Basic Study on Bridge Asset Management Framework and LOS for Efficient Downtown Bridge Maintenance (효율적인 도심지 교량관리를 위한 교량자산관리 체계 및 서비스수준(LOS) 개발을 위한 기초연구)

  • Bridges, which constitute one of the key facilities in a social infrastructure, are easily accessed and used by users, so that keeping their performance above a certain level is essential. According to various cases in the U.S., Japan and Europe with a long construction history, it is expected that the maintenance cost of bridges in Korea will increase continuously in the future, so a rational decision making system based on engineering factors is necessary to optimize the performance of and maintain them by allocating the limited budget efficiently. This study is a preliminary basic study for the purpose of developing a common asset management system for managing all of the bridges and maintaining the level of service provided by them. The scope of this preliminary study is limited to bridges in urban areas. The bridge asset management system for bridges in urban areas, their level of service (LOS) and performance measure (PM) were developed by carrying out a workshop consisting of both experts and stakeholders. The analysis on the weights of the value and performance measure for each performance indicator was carried out by using the multi-attribute utility theory and the AHP method. In order to confirm the application of the weight of the performance measure and value of the performance indicator, six bridges in an example city were selected, LOS analysis was applied and its results were reviewed.

FARS: A Fairness-aware Routing Strategy for Mobile Opportunistic Networks

  • Mobile opportunistic network is a kind of ad hoc networks, which implements the multi-hop routing communication with the help of contact opportunity brought about by the mobility of the nodes. It always uses opportunistic data transmission mode based on store-carry-forward to solve intermittent connect problem of link. Although many routing schemes have been proposed, most of them adopt the greedy transmission mode to pursue a higher delivery efficient, which result in unfairness extremely among nodes. While, this issue has not been paid enough attention up to now. In this paper, we analyzed the main factors that reflect fairness among nodes, modeled routing selection as a multiple attribute decision making problem, and proposed our Fairness-aware Routing Strategy, named FARS. To evaluate the performance of our FARS, extensive simulations and analysis have been done based on a real-life dataset and a synthetic dataset, respectively. The results show that, compared with other existing protocols, our FARS can greatly improve the fairness of the nodes when ensuring the overall delivery performance of the network.

  • Multi-Criteria Analysis is one method for optimizing decisions that include numerous characteristics and objective functions. The Analytic Hierarchy Process (AHP) is used as a general Multi-Criteria Analysis considering many critical issues. However, since validation procedures for the decision reliability of AHP valuers had been left off existing methodologies, a new methodology including such validation procedures is required to make more reliable decisions. In this research, idea decision results are derived using Monte Carlo Simulation in cases where AHP valuers do not have expertise in the specific project, and these results are compared with the results derived from experts to develop a new analysis model to make more reliable decisions. Finally, this new analysis is applied to various field case studies of road and rail carried out by the Korea Development Institute (KDI) between 2003 and 2006 to validate the new analysis model. The study found that approximately 20% of decisions resulting from the existing methodology are considered prudent. In future studies, the authors suggest analyzing the correlation between initial weights and final results since final results are enormously influenced by the initial weight.

Measurement of the Environmental Value of the Seomjin-River Estuary (섬진강 하구의 환경가치 추정)

  • This paper attempts to measure the environmental value of the Seomjin-River estuary that has been comparatively well conserved but is confronted with the threat of its development. Especially, in order to elicit the environmental values of its four attributes, contingent valuation method(CVM) based on multi-attribute utility theory is applied and the CVM survey was rigorously designed to comply with the guidelines. for best-practiced CVM studies. We surveyed a randomly selected sample of 300 and 350 households in the Seomjin-River estuary-neighboring area(Gwangyang, Sooncheon, Yeosu, Hadong, Namhae) and seven large cities(Seoul, Busan, Incheon, Daegu, Daejeon, Gwangju, Ulsan), respectively and asked respondents questions in person-to-person interviews about what they would willing to pay for the estuary conservation and management program. Respondents overall accepted the contingent market and were willing to contribute a significant amount(5,763 won in the Seomjin-River estuary-neighboring area and 1,883 won in seven large cities), on average, per household per year, which implies that there is a large difference between the two. The aggregate values of the Seomjin-River estuary in the estuary-neighboring area and seven large cities amount to 1.52 and 14.05 billion won, respectively, per year. The quantitative values can be utilized in planning and decision-making about development versus conservation of the estuary.

