한국의 치과기공소 운영실태 (Operational Situation lf Dental Saboratories in Korea)

  • In order to provide the National Dental Health Program with dasic data, and to implove the laborartory managent style, the author studied the operational situations of dental lads through questionaire. The results are as follows, 1. Unlicensured personnel should be replaced by the licensured(from present rate lf 49.2% licensured to more than80%) 2. Minimum wage guarantee system as well as well as oage raise should be established. 3. Monthly balancing accounts system and bepreciation reserve accounts system should be established for the reasonable management. 4. Manufacturing period should be elongated from presnt 2.8 days to 5-7 days for quality betterment of the processes. 5. Medical insurance system should be applied to the dental processes. 6. Manufacturing cost should be increased by 35%. 7. Retirement grants lr retirement annuity system, improvement of occupational environ-ment, and holidays incentives, and participation in medical insurance system should be adopted for the wellfare of the dental technicians. 8. Laboratory managers should operate the lads with pride and valuation. 9. Business Management course should be included in the curriculum of the dental labo-ratory school. 10. Good relationship between Korean Association of Dental Laboratory Technicians and local laboratories shorld be improved.

Inclusive Growth Analysis in Central Sulawesi, The Eastern Province of Indonesia 2015-2019

  • Purpose: This study aims to analyze the inclusive growth in Central Sulawesi Province, an eastern province of Indonesia, up to the districts/cities level. The inclusive growth is analyzed by using Ramos, Ranieri, and Lammens' index that has three indicators which are employment, poverty, and income inequality. Research design, data, and methodology: This study uses panel data of 13 districts/cities in Central Sulawesi Province from 2015 to 2019. The statistical regression used is the panel regression method to analyze the determinants of inclusive growth there. Results: The study found that the average inclusive growth of districts/cities in Central Sulawesi is increasing from the low-level in 2015 to mid-level in 2019. The panel's data regression using fixed effect model FGLS-SUR found Investment (GFCF), Road Infrastructure, HDI, and Processing Industry have a significant positive effect. Regional minimum wage (RMW) has a significant negative effect. Government Expenditure on Education and Health Function has no significant positive effect on inclusive growth. Conclusions: throughout the study period, gini coefficient and poverty rate is slowly decreasing, while employment to population ratio remains volatile in districts/cities of Central Sulawesi.

중국과 베트남의 노동시장 동향연구

  • The results of the studies of China and Vietnam are as follows. First of all, in China, the labor market in China has been fully completing laws and regulations since the implementation of the labor contract law in 2008. Specifically, we analyzed the labor market in China for labor contracts, recruitment, and minimum wage. Next, in Vietnam, which the tertiary and quaternary industries are rapidly developing. The labor market is expected to increase because demand for foreign manpower, as the advancement of retail, finance, tourism services, Smart factories in the textile and sewing- do. The limitations of this study, however, are that there is not enough data to utilize official data for labor market analysis in China and Vietnam. If a practical investigation is conducted for analyzing the labor market in Vietnam due to the changes in the labor market

치과기공소(齒科技工所)의 운영구조(運營構造) 실태(實態)에 관(關)한 조사연구(調査硏究) (A Study on the Status of Management Structure to Dental Laboratory in Chun-Buk)

  • To improve the management of dental laboratory through the research on the actual condition, this study posed questions on 36 dental laboratories. The results are as follows : 1. The establishment of dental laboratory in Chunbuk was increased between in 1980 and 1986. Especially it has been more increased since 1989. According to the proportion of population the number of the dental laboratories in Chunbuk was much more than that of other provinces and took the first place in september 1990. 2. The ratio between the unlicensed dental technician and the licensed was 24.83% and 67.11% each . The former must be replaced by the licensed. And the latter ought to try to improve their culture and technique. 3. Overtime payment must be paid for those who work above eight hours. 4. It takes 5 days at a minimum for the production of dental prosthesis with both stability and esthetics. 5. Every Saturday afternoon, Sunday and national holiday must be free. 6. Bonus must be paid 600% a year at a minimum. The system of retirement allowance should be active. All dental technicians ought to be affliated with their labor union and medica insurance. 7. Such dental restoration as porcelain and crown and bridge prosthesis must by increased to a degree between 30% and 50% at a minimum and the reduction system of charge for a dental technique has to be abolished. 8. The general working conditions of dental laboratory, especially pay and working hour must be improved. 9. To advance the service improvement of dental treatment and the banishment of illegal one, the medical insurance of crown and bridge prosthesis must be generally practised. 10. Ill case of the staff cull:lloyulent of dental laboratory, minimem wage system must be observed. 11. Directing dentist system on the ertablisment of dental laboratory must be abelished or wholly improved.

