A Study on the Evaluation of Measurement Uncertainty for the National Calibration and Test Organizations (Liquid Flow) (국가교정검사기관(액체유량)의 측정불확도 평가 및 비교연구)

  • A proficiency test is one of programs which Korea Research Institute of Standards and Science(KRISS), as national metrology institute, is putting in operation for the mutual recognition arrangement. The Fluid Flow Group of KRISS evaluated the measurement capability for liquid flowmeter calibrator of the national calibration and test organizations. The uncertainty of national standard system was estimated in accordance with Guide to The Expression of Uncertainty in Measurement (ISO), and the turbine flowmeter, which was used for the round-robin test as a reference flowmeter, was characterized. The round-robin tests with the turbine flowmeter package were carried out in 1995 and 1999. The test results of the organizations and those of KRISS agreed within $\pm0.2$%. It is found thus that the organizations have the traceability of the national standard for liquid flow measurement.

  • In order to facilitate technical exchange among nations and/or institutes through the establishment of mutual recognition and the reliability guarantee of testing results by testing standards standardization, the interlaboratory comparison tests on brake discs and linings between KRRI and CARS were conducted. So far, two ways of comparison tests were performed for a better understanding of mutual recognition and standardization in railroad brake linings between Korea and China. In this paper, the first and second comparison testing results have been summarized, and the suggestions for the future research work are also presented to encourage extensive research on comparison study of railroad brake discs and linings between KRRI and CARS. Eventually, the final goal of the current research will be the establishment of standardization of railroad testing standards.

A Study on Improving Aircraft Maintenance Licensing System of South Korea for Mutual Recognition Between Countries

  • The purpose of this study is to present the internationalization of South Korea's aircraft maintenance certificate for mutual recognition of aircraft maintenance license qualifications among various countries in preparation for an internationalization of the work conducted by the aviation industry. To achieve this objective, this study reviews the aircraft maintenance license training system and compares the standards for aircraft maintenance certification established by the Convention on International Civil Aviation with the standards for issuing domestic aircraft maintenance licenses. This comparative analysis shows that the domestic curriculum of aircraft maintenance licenses differs from international standards. As a result of this study, an improvement plan of the education content was proposed to enable the licensing qualifications of domestic aircraft maintenance licenses to be mutually recognized among different countries.

  • In the situation that crime is diversified qualitatively and quantitatively, the mutual cooperation system between police and private security is very important to cope with the change of policing environment properly. The primary purpose of this study is to suggest the method to improve the policing service quality of police and advance sound security industry by analyzing the case of close mutual cooperation system between police and private security of USA, which can be called the best country in the field of private security. When considering the cases of USA synthetically, we can know that as the most basic characteristic, the discussion over actual cooperation method is performed on the basis of positive recognition over mutual existence of police or private security. It means that the mutual relationship is based on the basic recognition over partner relationship to meet citizen's desire for safety. While reviewing the cases of USA, Korea shall refer to the fact that social safety activities of advanced countries display effects because of many factors such as various mutual cooperation programs between police and private security, efforts of local government, high quality of private security, reliance of citizen and general understanding of police, private security and citizen to solve crime problem. As shown in the review of USA cases, when considering the fact that the mutual cooperation between police and private security is performed in the level of autonomous police, Korea shall perform autonomous police system to provide better policing service, which is close to citizen.

A Study on the Trade-Economic Effects and Utilization of AEO Mutual Recognition Agreements

  • Purpose: The AEO (Authorized Economic Operator) program, created in 2001 in the United States due to 9.11 terrorist's attack, fundamentally changed the trade environment. Korea, which introduced AEO program in 2009, has become one of the world's top countries in the program by ranking 6th in the number of AEO certified companies and the world's No. 1 in MRA (Mutual Recognition Agreement) conclusions. In this paper, we examined what trade-economic and non-economic effects the AEO program and its MRA have in Korea. Research design, data and methodology: In this study we developed a model to verify the impact between utilization of AEO and trade-economic effects of the AEO and its MRA. After analyzing the validity and reliability of the model through Structural Equation Model we conducted a survey to request AEO companies to respond their experience on the effects of AEO program and MRA. As a result, 196 responses were received from 176 AEO companies and utilized in the analysis. Results: With regard to economic effects, the AEO program and the MRA have not been directly linked to financial performance, such as increased sales, increased export and import volumes, reduced management costs, and increased operating profit margins. However, it was analyzed that the positive effects of supply chain management were evident, such as strengthening self-security, monitoring and evaluating risks regularly, strengthening cooperation with trading companies, enhancing cargo tracking capabilities, and reducing the time required for export and import. Conclusions: When it comes to the trade-economic effects of AEO program and its MRA, AEO companies did not satisfy with direct effects, such as increased sales and volume of imports and exports, reduced logistics costs. However, non-economic effects, such as reduced time in customs clearance, freight tracking capability, enhanced security in supply chain are still appears to be big for them. In a rapidly changing trade environment the AEO and MRA are still useful. Therefore the government needs to encourage non-AEO companies to join the AEO program, expand MRA conclusion with AEO adopted countries especially developing ones and help AEO companies make good use of AEO and MRA.

