance". We expected analysis results of this investment and performance data confirm the diversified factors to affect advancement of science and technology. And we though, as a result, we will get some meaningful directions of investment of national R&D from the analysis results. But this study has several limitations because we did not consider enough microscopic characteristics of sector or technology, research organizations, cooperation network types, and external effect of social, politic, cultural factors.

Analysis for Linear Type Classification Scheme on Holstein Cows in Korea (국내 홀스타인종 젖소의 선형형질의 점수제 분석)

  • Complement of test standard, evaluation methods and models are needed to improve national competitiveness and to exchange superior genetic resources through the comparison of genetic evaluation score among nations in dairy cattle. Therefore, this study was conducted for the application of international standard to Korea considering domestic circumstance by changing linear-classification test score system of 50 classes which is currently used in Korea to system of 9 classes which is used in advanced nations of dairy. 15,230 of holstein cow linear type records with first parity records for the fifteen linear type and one total score from 2001 to 2006 and pedigree data which were collected by the Korean Animal Improvement Association were used in this study. Population classified by 9 levels was more normal distributed than 50 levels. Correlation coefficients between 50 and 9 score system showed over 0.98 by each classification scheme. Therefore, the 50 point system can be substituted with 9 point system due to their highly positive correlation. However, scores in all traits were still very contingent on classifier under the 9 point system (p<0.001), and F values between foot angle and front teat attachment showed high fluctuation depending on classifier. It means that subjective opinions of classifier would influence on linear type score as ever even if class scheme transformed to system of 9 class. Therefore, the relevance of transformation to the 9 point system should be assessed after analyses about various environmental factors.

  • Most studies examining the sub-categories of agro-industry used to access an inter-industry analysis. However, These are some limitations that researchers set sub-categories differently according to their needs. Thus, This study aims to empirically explore the agro-industry sub-categories by area of academic research on agricultural science. The National Standard Science and Technology Classification(NSSTC) codes were used to classify academic research on agricultural science. This codes were examined the sub-categories using Korean input-output statistics industry and product classification by hiring 220 departments of 37 agricultural colleges. Results showed that studies using an inter-industry analysis coincided in terms of agricultural production, but showed differences in forward and backward linkage industries and services. Forward linkages industry were clearly limited to industries in which agricultural products are inputted as raw materials. Then, in terms of services related to agriculture, Previous studies represent fields such as transport and real estate, which are not included. Moreover, Research institutions overlooked by previous studies occupy an important position.

A Multi-Level Integrator with Programming Based Boosting for Person Authentication Using Different Biometrics

  • A multiple classification system based on a new boosting technique has been approached utilizing different biometric traits, that is, color face, iris and eye along with fingerprints of right and left hands, handwriting, palm-print, gait (silhouettes) and wrist-vein for person authentication. The images of different biometric traits were taken from different standard databases such as FEI, UTIRIS, CASIA, IAM and CIE. This system is comprised of three different super-classifiers to individually perform person identification. The individual classifiers corresponding to each super-classifier in their turn identify different biometric features and their conclusions are integrated together in their respective super-classifiers. The decisions from individual super-classifiers are integrated together through a mega-super-classifier to perform the final conclusion using programming based boosting. The mega-super-classifier system using different super-classifiers in a compact form is more reliable than single classifier or even single super-classifier system. The system has been evaluated with accuracy, precision, recall and F-score metrics through holdout method and confusion matrix for each of the single classifiers, super-classifiers and finally the mega-super-classifier. The different performance evaluations are appreciable. Also the learning and the recognition time is fairly reasonable. Thereby making the system is efficient and effective.

  • Objectives: The purpose of this study is to propose a smart work environment management service model that can measure and maintain work environments in real time. Methods: How existing private consignment business is being carried out was identified and a simpler method was applied to the model. Results: Common support was provided according to the Korea Standard Industrial Classification. Hazards suitable for the relevant industry classification were selected and information on safety and health education, etc. was provided. Theme-specific support provides services focusing on hazards that can be measured through applications. Hazards are evaluated by applying new standards divided into 'Good', 'Average', 'Inadequate', and 'Faulty'. Conclusions: This model is designed to help employers identify health and safety conditions in small businesses where it is difficult to hire health and safety professionals. Using the app proposed in this study, anyone can easily measure their work environment at any time.

  • Recently KISTEP(Korea Institute of Science and Technology Evaluation and Planning) held an open forum for examining 'the Manuscript of National Science and Technology Standard Taxonomic System'. I submitted my opinion letter to the forum because I thought that the matter of setting the standard taxonomic system for Science and Technology is so closely related to the research concern of STS that it needs checking from the viewpoint of STS. This paper primarily focuses on making a criticism of and constructing an alternative to the mamuscript, but it goes so far as to ground the matter upon the STS viewpoint. I propose that we interpret an open forum related to science and technology as an example case of the community of inquiry. Further I try, standing in the context of learning to form a model of doing STS interdisciplinary research. In the context of decision I point out the problem with the 'scale' principle involved in categrizing criteria of the taxonomic system and argue that the problem leads to omitting STS from National Science and Technology Standard Taxonomic System although STS takes up science and technology themselves as its research concern proper. In the context or teaming I seek to set up a typical case study or STS. One of the typical STS research tasks is trying to construct a positive alternative to as well as make a criticism of a given suggestion, for clearer alternatives will, in him, provoke sharper criticisms or safer acceptances. I hope that the model in this paper will exemplify such an alternating procedure of criticism and acceptance.

