Recently, landslide disasters caused by severe rain storms and typhoons have been frequently reported. Due to the geomorphologic characteristics of Korea, considerable portion of urban area and infrastructures such as road and railway have been constructed near mountains. These infrastructures may encounter the risk of landslide and debris flow. It is important to evaluate the highly risky locations of landslide and to prepare measures for the protection of landslide in the process of construction planning. In this study, a landslide-risk prediction equation is proposed based on the statistical analysis of 423 landslide data set obtained from field surveys, disaster reports on national road, and digital maps of landslide area. Each dataset includes geomorphologic characteristics, soil properties, rainfall information, forest properties and hazard history. The comparison between the result of proposed equation and actual occurrence of landslide shows 92 percent in the accuracy of classification. Since the input for the equation can be provided within short period and low cost, and the results of equation can be easily incorporated with hazard map, the proposed equation can be effectively utilized in the analysis of landslide-risk for large mountainous area.

From 12 to 16 July 2006, 4 days' torrential rainfall in Deoksan-ri, Inje-up, Inje-gun, Gangwon-do caused massive landslide and debris flow. Huge losses of both life and property, including two people buried to death in submerged houses, resulted from this disaster. As the affected region is mostly mountainous, it was difficult to approach the region and to estimate the exact extent of damage. But using aerial photographs, we can define the region and assess the damage quickly and accurately. In this study the debris flow region in inje, Gangwon-do was analyzed using aerial photographs. This region was divided into three sections - beginning section, flow section and sedimentation section. Informations for each section were extracted by digitizing the shot images with visual reading. Topographic, forest physiognomic and soil characteristics and debris flow occurrences of this region were analyzed by overlaying topographic map, forest type map and soil map using GIS. Comprehensive analysis shows that landslide begins at slope of about $36^{\circ}$, flows down at $26^{\circ}$ slope, and at $21^{\circ}$ slope it stops flowing and deposits. Among forest physiognomic factors, species of trees showd significant relationship with debris flow. And among soil factors, effective soil depth, soil erosion class, and parent materials showed meaningful relationship with debris flow.
In hydrologic modeling, prediction uncertainty generally stems from various uncertainty sources associated with model structure, data, and parameters, etc. This study aims to assess the parameter uncertainty effect on hydrologic prediction results. For this objective, a distributed rainfall-sediment yield-runoff model, which consists of rainfall-runoff module for simulation of surface and subsurface flows and sediment yield module based on unit stream power theory, was applied to the mesoscale mountainous area (Cheoncheon catchment; 289.9 $km^2$). For parameter uncertainty evaluation, the model was calibrated by a multi-objective optimization algorithm (MOSCEM) with two different objective functions (RMSE and HMLE) and Pareto optimal solutions of each case were then estimated. In Case I, the rainfall-runoff module was calibrated to investigate the effect of parameter uncertainty on hydrograph reproduction whereas in Case II, sediment yield module was calibrated to show the propagation of parameter uncertainty into sedigraph estimation. Additionally, in Case III, all parameters of both modules were simultaneously calibrated in order to take account of prediction uncertainty in rainfall-sediment yield-runoff modeling. The results showed that hydrograph prediction uncertainty of Case I was observed over the low-flow periods while the sedigraph of high-flow periods was sensitive to uncertainty of the sediment yield module parameters in Case II. In Case III, prediction uncertainty ranges of both hydrograph and sedigraph were larger than the other cases. Furthermore, prediction uncertainty in terms of spatial distribution of erosion and deposition drastically varied with the applied model parameters for all cases.

The unmanned aerial vehicle (UAV) is used in various fields, such as land surveying, facility management, and disaster monitoring and restoration because it has low operational costs, fast data acquisition, and can generate a digital surface model (DSM). Recently, the UAV has been applied to process management in construction projects. Construction projects are widely distributed not only in urban areas but also in mountainous areas and rural areas where people are rarely in traffic or in vehicles. Projects range from a few hundred meters to several kilometers long. In order to perform a reconnaissance survey, a surveying method using a global positioning system (GPS) or a total station has mainly been used. However, these methods have a disadvantage in that a lot of time is required for data acquisition. This study's purpose is to evaluate the usability of a UAV DSM for surveying a construction area. Data was acquired using the UAV and a three-dimensional (3D) laser scanner, and the DSM of the construction site was created through data processing. The UAV DSM showed accuracy to within 30 cm based on the 3D laser scanner data, and a process comparison between the two work methods was able to present the usability of the UAV DSM in the field of construction surveying. Future utilization of the UAV DSM is expected to greatly improve the efficiency of work in construction projects.
Topographic normalization reduces the terrain effects on reflectance by adjusting the brightness values of the image pixels to be equal if the pixels cover the same land-cover. Topographic effects are induced by the imaging conditions and tend to be large in high mountainousregions. Therefore, image analysis on mountainous terrain such as estimation of wildfire damage assessment requires appropriate topographic normalization techniques to yield accurate image processing results. However, most of the previous studies focused on the evaluation of topographic normalization on satellite images with moderate-low spatial resolution. Thus, the alleviation of topographic effects on multi-temporal high-resolution images was not dealt enough. In this study, the evaluation of terrain normalization was performed for each band to select the optimal technical combinations for rapid and accurate wildfire damage assessment using PlanetScope images. PlanetScope has considerable potential in the disaster management field as it satisfies the rapid image acquisition by providing the 3 m resolution daily image with global coverage. For comparison of topographic normalization techniques, seven widely used methods were employed on both pre-fire and post-fire images. The analysis on bi-temporal images suggests the optimal combination of techniques which can be applied on images with different land-cover composition. Then, the vegetation index was calculated from the images after the topographic normalization with the proposed method. The wildfire damage detection results were obtained by thresholding the index and showed improvementsin detection accuracy for both object-based and pixel-based image analysis. In addition, the burn severity map was constructed to verify the effects oftopographic correction on a continuous distribution of brightness values.
In South Korea, there are a large number of tunnels because of the mountainous terrain, and to overcome this characteristics, lengths of tunnels are more longer than existing tunnels. The need to improvement current tunnel management contents is giving rise for accidents in tunnel section is continuously increased although lots of efforts to reduce the accidents. Conventionally, disaster prevention have been focused on the Tunnel Management Systems, tunnel operators generally tend to depend on CCTV images for most contents of detailed traffic flow managing. In this paper, investigation about current Tunnel Management Systems contents using IPA survey was conducted, and Priority Improvement Contents(Accident Situation Management Support, 2nd Accident Management Support, Traffic Flow Monitoring), which importance are high, but satisfaction are low, are deducted. Also, CCTV images, lack intuitive understanding, are judged as a main cause of low satisfaction of those contents. To overcome those limitations of the existing Tunnel Management Systems, this study sought to develop a technology for the synthesis of road images to derive traffic information from synthesis images, and the contents improvement stragegy is established. Tunnel operators-oriented satisfaction survey on new contents was carried out, and scored 4.2 on a 5-point scale. This has confirmed that the availability of new contents and at this stage, with pushing ahead of long-tunnels and undersea tunnels construction, politic applications are expected.