Uncertainties in Pressure Calibration of Laboratory Standard Microphones by Reciprocity Technique (가역방법에 의한 표준 마이크로폰 음압교정의 불확도)

  • According to the Mutual Recognition Arrangement (MRA), the calibration and/or test laboratories should satisfy the management and technical requirements ISO 17025 or equivalent. Chapter 5, Section 5.10.4 of the technical requirement of ISO 17025 suggests the required informations for calibration certificates, one of them is to state the uncertainty of measurement. The uncertainties of measurement in reciprocity calibration of standard laboratory microphone were calculated. The expanded uncertainties for 1 and 1/2 inch microphones were 0.03 dB in the middle frequency range and they increased up to 0.10 dB and 0.11 dB at 20 Hz, 0.07 dB and 0.08 dB at high frequency, respectively.

  • With the expansion of internet usage and the advanced technology for information and communication, the international e-Trade environment gradually migrates from the VAN/EDI to the global Internet-based e-Traed on an ebXML framework. In an effort to provide a Internet-based e-Trade environment with a security and trust, this paper analyzes security components and proposed the SSL and ebXML security technologies in order to assure of the trust and security over Internet-based e-Trade. In addition, this paper presents 3-phase methodology to realize the secure and trustworthy Internet-based e-Trade. In summary, as the first phase, the e-Trade business processes are re-engineered and the digital signature council for mutual recognition is orgainzed. And as the second phase, the Internet-based e-Trade system and the concerned digital signature technology are implemented. Finally as third phase, the PKI mutual recognition agreement is signed by parties concerned and then the Internet-based e-trade business is started. Furthermore, this paper presents the promising Internet-based e-Trade models where the digital signature can be applied.

The Economic Effects of Minimum Quality Standards and Mutual Recognition Agreements (선진국의 최소품질표준 설정과 국가 간 상호인정협정 체결의 효과 분석)

  • This study examines the economic effects of a developed country's minimum quality standards (MQS) and mutual recognition agreements (MRAs) between countries. Based on the results of such analysis, it also considers the optimal MRA strategy for South Korea. For this purpose, the paper constructs a simple three-country model in which the representative firms in each country supply differentiated goods to the developed country market. The analysis results are as follows: First, the rise in the MQS of a developed country intensifies the competition level, reduces the profits of all firms, and raises the developed country's consumer surplus. In addition, if one of the firms exits the market due to the MQS, competition is relaxed, and the profits of the remaining firms increase. Second, countries subject to MQS can improve their social welfare through the MRAs; thus, it is essential to utilize them strategically. In the case of South Korea, the optimal situation is to have an MRA with the developed country or for all three countries not to have any MRA.

  • Since the late 20C, the development of informative electronic technology has expanded human beings' spatial recognition from three-dimension into multi-dimension. Also space has formed mutual organic relation with the human being, since they started having the image responding ability of experience and recognition. The mutual organic relation has appeared in exhibition space aggressively introduced informative electronic technology from existing physical space. Therefore, m carried out a compartive study into the status of exhibition facilities and the form of interaction focusing on exhibition facilities as a medium of interaction between information and users in experiential exhibition space to which informative electronic technology had been introduced. The ultimate purpose of the study was that the phenomena, which had been anticipated from happenings in mutual organic relation between human beings and space, was reflected on space as a place of various communication activities. Hereafter, researches and studies on further exhibition should be continued to clarify the mutual relationship between exhibition space and user trends not only through exhibition space but also through the study of user trends that are changing everyday.