The Classification System and Information Service for Establishing a National Collaborative R&D Strategy in Infectious Diseases: Focusing on the Classification Model for Overseas Coronavirus R&D Projects (국가 감염병 공동R&D전략 수립을 위한 분류체계 및 정보서비스에 대한 연구: 해외 코로나바이러스 R&D과제의 분류모델을 중심으로)

  • The world is suffering from numerous human and economic losses due to the novel coronavirus infection (COVID-19). The Korean government established a strategy to overcome the national infectious disease crisis through research and development. It is difficult to find distinctive features and changes in a specific R&D field when using the existing technical classification or science and technology standard classification. Recently, a few studies have been conducted to establish a classification system to provide information about the investment research areas of infectious diseases in Korea through a comparative analysis of Korea government-funded research projects. However, these studies did not provide the necessary information for establishing cooperative research strategies among countries in the infectious diseases, which is required as an execution plan to achieve the goals of national health security and fostering new growth industries. Therefore, it is inevitable to study information services based on the classification system and classification model for establishing a national collaborative R&D strategy. Seven classification - Diagnosis_biomarker, Drug_discovery, Epidemiology, Evaluation_validation, Mechanism_signaling pathway, Prediction, and Vaccine_therapeutic antibody - systems were derived through reviewing infectious diseases-related national-funded research projects of South Korea. A classification system model was trained by combining Scopus data with a bidirectional RNN model. The classification performance of the final model secured robustness with an accuracy of over 90%. In order to conduct the empirical study, an infectious disease classification system was applied to the coronavirus-related research and development projects of major countries such as the STAR Metrics (National Institutes of Health) and NSF (National Science Foundation) of the United States(US), the CORDIS (Community Research & Development Information Service)of the European Union(EU), and the KAKEN (Database of Grants-in-Aid for Scientific Research) of Japan. It can be seen that the research and development trends of infectious diseases (coronavirus) in major countries are mostly concentrated in the prediction that deals with predicting success for clinical trials at the new drug development stage or predicting toxicity that causes side effects. The intriguing result is that for all of these nations, the portion of national investment in the vaccine_therapeutic antibody, which is recognized as an area of research and development aimed at the development of vaccines and treatments, was also very small (5.1%). It indirectly explained the reason of the poor development of vaccines and treatments. Based on the result of examining the investment status of coronavirus-related research projects through comparative analysis by country, it was found that the US and Japan are relatively evenly investing in all infectious diseases-related research areas, while Europe has relatively large investments in specific research areas such as diagnosis_biomarker. Moreover, the information on major coronavirus-related research organizations in major countries was provided by the classification system, thereby allowing establishing an international collaborative R&D projects.

  • This study was conducted to identify the oral function problems of workers according to Korean Standard Classification of Occupations (KSCO) and to provide evidentiary material to promote them to revise the Occupational Safety and Health Act so that workers can benefit from the collective oral healthcare project. For the research materials, it was used the 7th raw data (1st and 2nd) of National Health and Nutrition Examination Survey. It was examined the problems of chewing and speaking for the workers over 19 years old by KSCO. The connection between the types of workers and the problems of chewing and speaking has been confirmed (p<0.05). In order to improve the workers' oral healthcare, the collective oral healthcare project should be implemented. Therefore, the Occupational Safety and Health Act should be revised to hire professional health care manager with expertise, who will be host of the collective oral healthcare project.

  • It needs various technology assessment informations to perform reasonable technology valuation. It takes large amount of time and cost to collect technology assessment informations which is same or similar. To provide technology assessment informations efficiently, we develop new system which can batch search and browse all technology assessments gathered from institute of technology valuation, research institute and so on. In this paper, we explain how to use the method such as "metadata integration" and "metadata collection", "mapping for National Science & Technology Standard Classification" as a part of the system.

  • As rapidly growing industry, ICT industry is emphasized for its importance and the demand to figure out for the performances of investment of R&D for ICT have been increasing. The performance for investment of R&D analyze mainly as commercialization, sales, hiring employee and intellectual property and so on. In this paper, we propose an analytical method for performance as focusing an application time of patent that are acquired as a result after perform the national project of ICT. We classify 4 subdivision technologies and 17 detailed classification of Korean industrial standard for 35,551 item of ICT area among national R&D project. This paper proposes computational method for required time about patent's performance. As a analyzed result we verify that the activity of technology's commercialization is most active in communication as 1.2 year of ICT among national project.