Development Direction of Maritime Manned-Unmanned Systems through Measurement of Combat Effectiveness against Major Threats on Sea Lines of Communication (해상교통로 상 주요 위협별 전투 효과 측정을 통한 해양 유·무인 복합체계 발전방향)

  • In this study, assuming that the maritime manned-unmanned systems, which will be used as the main force of the ROK Navy in the future, conducts its sea line of communication(SLOC) protection operations, the combat effectiveness against major threats was measured, and through this, the development direction of the manned-unmanned systems was suggested. Multi-criteria decision-making techniques such as Delphi and AHP were used to measure combat effectiveness, and the AHP survey was conducted on 40 naval officers, including 25 senior officers who are well-understood in the combat effectiveness of the weapons system and MUM-T. As an evaluation index for measuring combat effectiveness, the OODA loop was set as the main attribute, followed by Observe(0.358), Orient(0.315), Act(0.217), and Decide(0.110). The combat effectiveness of each major threat in SLOC, the lowest alternative, was measured to be 1.68 times higher than the response to maritime conflicts in neighboring countries and 3.61 times higher than the response to transnational threats. These results are expected to support rational decision-making in determining the level of technology required for acquisition of marine manned-unmanned systems and establishing operational plans for naval forces.

On the Evaluation of Physical Distribution Service in Ports (항만물류서비스의 평가에 관하여)

  • It is required to consider pricing and non-pricing factors and external economy in order to achieve the objects of physical distribution system in a port. Recently, among the three factors, much attention has been paid to non-pricing factor in the system. Although physical distribution service in a port(PDSP)has been frequently mentioned in documents and literature related to port and shipping studies, few study on it has not been systematically and scientifically made due to the following problems; $\circ$ there are not proper criteria to evaluate level and quality of PDSP and as a result it is difficult to set up a unified standard for doing so. $\circ$ algorithms to evaluate problems with complex and ambiguous attributes and multiple levels in PDSP are not available. This thesis aims to establish a paradigm to evaluate PDSP and to abvance existing decision making methods to deal with complex and ambiguous problems in PDSP. To tackle the first purpose, extensive and thorough literature survey was carried out on general physical distribution service, which is a corner stone to handle PDSp. In addition, through interviews and questionnaire to the expert, it have extracted 82 factors of physical distribution service in a port. They have been classified into 6 groups by KJ method and each group defined by the expert's advice as follows; a. Potentiality b. Exactness c. safety d. Speediness e. Convenience f. Linkage Prior to the service evaluation, many kinds of its attributes must be identified on the basis of rational decision owing to complexity and ambiguity inherent in PDSP. An analytical hierarchy process (AHP) is a method to evaluate them but it is not applicable to PDSP that have property of non-additivity and overlapped attributes. Therefore, probablility measure can not be used to evaluate PDSP but fuzzy measure is required. Hierarchical fuzzy integral method, which is merged AHP with fuzzy measure, is also not effective method to evaluate attributes because it has vary complicated way to calculate fuzzy measure identification coefficient of attributes. A new evaluation algorithm has been introduced to solve problems with multi-attribute and multi-level hierarchy, which is called hierarchy fuzzy process(HFP).Analysis on ambiguous aspects of PDSP under study which is not easy to be defined is prerequisite to evaluate it. HFP is different from algorithm existed in that it clarified the relationship between fuzzy measure and probability measure adopted in AHP and that it directly calculates the family of fuzzy measure from overlapping coefficient and probability measure to treat and evaluate ambiguous and complex aspects of PDSP. A new evaluation algorithm HFP was applied to evaluate level of physical distribution service in the biggest twenty container port in the world. The ranks of the ports are as follows; 1. Examining Success Factors of Online P2P Lending Service Using Kano Model and Fuzzy-AHP (Kano 모형과 Fuzzy-AHP를 이용한 온라인 P2P 금융 서비스 성공요인 도출)

