Korea's water management system is typically a multi-ministerial system, so its efficiency is declining. In order to propose current state and improvement plan of the water management in Korea, this study discussed the improvement of central and local water management. The water management problems are lack of water policy coordination system, conflicts between ministries due to function of water quantity, water quality and agricultural water, redundant investment and inefficiency, insufficient recognition of water autonomy, concentrated central management and deepening regional disparities, lack of financial resources, etc. Hence, improvement to solve the problem includes strengthening the coordination of water management functions between ministries, transferring water management functions of central ministries and strengthening local capacity, and desirable role allocation of central and local governments. In addition, improvement at the local include efforts to change awareness of the water detailed and get water autonomy, integrate management of the watershed, strengthen the local community, secure financial resources, etc.
Recently, the flood inundation caused by heavy rainfall in urban area is increasing due to global warming. The variability of climate change is described in the IPCC 5th report (2014). The precipitation pattern and hydrological system is varied by climate change. Since the heavy rainfall surpassed the design capacity of the pipeline, it caused great damage in metropolitan cities such as Seoul and Busan. Inundation in urban area is primarily caused by insufficient sewer capacity and surplus overflow of river. Inundation in urban area with concentrated population is more dangerous than rural and mountains areas, because it is accompanied by human casualties as well as socio-economic damage to recover destruction of roads, brides and underground spaces. In addition, various factors such as an increase in impervious area, a short time of concentration to outlet, and a shortage of sewer capacity's lack increase flooding damage. In this study, flood inundation analysis was conducted for vulnerable areas using XP-SWMM. Also, three structural flood prevention measures such as drainage pipeline construction, detention reservoir construction, and flood pumping station construction are applied as flood damage prevention alternatives. The flood data for each alternative were extracted by dividing the basin by grid. The Spatial Compromise Programming are applied using flood assessment criteria, such as maximum inundation depth, inundation time, and construction cost. The purpose of this study is to reflect the preference of alternatives according to geographical condition even in the same watershed and to select flood defense alternative considering regional characteristics.

광역상수관은 원수 또는 정수를 자체 수자원확보가 어려운 지자체에 적기에 공급해주는 중요한 역할을 하고 있다. 최근 자연재해에 및 관 노후, 공사 중 사고 등의 원인으로 광역상수관이 파손되는 사례가 발생되었다. 이와 같은 광역상수관의 파손은 상수 보급 수혜지역에 대한 단수피해가 발생될 뿐만 아니라 파손지점에서 상수유량의 분출으로 침수피해를 야기 시킬 수 있게 된다. 본 연구에서는 광역상수관 파손에 따른 파손지역 주변부에서 유량 분출에 의한 침수양상 및 분출지점에 위치하고 있는 지하시설물(지하철 정거장)에 대한 침수피해 영향을 검토하였다. 침수양상 분석 방법은 광역상수관 파손시 분출유량 산정, 지형자료 구축, 표면류 흐름 계산, 침수범람도 작성 순으로 검토를 수행하였다. 광역상수관 파손에 따른 분출유량은 상수관 공급량 $770,000m^3/day$를 기준으로 초당 흐르는 유량(2차원 부정류 흐름 해석)으로 환산하여 유입조건으로 선정하고, 파손위치 및 분출유량에 따른 시나리오를 설정하였다. 광역상수관 파손에 따른 침수양상을 살펴본 결과, 파손 지점의 위치의 지형적 여건에 따라 최대 침수심 및 최대 침수 위치가 상이한 결과가 나타나는 것을 확인할 수 있다. 정거장 주변부 최대 침수심은 0.50m로 정거장 노출부 최소 높이 0.65m(노출부 높이 - 지반고)보다 작은 수치이므로 광역상수관 파손에 따른 분출유량의 정거장 내부 유입은 없는 것으로 분석 되었다.

Service life of water pipes buried in the underground is considerably affected from various factors such as environmental characteristics, pipe characteristics, operation and maintenance, etc. Therefore it is difficult to determine their service life as uniformly the same value assigned by related laws and ordinances. As a result, the service life should be determined by the technical judgement based on the assessment for the condition of water pipes. In this study, It was established that the methodology could predict present and future failure risk, and plan short and long-term strategies for replacement/rehabilitation through the assessment for the physical deterioration and economical values of buried water pipe. The methodology was applied for the verification and reliability to several sites selected in multi-regional transmission pipelines. The proposed method could helps to support reasonable and economical decision of rehabilitation/replacement in the present and future. To improve conventional assessment method of aged water pipes, affecting factors are simplified based on the statistical analysis results from the measured data in the field and the physical deterioration mechanism for better reliability. Also, the guide-line is developed to carry out the reasonal rehabilitation planning through water pipe condition assessment.
One of the recent and most significant technical properties can be expressed as "digital convergence," which is helping lead the technical paradigm into a ubiquitous environment. As an initial trial of realizing a ubiquitous environment, the convergence between broadcasting and telecommunication fields is now on the way, where it is required to develop a scalable video coding scheme for one-source and multi-use media. Traditional scalable video coding schemes have, however, limitations for higher stable picture quality especially on the region of interest. Therefore, this paper introduces an adaptive scanning method especially designed for a higher regional-stable picture quality under a ubiquitous video coding environment, which can improve the subjective quality of the decoded video by most-preferentially encoding, transmitting, and decoding the top-priority image information of the region of interest. Thus, the video can be more clearly visible to users. From various simulation results, the proposed scanning method in this paper can achieve an improved subjective picture quality far better than the widely used raster scan order in conventional video coding schemes, especially on the region of interest, and without a significant loss of quality in the left-over region.
This paper is to present an approach for generating coarse resolution (MODIS data) fraction images of forested region in Korea peninsula using forest type area fraction derived from high resolution data (ASTER data) in regional forest area. A 15-m spatial resolution multi-spectral ASTER image was acquired under clear sky conditions on September 22, 2003 over the forested area near Seoul, Korea and was used to select each end-member that represent a pure reflectance of component of forest such as different forest, bare soil and water. The area fraction of selected each end-member and a 500-m spatial resolution MODIS reflectance product covering study area was applied to a linear mixture inversion model for calculating the fraction image of forest component across the South Korea. We found that the area fraction values of each end-member observed from high resolution image data could be used to separate forest cover in low resolution image data.
We have developed a new method to visualize river networks in tropical rain forests from JERS-1 SAR images. This method compresses river information in an original SAR image to a small image displaying wide rivers as dark objects in real size and narrower rivers as bright objects showing brightness level as an indicator of the discharge. We applied this method to 476 images of Amazon forests, 13 observations for path 415 data and 11 observations for path 416 data between 1993 and 1997. We confirmed that a change observed in a preliminary experiment was certainly a part of seasonal changes. The changes roughly correspond to the monthly precipitation changes. Through a simple digital analysis although qualitative, we also detected subtle but consistent regional differences among minor tributaries that belong to a major tributary basin.