The purposes of this study are to provide a guideline for the suitability of wind farm facilities in forest lands and to suggest improvement plans of policies and systems to minimize the damage of forest lands. First, we implemented a literature review and field surveys to examine and select factors for the suitability of wind farm facilities in forest lands. Spatial database for selected location factors of wind farm facilities in forest lands was constructed to develop the suitability model for locating wind farm facilities focusing on Gangwon-do. Data used in this study include wind power resource, legal mountainous preserved area, forest roads, developed areas, forest class, and other spatial data. In order to find specific-sized potential areas for a certain number of wind farm turbines, we used block statistics and focal statistics methods. As a result, the areas for potential wind farm locations were 1,261ha from a block statistics method and 1,411ha from a focal statistics method. Based on the outputs of this research, it is required to make an urgent solution for the prevention of forest disaster and to prepare reduction measures for the destruction of ridge landscape.

The intensive observation (ProbeX-2010) was performed to investigate an urban effect on summer rainfall over the Seoul metropolitan area from 13 August to 3 September 2010. Two kinds of urban effect were detected. First, weak rainfall (${\leq}1\;mm\;hr^{-1}$) was observed more frequently in the downwind area of Seoul than any other area of the country. The high frequency of weak rainfall in the downwind area was also confirmed from the recent five years of observational data (2006-2010). Because the high frequency was more apparent in mountainous regions during nighttime, the weak rainfall seems to be caused by a combined effect of urbanization and topography. Second, sporadically, a convective system was developed rapidly in the downwind area of Seoul, causing heavy rainfall (${\geq}10\;mm\;hr^{-1}$). It can be most clearly seen in series of radar images around 1300-1500 KST 27 August 2010. We investigated in detail the synoptic and local weather and upper air conditions. As a result, not only urban-induced high sensible heat but also conditionally unstable atmosphere (especially unstable in low level) and low level moisture were pointed out as important factors that contributed to urban-induced heavy rainfall.
Because of most notably the increase in vehicular traffic in Korea, as measured by highway transport usage, relief is being sought by expanding the construction of highways after 1970s'. These highways have opened up over 70 % of the mountainous areas in Korea's country side which includes the construction of tunnels. Currently there are 607 tunnels installed that are being maintained and by 2015, under the next medium-term plan, Korea will build an additional 440 tunnels. In addition, the use of 1,000m double-pole tunnels is expected to increase significantly in 256 locations. There is no doubt that these tunnels will relieve traffic congestion and aid improved communications, but halfclosed underground highway tunnels in particular are required to reduce tunnel fires caused by poor vehicle maintenance, and other factors such as speeding motorists that increase the number of vehicular accidents. Double-pole tunnels in 1,000m length over require vehicle drivers to be more cautious in terms of the continuous speed limit, judged by how devastating most of car-crash fires within these tunnels can be. In order to prevent these disasters, a full-length tunnel speed enforcement system should be considered mandatorily in legal clauses.
Various studies regarding the prediction of landslides are underway internationally. Research into disaster prevention with regard to debris flows is a particular focus of research because this type of landslide can cause enormous damage over a short period. The objective of this study is to determine the hazard susceptibility of debris flow via predictions of surface water concentrations based on the concept that a debris flow is similar to a surface water flow, as it is influenced by mountain topography. This study considered urban areas affected by large debris flows or landslides. Digital mapping (including the slope and upslope contributing areas) and the wetness index were used to determine the relevant topographic factors and the hydrology of the area. We determined the hazard susceptibility of debris flow by predicting the surface water concentration based on the topography of the surrounding mountainous terrain. Results obtained using the distinct element method were used to derive a correlation equation between the weight and the impact force of the debris flow. We consider that in using a correlation equation, this method could assist in the effective installation of debris-flow-prevention structures.