브라질 비정규노동의 제한적 활용과 정규직화 요인 (Restricted Use of Contingent Workers and the Factors of Shift from Contingent to Standard Workers in Brazil)

  • 본 연구는 비정규직의 규모가 점진적으로 감소하고 있는 브라질의 비정규노동현황과 그 요인들을 통해 우리나라에 대한 시사점을 찾고자 하였다. 브라질 비정규직의 감소원인을 종합적으로 파악하기 위해 문헌과 통계청 자료를 확인하고, 구체적인 실태파악을 위해 상파울로 주에 있는 6개 제조업에 대한 사례조사를 실시하였다. 문헌연구결과, 비정규관련 노동법 조항과 제도들은 비정규직의 제한적 활용에 기여하는 것으로 나타났다. 브라질의 노동법은 고용형태가 다르더라도 비정규노동자를 임시적인 목적으로만 고용할 수 있도록 다양한 측면에서 규정하고 있으며 동일노동 동일임금 및 최저임금제도가 정규직과 비정규직의 임금차별을 완화하여, 결과적으로 사용자의 비정규활용 동기를 감소시키는 것으로 해석되었다. 또 노동검찰과 노동법원은 위법적인 비정규활용을 엄격하게 감시하는 역할을 통해 법적 테두리를 넘어서는 비정규고용을 억제하고 있었다. 사례조사결과, 대부분의 기업에서 비정규직은 임시적인 형태로만 고용되어 있었으며 다수의 사례기업에서 비정규직의 정규직화가 이루어지고 있음을 확인하였다. 이러한 비정규고용에 대한 법적 제한과 정규직화는 노조의 정치적 영향력 확대와도 밀접하게 관련되어 있었다. 브라질의 사례는 우리에게도 적지 않은 시사점을 제공할 수 있을 것으로 기대되었고, 이를 연구의 결론에서 토론하였다.

고용창출과 고용유지를 위한 조세지원제도의 개선방안에 관한 연구 (Tax Incentives for Job Creation and Employment Retention)

  • 본 연구의 목적은 고용창출과 고용유지를 활성화하기 위해 규정된 "조세특례제한법"상의 조세지원제도를 통해 효용성 극대화를 위한 개선방안을 제시하는데 있다. 연구결과를 간략히 기술하면 다음과 같다. 첫째, 고용창출과 고용유지를 장려하기 위한 세제혜택인 세액감면과 세액공제에 대한 중복공제를 허용하고 고용 유발효과의 극대화를 위해 최저한세 적용대상에서 제외시켜야 한다. 둘째, 최저임금 기준초과액에 대한 세액공제 및 세액감면을 신설한다. 셋째, 중소기업 위주의 조세지원 대상을 비영리 중견 대기업으로 확대해야 한다. 넷째, 기업의 인적자원관리의 예측가능성을 높이고, 현재 세대 및 미래 세대의 고용창출과 안정을 위하여 조세지원의 일몰기한을 폐지하거나 대폭 확대해야 한다. 마지막으로 소득세 및 법인세의 조세부담이 없는 기업을 대상으로 조세특례제한법상의 고용지원 관련 규정의 이행상황을 종합적으로 평가하여 일정 기준 이상의 고용성과를 달성한 기업들에게는 세액공제 및 세액감면 외에 정부보조금을 지급할 수 있는 방안을 추가적으로 고려해야 한다. 이러한 논의는 고용정책과 조세법의 융합을 전제로 도출된 것이다.

어선선원(漁船船員)의 노동조건(勤勞條件) 개선방안(改善方案)에 관한 연구(硏究) (A Study on Reform Directions for Promotion of Fishermen's Labor Condition)

