In industrialised countries, innovation is a key source of economic growth. Research is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments' industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement, launched by the Australian Prime Minister in January 2001, commits an additional $3 billion over five years to encourage and support innovation. The Australian Government aims to build world competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government also undertakes analysis and comparisons of innovation policies, instruments and approaches to maintain a leading-edge National Innovation System. This includes analysis of the innovation activities of other nations, and evaluation of the impacts of innovation policies and programs on Australia's institutions and enterprises. This paper proposes the systematic design approach for developing the evaluation indicators that evaluate the candidate proposals in the national defense core-technology R&D projects. To improve the validity and fairness of the evaluation indicators, the existing evaluation process in a military and a public sector are surveyed and also the existing evaluation system of the core-technology R&D programs for the national defense is analysed and discussed. A new system for the evaluation indicators is designed by using the axiomatic design, factor analysis and the analytic hierarchy process. It is expected that the proposed evaluation indicators contribute to enhance the fairness and the reliability of the evaluation process for the proposal of the national defense core-technology R&D projects.
To enhance the efficiency of national R&D programs, it is the most important thing to establish the optimized evaluation system. This is because the distorted evaluation could be an obstacle to select the best suited research team and lead the desirable research result. In current evaluation process of national R&D program, it is the most frequently used method for eliminating an evaluator's biased view to exclude both the maximum and minimum scores. However, there are several limitations in this stereotype method. Therefore, this study analyzes some real cases to derive the problems from the stereotype method and then recommends the complementary alternatives which can enhance the reliability of the evaluation system for national R&D programs. The results acquired from this study seem to be helpful to increase the agreement of the applicants on the evaluation results and ultimately to maximize the efficiency of national R&D program. In addition, they can be applied to various field with respect to the methodology for ranking decision.

Technology-oriented national R&D programs produce intellectual property as their final result. Patents, as typical industrial intellectual property, are therefore considered an important factor when evaluating the outcome of R&D programs. Among the main components of patent evaluation, in particular, the patent right quality is a key component constituting patent value, together with marketability and usability. Current approaches for patent right quality evaluation rely mostly on intrinsic knowledge of patent attorneys, and the recent rapid increase of national R&D patents is making expert-based evaluation costly and time-consuming. Therefore, this study defines a hierarchy of patent right quality and then proposes how to quantify the evaluation process of patent right quality by combining text mining and regression analysis. This study will contribute to understanding of the systemic view of the patent right quality evaluation, as well as be an efficient aid for evaluating patents in R&D program assessment processes.
This study is to seek measures for streamlining the evaluation system by analyzing the examples of advanced countries. This study was conducted, based on the relevant government policy documents and previous research papers, in the manner of comparing and analyzing the issues and cases regarding the government evaluation system of public-funded R&D programs in selected countries. In Korea, a national R&D performance evaluation system was introduced by law in 2006. In United States, Obama government has enhanced government performance management by signed into law the GPRA Modernezation Act of 2010. The Japanese Government issued a newly revised Guideline on National R&D Evaluation in late 2012. European Union has also been constantly updating its evaluation system for Framework Programmes(FPs) begun since 1984. This study gets some insights from the recent development of R&D evaluation in the other countries. It is important for the government R&D evaluation system to be in line with national S&T policy and agency's mission. In micro views, specific evaluation approaches and methods by types of various R&D programs should be more illustratively developed. Additionally it is suggested to monitor recent trends and techniques on R&D evaluation by participating in activities to communicate and share their knowledge and experiences in international evaluation research networks.
This study addresses the question of how to design the research system for national R&D programs that aim to promote creative innovation. This paper attempts to analyze the case of Creative Research Initiatives(CRI), a new national R&D program recently launched by the Ministry of Science and Technology of Korea. CRI is a strategic program intended to shift the national R&D paradigm from imitative innovation to creative innovation. The key features of the research system of the program include: a research-centered system, long-term research funding, the sunset approach, a dynamic and flexible research organization, and a centralized research system. This paper suggests theoretical rational of these key features based on the literature review on creative innovation. Based on an analysis of the results of implementing the CRI in 1997, this paper also examines how the research system design is reflected and embodied in the program implementation process. Finally, policy implications and future research directions are also discussed.
The aim of this paper is to make embodiment and structure of the mission concept, named mission construct, in the National R&D Programs as an effective tool which manages the life-cycle processes and examines their validity and duplication problems. While it is generally accepted the premise that the mission is the fundamental reason for being in planning and implementing a public program, its role is being overlooked because of its vagueness and abstractness. To derive the mission construct of a program level, existing literature on corporate/organization missions and their components is examined. The study identifies and proposes the following four dimensions and their attributes: raison d'etre, program definition, program identification and program goals.
Proposed increases to the government's R&D budget should be discussed based on merits of meeting efficiency and effectiveness criteria. The evaluation of the national R&D budget and related programs are performed in two areas: a system of R&D budget coordination and allocation, and a system of R&D program performance. This paper mainly focuses on the operational areas of R&D budget evaluation system with a focus on their impact to efficiency and effectiveness. The core view point for a R&D budget evaluation system involves two directions: Firstly, to detail the relationships between the later stage (ex. post) activities such as, program survey, analysis, and program performance evaluation, with the budget evaluation. Secondly, to critically oversee all R&D coordination procedures with a different perspective. Budgeting is generally known as a serial process of policy making, planning and executing. It is highly desirable for the budget to be allocated to, and spent by, specific programs as planned, and that each plan be aligned with a specific policy. As such, a strong relevance between the program structure and budget code system is integral to successful execution. It should be performed using a decision making system which closely examines the link between policy and budget. It is also recommended that systematic relationships be maintained among budget coordination and allocation, performance evaluations of policy and program levels, and program survey and analysis system, and that their operational schedule should be reviewed comprehensively as a one integrated system. The National Science and Technology Council is expected to play a major and practical role as the center of policy planning and should be supported by the objective and unbiased system which covers overall process from policy making to program evaluation. Finally, increased utilization of contents, timely program survey and analysis, and accurate of activity scheduling of budget coordination and allocation, and diligent program performance evaluation all contribute towards a more efficient and effective overall evaluation system.
Meta-evaluation for national R&D programs should be established within the framework of whole R&D system linked with science and technology needs and objectives. The R&D program evaluation system can be understood as a circulation of input, implementation, output, and utilization. In the result of the Delphi survey, which consisted of twenty-four experts (performed in three rounds), twenty-four indices were developed. The meta-evaluation model included sub-items which were important points of view of it as follow (eight items): propriety of planning, sufficiency of information, and propriety of evaluators in evaluation input; appropriateness of method and appropriateness of procedure in evaluation implementation; credibility of output in evaluation output; and usefulness of report and application of evaluation utilization. As the application of the meta-evaluation model, the total mean was lower than 3.0 of the median value of 2.73 (5 point Likert scale). Finally, it was suggested that the feedback of evaluation results should be more enforced to R&D program improvement particularly (evaluation utilization 2.50).