In this study, we examined the flux of carbon and water using an eco-hydrological model, Regional Hydro-Ecologic Simulation System (RHESSys). Our purposes were to develop a set of parameters optimized for a well-designed experimental watershed (Gwangneung Research Watershed, GN) and then, to test suitability of the parameters for predicting carbon and water fluxes of other watershed with different regimes of climate, topography, and vegetation structure (i.e Gangseonry Watershed in Mt. Jumbong, GS). Field datasets of stream flow, soil water content (SWC), and wood biomass product (WBP) were utilized for model parameterization and validation. After laborious parameterization processes, RHESSys was validated with the field observations from the GN watershed. The parameter set identified at the GN watershed was then applied to the GS watershed in Mt. Jumbong, which resulted in good agreement for SWC but poor predictability for WBP. Our study showed that RHESSys simulated reliable SWC at the GS by adjusting site-specific porosity only. In contrast, vegetation productivity would require more rigorous site-specific parameterization and hence, further study is necessary to identify primary field ecophysiological variables for enhancing model parameterization and application to multiple watersheds.

Ecosystem observatories are burgeoning globally in an endeavour to detect national and global scale trends in the state of biodiversity and ecosystems in an era of rapid environmental change. In this paper we highlight the additional importance of regional scale outcomes of such infrastructure, through an introduction to the Great Western Woodlands TERN (Terrestrial Ecosystem Research Network) SuperSite, and key findings from three gradient plot networks that are part of this infrastructure. The SuperSite was established in 2012 in the 160,000 km2 Great Western Woodlands region, in a collaboration involving 12 organisations. This region is globally significant for its largely intact, diverse landscapes, including the world's largest Mediterranean-climate woodlands and highly diverse sandplain shrublands. The dominant woodland eucalypts are fire-sensitive, requiring hundreds of years to regrow after fire. Old-growth woodlands are highly valued by Indigenous and non-Indigenous communities, and managing impacts of climate change and the increasing extent of intense fires are key regional management challenges. Like other TERN SuperSites, the Great Western Woodlands TERN SuperSite includes a core eddy-covariance flux tower measuring exchanges of carbon, water and energy between the vegetation and atmosphere, along with additional environmental and biodiversity monitoring around the tower. The broader SuperSite incorporates three gradient plot networks. Two of these represent aridity gradients, in sandplains and woodlands, informing regional climate adaptation and biodiversity management by characterising biodiversity turnover along spatial climate gradients and acting as sentinels for ecosystem change over time. For example, the sandplains transect has demonstrated extremely high spatial turnover rates in plant species, that challenge traditional approaches to biodiversity conservation. The third gradient plot network represents a 400-year fire-age gradient in Eucalyptus salubris woodlands. It has enabled characterisation of post-fire recovery of vegetation, birds and invertebrates over multi-century timeframes, and provided tools that are directly informing management to reduce stand-replacing fires in eucalypt woodlands. By building regional partnerships and applying globally or nationally consistent methodologies to regional scale questions, ecological observatories have the power not only to detect national and global scale trends in biodiversity and ecosystems, but to directly inform environmental decisions that are critical at regional scales.
This study attempted to determine a suitable hydrologic model for assessing the impact of climate change on water resources, and to assess the accuracy of streamflow scenarios simulated by the selected hydrologic model using the meteorological scenarios of the Seoul National University Regional Climate Model(SNURCM). Comparison of four water balance models and two daily conceptual rainfall-runoff models for the simulation capability of the Daecheong Dam inflow indicated that the abcd model performs the best among the tested water balance models and performs as well as SSARR that is popular as a daily rainfall-runoff model in Korea. Parameters of the abcd model were then estimated for 12 ungauged subbasins of the Geum River by the regionalization method. The model parameters were first calibrated at nine multi-purpose dams and were then regionalized using catchment characteristics for another four multi-purpose dams, which were assumed to be ungauged sites. The model efficiency(ME) coefficients of the simulated inflows for these four dams were at least 87%. The MEs of the hindcasted meteorological rainfall scenarios of the 12 subbasins of the Geum River were more than 60%. Moreover, the ME of the Daecheong Dam inflow simulated by the abcd model using the SNURCM rainfall scenarios was more than 80%. Therefore, this research concluded that the abcd model coupled with the SNU-RCM meteorological scenarios can be used for impact assessment studies of climate change on water resources.
