공통직무능력표준 개발연구: 국가기술자격법상 기술사 자격을 중심으로 (A Study for Developing Generic Competency Standards Focusing on Professional Engineer Qualification in National Technical Qualification Act)

  • 본 연구의 목적은 첫째, 교육훈련-자격-노동시장의 연계 차원에서 기술사 제도를 관리 운영할 수 있는 인프라 구축을 위하여 기술사 공통직무능력표준을 개발하고, 둘째, 기술사의 공통직무능력표준을 검정기준, 출제기준, 면접시험 기준 등의 개선에 활용할 뿐만 아니라 기술사 계속교육훈련과정 개발, 공과대학 등의 정규교육과정 개발, 기업의 인사관리제도 개선 등에 활용할 수 있도록 함으로써 우리나라 기술사 관련 제도를 국제적 수준으로 개선할 수 있도록 기본여건을 마련하는데 있다. 이를 위해 먼저 직무능력표준과 관련된 이론적 문헌과 선행 연구 결과를 바탕으로 직무능력표준 개념 정의와 직무능력표준 개발 방법 등에 대해서 논의하였고, 이에 기반하여 우리나라 기술사 공통직무능력표준 개발의 방향을 제시하였다. 더불어 뉴질랜드, 영국과 같이 기술사 공통직무능력표준을 제정하여 활용하고 있는 사례와 국제기술사의 직무능력표준을 조사 분석하여 우리나라의 기술사 공통직무능력표준 개발 시 고려하여야 할 사항에 대해서 살펴보았다. 설문조사 결과에 기반하여 연구진이 도출한 공통직무능력표준(안)을 최종적으로 수정?보완하여 기술사 공통직무능력표준(안)의 최종(안)을 마련하였다.

  • We need a study of the ratio of successful applicants control methodology about the national technical qualification under the global-green industrial society and rapid change of international circumstances, infinite competition rider society under FTA aspects. It is necessary to develop of HRD Korea selfishness and increase brand value of national technical qualification. So, this study is analysed to the ratio of successful applicants of national technical qualification toward change of the 'bank of problems' control rule, various characters of candidates and the trend of demand and supply of labours instead of the absolute evaluation method. Accordingly, this study suggests to a methodology for the forecasting model of the ratio of successful applicants using the level of problems difficulty and pattern and the candidates academical carriers.

Approach towards qualification of TCP/IP network components of PFBR

  • Distributed control system architecture is adopted for I&C systems of Prototype Fast Breeder Reactor, where the geographically distributed control systems are connected to centralized servers & display stations via switched Ethernet networks. TCP/IP communication plays a significant role in the successful operations of this architecture. The communication tasks at control nodes are taken care by TCP/IP offload modules; local area switched network is realized using layer-2/3 switches, which are finally connected to network interfaces of centralized servers & display stations. Safety, security, reliability, and fault tolerance of control systems used for safety-related applications of nuclear power plants is ensured by indigenous design and qualification as per guidelines laid down by regulatory authorities. In the case of commercially available components, appropriate suitability analysis is required for getting the operation clearances from regulatory authorities. This paper details the proposed approach for the suitability analysis of TCP/IP communication nodes, including control systems at the field, network switches, and servers/display stations. Development of test platform using commercially available tools and diagnostics software engineered for control nodes/display stations are described. Each TCP link behavior with impaired packets and multiple traffic loads is described, followed by benchmarking of the network switch's routing characteristics and security features.

잠수기능장 제도 신설을 위한 산업 잠수 국가자격체계 분석 (Analysis of the commercial diving national qualification system for the introduction of a diving supervisor)

  • 본 연구에서는 산업 잠수 분야의 현장 책임자 겸 관리 감독자 역할을 할 수 있는 잠수기능장 직책을 국가자격제도로 도입할 것을 제안하였다. 이를 위해 수중전문건설업체 현황, 산업 잠수 장비 운용 실태, 잠수사 근로시간, 인력 수급 현황, 수중전문건설업 시장 현황 등 산업 잠수 분야의 전반적인 현황을 조사하였고, 국가자격체계와 NCS(National Competency Standards) 체계를 분석하여 잠수기능장의 직무 정의와 범위를 도출하였다. 그 결과 산업 잠수 분야의 잠수기능장 자격은 '산업 잠수에 관한 최상급 숙련 기능을 가지고 산업현장에서 공정관리, 소속 기능 인력의 지도 및 감독, 현장교육, 사업주와 기능 인력을 유기적으로 연계시켜주는 현장 관리자로서의 역할을 수행하는 직무'로 정의하고, 잠수기능장의 직무 내용은 '잠수계획수립 및 잠수팀 운영', '표면공급식 공기 혼합기체잠수', '기압조절실 운용', '수중토목', '해난구조' 로 구성하도록 제안하였다. 이 종목이 도입되면 그 동안 관련 분야 종사자들 사이에서 이슈가 되어 왔던 경력 개발을 비롯하여 직급의 관리 감독 등 많은 문제점들을 해소할 수 있을 것으로 기대된다.