  • Recently, new financial services related to FinTech has gained attention more and more. Online P2P financial services transactions such as FinTech require careful examination of the constituents of information systems as an investment is made based on the information presented on the online platform without direct face-to-face contact. The purpose of this study is to find out the success factors of online P2P Lending service among FinTech. To serve the purpose, we build IS (information system) success model, and then use Kano model and fuzzy analytic hierarchy process (Fuzzy-AHP) to find out factors for the success of online P2P Lending service. In particular, this study uses Kano model to classify information system satisfaction factors and to calculate the satisfaction coefficient. The Kano model, however, has a drawback of evaluating single criterion. Therefore, we use multi-criteria decision-making technique such as Fuzzy-AHP to derive the relative importance of the factors. The analysis results show different results depending on the analysis technique. In the Kano model, most of the information system factors are a one-dimensional quality attribute. The satisfaction coefficient is highest for personalized service, followed by the responsiveness of service, ease of using a system, understanding of information, usefulness of information' reliability. The service reliability is the highest in dissatisfaction coefficient, followed by system security, service responsiveness, system stability, and personalized service. The results of the Fuzzy-AHP analysis shows that the usefulness of information quality, the personalization of service quality, and the security of system quality are the significant factors and the stability of system quality was a secondary factor.

A Study on Forecasting Model based Weighted Moving Average for Cable TV Advertising Market (가중이동평균법을 이용한 케이블TV 광고시장에 대한 예측모형 개발)

  • Purpose This study suggests the development of forecasting model for local cable TV advertisement. In order to verify the expected effect of the suggestion, using the causal loop map of System Dynamics, the factors affecting the prospects of cable TV commercial market were divided into 5 groups. Then targeting 97 people involved in the cable TV commercial market in Busan, Ulsan, and Gyeongnam, a survey was conducted on their perception of the current status of local advertisement market and future prospect. Design/methodology/approach The analysis of the collected data shows that workers in advertising and advertisers perceive the influence of cable TV as an advertising media to be high, while clearly understanding the problems of cable TV commercial market. Based on this the effects on the prospects of cable TV commercial market were analyzed and a forecasting method called Weighted Moving Average was applied. In order to improve accuracy of the added value of Weighted Moving Average, the 5 factors were divided into qualitative factors and quantitative factors, and using Multi-attribute Decision Making method, all the factors were normalized and weighting factors were deduced. The result of simulating the prospects of cable TV commercial market using Weighted Moving Average, both qualitative and quantitative factors showed downward turn in the market prospect for the following 10 years. Findings The result reflects generally negative perception of advertisement viewers about the prospects of cable TV commercial market. Compared to the previous studies on domestic cable TV commercials that focused on policy suggestions and surveys on perception of current status, this study has its significance in that it used scientific method and simulation for verification.

Global Collaborative Commerce: Its Model and Procedure (글로벌 협업 전자상거래를 위한 모형 및 절차)

  • This paper suggests a business process between the collaborative companies that want to extend globally sales and delivery service with restricted physical branches in their own areas. The companies integrate their business processes for sales and delivery services using a shared product taxonomy table. In order to perform the collaborative processes, they need the algorithm to exchange their own products. We suggest a similar product finding algorithm to compose the product taxonomy table that defines product relationships to exchange them between the companies. The main idea of the proposed algorithm is using a multi-attribute decision making (MADM) to find the utility values of products in a same product class of the companies. Based on the values we determine what products are similar. It helps the product manager to register the similar products into a same product sub-category. The companies then allow consumer to shop and purchase the products at their own residence site and deliver them or similar products to another sites.