  • The Korea Seaman's Act is providing that fishermen s salaries are exceptionally defined and working hours and paid leave are not defined at all. Significant problems of Fishermen's Labor Condition are, (1) It is hard to guarantee the basic right of fishermen as their wages are variable depending on the catch. (2) Excessive working hours would hamper the labor reproduction ability and increase the frequency of disaster. (3) Moreover, fishermen have to search for a new job following the lay off after working aboard during the period defined by contract. The possible implement of Seamen's Act are : (1) The wage system must be unified by regular wages. If it is hard to perish the lay system its relative importance should be diminished whereas the fixed minimum wages and the allowance depending on the position and working days should be paid. (2) This discrimination of the fishing vessels from merchant should be eliminated by removing the item on the Act which excludes the fishermen on the working hours. If it is hard to do so practically the lower regulations defining the maximum periods of duty and minimum periods of rest for fishermen must enact separately as in Japan and England. (3) The difference in the provisions of paid leave between the merchant seamen and fishermen must be abolished (4) It is the most desirable to improve the fishermen's labor conditions through the completion of the Act. However, before doing this, the employers and employees must try to solve the problems through the collective agreement by themselves.

요양병원 입원노인의 환자군 분류에 따른 자원이용수준 (Resource use of the Elderly in Long-term Care Hospital sing RUG-III)

  • Purpose: This study was to classify elderly in long-term care hospitals for using Resource Utilization Group(RUG-III) and to consider feasibility of payment method based on RUG-III classification system in Korea. Method: This study designed by measuring resident characteristics using the Resident Assessment Instrument-Minimum Data Set(RAI-MDS) and staff time. The data were collected from 382 elderly over sixty-year old, inpatient in the five long-term care hospitals. Staff time was converted into standard time based on the average wage of nurse and aids. Result: The subjects were classified into 4 groups. The group of Clinically Complex was the largest(46.3%), Reduced Physical Function(27.2%), Behavior Problem(17.0%), and Impaired Cognition(9.4%). The average resource use for one resident in terms of care time(nurses, aids) was 183.7 minutes a day. Relative resource use was expressed as a case mix index(CMI) calculated as a proportion of mean resource use. The CMI of Clinically Complex group was the largest(1.10), and then Reduced Physical Function(0.93), Behavior Problem(0.93), and Impaired Cognition(0.83) followed. The difference of the resource use showed statistical significance between major groups(p<0.0001). Conclusion: The results of this study showed that the RUG-III classification system differentiates resources provided to elderly in long-term care hospitals in Korea.

한국의 장기요양서비스에 대한 RUG-III의 적용가능성 (On the Feasibility of a RUG-III based Payment System for Long-Term Care Facilities in Korea)

  • Purpose: The purpose of this study was to classify the elderly in long-term care facilities using the Resource Utilization Group(RUG-III) and to examine the feasibility of a payment method based on the RUG-III classification system in Korea. Method: This study measured resident characteristics using a Resident Assessment Instrument-Minimum Data Set(RAI-MDS) and staff time. Data was collected from 530 elderly residents over sixty, residing in long-term care facilities. Resource use for individual patients was measured by a wage-weighted sum of staff time and the total time spent with the patient by nurses, aides, and physiotherapists. Result: The subjects were classified into 4 groups out of 7 major groups. The group of Clinically Complex was the largest (46.3%), and then Reduced Physical Function(27.2%), Behavior Problems (17.0%), and Impaired Cognition (9.4%) followed. Homogeneity of the RUG-III groups was examined by total coefficient of variation of resource use. The results showed homogeneity of resource use within RUG-III groups. Also, the difference in resource use among RUG major groups was statistically significant (p<0.001), and it also showed a hierarchy pattern as resource use increases in the same RUG group with an increase of severity levels(ADL). Conclusion: The results of this study showed that the RUG-Ill classification system differentiates resources provided to elderly in long-term care facilities in Korea.

직업훈련의 임금효과 분석: 「경제활동인구조사」를 중심으로 (The Impacts of Vocational Training on Earnings in Korea: Evidence from the Economically Active Population Survey)

  • 본 논문은 우리나라에서 직업능력 향상을 위한 교육훈련이 개인의 임금에 어떤 영향을 미치는지를 "경제활동인구조사" 자료를 통해 분석한다. 교육훈련의 내생성을 통제하기 위하여 실증분석 방법으로 (1) 고정효과 추정법과 (2) 성향점수 매칭법을 적용한다. 고정효과 추정법(매칭법)의 결과에 따르면, 지난 1년 동안에 이수한 교육훈련으로 인하여 개인의 월평균 임금수준은 평균 2.6~4.7%(7.5~9.8%) 정도 상승한다. 상이한 두 가지 추정방법의 분석 결과를 종합하면, 우리나라에서 직업능력 향상을 위한 교육훈련의 임금 상승효과는 평균 2.6~9.8% 수준인 것으로 추정된다.