응급구조사의 자격과 면허에 대한 소고 (A Legal Consideraton of License and Certified Qualification of Paramedics)

  • Purpose: The aim of this study is to identify the legal concept of a license and a qualification for health care personnel. We analyze the appropriateness of the qualification for the first-class paramedics and the sufficiency of 3-year job experience in substitution for college level academic major. Method: We reviewed Laws on Healthcare which stipulate academic and career qualifications for healthcare personnel for whom college-level academic training and job experience to get a license. Results: There is no legal consideration which permits major and educational background substituted by job experience. Only third-class hygienist who graduated from a high school or the equivalent with 3 year job experience can apply for first-class hygienist' national license examination without educational requirements. However, it is nothing to compare with first-class paramedics because the work of hygienist is not directly related to patients care and there is no need of doctor's supervision for hygienist' job. Paramedics have a major role in saving emergency patients in making prompt decision, applying appropriate emergency treatment, securing intravenous route, managing intubation, applying defibrillator, and etc. Conclusion: Ministry of Health & Welfare should grant license to paramedics and annul replacement of academic major background. In addition, it is imperative to broaden the scope of paramedics' job so that they can guarantee patient's life saving in emergency situation with quality major curriculum of college level.

전자상거래관리사 직무분석에 관한 연구 (Development for Qualification Item of Electronic Commerce in National Technology Qualification)

  • 이 연구는 전자상거래 관리사의 자격검정을 실시하기 위해서 필요한 자격의 구체적인 구조와 내용의 설계를 목적으로 하였다. 연구의 목적을 달성하기 위하여 인터넷 전자상거래 개요 및 현황, 기술적 특성, 그리고 인터넷 상거래 관련 법 등에 대한 자료를 분석하였고, 관련 분야의 현장 전문가와 교육 전문가들이 참석하여 직무분석을 실시하였다. 이를 바탕으로 전자상거래 관리사 자격의 구조와 내용을 설계하였으며, 자격의 내실화와 활성화를 위한 정책제언을 하였다. 이 연구는 문헌연구, 전문가 협의회 및 면담, 그리고 데이컴 법(DACUM: Developing A Curriculum)에 의한 직무분석을 통해서 수행되었다.

원전기기 비금속재료의 활성화에너지 측정 및 적용성 분석 (Analysis on Activation Energy Measurement and Application of Nuclear Equipment Non-metallic Materials)

  • Safety-related equipments of Nuclear Power Plants(NPP) have to perform environmental qualification test in accordance with IEEE-323 standards. However, non-metallic materials replace new one regularly instead of the test because they are considered as consumable parts. In this study, the seven kinds of non-metallic materials are selected and their activation energy was experimentally evaluated with uncertainty analysis by using thermogravimetric analyzer(TGA). In order to obtain activation energy of non-metallic materials, mass difference, temperature raising rate and conversion rate on the specimen are analyzed. It is postulated that the three experiment conditions are important to get a reliable activation energy. This postulate was experimentally confirmed using Arrhenius equation and Flynn-Wall-Ozawa analysis.

A Time-Domain Method to Generate Artificial Time History from a Given Reference Response Spectrum

  • Seismic qualification by test is widely used as a way to show the integrity and functionality of equipment that is related to the overall safety of nuclear power plants. Another means of seismic qualification is by direct integration analysis. Both approaches require a series of time histories as an input. However, in most cases, the possibility of using real earthquake data is limited. Thus, artificial time histories are widely used instead. In many cases, however, response spectra are given. Thus, most of the artificial time histories are generated from the given response spectra. Obtaining the response spectrum from a given time history is straightforward. However, the procedure for generating artificial time histories from a given response spectrum is difficult and complex to understand. Thus, this paper presents a simple time-domain method for generating a time history from a given response spectrum; the method was shown to satisfy conditions derived from nuclear regulatory guidance.

보건교육사 직무 및 자격제도에 관한 연구 (Role and the Operating Qualification System of Health Education Specialists)

Method : This study was conducted by law and descriptive literature review on health education and health promotion. Result : This study was to analysis of the contents of the National Health Promotion Law and the relevant literature. Conclusion : This study was to analyze the suggestions below to research a health education specialists qualifications and duties and role-specific factors based on the content of legislation and review of the literature.

  • In recent years, NASA, FAA and the aerospace industry, through MIL-HDBK-17 and the NASA-conceived AGATE(Advanced General Aviation Transport Experiments) program, have worked together to reduce the qualification burden imposed on individual aircraft manufacturers. AGATE is one of the most successful public/private cost-haring partnerships ever conceived, bringing together academia, the FAA, other government agencies and industry to develop affordable new technologies and accompanying industry standards and certification methods. In 2005, NASA established NCAMP(National Center for Advanced Materials Performance) with the purpose of refining and enhancing the AGATE process to a self-sustaining level to serve the entire aerospace industry in partnership with CMH-17, FAA, and SAE. In this paper, I will introduce briefly NCAMP process and explain its organization structure and core NCAMP documents. This paper can provide some help in establishing our certification system for composite materials where the NCAMP process is expected to be the most good model.
